COUNCIL MINUTES
A Meeting of the Picketing Town Council was held on Monday,
April 18, 1988 at 7:30 p.m.

{ I) ADOPIION OF MINUIES
Regular meeting of April S, 1988.
(II) DELEGATIONS
m 1. Mrs. Laverne Geogiedis, 1280 Abbey Road, addressed
Council to oppose the petition requesting the removal
of sidewalks on Abbey Road. She stated that when she
m purchased her home she knew there would be sidewalks
and added that sidewalks are for pedestrian traffic
and child safety. Those who do not want sidewalks
want an extended front yard and will encroach on Town
m property by adding flower beds and trees.
2. Mrs. G. Skinner, 1264 Abbey Road, addressed Council to
m support the petition to remove sidewalks on Abbey
Road. She stated that Abbey Road is not a through
street, traffic is mainly from local residents and
m that 80% of the residents are in favour of deleting
sidewalks. She added that the frontages of the homes
are very long and are an undue hardship to older
m residents who must remove snow and ice in winter.

m 3. Grant Morris, on behalf of the applicant, addressed
Council with respect to the draft plan of subdivision
and rezoning application submitted by A. and D.
Brancaccio. He stated that an agreement has been
negotiated with Durham Region Non-Profit Housing.

AND REZONING APPLICATION A 35/84
SUBMITTED BY A. AND D. BRANCACCIO
That Town Council recommend to Regional Council that Draft Plan
of Subdivision 18T-84018(R), submitted by A. and D. Brancaccio,
et al on lands being Part of Lot 33, Concession 1 and Part of
Lots 27 and 28, Plan 329, Town of Pickering, be APPROVED,
subject to the following conditions:
1. That this recommendation apply to the plan prepared by
Grant Morris Associates, revision date December 31,
1987, as revised in red and bearing the Town's
recommendation stamp.
2. That the owner make satisfactory arrangements
with
the
Town regarding the required parkland dedication.
3. That the owner enter into a subdivision agreement with
and to the satisfaction of the Town.
4. That the owner make satisfactory arrangements
regarding the provision of all services required by
the Town.
5. That the owner agree to dedicate all road allowances
with proper corner roundings and sight triangles to
the Town.
6. That the owner agree to convey to the Town:
a) the 0.3 metre reserves shown as Blocks 70 to 78
inclusive;
b) the 1.0 metre road widening shown as Block 69;
c) any other easements as required.
7. That the owner make satisfactory arrangements with the
appropriate authorities regarding the provision of
underground wiring, street lighting, cable television
and other similar services.
8. That the streets within the draft plan be named to the
satisfaction of the Town.
9. That the owner submit for approval by the Town, site
plans and streetscape elevations showing the location
and relationship of all buildings prior to the
issuance of any building permits.
10. That prior to final registration of this plan, the
owner:
a) submit a Draft 40M-Plan to be approved by the
Town Planning Department;

b) submit a detailed tree inventory and preservation
programme to the satisfaction of the Town and
agree that no trees be removed until such time as
this programme has been approved by the Town
except as authorized by the Director of Parks and
Recreation;
c) satisfy the Town with respect to the necessary
financial contributions to the required
stormwater detention pond (Petticoat Detention
Pond) and downstream trunk storm facilities;
d) satisfy the Director of Public Works regarding
Engineering's comments respecting
Simcoe
stormwater management facilities.
11. That the owner agree to the satisfaction of the
Town:
a) to provide a report indicating the effect
that stormater management, site grading, and
below and above ground services within the
area of the draft plan will have on the
existing drainage private
and
services
(septic tanks and well water) of abutting
residential properties;
b) undertake and guarantee any work necessary
as determined under subsection a).
12. That the owner construct temporary turning
circles at the northern terminus of Streets "A",
"C" and "D" and Westcreek Drive (all within their
lands) to the satisfaction of the Director of
Public Works.:
13. That Blocks 48 to 68 inclusive be developed for
residential purposes in conjunction with abutting
lands to the north and south, and that these
Blocks be maintained to the satisfaction of the
Town until such time as they are developed.
14. That the owner be required to construct a 1.8
metre high wood privacy fence to the Town's
satisfaction along the rear lot line of Lots 18
to 23 and Block 55.
15. That the implementing zoning by-law include an
appropriate residential zone for the portions of
the retained lands fronting Street "D" and that
the remainder of the retained lands be zoned for
open space purposes in consultation with the
Metropolitan Toronto and Region Conservation
Authority.
16. That the owner satisfy the Town's Director of
Public Works with respect to an appropriate
financial contribution toward the future
installation of a sidewalk and upgrading of
street lighting on the west side of Altona Road
along the frontage of the retained lands of
Agnitsch and Woitzik.

Whereas a municipal refuse disposal site is being considered in
the north eastern portion of the City of Scarborough; and
Whereas the City of Scarborough abuts the western boundary of
the Town of Pickering; and
Whereas the proximity of this proposed site may have an
environmental affect on the Rouge River System; and
Whereas the proposed site may have a negative impact on the
residents of the Town of Pickering;
Now Therefore Be It Resolved that the Council of the Corporation
of the Town of Pickering hereby objects to this site; and
That a copy of this resolution be forwarded to the City of
Scarborough, Metropolitan Toronto, Ministry of the Environment
and Norah Stoner, MPP.

(V) OTHER BUSINESS
1. Councillor Arthurs asked for a report on
possible
future improvements to the intersection of Fieldlight
Boulevard and Valley Farm Road.
2. Councillor Mitchell stated that the ditches in the Old
Forest Road/Rosebank Road North Area need to be .
inspected and cleaned.
3. Councillor Brenner stated that the spotlights at the
Toyota dealership are affecting residents across the
street and asked that a solution be made.
4. Councillor Brenner asked that the Library Board be
requested to provide MLS listings and tax rolls at the
new Central Library.
5. Councillor Brenner asked what the policy is for
confidential items.
6. Councillor Brenner submitted a petition for a four-way
of Highview Drive and Ariel
stop
at
the
intersection
Crescent and asked that it be considered at the
Council Meeting of May 2, 1988.
7. Mayor Anderson read a letter from the Minister of the
Environment stating that a second Inspector will
attend the Brock West Landfill Site.
8. The following matters were discussed prior to the
regular meeting:
a) The Town Manager stated that the Town cannot
insure the Whitevale Harmony Day function.
b) Councillor Brenner asked what fencing
requirements are included in the Brandy Lane
subdivision agreement.
c) The Town Manager stated that a petition has been
received from residents on Highview Drive asking
that the condition of the road and sidewalks
poor
be improved.
{VI) CONFIRMATION BY-LAW
By-law Number 2758/88
Councillor Robertson, seconded by Councillor Brenner moved for
leave to introduce a By-law of the Town of Pickering to confirm
the proceedings of the Council of the Corporation of the Town of
Pickering at its meeting held on the 18th day of April, 1988 and
that same be now read a first, second and third time and that
the same be now finally passed and that the Mayor and Clerk sign
the same and that the Seal of the Corporation be thereto affixed.

2. NOXIOUS WEEDS

That the Council of the Town of Pickering authorizes the
publication of a Public Notice regarding the destruction of
mweeds under the provision of the Weed Control Act of the
Province of Ontario and directs the Regional Weed
Inspectors to cause noxious weeds or weed seeds to be
mdestroyed in such a manner as they may deem proper;
and that the expenses incurred by the said Weed Inspectors
in the discharge of their duties shall be placed on the

management facilities, including the concerns
of the Ministry of the Environment and the
