McKay - Deputy Clerk m (i) ADOPTION OF MINUTES m Regular meeting of February 15, 1988. (ii) DELEGATIONS 1. Linda Beresford, 1904 Glengrove Road, addressed Council with respect to no-frill townhouses. She stated more affordable housing should be available in Pickering rather than Ontario mHousing developments and asked if Council would support an investigation into the possibility of providing no-frill housing in Picketing. m (III) RESOLUTIONS m Resolution #45/88 - See Appendix #1 mMoved by Councillor Arthurs Seconded by Councillor Brenner That the Report of the Executive Committee dated February 22, m 1988, be with the following amendments: adopted Resolution #46/88 Moved by Councillor Arthurs Seconded by Councillor Brenner AMENDMENT TO ESTABLISHING TAX COMMITTEE FILE NUMBER - C 5000 m That Resolution #45/88, Item #7 be amended by adding the following: m "and that this Con~nittee report back to Council by May 30, 1988 on recommendations for action and that these recommendations be submitted to the Ministry of Municipal Affairs for a legal m opinion." CARR I ED Resolution #52/88 Moved by Councillor Robertson Seconded by Councillor Brenner NO FURTHER NOTICE FOR BY-LAW 2639/88 FILE NUMBER - B 2310 - A 21/87 That the modifications to By-law 2639/88 which have occurred since the two readings of January 18, 1988 are technical and minor in nature, therefore no further notice is required to be given in respect to By-law 2639/88. CARR I ED (IV) BY-LAWS Councillor Robertson, seconded by Councillor Coburn, moved for leave to introduce by-laws of the Town of Pickering: By-law Number 2639/88 - Third Reading Only Being a By-law to amend Restricted Area (Zoning) By-law 3036, as amended, to implement the Official Plan of the Town of Pickering District Planning Area, Region of Durham in Part of Lot 21, Concession 2, in the Town of Pickering. (A 21/87) By-law Number 2693/88 Being a by-law to amend By-law 740/77 respecting plumbing works within the Town of Pickering. By-law Number 2694/88 Being a by-law to authorize the execution of a Subdivision Agreement between 388270 Ontario Limited and The Corporation of the Town of Pickering respecting the development of Part Lots 15 and 16, Range 3, Broken Front Concession, Pickering (Draft Plan 18T-87007, 1st phase). By-law Number 2695/88 Being a by-law to exempt Lots 18 to 25, Plan 40M-1466, Pickering, from part lot control. Councillor Mitchell declared an interest with respect to By-law 2695/88 as his wife is an employee of John Boddy Developments Ltd. m 8/88 43 (IV) BY-LAWS - continued By-law Number 2696/88 Being a by-law to amend 2628/87 to appoint Matt Zegil as a By-law Enforcement Officer. By-law Number 2697/88 Being a by-law to authorize the execution of Transfers of external storm sewer easements adjacent to Plan 40M-1526, to The Corporation of the Town of Pickering over parts of Lot 19, Concession 2, Pickering {Part 1, Plan 40R-10718 and Parts 1-4, Plan 40R-10665). By aw Number 2698/88 -1 Being a by-law to authorize the execution of an Agreement to amend the Servicing Agreement respecting Part Lots 23 and 24, Concession 1, Pickering {A 51/87; Bramalea Limited) THIRD READING Councillor Robertson, seconded by Councillor Brenner moved that the of the Committee of the Whole Numbers report on By-law 2639/88, 2693/88, 2694/88, 2695/88, 2696/88, 2697/88 and 2698/88 be adopted, and that the said By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. CARRIED (V) OTHER BUSINESS 1. The following motion was considered with respect to the agreement with Lantana Non-Profit Homes Corporation: Resolution #53/88 Moved by Councillor Coburn Seconded by Councillor Arthurs DELETE LETTER OF CREDIT FOR LANTANA FILE NUMBER - B 2310 That the request from Lantana Non-Profit Homes Corporation to delete the requirement in the Servicing/Site Plan Agreement of a letter of credit security for landscaping be approved. CARRIED Recorded Vote: Yes: Councillors Brenner, Coburn, Mitchell, Robertson and Mayor Anderson No: Councillors Arthurs and Morgan 2. Councillor Arthurs read a letter from Durham Recycling outlining some problems that have been encountered with respect to collection. 3. Councillor Arthurs inquired into the status of construction vehicles obstructing pedestrian traffic on Valley Farm Road, south of Kingston Road. 8/88 (V) OTHER BUSINESS - continued I 4. Councillor Arthurs asked for information on the McLaren Report that was before the Regional Works Committee. 5. Councillor Arthurs' request to have Pickering Square's rezoning application deferred was refused. 6. Councillor Morgan thanked Councillor Mitchell for his reports on PACT and the Regional Works Committee meeting and asked when Resolution #42/88 will be reconsidered. i 7. Councillor Mitchell informed Council of PACT's recommendations to the Regional Works Committee. i 8. Councillor Mitchell stated that PACT raised $1,300 from the sale of biodegradable garbage bags. 9. Councillor Brenner stated that the Rouge River area mshould not be considered for a landfill site. 10. Councillor Brenner asked that a policy on snow removal mon walkways be established for the 1988/89 winter season. mil. Councillor Brenner stated that abandoned buildings on lands awaiting rezoning should be demolished as quickly as possible. 12. Councillor Coburn stated he will be receiving a report from the Police regarding road safety instruction to children attending William Dunbar Public School. m13. The following Notice of Motion was considered: Resolution #54/88 I Moved by Councillor Coburn Seconded by Councillor Robertson I OBJECT TO SUNDAY OPENINGS FILE NUMBER - A 2310.26 m the council of the Corporation of the Town of That Pickering advise the Provincial Government of its opposition to further Sunday openings and to the Idelegation of this issue to the municipal level; and that the Retail Business Holidays Act not be Iamended. Deferred to March 21, 1988 I following matters were discussed prior to the 14. The regular meeting: a) The Town Manager reported that the Region of Durham will be holding an Open House in the Council Chambers on Thursday, March 10, 1988 regarding subsidized housing. b) The Town Manager reported that the contract to mcut the trees on the Fire Hall site on Finch Avenue will be awarded in the near future. c) Members of Council approved the request of IValerian Developments to install a wrought iron fence in the front yards of its proposed development. ! m 8/88 (VI) CONFIRMATION BY-LAW By-law Number 2699/88 Councillor Robertson, seconded by Councillor Mitchell moved for' leave to introduce a By-law of the Town of Pickering to confirm the of the Council of the Corporation of the Town of proceedings Pickering at its meeting held on the 7th day of March, 1988 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. ROUGEMOUNT DRIVE NORTH AREA STUDY FILE NUMBER - B 1000 (1) That the Rougemount Drive North Study Area retain its current designation as a "Special Policy Area" in the Woodlands Part B Community Plan. {2) That Council authorize the initiation of various amendments to the zoning standards of By-law 3036, within the Rougemount Drive North Study "Core" Area, {as identified in Appendix No. 1 to this report), to help preserve special Rougemount the character of Drive. {3) That currently outstanding and future development applications within the Rougemount Drive North Study "Core" Area be considered on their own merits, having regard to the revised zoning standards outlined in Appendix No. 1 to this report. (4) That the Planning Department have regard to the protection of lot in rear development opportunities reviewing applications for new development within the Rougemount Drive North Study Area. m2. MASSEY'S SLO PITCH BEERFEST IN KINSMEN PARK FILE NUMBER - F 2600 m That the request dated January 26th, 1988 from the Massey's Slo Pitch Organization to conduct a Beerfest, in Kinsmen Park on June 3rd, 4th and 5th, 1988 (alternate rain date of June 10th and llth, 1988) be approved subject to approval of the Liquor Licence Board of Ontario. ! m 3. REMUNERATION AND EXPENSE PAYMENTS TO MEMBERS OF COUNCIL AND COUNCIL APPOINTEES m FILE NUMBER - C 1000 That the report of the Treasurer-Collector dated February m il, 1988 with respect to remuneration and expense payments to Members of Council and Council Appointees be received. 4. CANCER MONTH - APRIL 1988 m FILE NUMBER - A 2111 That Mayor Anderson be authorized to proclaim the month of m April 1988 as "Cancer Month" in the Town of Pickering. m m m 2 5. DELPHI GROUP MANAGEMENT CONSULTANTS mTO DEVELOP PERFORMANCE MEASURES IN PARKS DIVISION STAFF FILE NUMBER - A 4000 That The Delphi Group Management Consultants be appointed to undertake a study to develop performance measures to increase the productivity of Parks Division staff and improve the overall effectiveness of this unit within the Department of Parks and Recreation to provide a higher level of service to the community; and m that the professional fees associated with this proposal in the amount of approximately $10,000 and additional proposed mout-of-pocket expenses {travel expenses, meals) and report preparation estimated at approximately $4,000 be charged to Account #2710-2392 - Purchased Services "Professional and Consul tive Fees" of the Department's 1988 approved m Operating Budget. ! 6. ACCOUNTS FOR APPROVAL FILE NUMBER - C 2310 That the accounts in the amount of $5,965,055.17, for the period ending February 15, 1988, as submitted by the Town mManager, be approved. m 7. ESTABLISH TAX COMMITTEE FILE NUMBER - C 5000 That a Tax Committee be established in order to address the mfollowing: 1. Mechanisms that will assist residents to better I understand the local tax process, 2. Mechanisms that will assist residents in collecting appropriate documents and data to appeal local assessment, and 3. The social impact of payment of taxes, and that membership on this Committee should include the Treasurer-Collector, two representatives from each ward and m any interested Members of Council. DEFERRED ! 8. PACT WEEK MARCH 1 - 8, 1988 FILE NUMBER - A 2111 I That Mayor Anderson be authorized to proclaim the week of March 1 - 8, 1988 as "PACT Week". !
