That the implementing by-law: (a) establish the location and width of the access to Kingston Road; implement m x 5.3 m parking stall size; the 2.6 (c) establish a parking requirement as follows: - 7 spaces per 93 m2 for the first 460 m2 gross leasable area; plus - 4.5 spaces per 93 m2 for the next 900 m2 gross leasable area; plus - 5.0 93 m2 for all floor spaces per area in excess of 1390 m2; (d) permit only the following uses: - business and professional offices - financial institutions - industrial and commercial equipment and furnishing suppliers (including a "Mr. Rent All ") - home improvement centre - carpet sales outlet - furniture and appliance sales outlets - restaurant-type A per lot 1/88 Resolution #5/88 - (continued) (e) establish a minimum gross leasable floor area requirement per unit, of 278 m2 for all uses on the site other than business and professional offices or restaurant type-A; (f) establish a maximum gross floor area requirement of 250 m2 for a restaurant- type A use; (g) establish a maximum gross floor area for all buildings on site based on an approved site plan. CARRIED b) Mayor Anderson asked for authorization of expenditures for a promotion video. Resolution #12/88 Moved by Councillor Robertson Seconded by Councillor Coburn MELOCHE COMMUNICATIONS GROUP PROPOSAL OF $35,383 FOR PROMOTIONAL VIDEO FILE NUMBER - C 4300 That the proposal submitted by The Meloche Communications Group for the preparation of a promotional video in the amount of $35,383 be accepted. CARRIED c) Mayor Anderson informed Council of a request from the Town of Ajax for a contribution to the Ajax/Pickering Hospital expansion. Resolution #13/88 Moved by Councillor Mitchell Seconded by Councillor Morgan $500,000 INTO FIVE YEAR CAPITAL FORECAST FOR AJAX/PICKERING HOSPITAL FILE NUMBER - C 2200 That the Treasurer-Collector be directed to include the amount of $500,000 into the Five Year Capital Forecast as the Town of Pickering's contribution to the expansion of the Ajax/Pickering Hospital. CARRIED 1/88 (IV) OTHER BUSINESS - (continued) d) A petition received from residents in the Enclaves requesting that the provision of fencing be deleted from the subdivision agreement was refused. e) The Town Manager circulated a memorandum regarding the Lantana co-op housing property. Resolution #14/88 Moved by Councillor Morgan Seconded by Councillor Robertson RELOCATE GARBAGE STORAGE IN LANTANA CO-OP DEVELOPMENT FILE NUMBER - D 3310 That the garbage storage facility site in the Lantana Co-op Housing development as outlined in a memorandum of the Director of Planning dated January 8, 1988 be approved. CARRIED f) The request of Lantana Co-Op Housing to waive the requirement of posting securities was refused. g) Amendments to the Site Plan submitted by First City Corporation were refused. h) Michael Rivers, representing Putt-Putt Miniature Golf, gave a presentation on a miniature golf proposal. (V) CONFIRMATION BY-LAW By-law Number 2638/88 Councillor Brenner, seconded by Councillor Mitchell moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the llth day of January, 1988 and that same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed. CARRIED (VI) ADJOURNMENT The Meeting adjourned at the hour of 9:15 p.m. mAPPENDIX #1 TOWN OF PICKERING The Executive Committee of the Town of Pickering having met on December 14, 1987, presents its nineteenth report to Council and recommends: 1. REZONING APPLICATION A 56/87 SUBMITTED BY S. MORGAN ON THE EAST SIDE OF BROCK ROAD, NORTH OF FINCH AVENUE FILE NUMBER - B 2310 - A 56/87 That Zoning By-law Amendment Application A 56/87 submitted by M. Wilde on behalf of S. Morgan to change the zoning on lands being Part of Lot 18, Concession 2, from "A" - Rural Agricultural to an appropriate zone to permit the development of a day care facility be APPROVED AS REVISED, to permit the establishment of a day care facility subject to the following conditions: (a) that prior to the forwarding of an implementing zoning by-law by Town Council: {i) the owner enter into an appropriate site/development agreement, with and to the satisfaction of the Town, which shall include but not necessarily be limited to the provision of cash-in-lieu for a sidewalk across the frontage of the subject property; (ii) the owner receive conditional site plan and landscaping approval from the Town Planning Department; (iii) the owner satisfy the Region of Durham Works Department and Department of Health Services respecting the provisions of appropriate sanitary sewer and water facilities; (iv) the owner agree to convey a 2.19 metre road widening for Brock Road to the Region of Durham. That the owner make satisfactory arrangements with the Town regarding the required parkland dedication. 3. That the owner enter into a subdivision agreement with and to the satisfaction of the Town. 4. That Blocks 28, 29 and 30 be developed for residential purposes in conjunction with abutting lands and that these Blocks be maintained to the satisfaction of the Town until such time as they are developed. 10. 8. That the owner make satisfactory arrangements with the appropriate authorities regarding the provision of underground wiring, street lighting, cable television and other similar services. 9. That prior to final registration of this plan, the owner: a) submit a Draft 40M-Plan to be approved by the Town Planning Department; b) submit a detailed tree inventory and preservation programme to the satisfaction of the Town and agree that no trees be removed until such time as this programme has been approved by the Town except as authorized by the Director of Parks and Recreation. c) satisfy the Director of Public Works regarding Simcoe Engineering's comments respecting management including the stormwater facilities necessary contribution to downstream Bramalea stormwater management facilities. 12. In accordance with Town policy, the owner provide for the upgrading of the Rosebank Road frontage across the subject property to full urban standards to the satisfaction of the Director of Public Works. 13. That the owner construct a temporary turning circle at the northern terminus of Street "A" (within their lands) to the satisfaction of the Director of Public Works. ll.
