1.
DELEGATIONS
Michael Kerzner, on behalf of Old Forest Investments
Ltd., addressed Council with respect to the rezoning
application to increase the permitted percentage of
gross floor area for sales outlet purposes on the
east side of Brock Road, south of Bayly Street. He
requested that the gross floor area for sales outlet
purposes be increased to 40% and that automotive
uses be deleted.
See Item #2 of the Executive Committee Report

The following persons addressed Council with respect
to By-law 3236/89 which prohibits heavy traffic on
Westney Road on Saturdays and Sundays:
(a)

Jack Armstrong, Solicitor, on behalf of
Timbers Brothers, submi tted a report prepared
by the Aggregate Producers' Association of
Ontario and a letter on behalf of C. Bowden
who does not support By-law 3232/89. He
stated that he supports the 60 kph speed limit
on Westney Road, that Timbers Brothers has
contributed significantly to the maintenance
of Westney Road, that the Timbers are
suffering financial loss as a result of being
unable to operate on Saturdays and requested
that Council permit heavy traffic on Saturdays.

DELEGATIONS - continued
(b)
Brian Buckles, Uxbridge, member of local
conservation boards, stated that MTRCA has
been acquiring lands in northwest Pickering
and southwest Uxbri dge to preserve the uni que
beauty of the area. He spoke in support of
prohi bi ti ng heavy traffi c on Westney Road on
Saturdays because hikers and walkers in the
park woul d be di sturbed and because the pi t
could be operating on most Saturdays.
Dan Buller, 1962 Bowler Drive addressed Council with
respect to the three hour parking regulation. He
submitted a petition of residents objecting to the
three hour parking and requested that 24 hour
parking be permitted on one side only of Bowler
Drive.

Dr. John Polonyi, 5495 Westney Road, stated
that the Townshi p of Uxbri dge has prohi bi ted
heavy traffic on the west and north routes
from Timbers Brothers pit and refused their
request to increase the tonnage removed from
the pi t. He added that the Westney Road and
Concession 9 area is a rural residential area
and a conservation park abuts the pit. He
requested that Council continue to prohibit
heavy traffic on Saturdays and Sundays.
Ted Richardson, who resides on the
Uxbridge/Pickering Townline Road in Uxbridge,
spoke in support of prohi bi ti ng heavy trucks
on Saturdays.

1989 be adopted with the following amendments:
Item #2 was tabled pending a report from staff on the
appropriatness of permitting high intensity commercial uses at

That prior to the forwarding of an implementing
by-law to Council, the owner:

receive site plan approval from the Town;
enter into an appropriate site/development
agreement with and to the satisfaction of the
Town which shall include but not necessarily
be limited to requirements respecting the
upgrading of the Kingston Road frontage of the

respecting the provision of sanitary sewers to
the subject property.

travel to Toronto daily;

Transportati on prepare a report on the feasi bil i ty of
providing a Monday to Friday bus service for Claremont
residents at 7:00 a.m. to the Pickering GO Station and at 6:00
p.m. to return to Claremont.

Whereas the Seaton Development Corporation (SDC) are proposing
the development of the Seaton 1 ands by constructi ng 40,000
homes of which 35% will be affordable housing; and
Whereas the ori gi na 1 1 andowners and present long term tenants
must have fi rst ri ght of refusal to purchase property they
have or had occupied in the Seaton area;
Now therefore the Counci 1 of the Corporati on of the Town of
Pickering hereby resolves that:
1.
All valuable prime farm land be offered for sale to
those owners who were expropriated,
2.
That the long term tenants be offered to purchase
those lands that they are currently occupying, and
That all valuable prime farm land not purchased by
former owners or long term tenants be offered for
sale by public auction.

PROPOSED GOODS AND SERVICES TAX
FILE NUMBER - A 2400
Whereas the Federal Government has plans to implement the
Goods and Services Tax on electricity consumption effective
January 1, 1991; and
Whereas this tax will affect all Canadian residents and
will increase the cost of electricity by approximately 8%;
and
Whereas electricity in Canada's northern climate is an
everyday necessity of life, necessary for lighting, cooking
and heating; and
Whereas the Town of Pickering strongly believes that
electricity is as necessary as food and medical services;
and
Whereas many other countries with a Goods and Services Tax
and more moderate climates have decided not to tax
electricity;
Now Therefore the Council of the Corporation of the Town of
Pickering hereby resolves that:
1.
the Minister of Finance and the Prime t~inister be
advised of its strong opposition to the proposed
Goods and Servi ces Tax on the consumpti on of
el ectri ci ty;
2.
Counci 1 supports the Pi ckeri ng Hydro-El ectri c
Commission in lobbying the Federal Government to
accept electricity as essential to daily life, like
food and medical services and thus exempting it from
the proposed tax;
Council support the Municipal Electric Association
and the Canadian Electrical Association in their
strong opposition to the proposed tax; and
3.
That copies of this resolution be sent to:
