DELEGATIONS Norah Stoner, MPP, presented a Heart of Gol d Certificate to Brenda Davies in appreciation of her volunteer work in the community. 2. Catherine Walker, Jeff Reynolds and Bruce Cameron addressed Counci 1 wi th respect to the Report on Youth Concerns and to request a grant. They outl i ned the need for a part-time Project Officer to coordinate the recoll1Tlendati ons in the Youth Counci 1 Report and informed Counci 1 of the growi ng need for servi ce for the youth of Pickering and Ajax. See Resolution #17/89 3. Brenda Davies, representing the Cherrywood District Resi dents Associ ati on addressed Counci 1 wi th respect to municipal water service. She stated residents of Cherrywood inquired into a municipal water supply due to contami nated water and were tol d that the ~1i ni stry of the Envi ronment woul d provi de a 60% grant. Residents were informed by the Region that works would conmence in the Spri ng of 1989 but have now 1 earned that this project has been delayed by the Region until 1992. . Moved by Councillor Mitchell Seconded by Councillor Morgan GRANT FOR AGENCIES NETWORKING FOR YOUTH FILE NUMBtÆ - C 2163 That the request for a one-time only grant submi tted by the Steeri ng Committee for IIAgenci es Networki ng for Youth" in the amount of $2,750 be approved; and that this amount be charged to Account 2195 (Grants to Organizations and Individuals). CARRIED Resolution #22/89 Moved by Councillor Brenner Seconded by Councillor Morgan BY-LAW FOR PRESERVATION OF TREES FILE NUMBER - F 3220 Whereas the Corporation of the Town of Pickering recognizes its col1ll1i tment to the preservation of our natural envi ronment, the Clerk and the Director of Parks and Recreation be directed to prepare a draft by-law that will address the preservation of our tree and woodlot areas from injury and destruction; and That said by-law also address the implementation, enforcement and monitoring mechanisms necessary; and That this draft by-law be brought before the appropriate Committee of Council within the next six weeks. . CARRIED Resolution #24/89 Moved by Councillor Morgan Seconded by Councillor Dickerson CHERRYWOOD WATER IN 1989 REGIONAL BUDGET FILE NUMBER - A 2310.15 Whereas the Council of the Corporation of the Town of Pickering recogni zed that the water supply in the Cherrywood area is not of proper quality; and Whereas a study was undertaken by Simcoe Engi neeri ng in 1986 which identified that the water supply had levels of fecal matter and other contaminants; and . Whereas the Council applied to the Ministry of Environment for a grant under the IIPri vate Water Improvement Program II to resol ve this situation; and Whereas the application was approved by the Ministry of the Environment in 1987; and Whereas the admi ni strati on of thi s program was transferred to the Regional Municipality of Durham because water would be provided by a municipal water supply system; and Whereas on June 29, 1988, the Regional Council passed a resolution that this program be considered in its 1989 Budget; and Whereas the Region has now moved thi s program forward to 1992; and Whereas the low quality of the water is of such seriousness that this program must be implemented as soon as possible; . Now therefore the Counci 1 of the Corporation of the Town of Pickering hereby requests the Regional Municipality of Durham to reconsider its decision to move this program back to 1992; and That the Pri vate Water Improvement Program for Cherrywood be included in the 1989 Budget for the Region of Durham. Councillor Dickerson, seconded by Councillor Mitchell moved that the report of the Committee of the Whole on By-law Numbers 3034/89, 3035/89, 3036/89, 3037/89, 3038/89, 3039/89, 3040/89, 3041/89, 3042/89, 3043/89, 3044/89, 3045/89, 3046/89, 3047/89, 3048/89, 3049/89, 3050/89, 3051/89, 3052/89, 3053/89, 3054/89, 3055/89, 3056/89, 3057/89 and 3058/89 be adopted and the sai d By-laws be now read a Third Time and PASSED, and that the Mayor and Clerk sign the same and the seal of the Corporation be affixed thereto. ~ CARRIED (V) 1. OTHER BUSINESS 2. Councillor Brenner stated he attended Ajax/Pickering Valentine Dance as Acting Mayor. Counci 11 or Brenner stated an information package wi 11 be available to the public outlining the Terms of Reference for the Growth and Development Task Committee through the Planning Department. the 3. Counci 11 or Johnson stated that a si ren is needed at the Claremont Fire Hall. 4. Councillor Johnson submitted a cheque from Landford Homes in the amount of $634 to cover the costs of the rental of the Recreation Complex and ice rink for the Ajax-Pickering Hospital Fund's charitable hockey game. Councillor Mitchell asked that the five newspaper boxes on Downl and Dri ve be moved to the boul evard on Whites Road. 3/89 25 (V) 7. OTHER BUSINESS - continued 8. Councillor t.1itchell inquired into the status traffic signals at Whites Road and Finch Avenue. Councillor Mitchell stated a public meeting will be hel d on February 22nd at Dunbarton Hi gh School regarding a development by Landford Homes. of . 9. Councillor Morgan, seconded by Councillor Brenner moved for leave to introduce a By-law of the Town of Pickering to confirm the proceedings of the Council of the Corporation of the Town of Pickering at its meeting held on the 20th day of February, 1989 amd that the same be now read a first, second and third time and that the same be now finally passed and that the Mayor and Clerk sign the same and that the Seal of the Corporation be thereto affixed.
