SUBJECT: Parking By -law 2359/87
No Parking - Portion of the Esplanade North
RECOMMENDATION:
That a by -law be enacted to amend Schedule B to By -law 2359/87 regulating parking restrictions
and prohibitions on certain highways.
ORIGIN:
Staff investigation of on- street parkir3 complaints and the requirement of an equipment stging
zone for the Fire Department.
AUTHORITY:
Municipal Act, R.S.O. 1990, chapter MA, section 210.123
FINANCIAL IMPLICATIONS:
Manufacture and installation of regulatory signs costing approximately $500,00 1999 Roads
Operating Budget (2320 -2409) Highway Aids.
EXECUTIVE SUMMARY:
Not applicable.
BACKGROUND:
The construction of the Tridel Millennium Project on the Esplanade North has increased the
internal massing of the Casitas development to the point where an on- street Fire equipment
staging zone is now required. The Fire Prevention Division has recently requested that an on-
street area be designated along the Esplanade North for the purpose of staging large fire
equipment prior to it being sent on -site in the event of a major emergency. When responding to a
multiple alarm call the fire department will utilize, this area instead of blocking the primary
access routes both on- street and on -site for other emergency response services.
Further to the requirements of the Fire Department, the President of Durham Condominium
Corporation 0139 (DCC 0139) has also raised the issue of inadequate sightlincs while exiting the
driveway entrance of the development. The sightlincs are impaired due to the regular on -steel

parking of vehicles along the north side of the Esplanade North immediately west of the
driveway entrance.
In an effort to satisfy the requirements of both the Fire Department and the Administration of
DCC #139, a Draft By -law has been developed to prohibit on- street parking in prescribed areas
along the north side of the Esplanade North. The By -law will specifically prohibit parking for
approximately 15 metres to the west of the driveway entrance for improved sightline visibility
and for 30 metres to the cast of the driveway entrance for the required fire staging zone. A plan
detailing these areas is attached as part of this report.
It should be noted that in order for this by -law to be effective it must receive regular
enforcement.

Being a by -law to amend By -law 2359187
regulating parking, standing and stopping on
higlnvaya and on private and »utnicipal property.
WHEREAS, pursuant to the Municipal Act, R.S.O. 1990, chapter M.45, sections 218.52, 210.73,
210.123.126, 210.131, 310, 314.7 and 314.8, the Council of the Corporation of the Town of
Pickering enacted By -law 2359/87 regulating parking, standing and stoppil g on highways and on
private and on municipal property;
NOW THEREFORE, the Council of the Corporation of the Town of Pickering HEREBY
ENACTS AS FOLLOWS:
I. Schedule B to By -law 2359/87, as amended, is hereby amended by adding [hereto the
following items:
