SUBJECT: Applications to conduct three carnivals
RECOMMENDATION
1. That the application for a Carnival Licence submitted by Pickering Markets for Walter &
Diana Townsend to conduct a carnival at the Metro East Trade Centre on Saturday,
October 30'", 1999 and Sunday, October 31 ", 1999 be approved.
2. That the application for a Carnival Licence submitted by Billy G Amusements Inc. to
conduct a carnival at the Canadian Tire Store on Kingston Road from Thursday, October
21", 1999 to Sunday, October 3 0, 1999 be approved.
3. That the application for a Carnival Licence submitted by Billy G Amusements Inc. to
conduct a carnival at the Metro East Trade Centre on each and every Saturday and
Sunday beginning October 30 "' 1999 to November 28i6, 1999 be approved.

1. Application from Pickering Markets dated October 14, 1999.

FINANCIAL IMPLICATIONS:
Total license fees of $800.
EXECUTIVE SUMMARY:
To approve two applications for a carnival licence at the Metro East Trade Centre and one
application for the Canadian Tire Store.
BACKGROUND:
Please be advised that I have received three applications for a Carnival Licence the details of
which are as follows:
I. An application has been received from Pickering Markets for Walter & Diana Townsend,

3380 Baker Road, Niagara Falls, Ontario to conduct Pony Rides and Pig Races at the
Metro East Trade Centre on Saturday, October 30'h, 1999 and Sunday, October 31 °' 1999.
This will be carried out on a portion of the west parking lot at the METC and be blocked
by the METC from the residential subdivision to the west.
In accordance with By -law Number 5479/99 (Carnivals), the applicant has paid the
appropriate licence fee and provided an insurance certificate in the amount of two million
dollars naming the Town as an additional insured.
2. An application has been received from Billy G Amusement Inc., 305 Iroquois Avenue,
Mississauga, Ontario, to conduct a carnival on the parking lot of the Canadian Tire Store
from Thursday, October 21 ", to Sunday, October 31 ".
in accordance with By -law Number 5479/99 (Carnivals), the applicant has paid the
appropriate licence fee, submitted a letter of permission from the property owner and has
provided an insurance certificale in the amount of five million dollars naming the Town as
an additional insured.
3. An application has been received from Billy G Amusement Inc., 305 Iroquois Avenue,
Mississauga, Ontario, to conduct a carnival at the Metro East Trade Centre oil each and
every Saturday and Sunday beginning October 301h, 1999 to November 28", 1999.
In accordance with By -law Number 5479/99 (Carnivals), the applicant has paid the
appropriate licence fee, submitted a letter of permission from the Metro East Trade Centre
and has provided an insurance certificate in the amount of two million dollars.
This will be carried out on a portion of the west parking lot at the METC and be blocked
by the METC from the residential subdivision to the west.
1 would recommend that Council approve these applications as they comply with the terms of By-
law 5479/99 and should be considered as responsible carnival operators until they prove
otherwise.
