SUBIECT: Applications to canduct two camivals
RECOMMENDATION:
I. That the application for a Cemival Licence submitted by Wally and Diana Townsend to
conduct a camival at the Metro East Treda Centre on Saturday, May l, 1999 and Sunday,
May 2, 1999 be approved.
2. That the application for a Camival Licence submitted by Robertson Amusements Limited
to conduct a camival at the Canadien Tire Store on Kingston Road Gam Thursday, April
29, 1999 to Sunday, May 2, 1999 be approved.

EXECUTIVE SUMMARY:
7'o approve two applications far a camival licence at the Metro East Trade Centre and the
Canadian Tire Store.
BACKGROUND:
Please be advised that I have received two applications for a Camival Licence the details of which
are as follows:
I. M application hes been received from Wally and Diana Townsend, 3380 Baker Road,
Niegera Falls, Ontario, to conduct Pony Rides and Pig Races et the Metro Eest Trada
Centre on Saturday, May Iat and Sunday, May 2nd. This will ba cartied out on a portion
of the west parking lot et thc METC and ba blocked by the METC from the residentiel
subdivision to the west,

In accordence with By-Isw Numbec 5479/99 (Cernivals), tho applicant has paid ihc
appropriate licence fee, submitted a letter of pertnission from the property owner to
conduct the camival, and hes provided an insurance certificate in the amount of two
million dollers naming the Town as an additional insured.
2. An application has been received from Robertson Amusemen►s Limited, 10 Stewart Court,
Suite 30, Orangeville, to conduct a camival on the parking lot of the Canadian Tirc Store
from Thursday, April 29th to Sunday, May 2nd.
The applicant hes paid the appropriute licence fee, submitted a letter of permission from
the Canedian Tire Store and has provided an insurance certificate in the amount of two
million dollars naming ihe Town as an addilional insured. The applicant has vcrbally
indicated that the Canadian Tire Store will be donating a portion of the proceeds to Dig
Brothers.
The applicant wanted it noted that the carnival that was conducted at the Canadian Tire
Store in 1998 had no essociation to his company.
The only person or company that was notified of the passing of By-lew 5479/99 was Bill Gordon
ofBilly G. Amusemenls. The two applicants in this Report were not eware that a camival licence
was required until late last week. Although tha majorily of carnivals are conducted by Billy G.
Amusements, there will be other applicants, such as in ihis case, where ihey are not awarc of Ihc
by-law and may not meke application until it is too late.
[ would recommend that Council approve these applications retroactively because they comply
with the tarms of Bylaw 5479/99 and should be considered es responsible carnival operators until
they prove othenvise. [ did give get ihe concurcence of the majority of Members of Council lo
allow these two carnivels to proceed.
