SUBJECT: Parking By -law Amendment
Glcnanna Road fronting David Fart Memorial Park
RECOMMENDATION:
1. That a by -law be enacted to amend Schedule 'B' of By -law 2359/87 regulating parking
restrictions and prohibitions on certain highways.
Staff review of on- sirect parking problems.

Municipal Act, R.S.O. 1990, chapter M.45, section 210.123
FINANCIAL IMPLICATIONS:
The manufacture, installation and or replacement of "no- parking' signs costing approximately
5500.00 can be accommcdatcd within the Roads Operating Budget, 2320 -2409, Highway Aids.
EXECUTIVE SUMMARY:
Not applicable.
BACKGROUND:
In September of 1999, City Council passed By -law 5553 /99, which was specifically written to
eliminate the on- street parking of vehicles along the south side of Glcnanna Road in the area of
David Farr Memorial Park. This by -law was introduced as it was necessary to regulate the
location of on- street parked vehicles as they frequently obstructed the sightlines of those
motorists attempting to make turning movements onto Glcnanna Road from Walnut Lane,
Listowell Crescent and Storringion Street. The by -law as it is currently written and posted
effectively prohibits on- street parking for a calculated minimum distance in each direction of the
sidestrects to allow for visually unobstructed sightlines.
Unfortunately, however, since the posting of the by -law last fall, the signed regulations have
been regularly ignored resulting in the cot::inuation of collision hazards at cacti of the sidcstreet
intersections. Although no reportable accidents have yet occurred, the operating conditions
found on Glcnanna Road arc respective of improved and continuous unobstructed sightlinc

visibility. Given that a constant level of Municipal Law uforcemcnt is not available to patrol
the area at this time, further parking by -law amendment changes are considered necessary.
In an effort to maintain the integrity of pedestrian crossing safety in the area of David Farr
Memorial Park by -law changes are not proposed in the area of the Pedestrian Crossover (P.X.0)
at Walnut Lane. Changes are, however, recommended to the existing no- parking zone along the
north side of Glenanna Road between Listowell Crescent and Bowler Drive. This section of
Glenanna Road can safely accommodate additional on- street parking without causing any
negative effects on pedestrian or vehicle movement sightlines. In fact, park visitors with vehicles
will no longer be required to cross over Glenanna Road to access the various park amenities.
With the introduction of additional parking along the north side of Glenanna Road it is
recommended that the section between Walnut Lane and Listowell Crescent and also between
Listowell Crescent and Storrington Street be by -lawed as no- parking to further reduce the
potential for sightlines being obstructed in this area.
While it is believed that the newly propc�,ed no- parking by -law amendments will be somewhat
self regulating, a minimum level of munic,oal law enforcement should be provided.

regulating parking, standing and stopping on
highways and on private and municipal property.
WHEREAS, pursuant to the Municipal Act, R.S.O. 1990, chapter M.45, sections 218.52, 210.73,
210.123 -126, 210.131, 310, 314.7 and 314.8, the Council of the Corporation of the City of
Pickering enacted By -law 2359/87 regulating parking, standing and stopping on highways and on
private and on municipal property;
NOW THEREFORE, the Council of the Corporation of the City of Pickering HEREBY
ENACTS AS FOLLOWS:
1. Schedule B to By -law 2359 /87, as amended, is hereby amended by deleting therefrom the
following items:
