A Meeting of the Pickering City Council was held on Monday, February 19th, 2001 at
7:30 p.m.

That Councillor Ryan, seconded by Councillor Johnson, took leave to introduce by-laws
of the City of Pickering:
By-law Number 5797/01
Being a by-law to dedicate part of Block W-I, Plan M-I058, designated as Part 3, Plan
40R-20122 (New Street) as public highway.
By-law Number 5798/01
Being a by-law to exempt Lots 1 to 10 and 12 to 14, both inclusive, Plan 40M-1918,
Pickering, from part lot control.
By-law Number 5799/01

Being a by-law to dedicate Part of Lot 12, Plan 282, Pickering, designated as Parts 15 and
16, Plan 40R-11205 (Oakburn Street) as public highway.
By-law Number 5800/01
Being a by-law to authorize the execution of a Management Agreement between The
Corporation of the City of Pickering and Toronto and Region Conservation Authority.
By-law Number 5801/01
Being a by-law to name highways or portion of highways within the jurisdiction of the
City to which a reduced load period designation applies and to repeal By-law 5619/00.
By-law Number 5802/01
Being a by-law for the collection of taxes and to establish the installment due dates for
the Interim Levy 2001.
By-law Number 5803/01
Being a by-law to appoint Laura Drake to the Museum Advisory Committee.
By-law Number 5804/01

Being a by-law to appoint By-law Enforcement Officers for certain purposes (Parking
Regulation 1305 & 1315 Pickering Parkway, St. Mary Catholic Secondary School, 1918
Whites Road and Amberlea Plaza, 1822 Whites Road.)

THIRD READING:
Councillor Ryan, seconded by Councillor Johnson, moved that the report of the
Committee of the Whole on By-law Numbers 5797/01, 5798/01, 5799/01, 5800/01,
5801/00, 5802/01, 5803/01 and 5804/01 be adopted and the said by-laws be now read a
third time and PASSED and that the Mayor and Clerk sign the same and the seal of the
Corporation be affixed thereto.

OTHER BUSINESS
Councillor McLean thanked those involved in and those who attended the Rotary
Club Dance in support of Women's Shelter. He also thanked all companies who
supported the event.
Councillor Pickles inquired into the status of fire routes being designated at the
Sandy Beach Road GO Station parking lot.
Councillor Brenner advised that Mayor Arthurs will be meeting with the GTSB
on Friday concerning its report respecting amalgamation and requesting a GT A
consultation with local municipalities and residents to be held locally.
Councillor Brenner gave notice of a motion moved by himself and seconded by
Councillor Holland to establish a budget guideline which would exclude fire
services.
5. Councillor Brenner gave notice of a motion on behalf of Councillor Holland,
seconded by himself regarding committees.

Councillor Brenner commented on correspondence dated February 7, 2001 from
the Region on governance. He felt that Council should state its displeasure at
being asked to share the Region's expenditure.
7. Councillor Johnson thanked those involved in the 18th annual Claremont Winter
Festival.

8. Councillor Johnson suggested that a letter of congratulations be sent to the Rotary
Club for holding a successful dance last Saturday in support of the Women's
Shelter..
9. Councillor Johnson advised that he will be attending the Ontario Good Road
Association next week.
10. Councillor Johnson advised that he 18 attempting to promote an EA on the
extension ofHwy. 407 to Hwy. 115.
12. Mayor Arthurs advised that he will raise the consultation issue at the GTSB.

(V) CONFIRMATION BY-LAW
By-law Number 5805/01

Councillor Johnson, seconded by Councillor Ryan, moved for leave to introduce a By-
law of the City of Pickering to confirm those proceedings of the Council of the
Corporation of the City of Pickering at its Regular Council Meeting of February 5, 2001,
Special Council Meeting of February 5, 2001 and Special Council Meeting of February
12th, 2001 and that the same be now finally passed and that the Mayor and Clerk sign the
same and that the Seal of the Corporation be thereto affixed.

REQUEST FOR COUNCIL'S PERMISSION TO DEVELOP
LANDS BYLAND SEVERANCE

PART OF LOT 5, PLAN 282

That the request made by M. & I. Di Prisco, to permit the division of the subject
lands, being Part of Lot 5, Plan 282 (identified as Parts 6 and 8, Plan 40R-6842,
Parts 10 and 11, Plan 40R-16978, and known as 1827 Pine Grove Avenue), to
create one new residential building lot through Land Severance Application LD
08/01, rather than by draft plan of subdivision, be APPROVED.
2. OPERATIONS & EMERGENCY SERVICES REPORT #02-01
COMMUNITY GARDENS
1. That Council endorse Report OES 002-01 concerning Community Gardens;
and
2. Staff facilitate the introduction of a community garden in the Petticoat Creek
valley adjacent to East Woodlands Park.

GREEN STREETS CANADA
TREE CANADA FOUNDATION
PROPOSAL FOR FINANCIAL ASSISTANCE
FOR TREE PLANTING PROGRAMS

1. That Report OES 01-01 regarding the Green Streets Canada financial
assistance program be received for information; and
2. That Council affirms Pickering's commitment to Green Streets Canada,
thereby confirming that municipal funding will be available if our application
is successful, as outlined in the application. .
4. COMMUNITY SERVICES REPORT #05-01
2001 INTERIM LEVY & INTERIM TAX INSTALMENT
DUE DATES (REVISED)
That Report CS 05-01 of the Director, Corporate Services & Treasurer,
concerning 2001 Interim Levy and Interim Tax Instalment Due Dates - Revised,
be received by Council; and
-
1. That revised interim levy instalment due dates be March 12 and April 26,
2001 be adopted; and
2. That By-law 5793/01 establishing the original due dates of February 26 and
April 26, 2001 be repealed; and

3. That the attached by-law, providing for the imposition of the taxes and
incorporating the revised due dates, be read three times and approved by
Council; and
4. That the Director, Corporate Services & Treasurer be authorized to make any
changes or undertake any actions necessary, including altering due dates, in
order to ensure the tax billing process is completed; and
5. That the appropriate City of Pickering officials be authorized to take the
necessary actions to give effect thereto.
