l"o: Dave Ryan, Candidate or Mayor of Pickering
Municipal Elections Act, 1996 (Section 78)
We have audited the accompanying Financial Statements Form 4, campaign period statement of
income and expenses of Dave Ryan, for the campaign period from January 2, 2014 to
December 31, 2014 for the election held on October 27, 2014. The finarcial statement has been
prepared by the candidate based on the financial reporting provisions ofi the Municipal Elections
Act, 1996.
IWanagement's F2sponsibiliiy for the Financial tternerts
The chief financial officer of the cancidate is responsible for fie prepara#ion and fair presentation
of the financia! staterent ir accordance wth the financial reparting provisions of the Nunicipal
Elections Act, 1996 and guidelines issued by Minastry of Nunicipal Afairs and Housing and for
such internal controls as tie chief financiai oficer determires is necessary to enable the
preparation of financial statements that are free firom material misstatement, whether due to fraud
or error.
Audiior's Responsibility
Our responsibility is fo express an opinion on the Form 4 financial statements based on our adit.
We conducted our audit in accordance with Canadian generaliy accepted auditing standards.
Those standards require that we comply with efihical requirements and plan and perform the audit
to obtain reasonable assurance about whether the financial statemnts are free from mafierial
misstatement.
An audit involves prforming procedures to obtain audit eviderce about the amounts and
disclosures in the financial statements. The procedures selected depend on the auditor's
judgement, including the assessment o the risks of material misstatement of the financial
statements, whether due to fraud or error. In making those risk assessments, the auditor
considers internal cortro6s reievant to the entity's preparation and fair presentation of the financial
statement in order to design audit procedures ihat are appropriate in the circumstances, but not
for the purpose of expressing an opinion on the effectiveness of he ertity's internal controls. An
audit also includes evaluating the appropriatenes of accounting policies used and the
reasonableness of accounting estimates made by management, as well as evaluating the overall
presentation ofi the financial tatements.
We believe that the audit evidence we have obtained is sufficient an appropriate to rovide a
basis for our qualified audit opinion.
Basis for Qualifieci Opnion
Due to the inherent natur of the transactions of organizations of fhis type, the completeness of
the various categories of ncome and exenses is not suscefible to satisfactory auait verificatin.
Accordingly, our verificatian of income ard expenses was limited to the amounts recorded in the
records of the candidate and we were not able to determire whether ny+ adjustments might be
necessary to income, expenses an period surplusldeficit for the cmpaign period from Januay
2, 2014 to December 31, 2014
