(I) MINUTES
Regular Meeting of April 23, 2001
(II) DELEGATIONS
1. The following persons addressed the Committee regarding traffic safety concerns
on Rougemount Drive:
a) Peter Williams, 1463 Rougemount Drive, advised that the speed humps on
Rougemount Drive are objectionable and faulty. The study states that 70% of
the community must be in support for the installation of speed humps, but
only 63% concurred with this measure. He further stated that the speed
humps were initiated by residents on another street but the residents on
Rougemount want them removed. Rougemount Drive has been used as a
test area and now it is time for the humps to be removed and the street to be
brought up to standard.
b) Simon Hunter, 1436 Rougemount Drive, also stated that only 63% supported
traffic calming measures, 70% is the required figure and yet the humps were
installed. Rougemount Drive is more dangerous to walk on, cycle on and to
live on. Letters from all emergency services are negative. He undertook a
survey of 21 residences along Rougemount Drive, 95% were unhappy with
safety on Rougemount, 76% in favour of closing the north part of
Rougemount Drive and creating a cul-de-sac, 4% did not want the north part

closed and 20% were unsure but wanting more discussion._ He requested that
the humps be removed and the road be repaved and brought'up to standard.
c) Gino Hamperian, 1432 Rougemount Drive, questioned how population can be
allowed to increase without proper infrastructure. There is no where to walk
on Rougemount Drive and residents requested sidewalks on the northern part
similar to those on the south part. Emergency services letters are all negative
concerning this traffic calming measure. He asked that the speed humps be
removed and the street repaved.

concerned with how these houses are to be built and the size of lots. They do
not want a laneway behind the homes, feeling this would be very dangerous
• for cars exiting. The residents want consistency•and to maintain what they
have.

(IV) OTHER BUSINESS
1. Councillor Brenner gave notice of a motion concerning the Status of the Ontario
Disabilities Act.
2. Councillor Brenner advised that he will be presenting an update on the May 22nd
Council Agenda concerning Health& Social Services Committee.
3. Councillor Johnson gave notice of a motion concerning the Pickering's Roads
Priority List and the need for an underpass at the Taunton Road/Brock Road
railway crossing.
4. The following matters were discussed prior to the regular meeting:
a) The Chief Administrative Officer distributed copies of the Berkeley Draft
Report entitled"A `Made-In Durham' Governance Solution.
b) Mayor Arthurs discussed with Council Members scheduling of upcoming
reports concerning Cherry Downs and the Liverpool Road Study.
c) Councillor Johnson advised that he was in attendance at the Glen Major Task
Force meeting and he stated his concern that this does not appear to be a
public process due to the number of staff involved from the TRCA and MNR.

Zone, in order to permit the property to be severed into a total of 3 lots with
minimum 12.0 metre lot frontage and minimum 350 square metre lot area, be
APPROVED, subject to the conditions identified in Appendix I to Report
Number PD 18-01.
2. That the amending zoning by-law to implement Zoning By-law Amendment
Application A 32/00, as set out in Appendix II to Report Number PD 18-01,
be forwarded to City Council for enactment.

PICKERING ROD AND GUN CLUB
REQUEST TO RE-ESTABLISH FACILITY IN PICKERING
PROVINCIAL LANDS, PART LOTS 21/22/23, CONCESSION 4
1. That Council consider the request of the Pickering Rod and Gun Club to
establish a shooting range and associated club trailer facility on lands north of
Taunton Road, between Sideline 22 and Brock Road.
2. That should Council support the request pp q st of the Pickerin g Rod and Gun Club,
that the following resolution be passed by Council:
That the Ontario Realty Corporation be advised that the City of Pickering
sanctions the use of Provincially owned lands located in Concession 4, Part
Lots 21-23, comprising approximately 10 hectares on the north side of
Taunton Road, west of Brock Road and east of Sideline 22, consisting of
wetlands and an abandoned sandpit, for a shooting range and associated
clubhouse trailer for the Pickering Rod and Gun Club, subject to the following
conditions:
a) that the use of the lands be only for the Pickering Rod and Gun Club.

b) that the use of the lands be restricted to a shooting range and a portable
trailer to support the Club activities, for a time period ending December
2003, with yearly extensions beyond 2003 granted only with sanction
from Pickering Council.
c) that vehicular access to the site be approved by the City and/or the Region
of Durham.
d) that the Pickering Rod & Gun Club provide the City with a general site
plan indicating site access, and facility details.
e) that the hours of operation of the shooting range be restricted to 11:00 a.m.
to 6:00 p.m. daily, with hours extended to 8:00 p.m. during the months of
May to August inclusive.
f) that the Pickering Rod and Gun Club secure all other required
certifications and approvals.
3. That the City Clerk forward a copy of Report No. PD 14-01 and any
resolution(s) of Pickering Council respecting this matter to the Ontario Realty
Corporation, Del Management Solutions, the Pickering Rod and Gun Club,
and The Honourable Janet Ecker, MPP.

DELEGATION OF APPROVAL AUTHORITY FOR
DRAFT PLANS OF SUBDIVISION, CONDOMINIUM AND
PART LOT CONTROL EXEMPTION BY-LAWS
1. That the Region of Durham Planning Department be advised that the October
2, 2000 resolution of Pickering Council (Resolution #126), establishing a July
1, 2001 commencement date for the delegation of the approval authority for
draft plans of subdivision, condominium and part lot control exemption by-
laws, is REVISED to reflect a January 2, 2002 commencement date.

9. CLERK'S REPORT CL 18-01
NOXIOUS WEEDS
That Report CL 18/01 regarding Noxious Weeds be received; and
That the Council of the Corporation of the City of Pickering authorizes the
publication of a Public Notice regarding the destruction of weeds under the
provision of the Weed Control Act, R.S.O. 1990 Chapter W.5 of the Province of
Ontario and directs the Regional Weed Inspectors to cause noxious weeds or
weed seeds to be destroyed in such a manner as they may deem proper; and
That the expenses incurred by the said Weed Inspectors in the discharge of their
duties shall be placed on the Collector's Roll of the City of Pickering against the
respective parcels concerned and that such amount shall be collected in the same
manner as taxes under the Municipal Act.
