Kearns - Committee Coordinator (I) POINT OF PERSONNEL PRIVILEGE Mayor Arthurs advised that Deputy Fire Chief Bill Douglas has been appointed as the new Fire Chief for the City of Pickering, replacing the recently deceased Fire Chief Rick - Pearsall. (II) MINUTES Regular Meeting of January 22nd, 2001 • (III) DELEGATIONS 1. John Doleweerd, representing the West Pickering Community Garden Committee, addressed the Committee with respect to the proposed community garden in the Petticoat Creek valley adjacent to East Woodlands Park. Mr. Doleweerd distributed and explained his presentation. - - 2 - - 2. Bhuandar Bajwa, representing the Pickering Taxicab owners, addressed the Committee to support the recommendation for an increase in taxi fares. He outlined the difference in Transfer fees between various municipalities and requested that Pickering lower their fee from $4,000 to $500. Taxicab fares have not been increased since 1989 whereas gas prices and cost of living have, therefore, he requested that Council approve a raise in fares. (IV) MATTERS FOR CONSIDERATION 1. PROCLAMATION "HEART AND STROKE MONTH"—FEBRUARY, 2001 Approved • See Recommendation #5 (V) OTHER BUSINESS 1. Councillor McLean extended an invitation to Council members and residents to • attend the Valentine's Day Dance being held at the Recreation Complex on Saturday, February 17th, 2001 at a cost of$20.00 per person. 2. Councillor Johnson advised that Friday, February 9th was the Claremont Winter Carnival kick-off, with events taking place all week and wrap up on Saturday, February 17th. 3. The following matters were discussed prior to the regular meeting: a) The Chief Administrative Officer advised that Pickering Professional Fire Fighters Union negotiations will commence on Thursday, February 15th, 2001. b) The Chief Administrative Officer commented on correspondence received from the Pickering Soccer Club. c) The Chief Administrative Officer distributed a status report on the recent winter control operations. d) Councillor Ryan stated his concerns with the number of Civic Complex access cards which have been distributed and the possible security problems. e) Councillor Johnson advised that he has received a number of compliments on staffs cleaning of City roads during last weeks storm. f) Councillor Johnson stated a concern regarding traffic control at the intersection of Kingston Road and Valley Farm Road. • - -4 - - g) Councillor Johnson stated that he has received requests for signalization at the Valley Farm Road and Pickering Parkway intersection. 11) Mayor Arthurs commented on the budget presentation scheduling with staff. PLANNING &DEVELOPMENT REPORT#05-01 REQUEST FOR COUNCIL'S PERMISSION TO DEVELOP LANDS BY LAND SEVERANCE M. & I. DI PRISCO PART OF LOT 5, PLAN 282 (EAST SIDE OF PINE GROVE AVE. ACROSS FROM VALLEY RIDGE CRESCENT) That the request made by M. & I. Di Prisco, to permit the division of the subject lands, being Part of Lot 5, Plan 282 (identified as Parts 6 and 8, Plan 40R-6842, Parts 10 and 11, Plan 40R-16978, and known as 1827 Pine Grove Avenue), to create one new residential building lot through Land Severance Application LD 08/01, rather than by draft plan of subdivision, be APPROVED. 2. OPERATIONS &EMERGENCY REPORT#02-01 COMMUNITY GARDENS 1. That Council endorse Report OES 002-01 concerning Community Gardens; and• 2. Staff facilitate the introduction of a community garden in the Petticoat Creek valley adjacent to East Woodlands Park. 3. OPERATIONS & EMERGENCY SERVICES REPORT#01-01 GREEN STREETS CANADA TREE CANADA FOUNDATION PROPOSAL FOR FINANCIAL ASSISTANCE FOR TREE PLANTING PROGRAMS 1. That Report OES 001-01 regarding the Green Streets Canada financial assistance program be received for information; and 2. That Council affirms Pickering's commitment to Green Streets Canada, thereby confirming that municipal funding will be available if our application is successful, as outlined in the application. 4. COMMUNITY SERVICES REPORT#05-01 2001 INTERIM LEVY & INTERIM TAX INSTALMENT DUE DATES (REVISED) That Report CS 05-01 of the Director, Corporate Services & Treasurer, concerning 2001 Interim Levy and Interim Tax Instalment Due Dates — Revised, be received by Council; and 1. That revised interim levy instalment due dates be March 12 and April 26, 2001 be adopted; and 2. That By-law 5793/01 establishing the original due dates of February 26 and April 26, 2001 be repealed; and - - 2 - - 3. That the attached By-law, providing for the imposition of the taxes and incorporating the revised due dates, be read three times and approved by Council; and 4. That the Director, Corporate Services & Treasurer be authorized to make any changes or undertake any actions necessary, including altering due dates, in order to ensure the tax billing process is completed; and 5. That the appropriate City of Pickering officials be authorized to take the necessary actions to give effect thereto. 5. PROCLAMATION "HEART AND STROKE MONTH"—FEBRUARY, 2001 That Mayor Arthurs be authorized to make the following proclamation: "Heart and Stroke Month"—February, 2001
