EXECUTIVE COMMITTEE MEETING MINUTES
MONDAY, DECEMBER 11, 2000 - 7:30 P.M.

(I) MINUTES
Regular Meeting of November 20, 2000
(II) DELEGATION
1. The following persons addressed Committee with respect to the Fairport Road
Traffic Study:
a) Vivian Van der Hazel, representing the Fairport Action Committee, advised
that a meeting was held in May of over 40 Fairport Road residents. An
increase to 60 km per hour is not acceptable to residents. This is a residential
street with driveways backing onto the road, unlike Whites Road and Dixie
Road. She advised that they support staff recommendations.
b) Gail Clow, representing the Fairport Action Committee, stated that the role of
the Committee is vigilance, to watch development and other matters to ensure
character of neighbourhood is maintained. With further development, volume
of traffic on Fairport will increase. Any changes intended for this road should
not take place until there is consultation with the residents.

c) Alan Thornton, 1750 Fairport Road, stated that Fairport Road has the potential
to attract nice development. A large volume of the traffic is commuters and
many vehicles are travelling at a speed 20 km per hour in excess of the posted
40 km per hour, therefore, the traffic calming measures on Glendale should be
considered for Fairport Road. Fairport Road should be considered for
designation as a Type 3 Arterial Road.

1. Councillor Holland advised that Winterfest activities are underway.
• 2. Councillor Holland gave notice of a motion to be seconded by Councillor McLean
concerning Youth Centres.
3. Councillor McLean gave notice of a motion to be seconded by Councillor Pickles
concerning designating the Brougham Hotel.
4. Councillor McLean requested a copy of the study on the use of cameras at
intersections.

APPENDIX#1
CITY OF PICKERING
That the Executive Committee of the City of Pickering having met on December 11th,
2000, presents its eighteenth report to Council and recommends:
1. PLANNING&DEVELOPMENT REPORT#46-00
REVIEW OF THE DURHAM REGIONAL OFFICIAL PLAN
1. That Council advise the Region of Durham that there is a need to review the
Durham Regional Official Plan and supports the Region continuing with this
initiative; and
2. That Council endorse Report Number PD 46-00 and request that the Region of
Durham address the issues raised in Report Number PD 46-00 in its review of
the Durham Regional Official Plan; and
3. That Council direct the City Clerk to forward a copy of Report Number-PD
46-00 to the Region of Durham.
2. OPERATIONS &EMERGENCY SERVICES REPORT#020-00

TRAFFIC OPERATIONAL REVIEW
That Report OES 020-00 regarding a Traffic Operational Review of Fairport
Road between Kingston Road and Finch Avenue, be received for information
only.
3. CORPORATE SERVICES REPORT#19-00
2000 YEAR END FINANCIAL POSITION
It is recommended that Report CS 19-00 of the Director, Corporate Services &
Treasurer regarding the 2000 year end financial position be received by Council;
and that:
1. any surplus current operating funds at year end 2000, in excess $110,000 be
transferred to the Development Charge Projects — City Share —Reserve Fund;
and
2. the appropriate staff at the City of Pickering be authorized to give effect
thereto.
4. CORPORATE SERVICES REPORT#25-00
2001 INTERIM SPENDING AUTHORITY
That Report CS 25-00 of the Director, Corporate Services & Treasurer be
received; and
1. the 2001 Interim Operating Expenditures be approved at 50% of the prior
years' budget including exceptions as contained in Attachment #1, pending
approval of the formal 2001 Current Budgets by Council; and•

2. the 2001 Interim Capital Appropriations (pre budget approvals) as contained
in Attachment #2 be approved; and
3. pre Budget approval be given to the Library to the change in complement
from one part-time staff to one full-time staff and hiring of two part-time
contract positions necessary for the opening of the new Petticoat Creek
Branch in early 2001, as contained in Attachment 1 with an estimated
incremental cost for the period January 1, 2001 to June 30, 2001 of$23,000;
and
4. the appropriate City of Pickering officials be authorized to take the necessary
actions to give effect thereto.
6. CORPORATE SERVICES REPORT#27-00
SECTION 442/443 OF THE MUNICIPAL ACT
ADJUSTMENT TO TAXES
That Report CS 27-00 of the Director, Corporate Services and Treasurer be
received; and
That the write-off of taxes due to change in assessment as provided under Section
442 of the Municipal Act R.S.O. 1990, as amended, be approved.
