(III) OTHER BUSINESS
1. Councillor Brenner advised of the parking situation at St. Mary Separate High
School requiring students to park their vehicles on the residential roads. He
requested that this matter be reviewed with the St. Mary authorities.
2. Councillor Brenner gave notice of a motion coming forward concerning the
Greater Toronto Airport Authority.
3. Councillor Brenner also gave notice of a motion coming forward concerning
the level of fire services staffing.
4. Councillor Ryan gave notice of a motion to come forward concerning
increasing representation on the Race Relations&Equity Committee.
5. Councillor Ryan requested a detailed report from staff for inclusion in the
2001 Budget deliberations concerning signalization at the intersection of
Rosebank Road and Strouds Lane.
6. Councillor Ryan requested a report on the feasibility of relocating the IPS
System from Rougemount Drive and Altona Road to Valley Gate and Altona
Road.
7. Councillor Ryan advised that the City of Pickering has implemented a TTY
Service which provides the hearing impaired with access to City Departments.
8. Councillor Holland noted that the referendum question to be placed on the
2000 Ballot by the Town of Ajax and the request of the Council of the City of
Pickering to place a question on the ballots of all Durham municipalities was
rejected by the Minister of Municipal Affairs and would like a question
identical to the one intended by the Town of Ajax respecting governance be
placed on the City of Pickering Ballots.
9. Councillor Pickles stated that the report concerning Pickering Parkway &
Diefenbaker Road will be coming forward on September 25th.
10. Councillor Pickles requested that the Region of Durham be asked to expedite
the installation of full signalization at the intersection of Rosefield Road and
Finch Avenue, as soon as possible.

11. Councillor Pickles advised that a meeting of the Pickering/Ajax Police Liaison
• Committee was well attended last Thursday.
12. Councillor Pickles advised that the Altona West Community will be holding
their Annual Family Festival on Saturday, September 16th
13. The following matters were discussed prior to the regular meeting:
a) The Chief Administrative Officer distributed and commented on
correspondence regarding Municipal Works Tenders advising that it is
anticipated that all asphalt work will be completed. He also distributed a
Progress Report on the Petticoat Creek Library and Community Centre.
b) The Chief Administrative Officer advised that he is in receipt of an
Addendum to the Ontario Power Generation Return To Service —
Volume 3.
c) The Chief Administrative Officer further advised that he is continuing to
work on the waste management issue.
d) Councillor Johnson requested that a speed reduction on Concession 7
between Sidelines 26 and 28 be reviewed.

CITY OF PICKERING
That the Executive Committee of the City of Pickering having met on September 11,
2000,presents its fourteenth report to Council and recommends:
1. PLANNING&DEVELOPMENT REPORT#41-00
ZONING BY-LAW AMENDMENT APPLICATION A 24/00
841335 ONTARIO LTD.
PART OF LOT 20, RANGE 3, B.F.C.
(SOUTH-WEST CORNER OF BAYLY STREET AND ALLIANCE ROAD)
1. That Zoning By-law Amendment Application A 24/00, submitted by Mr: J.
Lazarou on behalf of the owners 841335 Ontario Ltd., for lands known as Part
of Lot 20, Range 3, B.F.C., City of Pickering, to amend the existing C2-1
zoning in order to add "place of religious assembly" as a permitted use, be
APPROVED; and
2. That the amending zoning by-law to implement Zoning By-law Amendment
Application A 24/00, as set out in draft in Appendix I to Report Number PD
41-00, be forwarded to City Council for enactment.

UPDATE ON THE STATUS OF THE PICKERING OFFICIAL PLAN •
INFORMATIONAL REVISIONS TO EDITION 2 OF THE
PICKERING OFFICIAL PLAN
That City Council receive Planning & Development Report PD 37-00 for their
information, and adopt Informational Revision 9, as set out on Appendix I to
Planning & Development Report PD 37-00 for inclusion in Edition 2 of the
Pickering Official Plan.

PROPOSAL TO CITY OF PICKERING TO ADD A THIRD
ICE SURFACE TO DON BEER ARENA
That Report OES #11-00 be received by Council and that:
1. Staff be directed to proceed with design and construction drawings for an
additional indoor ice surface at Don Beer Arena;
• 2. Council authorize an expenditure of up to $215,000 for professional services
related to the design development and construction drawings;
3. Staff be directed to provide project costing and financing at the time of the
2001 Budget deliberations;
4. Staff be authorized to meet with the Pickering Ice Rink Committee to discuss
project fundraising programs with $1.5 million to be raised in less than a 10
year period by the Committee;
5. The appropriate offcials of the City of Pickering be given authority to give
effect thereto.

FRENCHMAN'S BAY WATERSHED REMEDIATION PLAN
TERMS OF REFERENCE,
1. That Council receive Report OES 015-00 on the Frenchman's Bay Watershed
Remediation Plan—Terms of Reference.
2. That staff be authorized to proceed in partnership with the TRCA, the
Waterfront Coordination Committee and the University of Toronto to issue
the Terms of Reference and a Request for Proposal to undertake the various
components of the Frenchman's Bay Watershed Remediation Plan.
3. That additional sources of funding be pursued by staff, such as grants from
Provincial or Federal Governments such as NSERC through the University of
Toronto, and contributions from interested stakeholders, such as Ontario
Power Generation.
4. That the purchase of a rain gauge and two stream flow gauges with associated
appurtenances, installation and data collection services be approved, in order
to commence background data collection and monitoring.

PUBLIC WORKS OFFICIALS WITHIN DURHAM REGION
"WHO DOES WHAT" COMMITTEE
SERVICES REVIEW STAGE I REPORT
1. That Report MPE 22-00 regarding the "Who Does What" services review be
received for information; and
2. That the "Who Does What" Services Review Stage I Report, May 2000, under
separate cover, be received for information; and
3. That the recommendations within the "Who Does What" Service Review
Stage I Report be received for information and the Region of Durham be so
advised; and
4. That the City of Pickering recommend to Regional Council and all local
Councils in Durham that prior to any consideration of service realignment
changes (preliminary or otherwise and including review of water and sewer,
etc.) with Durham municipalities that the prerequisite business case analysis
be undertaken and provided as the basis for all recommended changes. Such
analysis include the identification of the operational cost efficiencies which
will result together with the former and proposed service provider including
capital expenditure responsibilities and an analysis of human resource
considerations.
5. That Council endorse Pickering's participation in the preparation of Stage II
Terms of Reference to determine business cases and implementation strategies
for the service delivery concepts identified in the Stage I Report, subject to
acceptable Terms of Reference and cost sharing plans.

PICKERING RECREATION COMPLEX&DON BEER ARENA
RIGHT TO SELL ADVERTISING SPACE
That Report CR 09-00 regarding the right to sell advertising space at the
Pickering Recreation Complex and Don Beer Arenas be received; and that
1. The proposal in reply to RFP 4-00, submitted by Futuresign Multimedia
Displays for the right to sell advertising space in the Pickering Recreation
Complex and Don Beer Arenas be accepted, subject to receipt of appropriate
WSIB coverage/documentation.
2. A by-law be enacted to authorize the execution of an Advertising Agreement
pursuant to which Futuresign Multimedia Displays will be permitted to sell
advertising space on the rink boards and other devices at the Pickering
Recreation Complex and Don Beer Arenas for a five year term.
7. PROCLAMATIONS
That Mayor Arthurs be authorized to make the following proclamations:
"United Way Week" - Sept. 10th to Sept. 17th, 2000
"Terry Fox Run Day" - Sept. 17th, 2000
"Breakfast For Learning Week" - Sept. 25t"to Oct. 1St, 2000
"Homebuilders Week" - Oct. 15th to Oct. 21St, 2000
"White Ribbon Week" - Oct. 23`d to Oct. 29th, 2000
S. CONSUMER'S GAS COMPANY LTD.
PROPOSED NATURAL GAS PRICE INCREASE
WHEREAS the Consumer's Gas Company Ltd. has applied to the Ontario Energy•
Board for a further rate increase of approximately 19% to take effect October 1st,
2000; and
WHEREAS this increase follows a previous increase of 11% earlier this year; and
WHEREAS it is expected that this increase will see the average Ontario home
heated by natural gas face a yearly increase in their consumption bills of
approximately$430.00; and
WHEREAS in the City of Pickering and elsewhere throughout the Province of
Ontario there are thousands of seniors living on a fixed income; thousands upon
thousands of honest, hard-working people who are only just able to subsist,
financially, in their own homes; thousands upon thousands of renters whose
landlords rely on gas for heating and cooking who will flow-through this increase
in the form of higher rents; and thousands upon thousands of businesses who rely
exclusively on natural gas to heat their places of employment and can ill afford
another commodity increase;
BE IT THEREFORE RESOLVED that the City of Pickering make an oral and
written presentation in opposition to this rate increase before the Ontario Energy
Board; and

FURTHER the City urges the Association of Municipalities of Ontario to also
enter a written submission on behalf of all Ontario municipalities and their
residents in opposition to this rate increase; and
FURTHER that this response also be forwarded to all MPP's in Ontario and in
particular the Premier of Ontario, the Minister of Energy for Ontario, the Prime
Minister of Canada and the responsible Federal Minister of Energy and MP Dan
McTeague.
