McKnight -Planner II (I) MATTERS FOR CONSIDERATION 1. PLANNING AND DEVELOPMENT REPORT PD 26-00 LIVERPOOL ROAD SOUTH AREA DETAILED REVIEW PART 1 —PHASE 2 REPORT LIVERPOOL ROAD WATERFRONT NODE DEVELOPMENT GUIDELINES APPROVED AS AMENDED BY SEE RECOMMENDATION#1 ENHANCING ENVIRONMENTAL CONDITIONS IN CLAUSE (m) OF APPENDIX V The Director, Planning & Development, provided an introduction to the Liverpool Road South Area Detailed Review: Part 1 — Phase 2 Report, Liverpool Road Waterfront Node Development Guidelines. The Manager, Policy Section, provided a detailed overview of the Report and introduced the consulting team. She reviewed the recommendations made in the Report and the guiding principles followed by the team. She further reviewed the land use plan, noted key issues, reviewed the implementation strategy and potential Official Plan amendments. John Linton gave an overview of the market analysis. Ronji Borooah reviewed the development guidelines. David Steele, representing PACT, made a presentation and provided Members of Council and staff with copies of that presentation. He reviewed the history of studies that referred to the development of the Frenchman's Bay area including recommendations made in the Mayor's Waterfront 2001 Task Force. In his presentation, he asked ten questions pertaining to the harbour entrance and the viability of marina interests. He further provided comments on the design guidelines as affected by bay fill, road network, transient docking, ferry docking, parkland dedication, location of public boat launching facilities, floating dock in Front Road Park, harbour entrance construction, location of parking and storm water management. He recommended that Council defer consideration of the two development applications to the August Council Meeting pending staff providing answers to the questions he raised in his presentation. A resident of 1249 Bayview Street, stated that she was concerned about traffic and parking. She asked how an increase in cars and buildings be good for the environment. She further asked what she will get out of the plan. Paul Kelland, representing PESCA, thanked the staff of the Planning & Development Department for their effort in preparing this Report and soliciting input from the residents. He is concerned about the issue of bay fill, that parking issues must be addressed and waterfront useage must be encouraged. He stated that the proposed development blocks must be questioned and asked if guidelines for the handicapped are built into the Report. Louise Lawrence, 1234 Bayview Street, stated that issues identified by the residents are being implemented through this Report and the two development applications. This study will help to provide for redevelopment of the area in a pleasing manner. Terry White, representing PACT, stated that the study provides a good foundation for discussion but must go forward for more specific details such as parking. He agrees with providing vistas to the water but noted that the two development applications are not a mixed use. The two development applications are not characteristic of other housing in the area and should show more sympathy to a cottage type of development. The proposal of the Pickering Harbour Company to fill in part of the Bay is problematic. Stewart McGowan, 753 Liverpool Road, stated that the two development applications will cause excess parking on the streets. He noted that lighting is inadequate between Krosno Boulevard and Commerce Street. The City must be cautious about allowing bay fill and noted that the area has an ambiance and therefore building heights must reflect the current character. Jacqueline Smart, 892 Fairview Street, stated that part of the beauty of Bay Ridges is the diversity of the buildings in the community, however, the remodelled houses on Bayview Street do not reflect the surrounding neighbourhood. The Mayor's 2001 Waterfront Task Force is not referenced in the Study. Annual reports to Council on traffic will not be of any use because the traffic problems will already be in place. She is concerned that site specific zoning to allow a business will cause a parking problem and ruin the character of the neighbourhood. On-street parking on Liverpool Road will block the view of the Lake. The City should not accept cash-in-lieu of providing parking areas. The density bonuses is not beneficial to the community and marina uses should be encouraged. The Task Force did address parking quite well and included provisions for boat parking. She asked what is meant by "public parking" in the Hilts application and noted her concern about the townhouses being built so close to the road and causing the appearance of a concrete jungle. She noted that the study indicates that some properties in the study area are unkempt and asked what is meant by this. Joan Skelton, 717 Simpson Avenue, stated that unless a proponent carries out a proper study, no bay fill should be allowed. If traffic is a problem as a result of development, she asked how that problem can be mitigated if development is already in place. Parking on the roads hinders the movement of emergency vehicles, busses, etc. and she is concerned that site specific application could go in the 40 metre setback from the Bay. George Daniel, 714 Kingston Road, stated that the public will not want to come to the waterfront to see townhouses. 2. ZONING BY-LAW AMENDMENT APPLICATION A 23/99 794582 ONTARIO LTD. (FORMERLY G. & A. PLANNING AND DEVELOPMENT REPORT PD 26-00 LIVERPOOL ROAD SOUTH AREA DETAILED REVIEW PART 1 —PHASE 2 REPORT LIVERPOOL ROAD WATERFRONT NODE DEVELOPMENT GUIDELINES 1. . That Council receive as background information the "Liverpool.Road South Area Detailed Review - Part 1 Phase 1 Report", prepared by the Planning and Development Department, and the consulting firms of Totten Sims Hubicki Associates, Markson Borooah Hodgson Architects and TCI Management Consultants Limited, dated May 12, 2000; 2. That Council receive as background information the "Liverpool Road South Area Detailed Review - Part 1 Phase 2 Report", attached as Appendix I to Report Number PD 26-00, prepared by the Planning and Development Department, and the consulting firms of Totten Sims Hubicki Associates, Markson Borooah Hodgson Architects and TCI Management Consultants Limited, dated June 8, 2000; 3. That Council adopt the "Liverpool Road Waterfront Node Development Guidelines" attached as Appendix II to Planning Report Number PD 26-00, as the City's strategy for detailed land use, urban design, and major street layout within the Liverpool Road South Area; 4. That Council endorse the "Liverpool Road Waterfront Node Revised Implementation Strategy", attached as Appendix III to Report Number PD 26-00, direct City staff to include the Implementation Strategy as an appendix to the Liverpool Road Waterfront Node Development Guidelines, and direct City staff to review implementation matters annually and forward appropriate projects for Council's consideration during budget deliberations; 5. That Council adopt "Informational Revision No. 8 to the Pickering Official Plan" attached as Appendix IV to Report Number PD 26-00; 6. That Council direct staff to hold a Statutory Public Information Meeting on August 10, 2000, to discuss potential amendments to the Pickering Official Plan required to implement the recommendations of the "Liverpool Road South Area Detailed Review: Part 1 - Phase 2 Report", as generally, set out in Appendix V to Report Number PD 26-00 as amended by deleting Clause (m) and substituting therefore the following: (m) Proposals for bay-fill shall be considered only in cases where bay-fill represents the best environmental benefit to the watershed and when considering proposals for bay-fill, ensure the proposal is limited in scale, designed to facilitate waterfront public amenities and pedestrian access, and improves environmental conditions of Frenchman's Bay and its shoreline; 7. That Council direct staff to commence with the "Liverpool Road South Area Detailed Review - Part 2", as per the Council-adopted Terms of Reference for the Liverpool Road South Area Detailed Review; and 8. That Council direct the City Clerk to forward a copy of Report Number PD 26-00 to the City's Waterfront Coordinating Committee, the Toronto and Region Conservation Authority, and the Region of Durham. - - 2 - - 2. ZONING BY-LAW AMENDMENT APPLICATION A 23/99 794582 ONTARIO LTD. (FORMERLY G. & A. HILTS) PART OF LOT 22, RANGE 3, BFC (EAST SIDE OF LIVERPOOL ROAD, SOUTH OF WHARF STREET) That Zoning By-law Amendment Application A 23/99, submitted by Malone Given Parsons Ltd., on behalf of the property owner G. & A. Hilts (now 794582 Ontario Ltd.), to permit townhomes, commercial uses, a bed and breakfast, public parking and boat storage on lands known as Part of Lot 22, Range 3, B.F.C., City of Pickering, be APPROVED IN PRINCIPLE, subject to conditions attached as Appendix Ito Report Number PD 28-00 as amended by rewording Clause 1.0 to read as follows: 1.0 That prior to the forwarding of an implementing zoning by-law to City Council, the owner shall submit a revised concept plan including elevations reflecting the direction established by the Liverpool Road Waterfront Node Development Guidelines, as recommended by the Executive Committee on June 13, 2000, for the review and approval of the Director, Planning and Development. • • • •
