(III) OTHER BUSINESS
1. Councillor Dickerson gave notice of a motion he will be bringing forward
concerning a meeting between Rogers and Shaw Cable to discuss the level of
service within Pickering.
2. Councillor Brenner commented on the GTSB and the public consultation process.
He advised that two meetings have been scheduled in Toronto for April 15th and
April 27th, both of which are open to the public.

3. The following matters were discussed prior to the regular meeting:
a) Councillor Pickles advised that with respect to the item on the Agenda for the
Special Council Meeting of March 27, 2000, regarding the Provincial
Offences Act (POA), he noted that he is an employee of the Ontario Native
Affairs Secretariat of the Ministry of the Attorney General but his duties do
not involve the POA in any way and therefore a declaration of interest is not
necessary.
b) The Chief Administrative Officer distributed copies of the new
organizational structure and advised that the move of various departments
would be taking place on April 14t.
c) The Director, Planning & Development advised that the Liverpool Road
South Detailed Design Study would begin shortly. Eight firms were
requested to submit proposals and four of the eight expressed interest. An
interview took place with each of the interested parties and one has been
chosen to undertake the study. The first phase of this study should be
complete prior to Council's summer recess.

That the Executive Committee of the City of Pickering having met on March 27th, 2000,
presents its seventh report to Council and recommends:
1. PLANNING&DEVELOPMENT REPORT#11/00
ZONING BY-LAW AMENDMENT APPLICATION A 12/97
HALLOWAY HOLDINGS LTD.
PART OF LOT 29, CONCESSION 1
(AMBERLEA SHOPPING CENTRE)
That Zoning By-law Amendment Application A 12/97, submitted by Halloway
Holdings Ltd. to allow the establishment of an outdoor storage and display area for
the sale of seasonal gardening supplies, be APPROVED, subject to the following
conditions:
1. That the current zoning by-law be amended only to the extent necessary to
permit a seasonal outdoor garden centre along with associated storage of
gardening supplies occupying a maximum area of 500 square metres located in
the parking lot of the subject property annually, from April 1 to June 30 only.
2. That the amending zoning by-law to implement Zoning By-law Amendment
Application A 12/97, as set out in Appendix I to Report Number PD 11-00 be
forwarded to Council for consideration.

TENDER FOR ICE RINK RENOVATIONS
DON BEER ARENA TENDER# T-1/2000
It is recommended to Council that:
Report CR 02-00 regarding the Ice Rink Renovations at Don Beer Arena be
received and that:
1. Tender# T-1/2000 submitted by Tartu Incorporated for Ice Rink Renovations at
Don Beer Arena in the amount of $439,966.91, including net G.S.T., be
approved.
2. The total project cost of $489,062.10 including the tender amount and other
associated costs be approved.
3. The appropriate officials at the City of Pickering be given authority to give
effect thereto.

2. That the Council of the Corporation of the City of Pickering endorse Pickering's
participation in such review and appoint the Director, Operations & Emergency
Services or his designate to participate on the "Who Does What Committee".

COST OF TELEPHONE LINES FOR EMERGENCY
OPERATIONS CENTRES
COUNTY OF PETERBOROUGH AND REGION OF DURHAM
COUNCIL RESOLUTIONS
1. That Report to Council CAO 04-00, providing resolutions from the County of
Peterborough and the Region of Durham, requesting a reduction in costs of
emergency operations centre telephone lines, be received; and
2. That City Council request the Solicitor General of Canada, the Honourable
Andy Scott, to approach the CRTC to establish a special reduced rate for
dedicated emergency operations telephone lines, and that this rate be applied
retroactively to the date of installation of such lines; and
3. That a copy of this Report be sent to the Region of Durham, the County of
Peterborough, and the Association of Municipalities of Ontario for their
information. •

AGRICULTURAL ASSEMBLY—ONTARIO REALTY
CORPORATION
MODIFICATION TO REVISED CONCEPTUAL LOT PLAN
1. That Report to Council CAO 07-00, concerning the Revised Conceptual Lot
Plan for the Agricultural Assembly be received; and
2. That Council support a modification to the November 1999 Revised Conceptual
Lot Plan for the Agricultural Assembly, to allow the creation of a new lot from
Property 65, as shown as "ORC's Alternative Severance" on Attachment No. 1
to Report to Council CAO 07-00.
3. That a copy of this Report be forwarded to the Ontario Realty Corporation and
the Region of Durham.
7. PLANNING AND DEVELOPMENT REPORT#15/00
APPOINTMENT OF INSPECTORS AND ACTING CHIEF
BUILDING OFFICIALS
That Schedule A of By-law 4647/95, which appoints the Chief Building Official,
Acting Chief Building Officials and Inspectors, be amended as set out in
Attachment#1 to Report PD 15-00.
8. CLERK'S REPORT#12/00
COMPULSORY RABIES IMMUNIZATION OF DOMESTIC ANIMALS
That the Council of the Corporation of the City of Pickering hereby supports the
compulsory rabies immunization of domestic animals as proposed by the Region of
Durham Health Department.
