Kearns - Committee Coordinator (I) MINUTES Regular Meeting of February 28, 2000 (II) DELEGATIONS 1. John Waddington, Director General, and other representatives of the Atomic Energy Control Board, addressed the Committee with respect to the Scope of the Environment Assessment document prepared by the AECB. A slide presentation was given outlining the decisions and rationale for the Scope of Assessment, and the Current Status and Future Steps. He advised that all 13 recommendations put forward by Council were addressed and all but one were accepted. - Recommendation#2 was not legally possible. 2. The following persons addressed the Committee with respect to the Notice of Motion concerning the proposed restart of the Pickering "A" Nuclear Generating Station: - a) David Steele, 966 Timmins Gardens, stated that more studies are required to develop environmental statistics. Council should support the recommendations of the Peer Review Team. • - 2- b) Paul Kelland, representing Pickering East Shore Community Association, advised that PESCA are not anti-nuclear but want to ensure safety and that the CANDU reactors are safe. c) Martin Herzog, representing Liverpool West Community Association, asked what voice the community will have. The AECB should review the recommendations of the Peer Review Team. He requested that Council reaffirm their position for an Independent Review Panel and support the Notice of Motion. d) Irene Koch, representing Durham Nuclear Awareness, advised that they share the concerns outlined by the Peer Review document. The screening report will not address all relevant issues. Council should request the Ministry to move this to an Independent Review Panel. There is no indication why this study should not include health, environment and economic impact. e) Angie Jones, R. R. #5, Claremont, questioned why cancer surveillance would not be included. This is a very important issue which deserves a lot of time. More independent the study, fairer are the results. Resolution #41/00 Moved by Councillor Brenner Seconded by Councillor Holland That a representative of the Peer Review Team be heard as a delegation. • CARRIED f) Ken Howard, University of Toronto, Member of the Peer Review Team, advised that he was present to answer any questions. 3) Scott Murray, representing the West Rouge Canoe Club, addressed the Committee with respect to the June 10th Pickering Dragon Boat Challenge. This event will take place on the west shore of the Frenchman's Bay with its home base being Hanscombe Park. Sixty dragon boat crews will participate in the event. Traffic congestion is being addressed in an attempt to keep it to a minimum. 4) The following persons addressed the Committee with respect to the Notice of Motion concerning the servicing alternative of a force-main connection to the York Durham Sewer System at Pickering southward along Brock Road: a) Angie Jones, R. R. #5, stated her full support of the notice of motion and advised that this alternative is against the Official Plan. This would open up rampant urban sprawl opportunities. The cost and its location is unknown. She requested unanimous support of the motion: b) Bill Wilder, Sideline 12, stated his strong support of the notice of motion and also stated that this alternative is against the Official Plan. He stated this would invite urban sprawl and the planned development would be located on Oak Ridges Moraine. He questioned who would be responsible for the cost. c) Bruce Flattery, 2475 Altona Road, urged Council to support the motion, stating it would be appropriate to make a statement at this time. d) Brian Buckles, representing Uxbridge Conservation Assoc., requested support of the motion and advised that the Region of Durham have already overwhelmingly opposed the recommendation. This would have an adverse financial affect and create considerable traffic congestion. (III) MATTERS FOR CONSIDERATION 1. That Zoning By-law Amendment Application A 5/99, submitted by Grant Morris Associates Ltd. on behalf of the owners, Danlu Holdings Limited, on Part of Lot 32, Concession 1, to amend the zoning on the subject lands to permit the establishment of a condominium townhouse development with a minimum unit width of 4.8 metres, amongst other reduced standards, be APPROVED AS REVISED, as set out in Appendix Ito Report Number PD 14-00. 2. That the amending zoning by-law to implement Zoning By-law Amendment Application A 5/99, as set out in Appendix II to Report Number PD 14-00, be forwarded to Council for consideration. 3. PLANNING &DEVELOPMENT REPORT#12/00 WEST ROUGE CANOE CLUB REQUEST FOR EXTENSION OF LEASE AGREEMENT WITH TORONTO AND REGION CONSERVATION AUTHORITY FOR PADDLING FACILITY ON WEST SPIT OF FRENCHMAN'S BAY That the request of the West Rouge Canoe Club to extend its lease agreement with the Toronto and Region Conservation Authority for the period November 1, 1999 to October 31, 2000, to accommodate a temporary compound on the west spit of Frenchman's Bay for the storage, within trailers, of canoes and kayaks associated with the club's paddling facility, be supported by Council. - 2 - •4. CLERK'S REPORT#10/00 YEAR 2000 MUNICIPAL ELECTION ADVANCE POLLS AND USE OF VOTE TABULATING EQUIPMENT That Clerk's Report CL 10-00 regarding the Year 2000 Municipal Election be received; and 1. That the draft by-law to establish Advance Polls on Saturday,November 4, 2000 and Wednesday,November 8, 2000, between the hours of 10:00 a.m. and 8:00 p.m. be enacted; and 2. That the bid submitted by Global Election Systems for the rental of 33 vote tabulators as set out in Cooperative Request For Proposal Q 73-99 at a cost of $94,385.10 including applicable taxes be approved; and That the Mayor and Clerk be authorized to execute the applicable lease agreement. 5.
