Recommendation:
1. That Report ENG 20-14 of the Director, Engineering & Public Works regarding
various updates to the Traffic and Parking By-law 6604/05 be received;
2. That the attached draft By-law be enacted to amend Schedule "2", and Schedule
"7" to By-law 6604/05 to provide for the regulation of parking and stop signs on
highways or parts of highways under the jurisdiction of the Corporation of the City
of Pickering, specifically to address proposed parking restrictions on Glenanna
Road, Sandstone Manor, Pickering Parkway and Fernam Street; and stop signs
on Seventh Concession Road.
Executive Summary: In response to various traffic concerns by area residents and
to keep the By-law up to date and accurate, Engineering & Public Works staff is
proposing parking restrictions on portions of Glenanna Road, Sandstone Manor,
Pickering Parkway, and Fernam Street and recommending inclusion of existing stop
signs on Seventh Concession Road.
Financial Implications: The installation of `no parking' signs and posts can be
accommodated within the Roads current budget.
Discussion: In response to various traffic concerns by area residents and
to keep the By-law up to date and accurate, Engineering & Public Works staff is
proposing the following updates to the Traffic and Parking By-law 6604/05.
Parking restrictions are proposed on both sides of Glenanna Road between
Liverpool Road and Glendale Drive
Engineering & Public Works staff have recently received complaints from area residents
regarding parking on Glenanna Road between Liverpool Road and Glendale Drive.
Due to the new residential development on the south side of Glenanna Road between
Liverpool Road and Glendale Drive and associated parking on both sides of Glenanna

Road, residents are experiencing increased congestion and vehicle conflicts in this
section of roadway. Recently, to accommodate the growth of traffic on Glenanna Road,
an eastbound right turn lane at the intersection of Glenanna Road and Liverpool Road
was installed. However, this right turn lane is routinely being blocked by resident and
construction vehicles that are parked on the roadway.
To assist with traffic flow and to reduce vehicle conflicts, Engineering & Public Works
staff reviewed parking on Glenanna Road between Liverpool Road and Glendale Drive
and recommend the following measures:
• parking restrictions on the south side of Glenanna Road from Liverpool Road to
Glendale Drive
• parking restrictions on the north side of Glenanna Road from Liverpool Road to 80
metres west thereof. Glenanna Road widens after 80 metres for westbound
travelling vehicles to allow for on-street parking and through traffic

Attachment 1.
Parking restrictions on Sandstone Manor are proposed
By-law Services were contacted by Purdue Pharma, which is located on the southwest
corner of the intersection of Granite Court and Sandstone Manor, regarding large
delivery trucks having difficulty accessing Sandstone Manor because of vehicles
parking on Sandstone Manor near the intersection with Granite Court on the west side
of the roadway.
To alleviate these concerns, Purdue Pharma asked City staff to review parking on
Sandstone Manor and provide recommendations restricting parking on the west side of
the roadway near Granite Court. Currently, parking restrictions are present on the
entire east side of Sandstone Manor and portions of the west side.
Engineering & Public Works staff reviewed the west side of Sandstone Manor at Granite
Court for parking restrictions. Based on the review, parking restrictions are
recommended on the west side of Sandstone Manor from Granite Court to 15 metres
south thereof.
The proposed parking restrictions on Sandstone Manor are shown graphically in
Attachment 2.
Parking restrictions are proposed on Pickering Parkway at the parking lot
driveway for Village East Park and Diana Princess of Wales Park
Traffic concerns from park patrons have been received by City staff regarding vehicle
sightlines when exiting the parking lot for Village East Park and Diana Princess of

Wales Park on Pickering Parkway. Engineering & Public works staff investigated this
concern and found that sightline issues are present at this location when there are large
events at the park. During these events, vehicles park along the north side of Pickering
Parkway right up to the Village East Park and Diana Princess of Wales Park parking lot
driveway.
As this can present a safety concern, staff propose that parking restrictions be
implemented on the north side of Pickering Parkway 10 metres east and 10 metres west
of the existing driveway entrance of the Village East Park and Diana Princess of Wales
Park parking lot on Pickering Parkway.
The proposed parking restrictions on Pickering Parkway are shown graphically in
Attachment 3.
Existing Parking restrictions on Fernam Street are to be included into the Traffic
and Parking By-law 6604/05 ,
There is currently a sign indicating a parking restriction on the west side of Fernam
Street from Strouds Lane to approximately 35 metres north thereof. This restriction is
currently not listed in the Traffic and Parking By-law 6604/05.
Parents often use Fernam Street to pick-up and drop-off students to and from Highbush
Public School. The parking restriction prevents motorists from parking too close to the
intersection on the west side of the street, which could otherwise be a safety concern.
Currently, staff have not heard any concerns regarding the parking in the area.
As the sign restricting parking on the west side of Fernam Street works well, and the
two affected homeowners on the northwest corner of Strouds Lane and Fernam Street
have indicated to staff that the "no parking" sign should remain, Engineering & Public
Works staff has recommended that this parking restriction be included into the Traffic
and Parking By-law 6604/05.
The parking restrictions on Fernam Street are shown graphically in Attachment 4.
Existing Stop signs on Seventh Concession Road at Sideline 28 are to be
included into the Traffic and Parking By-law 6604/05 •
There are currently stop signs on Seventh Concession Road for east-west traffic at
-Sideline 28, which is not reflected in the current Traffic and Parking By-law 6604/05.
This stop location has been existing for many years. In an effort to keep the By-law up
to date and accurate, it is recommended that this stop location be included into the
City's Traffic and Parking By-law 6604/05.
The stops on Seventh Concession Road are shown graphically in Attachment 5.

Being By-law By-law a By law to amend By law 6604/05 providing for
the regulating of traffic and parking, standing and
stopping on highways or parts of highways under the
jurisdiction of the City of Pickering and on private and
municipal property.
Whereas, By-law-6604/05, as amended, provides for the regulating of traffic and parking on
highways, private property and municipal property within the City of Pickering; and
Whereas, it is deemed expedient to amend Schedule 2 and Schedule 7 to By-law 6604/05 to
establish "No Parking" zones on a portion of Glenanna Road, Sandstone Manor, Pickering
•
Parkway and Fernam Street and "Stop Signs" on Seventh Concession Road.
Now therefore the Council of The Corporation of the City of Pickering hereby enacts as follows:
1. Schedule 2 to By—law 6604/05, as amended, is hereby further amended thereto by the
