Recommendation:
That Report PD 12-12 of the Director, Planning & Development respecting the status of
the Downtown Pickering Intensification Study be received.
Executive Summary: The purpose of this report is to provide City Council with an
update on the status of the Downtown Pickering Intensification Study. Urban Strategies
Inc. has been retained to prepare a built form vision and supporting official plan policies,
urban design guidelines and a zoning strategy to manage growth and city building in the
downtown. The work program includes a highly collaborative process to engage City
staff, key stakeholders and members of the public.
To date, public engagement has included interviews with key stakeholders including
landowners and businesses, local residents and agency representatives. Following the
interviews, a day long interactive design workshop was held with invited stakeholders to
discuss future considerations and opportunities in the downtown. Two community open
houses have been held to solicit public input and feedback. Further, a scaled
three-dimensional foam model of the downtown has been created to enable the public
to understand the impacts of various built form approaches. A third community open
house will be held to present the draft vision and preliminary official plan policies on
September 13, 2012.
Financial Implications: No direct implications from reporting on the Downtown
Pickering Intensification Study status. The total study budget, approved in 2011, is
$122,898 excluding HST.

1.0 Background
1.1 In December 2011, City Council approved the proposal submitted by Urban
Strategies Inc., in association with HDR/iTrans, and Halsall Associates, to
undertake studies related to the Downtown Intensification Program
On December 12, 2011, Council approved the proposal submitted by Urban
Strategies Inc., in association with HDR/iTrans, and Halsall Associates, to
undertake a built form vision for the downtown. As part of the preparation of the
vision, supporting official plan policies, urban design guidelines and zoning
strategy will also be prepared over a 10 month period through a highly
collaborative process involving City staff, key stakeholders and members of the
public.
1.2 To date, stakeholder interviews and workshops, and two community open
houses have been held to obtain the comments on a vision for the
downtown
On February 15, 2012, interviews were held with the key stakeholders including
landowners, local residents and representatives from the Greater Toronto
Marketing Alliance, Ontario Power Generation, Durham College, the
Ajax-Pickering Board of Trade, the Durham West Arts Centre, Metrolinx, the
Toronto and Region Conservation Authority and Durham Region to discuss key
issues and opportunities within the Downtown. On March 7, 2012, approximately
120 people attended the first community open house to hear a presentation and
view the display panels and the scaled three-dimensional foam model of the
downtown area. After the presentation, the public was invited to participate in
round table sessions on the future of downtown Pickering. Attached is a
summary of the comments provided at the stakeholder interviews and the first
community open house (see Attachment#1).
On May 10, 2012, a day long stakeholder workshop was held to discuss future
considerations and opportunities in the downtown. The consultants facilitated
four break-out groups that were each assigned a precinct within the downtown.
The four precincts were: The Avenues: Liverpool Road Corridor & Kingston Road
Corridor; south Downtown/Bayly Corridor; Valley Farm Neighbourhoods and the
Civic Precinct; and the Shopping Centre. Each group discussed how public
space, built form, mobility, and place-making were important drivers for growth
within the precinct. The outcome of these discussions resulted in plans, drawings
and new buildings to scale being added to the foam model. All of materials
prepared at the workshop were on display at the second community open house
held later that evening. Approximately 50 people attended the open house.
The presentation and displays from both community open houses are available
on the City's website on the Downtown Intensification Study page. Staff is
available to meet with members of Council on an individual basis to answer any
questions about the Downtown Intensification Study.

1.3 Next Steps
Attached is a chart illustrating where we are in the study process (see Attachment#2).
The third community open house is scheduled for September 13, 2012. At this
open house, Urban Strategies will present the draft vision, preliminary official
plan policies, draft urban design guidelines and draft zoning strategy. Following
the presentation of the Final Vision to Council in November, the statutory part of
the process will be initiated with the following steps:
• Statutory open house & public meeting on draft Official Plan Amendment
(February 2013)
• Report to Planning & Development Committee (April 2013)
• Council consideration/adoption of Official Plan Amendment (April 2013)
• Submission of Official Plan Amendment to Durham Region for approval
Melanie Hare of Urban Strategies will be attending the Planning & Development
Committee meeting of June 4, 2012 to provide an overview of the study process
to date and next steps.
