YOU before we DOWN TO SLA5T-OFF a.00 p.m. • uleAnxtsd,ay,Jeb.14 Subject to general approval at the next oven meeting our Association plans to circulate Petitions to all retennyers of Nest Rouge requesting annexation of our community by Scarboro. When cotipleted the peti- tions supported by a brief will be forwPrded to the appropriate author- ities. This matter has been under study by our Executive for nearly a year and the proposed action has been unanim-- oue.ly endorsed. LOCICkL MOVE veogrephically, economically and socially Nest Rouge belongs to L.etro. The Rouge River is the logicfil bound- ary line, and all services would be facilitated by having the political Loundary altered accordingly. 3CARbORO TAXES LOWER Our co'(I 1ttP,el s study of the taxes on compereble homes in West Rouge and in the ea fit end of Scerl)orough showed thct the letter averaged enrroximate- 1y $100. less per year. Details of the comPprison of eight pairs of pirnilnr honies appear elsewhere in this issue, BIG SAVING IN HYDRO The Scarboro Hydro rates are about one- third lesFthan the rural rates we now nay. This alone would mean a saving; of $50. a year to many homeowners. START 014' SEWERS IN FE13RUARY4 Final details reEerding the financing, and the easements required to take pipe -lines across private properties are delaying the start of the sewer- layint; project. However T. 0. Jefferson, Township Engineer is optimistic that ground can be broken by mid -February and the installation completed this spring, It is not yet possible to give exact, figures on costs to the homeowner. It is hoped that the, next issue of the Fairway will be able to give there In detail. Yove to join Yetro Cont'd.. THE TI YE IS NOA It is well known that the Provincial government is drFftinE ammendmente to Bill 80 (the Act which created Metropolitan Toronto). Metro wrs cr(eted in order to control the order- ly planning and development of this vast metropolitan area. we are hope- ful that we can persuade the authori- ties that tidying up their ef:stern boundaries is a necefssary part of the plan -- especially for the benefit of the Centennial area. SCHOOLS The executive has not found any dissatisfaction with the educational facilities now provided (except for their cost), but there would be some ad.vantagea in joining the larger Scarboro system. Scarboro'Es educa- tionol costs are shared in part by Petro - esneciF]_ly cfpital expendi- turnH. Move to join Metro Cont'd. Scarboro is now making plans for a new High School in the Centennial area. we believe it would be to our mutual advantage to have West Rouge included in their plans, WILL A PETITION WORK? Your executive cannot guarantee that a petition - even from 1006',, of our home- owners - will do any good. The out- come will depend largely on decisions made at Queen's Park. But we have been encourr ged, by the remarks of some officials with whom we have discussed the elan, to believe thnt it moy be fsvourebly received. Reeve Campbell first proposed the annexation of Rest Rouge almost a year afro. We hope to secure the support of Scarborough C)uncil for our application and are, optimistic tha.t it will be fort coming. WOULD SEWER PLAN`3 BE AFFECTED? Not likely. The adjustment of the financial arrangements, with Metro assuming its share of the debenture and operating responsibility would be re- latively simple. For the time being; at least our sewage would be pumped to the east. It is possible too that past of the Centennial area. could be connected to our seweg a system, to the mutual ad- vantage of Scarboro and Pickering. HOME VALUES AT STAKE Any real-estate man con tell you th4t re-eale values of hoines in West Rouge have dropped considerably in the past two years. We are convinced that be- coming part of 11'etro would reverse this trend. Prospective purchasers Are being; fri, htened away by the high taxes, and the prospect of sewer charges on top of these makes the picture even blacker. _ PETER'S SWEENEYIS - TEXACO SERVICE STATION Undercoating Wheel Alignment Automatic Transmission Service LANSING TEXACO SERVICE AT 2 6451 OPEN 24 HOURS NOW SERVING WEST ROUGE TEMPLE TAXI TE•9-IJ44 ()To toll charge) SOME MISCELLANEOUS ADVANTAGES T.T.C. services would likely be ex- tended to the Sherpard Cloverleaf, and possibly to our Shopping Centre, Scarboro's Library service would be available to us. Their bookmobile service would probably make west Rouge a regular stopping point. Fire -protection would be given by a full-time force, rather than by a largely volunteer crew. Many services and deliveries are offered "for Pietro only". The varied recreation program of- fered by the Scarboro Perks Dept. would be open to our children and ourselves. Many Night School courses would be available without the "non- resident's fee". About $50,000. of West Rouge tax money goes to the county of Ontario - and we get practicFlly nothing in re- turn. Similarly a portion of the Scarboro tax dollar Foes to Metro --• but something could be expected in return. Many Went Rouge residents contribute to United Appeal at their places of employment in Metro, but Be non- residents they are not eligible to receive most United Appeal services, should they ever require them. The community is still licking its wounds from the battle of the ballots in December. Those who contend that it's better to be a big frog in the Pickering puddle than a little one in the Metro pond are having to admit thbt we're just tadpoles in either situation. Plans to serve the usual refreshments at the annual Tree; 13urnin&; ceremony had to be cancelled when our stony-hearted treasurer, Jerry Samweys, pointed out that there just wasn't enough money in the kitty. If the success of an associ- ation is to be judged by its bank account, we're an awful flop; Orchids tare due to eeverpl members of the Kiwpnis and to Sherm Scott for com- ing to the rescue with man -power and vehicles in Operation tree -pickup. While we're in the mood for complirr.ents here's one for Terveld Bros. for their huge West Rouge trap which will be a great help to visitors and delivery - men trying to find us. One bright bit of recent news is that two young doctors (both residents of west Rouge) are setting up their practice here. ,7e wish them well. One solution to our fat ta.x bills might be to try Metro -cal. Robert Roy of Claremont, who is waging what must be a costly carlpaign ag;sinst the PickerinL Assessment commissioner, is now sponsoring; a petition to have Pickering split into two townships at the third concession -- our Mason- Dixon line. This may have some merit, Lut we doutt that our interests have much rnorp in common with the semi -rural east than with the mostly rural north. No one can say whether we will be successful or not, but there is no doubt we have much to gain by annexa- tion and little to lose. A strong petition signed by nearly all the taxpayers of West Rouge will do much to assure success. Geographically, economically and spiritually we belong with Scarboro. The present town line is illogical in that it divides the area between the Rouge River and Highland Creek rivers into two fragments each separated from its parent Township by a deep ravine which means difficult and ex- pensive servicing. The whole area between the rivers should be under the control of one body - some churches and the Poet Office have already re- cognised this. Single goverment for the whole area would ensure a more un- iform and economical development of the area. Financially we would be better off -- we could anticipate a 3016 drop in Taxes and Hydro Bills. But far more important that very drop in Taxes would restore rcal estate values. As most of you mu:t be aware the value of real estate in West Rouge has been dropping. We live in a de- sirable area with a scenic value hard ggingt8gwaF?yyd-met§ointhje7 we are President's corner cont'd Real estate men say that Pickering taxes and poor service are the real reason and that people as a rule feel safer in Metro. Our Taxes are high because we are made to subsidize serni rural schools outside West Rouge. Did you know that West Rouge Tax- payers give away about $68,000. a year for use by the School Board out side West Ro re? We pay $148,000. a year, when80,000. is all that is required for West Rouge School. Our Taxes are high because we are made to subsidize County roads, Health Units and Jails etc scarcely connected with West Rouge. Did you know that West Rouge Tax- payers give away $50,000- a year to the County of Ontario and get practic- ally nothing for it. Our taxes are high becauso we are made to subsidize roads outside West Rouge. Did you know we pay 226/6 of the Township road taxes although we have a negligible % of the road system -in our area.2 At our next open meeting we will present our 1961 comparison of costs each side of the Town Line. In antici- pation of a large turn out we have taken the School Auditorium for this meeting. The feeling; at this meeting will de- cide whether we proceed with the peti- tion and present it to the appropriate a.uthoritien at the end of February or drop the whole isGue.
