West Durham facility looks for seed money BByy LLeesslleeyy BBoovviiee Staff Writer DDUURRHHAAMM — Ajax and Picker- ing councillors are being asked to chip in $25,000 each for the next two years as seed money for a new arts centre. Ajax council heard the busi- ness plan last week for a Durham West Arts Centre, which would serve both Ajax and Pickering and be located temporarily in the Pickering Town Centre. A staff report is due in Sep- tember, which will examine in- cluding it in the Town’s 2004 budget. Pickering will consider a pro- posal Monday night to give the centre funding, provided the centre secures at least $60,000 from sources outside the City. “I think everyone is going to be on board. That’s what I keep hearing,” said Edward Falken- berg, the centre’s board chair- man. The Durham West Arts Centre will eventually be a full- scale arts centre offering a per- manent collection, various per- formances, a visual arts gallery, workshops and a restaurant. Those considered unsafe for the week of July 25 are: Rotary Park in Ajax, Elgin Pond in Uxbridge, Beaverton South beach in Brock, and Kinsmen Beach in Scugog. Beaches remaining within safe bacteria limits are: Frenchman’s Bay East and West in Pickering, Pickering Beach in Ajax, Whitby Beach East, Lakeview Beach East and West in Oshawa, Tho- rah Centennial Park and Beaver- ton North in Brock, Newcastle Beach Central and Bowmanville East and West in Clarington. The Durham Region Health Department collects beach water samples throughout the summer, and releases results weekly. As for location, Coun. Holland said he’s willing to accept an arts centre in Ajax if that’s the best spot for both communities. The centre, he added, must be thought of as a west Durham initiative. In its business plan, the group outlines another $35,000 in federal and provincial grants, $11,000 in corporate sponsorship and $10,000 in fund-raising it hopes to secure in its first year of operation. But the municipal por- tion is key in establishing that there is community support for the project, which is critical in securing grants from other levels of government, said Mr. Falkenberg. Soon after get- ting a commitment from Ajax and Pickering, his group plans to apply for an Ontario Trillium Founda- tion Grant. The centre, itself, will grow incrementally, he said. “Informal discus- sions” with the Pickering Town Centre have opened up space there for a starter home for the arts centre’s ongoing shows. It’s a high profile enough location, Mr. Falkenberg said, to allow the public to get familiar with the idea of a Durham West Arts Centre until a permanent home can be found in ei- ther Ajax or Pickering. “As demographics change and sites change, I think the most ideal spot would be down on the wa- terfront,” he said. “Eventu- ally it’s going to be a high profile area with trans- portation and access for everyone.” While she would prefer the centre to be in Ajax, Ward 4 Local Councillor Pat Brown says she is re- luctant to put any facilities on the Town’s lakefront. The idea of an arts centre in West Durham, however, is long overdue. “On a personal note, I hope council will support it,” she said. “I think we have to do things in con- cert with other communi- ties to support the arts.” Local artists are a little less organized than the area’s sporting groups but just as worthy of contribu- tion from area municipali- ties, she argued. “I tend to look at it from a young people perspec- tive, and not all young peo- ple are sports orientated,” said Coun. Brown. “We need to provide opportuni- ties for those young people too.” Ward 2 Regional Coun- cillor Mark Holland said he felt the project was worth being involved in, even though financially, things are tight in Pickering. “It’s not a huge commit- ment relative to what we’re going to get out of it,” he said. “(The centre) will pay for itself back many times over.” Pickering is in a “tight phase” right now, waiting for development to come on line in Seaton, Coun. Holland said. But this is the time to get “things right” in south Pickering before the City’s focus is drawn north. “Things like culture and art are one of the pillars of a truly self-sufficient mu- nicipality,” he said. Arts centre group eyeing temporary home at Pickering Town Centre ✦ Arts from page 1 Correction Durham kids learn from emergency services members BByy CCaarrllyy FFoosstteerr Staff Writer DDUURRHHAAMM — Who ever thought fire hoses, streams of water, a soccer ball on a rope and a smorgasbord of soak- ing wet kids could foster leadership. But at the CAA Central Ontario’s Safety Patrol Officers Training Camp, it’s games like this that teach kids to be leaders in their schools, said Mike Beauchesne with the Canadian Automobile Association. “This is a perfect way to inspire teamwork,” said the manager of pub- lic and government affairs and traffic safety for CAA Central Ontario as he watched two groups of kids try to get a soccer ball from one end of a line to the other with opposing streams of water. More than 140 Grade 6 to 8 stu- dents from as far away as Elliott Lake and as close to home as Clarington descended on Camp Samac on Sim- coe Street in Oshawa this week to en- hance their skills as safety patrol offi- cers. “These kids are hand-picked by their teachers,” Mr. Beauchesne said proudly. “They show initiative, re- sponsibility...like coming to school early and shovelling walkways for other kids.” Safety patrollers help kids get to and from school safely, either by helping them cross the street, get out of cars, ride the bus properly or play safely at recess. “I’ve never seen a car fire before,” said wide-eyed Olivia Riggin, 12, who had just seen the Oshawa Fire De- partment extinguish an intentional- ly-lit car. “If you don’t know some- thing, they’re teaching it.” Olivia is part of a “kiss and ride” program at Courtice North Public School. Cars drive up, she opens doors and helps kids out, sometimes walks them to the door - preventing cars from jamming up the entrance- way and keeping traffic moving. Her group leader is Durham Re- gional Police Constable Martin Wind - known as ‘Officer Marty’ to the kids here - one of three dozen officers from across the province who work with safety patrollers during the school year and help train them at camp. “When do you learn best - when you’re watching people,” said the Os- hawa officer, enjoying his second camp. “We want them to know we’re people too. They see officers drive their cars, but also in school then here...in shorts and T-shirts. “We show them they’re doing the same thing...as 139 other kids learned at summer camp.” John Perks, 13, loves the leadership skills he’s learned over the past four years at safety camp. “It always gets more amazing and fun...it’s hard to get bored with it,” said John, who has been a safety pa- troller at St. Joseph’s Catholic Ele- mentary School in Oshawa for five years, two as a captain. The safety patrollers spent the week pairing exercises - like writing exams, learning how to organize meeting agendas and schedules - with fun activities like carnivals, bowling, dances and campfires. Options for Homes has set up a charity, which hopes to raise $700,000 to help provide 24-hour attendant care for its future condominium on the Esplanade North in Pickering. Construction on the 220-unit McLevin Condominium is slated for later this fall. President Mike Labbé said he’d like to see about eight to 12 of those units modified to suit the in- dividual needs of disabled home- owners. “The communities we produce are vibrant and exciting. This would only add more positive energy to the site,” he said. Options for Homes already offers purchasers help with their down payment by offering units at 10 and 15 per cent below market value. Pur- chasers make a minimum five-per cent down payment and each home carries a second mortgage on title equal to the difference between the cost price and market value. Any equity made on the second mortgage is held by an independent non-profit corporation called Home Ownership Alternatives. It is payable upon resale and put into an equity pool used to develop other similar projects. Earlier this year, Pickering denied a request from Options for Homes to defer its development charges and other building fees. While Mr. Labbé said he under- stands the financial pressures Pick- ering is facing, that deferral would have allowed the developer to offer even more help to disabled home- owners on units modified for accessi- bility. “That doesn’t mean we don’t still want to go forward,” he explained. “So what we’ve done is set up a non- profit charity to help plug in extra help for those down payments.” Once moved in, disabled owners could then pool the direct funding for care they receive from the Province to provide 24-hour attendant care for one another. Currently, there’s no such funding available from the government, said Mr. Labbé. At the same time, seniors liv- ing in the neighbouring ca- sitas and two condominiums next door could also access the care at a reasonable price. “We’re approaching church- es, banks, and the provincial and federal governments for donations,” Mr. Labbé said of the charity. Options for Homes needs to line up the modified units soon after con- struction begins, because out- fitting the specialized living spaces is easier sooner than later, he said. Pooling of attendant care has worked successfully for the developer at one of its sites in downtown Toronto, said Mr. Labbé. It chose the Esplanade North in Pickering because of its easy access to the City’s centre. At the same time, Options for Homes is also awaiting eli- gibility for a new affordable home ownership program to be announced this September by the Province. It could offer an extra $6,000 in down pay- ment help for tenants, who be- come owners and free up af- fordable rental housing. While details have yet to be worked out for the program, Mr. Labbé is confident the McLevin Condominium will meet the requirements. Children of divorce require support Family Responsibility Office not keeping up Across this province, every month more than 100,000 par- ents defy the law and directly hurt the children they brought into this world. They refuse to pay court-or- dered support payments. The severity of this societal disgrace is evident when you con- sider Ontario government numbers which show that by 2002, 130,000 deadbeat moms and dads were over $1.3 billion in ar- rears for child support. While the media occasionally high- light the spectacular court cases of millionaire deadbeats who won't part with a nickel for their under-privileged children, the problem is usually more basic. It's several thousand dollars un- paid here and there adding up to discouraging setbacks for children who deserve much more. That's where the Family Responsibility Office, established by the Mike Harris Tories more than five years ago, was supposed to come in. The FRO's mandate is to aggressively go after those deadbeats who refuse to pay up. But parents who have been stiffed by their ex-partners say many years have rolled by with- out effective action by the FRO. One Whitby woman who re- peatedly wrote letters to the FRO and to its political masters found no satisfaction whatsoever. Another Whitby mother has run up $77,000 in legal bills to chase after a deadbeat dad whose income claimed is far less than his income earned she says. So where is the FRO in all of this? A spokesman for the agency which operates out of the Community, Family and Child Services ministry, denies there are serious problems. Anne Machowski does say, "We are now considering our op- tions around a case-management approach and new technolo- gy to support the program." However, that new technology is required because the On- tario Ombudsman, who did an inspection of the FRO in 2001, said new computer systems were necessary to more effectively process support claims. Clearly, if the FRO is to even come close to assuring support payments arrive to the children who desperately need them, a full overhaul is required. If there are not enough staff in place to track down deadbeat parents, more need to be hired. Perhaps they could be paid out of a penalty fund assessed to long-term deadbeats who would pay back full support plus an extra fee to help fund FRO programs. If the Province is truly serious about making a difference and assuring that justice is done for children of broken families, it will provide the funding and resources needed to make dead- beats pay up. Thousands of innocent children should not have to pay the price for the guilty. Garden elf had special meaning TToo tthhee eeddiittoorr:: With summer now here, children on bikes and gardens in bloom, I'd like to send this message to those who cannot leave other people's property alone. This letter is for you, the person who took our garden elf, the one with the lantern. In all probability you are not the same person who took my young neighbour's bike from Beechlawn Park. You must both be proud, as I am sure your parents are. Why did you not knock on my door and ask me about my elf? After all, you came up our driveway, past our car, turned on the sensor light and took it. I could have told you it once belonged to my late father-in-law whom we lost six year's ago. As for my neighbour's bike, are you enjoying it? The boy it belongs to has no bike to ride now. Do you go fast and ride with your friends? I know my neighbour sure did. He loved his bike. My biggest question is how do your par- ents support this type of behaviour? Please do not tell me they are not aware of something new on the driveway or in their garden? What are they teaching you? I hate it when my kids leave their food. Bringing up the plight of the aver- age Afrikaner does no good. They pay no heed. They say their tum- mies are full and the excess is scraped into the garbage. What irks me more? Government waste. It's rife. It's everywhere. Up the street from where I live the Re- gion of Durham is tearing up a per- fectly good park. The politicians are building a new regional head- quarters. It's essential, they say; need more space, they cry; paying too much rent to landlords, they wail. And, lo and behold, they're now busy beavers building to, get this, reportedly save the downtrod- den taxpayers a few bucks. What a crock. I'm waiting for the inevitable. You know, where they reveal a slight miscalculation has been made and the project bal- loons to an ungodly sum, likely mil- lions more than originally budget- ed. Get ready for recriminations, and plenty of pols stamping their feet, feigning disgust. There will be those playing 'Dopey Doris' i.e., 'We had no idea there were going to be cost overruns!' And, the inevitable buck passing. But, you know and I know this political shrine is gonna get built come hell or higher-than-expected costs. The public school board has its Taj Mahal -- a monument to politi- cal egotism and misuse of public funds gone awry. Well, get ready for the Regional Trump Plaza head- quarters, coming soon to the cor- ner of Rossland and Garden. Make no mistake; those same politicians are ramping up those property tax bills as we speak. Want more waste? Look no fur- ther than the dump. Ever been to the Ritson Road transfer station? There are about 100 employees there doing who knows what. Back in my parents' day, the dump con- sisted of one lonely soul in a rather run-down trailer and, when you pulled up, he ambled outside to tell you to 'dump it over there'. And you did. No fuss, no muss. Now, there are at least two or three 'Dump Nazis' paid to hear what manner of junk you're tossing, several others to point out where you should dump it, still more to pick your pockets for a few bucks when you leave, not to mention the countless other fresh-air inspectors on site. Klein B.Sc., D.P.M. Podiatrist-Foot Specialist Ask the Podiatrist: I began feeling pain in my heel and arch approximately one year ago. It has gotten progressively worse in the past three months. The pain is most intense when I first get out of bed in the morning, or when I first stand up. It then seems to ease somewhat. It feels like a bruise on the inside of my heel right where the arch begins. What might this be and how can I treat it? It sounds as if you’re describing a condition known as 2002 plantar fasciitis, an inflammation of the plantar fascia, a thick, fibrous, connective tissue running from the inside of the heel to the toes. It is responsible for maintaining the arch of the foot. Initially the onset of the symptoms are gradual and of low intensity but they soon progress to a sharp persistent pain. The pain is worse when first arising in the morning or at the beginning of an activity. But Kimberly Vanleyden decided to do whatever she could to prevent the same fate from happening to anyone else. That’s why you might find the 17-year- old from Blackstock at your local beach this summer, sunscreen and literature at hand. Because her knowledge of the sun is so vast, people often ask her if their moles are normal or if their skin is too tanned. Kim- berly refers them to the multitude of brochures and pamphlets she has on hand, the details of which she knows off by heart. It is just after lunch on a gorgeous sunny Saturday afternoon when Kimberly begins to set up her display. With sunscreen and literature in hand she stands in the middle of the brick path (in the shade) at Lake- view beach ready to dole out SPF 30 sun- screen and answer questions about the sun. As people walk by, Kimberly asks if they put their sunscreen on this morning. The responses to her question are mixed. Many parents with young children swear they have slathered their children in sun- screen while others admit they forgot to put it on that morning and gladly accept a handful of the protective spread. Some people stay to chat and look at the brochures and pictures she has on display while others ignore her altogether and walk by without saying a word. Despite it all, Kimberly does not get eas- ily discouraged. “If I help one person, that is all that mat- ters,” she said. “I just did this because after my dad died I thought it would be good to let other peo- ple know about skin cancer. I just want to tell people so that it doesn’t happen to them.” Kimberly has sent out over 70 emails to organizations, government agencies and companies asking for their help in her cause. She is overwhelmed by the re- sponses she has received. Hawaiian Tropic sent her a box full of sunscreen, the Amer- ican Dermatologist Society gave her brochures and pamphlets to hand out and the Durham Region Health Department has asked her to take her story on the road and speak to children in Durham Region schools. “I thought it was really nice the support people have given me,” said Kimberly. “I am going to do it all summer and try to come out to different beaches so I can spread awareness.” Kimberly says that she is going for the “no wrinkles” look and says she always practices what she preaches. “I always wear a hat, always wear clothes and sun- screen.” As one young boy with a bright red face walks by, Kimberly asks him if he would like sunscreen, he tells her that he “doesn’t like the smell” and keeps on walking. She continues to tell him that 80 per cent of the sun a person gets in their life is before the age of 18. He is out of earshot when she says that his chance of getting cancer will increase 78 per cent if he gets one sunburn during those critical years. But her message does not fall on deaf ears, as a man walking by hears her statis- tics and decides right then and there to visit his doctor to get his moles checked out. Kimberly smiles as he tells her this and fills his arms with more information. As he walks away she quietly mutters, “I think I am doing something good.” From tragedy to triumph Kimberly Vanleyden is travelling across Durham promoting sun safety. Her father died last year from melanoma. Best treatment for heel pain is rice few minutes of walking but will reoccur after a rest of with prolonged movement. Although the symptoms are in the heel, the heel is not the problem. Plantar fasciitis occurs as a result of excessive pronation and a flattening of the arch. This causes the foot to lengthen, leading this inflexible fascia to pull away from the heel bone. The end fibres will develop some micro tears, swelling and inflammation. Some of the predisposing factors leading to plantar fasciitis are: 1) a flattening of the arch (lengthening of the foot) 2) increased pronation 3) high arched rigid feet 4) inappropriate shoes 5) toe or hill running 6) soft terrain running (for example jogging on the beach) 7) increased age or weight 8) pregnancy can cause feet to lengthen and splay Treatment for plantar fasciitis involves R.I.C.E., rest, ice, compression, and elevation. Exercises are also of some benefit. These include rolling the arch on a tennis ball, picking up a towel with your toes, and achilles tendon stretches. Also working your quadriceps will help. Women may find wearing a shoe with a slight heel height of 1 to 1 1/2 inches will help maintain better arch height and thus ease some symptoms. Oral anti-inflammatories, cortisone and physiotherapy only address the inflammation and the cause which is the foot mechanics. The best treatment is prescribing a custom made foot orthotic. It will control the foot mechanics and minimize pronation while supporting the arch. It will decrease the pull of the fascia at the heel, thereby lessening the inflammation and pain. Orthotics should always be made for a negative impression plaster cast in a non-weight bearing position. This will reproduce the foot in a normal arched neutral position. Resolution of the pain with orthotics can take from several weeks up to four to six months, depending on how long you have had the problem. If pain persists longer, a surgical plantar release may be indicated. As with most other problems, it is important to address symptoms as soon as they appear. The longer you have the pain the longer it will take to resolve the problem. Love ya.” Despite playoff exit, lacrosse squad looking forward to next season BByy AAll RRiivveetttt Sports Editor DDUURRHHAAMM ——While the Ajax-Pickering Rock's post-season turned to mud re- cently, the Ontario Lacrosse Associa- tion senior 'B' league team is nonethe- less happy with its first year on the floor. According to team co-owner Rob Roche, the Rock's early exit from the playoffs was disappointing, especially after winning the first game of the best-of-three series on the home floor, only to lose the final two games, in- cluding the finale 7-5 at the Picker- ing Recreation Complex Tuesday night. "We should have been a lot better than we were, but (Burlington) came up big and we came up short," says Roche on the team's playoff fail- ure. "Their experience paid off and our inexperience showed." The big picture, however, demon- strated that the team's inaugural sea- son in Ajax-Pickering -- an area that has virtually no history in lacrosse -- was an unqualified success and some- thing to build on for next year, says Roche. "I think the lack of lacrosse history in Ajax and Pickering didn't hurt us at all. As the season wore on, the crowd sizes increased and the crowds at the playoff games were good. In the play- offs, a lot of people started to take no- tice of us." On the floor, the Rock was anything but a prototypical expansion team. Despite struggling off the mark with two consecutive losses to start the season, the Rock went on to compile an admirable 10-6 record through the regular season, finishing fourth in the nine-team standings and qualifying for the playoffs in its first year of oper- ation. The team's stalwart from the get-go was pro goaltender Mike Miron, who played with the now-defunct Colum- bus Landsharks of the National Lacrosse League last season. Miron was a steadying influence on a team made up of mainly first-year senior players. He ended up finishing tied for goaltender assists in the league with 12. To help Miron in the lead-up to the playoffs, the Rock brought on board a number of solid additions to the ros- ter, including brothers Doug and Nick Trudeau, Joe Hiltz, Grant Johnson and Jamie McKeracher to augment the team's already solid core, which included team captain Brad Cann, Rob Milnes, Brandon Laforme and Eddie Fines. Roche says the team will definitely be back for the 2004 season, as he and co-owner Paul St. John have made a long-term commitment to field a se- nior 'B' lacrosse team in the area and there are no reasons on the horizon to discontinue their plans. "We plan on being here for many years to come," says Roche. He's unsure whether St. John will be back behind the bench next sea- son, saying that is too early to make such a decision. Pickering's Rawan Saleh opened the scoring in penalty shots. Pickering's goalkeeper Ehvan Parrott made saves on the next three Mississauga shots, opening the door for Henderson to deliver the game winner. The Newmarket tourney was the second title in as many weekends for the Assante under-10 girls' squad. Pickering finished with a 2-0- 1 record in preliminary play. The Pickering squirts won seven of eight games to capture the gold medal at the two-day Chatham tournament. It wasn't the first gold medal of the summer season for the Pick- ering squad. The Pickering squirt squad won gold at its own tourna- ment recently, defeating Missis- sauga North squad to cap a long, hot day of fastball. The Heat squirts also won the bronze medal at their first tournament outing in Cobourg in May. At Chatham, the Pickering Heat met a strong Windsor team in the final. Down 6-1 in the top of the fourth inning, the Pickering bats came alive to rally past Windsor to take a come-from-be- hind 11-7 victory.
