In 2009, Pickering council spent $133,167 on expenses and car allow- ances. All told, including salaries, per diems and benefits, council cost taxpayers $395,932. In 2008, that number was $379,616. Members of council are also allotted $10,000 per term for capital equipment, such as computer software and hardware. This number is not included in the overall expense total. “It’s checked by two differ- ent departments and we do follow the complete poli- cy,” said City clerk Debbie Shields. Council approved the expense report Monday, without discussing it at executive commit- tee or council. No residents spoke about the topic at either meeting. Pickering’s Ward 3 Regional Councillor Rick Johnson was the biggest spender for the second straight year. He expensed, including his car allowance, $34,523. Each member used the maximum allotment for car allowance, which is $10,800 for council members and $15,147 for the mayor. He’ll serve his sentence in the communi- ty under house arrest. Daniel Sullivan, 48, of Pickering, had pleaded guilty to assault causing bodily harm. The father of three said he was so drunk he couldn’t remember how he got back- stage at the Virgin Music Festival in Sep- tember 2008 and pushed Mr. Gallagher from behind.Mr. Sullivan was then tackled by security guards as he approached Mr. Gallagher’s younger brother, singer Liam. Noel Gallagher suffered three broken ribs and the band was forced to cancel several concerts. The Crown was seeking a sentence of six to eight months in jail. AP Ryan meets with CN officials on safety improvements PICKERING -- The Canadian National Rail Com- pany is willing to reimburse all reasonable costs of the derailment that occurred in Pickering a couple of weeks ago, said Mayor Dave Ryan. After meeting with Transport Minister John Baird and Minister of State Transport Rob Merrifield April 12, Mayor Ryan and Pickering CAO Tom Quinn recently met with three senior CN staff members, he said at Monday’s council meeting. Mayor Ryan shared with council the results that came from the meeting. “This is, I believe, a significant advancement on the question of rail safety in our community,” he said. CN committed to meeting with first responders and to provide mock drills to prepare for such a situ- ation as a derailment. “That’s something that has not occurred in the past,” Mayor Ryan said. CN will continue to work with Pickering to resolve questions as to cause of the derailment and potential spills, he said. If CN finds it was responsible for the diesel spill that occurred days after the derailment, which went into Krosno Creek and eventually spilled into Frenchman’s Bay, CN will cover those costs, he said. CN staff will also work with the City on graffi- ti clean-up initiatives on CN property, something Mayor Ryan feels is significant for Pickering’s mar- ketability. Mayor Ryan felt the development is a significant one. Pickering has in the past been somewhat disap- pointed with CN’s response, or lack thereof, regard- ing rail safety in the municipality, he said. “What it does do, I believe, is set an example of CN to repair past relationships and move forward in a proactive manner,” he said. In Whitby, it was Gerry Emm, who spent $13,282. In Ajax, Renrick Ashby spent $7,474. The big- gest spender in Oshawa was April Cullen, racking up $19,052. In Clarington, it was Charlie Trim who spent $14,206. Aside from travel, Coun. Johnson’s biggest expense was on his newsletter and postage, costing $7,505. His annual summer newslet- ter includes updates on roadwork, planning issues, sustainability and City Hall. Newsletters appear to be a big expense in Pickering. That was also Ward 1 Regional Councillor Bonnie Littley’s biggest expense at $4,556. The same went for Ward 1 City Councillor Jennifer O’Connell, who spent $3,137 on it, and Ward 3 City Councillor David Pickles, who spent $2,834 on his news- letter. Coun. Pickles also sat on the Veridian Corporation board of directors, on which he made $14,500, and expensed $993. Ms. Shields said the expenses are legiti- mate. “When their bills come in, we look at them, and if anything seems high, we look for fur- ther documentation.” Coun. Johnson’s cellphone bill totaled $4,528. Councillor Doug Dickerson had the next highest phone bill, costing $3,864. Coun. Dickerson’s expenses and car allow- ance cost $25,107. Coun. Dickerson also received $19,500 by sitting on the Veridian board, and spent $9,825 on expenses there. C o u n . Johnson argues he has the largest ward in all of Pickering that consists of 22 different phone exchanges, half of which are long dis- tance, explaining the comparatively high cellphone bill. “The service I provide my community is within budget, in line and it does the job,” he said. He questions why other Pickering council- lors, who have much less driving distance to cover, manage to max out the $10,800 in car allowance. He added Pickering’s big issues -- the ‘Big Pipe’, the federal lands designated for a pos- sible airport and Seaton -- fall within his ward. Pickering lowest spender was Ward 2 Regional Councillor Bill McLean, whose expenses were $14,596 including a car allowance. That’s still higher than the bills of Coun. Emm, Coun. Ashby, and Coun. Trim. Coun. McLean also sat on Veridian, and made $25,400 and expensed $2,445. Mayor Dave Ryan’s biggest expense was on spe- cial events and meals, costing $9,394. New home starts in March for all of Dur- ham totalled 201 units, compared to 33 in March of last year. For the first three months of this year, the total is 486, up from 231 of last year. Rebecca Evans, president of the Durham Region Home Builders’ Association, says, “We’re very pleased to see the rise in new homes sales over 2009. Right now, there’s no better time to buy. Interest rates are low and pricing is still reasonable. Sales are good. They’re much higher than last year as well.” Figures for March aren’t available yet, but in January and February, sales were up 88 per cent over the same period last year, Ms. Evans notes. In a news release, the CMHC states the March starts are eight times higher than in the same month last year and neared the 15- year average for the area. “The current pace of new home construction in Oshawa echoes an improvement in consumer demand for home ownership. A lack of listings, espe- cially in the second half of 2009, has been encouraging more homebuyers in the (area) to choose new homes,” says Inna Breidburg, CMHC’s market analyst, in the release. Edwin Delivera’s letter is a little off base. He may have waited for 5.5 hours, but he didn’t say what his ailment was. Each case is triaged, and the most serious medical problems are seen first. Too many people tie up the ER for problems a family physician or a walk-in clinic doctor could treat. In December 2009, I crushed two fin- gertips. Not knowing if they were broken, I headed to Ajax hospital and used the new ER. When they saw the condition of my fin- gers, I was examined right away. I was tri- aged, X-rayed, spoken with by two nurses and two doctors, and treated in less than 90 minutes. Thankfully, my fingers weren’t broken, though the nails still aren’t completely healed. A belated thank you to the excel- lent Ajax hospital ER staff (and my brother- in-law who provided some comic relief). Gord Tewnion Ajax ENERGY Be fair in charging new electricity rates To the editor: In 1964, I had my home built with electric heating. It was on basis of the promise of a reduced rate for the total electric home. That reduced rate was quietly taken away some time in the past. First whammy. The higher rate for power over the basic kilowatt hours per month causes electri- cally heated homes to pay for the bulk of their heating power at the higher rate. Sec- ond whammy. Time-of-use pricing is coming. Electri- cally heated homes must use most of their power during the high-rate daytime hours; at night they sleep. Third whammy. The harmonized sales tax is coming. Those receiving higher bills will have to pay higher taxes on their purchases. Fourth whammy. Due to their choice to use green energy, those who use only electric energy have been, and will be, penalized by the system; that despite the promise received at the time of installation. Is it fair to treat captive consumers in this way? The prom- ise was cheaper rates; the reality is you pay more. Electric homes should have a higher basic kilowatt hours per month allowance, and be treated differently when time-of- use pricing comes along. Fair is fair. John van Dijk Ajax INDUSTRY GM repaying loans, not bailout money To the editor: It is quite good news in this communi- ty that General Motors is recalling many workers and hiring some new ones. However, a small news item I recently read stated that GM “will make another $1.2 bil- lion (US) in loan repayments to the Ameri- can and Canadian governments by the end of March. It will be the company’s second quarterly payment on the $6.7 billion in loans from the U.S. government and $1.4 billion owed to the Canadian and Ontario governments.” News also came out that GM would be making another payment in June. Unlike some of the payments to several banks in the United States, General Motors used these payments as loans and is paying the money back with interest to the taxpayers. This was a loan, not a bailout, a point cer- tainly worth noting. GM has, in fact, outsold all other manu- facturers in the large U.S. market for every single month of the recession. GM has finally been able to get its financial house in order and this bodes well for a strong future. The GM Equinox is selling so well that it is capacity-constrained, which means all the Equinoxes that are made are sold right away. This is why GM is going to build some in Oshawa. The body stamp- ings and body welding of these vehicles will be done at the Ingersoll plant, and then the vehicles will be sent to Oshawa for paint and final assembly. This is a smart move to use the paint capacity in Oshawa as the paint shop is the most expensive invest- ment with the longest lead time to build. This is also good news for our community. Judy A. Hagerman Bowmanville Time to reflect on and review ever-higher Pickering expenses Sir Isaac Newton famously learned in the mid-1600s that what goes up must come down. Not so, apparently, with Pickering coun- cil’s expenses, which climbed again in 2009, after climbing in 2008, and so on. Pickering taxpayers in 2009 paid the tab on nearly $400,000 in expenses that include such things as car allowances, benefits, per diems, constituent newsletters and phone bills. It costs us a lot of money annually to have our elected officials represent us, in fact more each year. In a time when Pickering residents are still feeling the lingering effects of the glob- al recession, struggling to pay bills and mortgages and rent, the optics of an ever- increasing expense bill tends to narrow from the taxpayers’ point of view. In that regard, it’s time for Pickering councillors to demonstrate that they, too, are willing to cut back a little, make do with somewhat less, perhaps put aside a little more for a rainy day. Pickering residents don’t necessarily begrudge their elected councillors being paid a fair wage and spending money to keep constituents informed. They are willing to pay for the services they receive and for credible and accessi- ble representation. But they also have every right to question the consistently upward trajectory of coun- cil expenses, to call for complete transpar- ency and to expect a measure of austerity in these difficult economic times. To that end, it’s time for Pickering offi- cials to consider capping expenses, or keeping them to the rate of inflation on an annual basis. It’s time for a more complete accounting of who is spending what, and exactly where. No one expects councillors to represent constituents while footing the bill them- selves. They are cognizant of the fact some wards are geographically larger and by necessity cost a little more to cover. But they do expect the politicians they elect to live in the same world in which they inhab- it, where belts have been tightened, unnec- essary expenses have been eliminated and every penny pinched. From Mayor Dave Ryan to first-term councillor Jennifer O’Connell, every Pickering politician is asked to reflect on and review their expenses and seek ways to reduce them. It can be done, but will take political courage and a firm resolve. It can be confusing. But, the basic concept is very simple. It’s about adapting an environmentally responsible lifestyle to help our planet stay viable for future generations. How can you go a little greener? Be Mindful Start by thinking about your consumption practices. Consider your grocery shop- ping habits – what do you buy, how much, where? How often do you eat out? How do you commute to work (by car or public transit)? What kind of vehicle do you drive? Where do you buy your clothes, electronics, and furniture? What types of cleaning and personal care products do you use? Con- sider what environmentally friendly practices you already embrace. Do you bike instead of driving, use energy-efficient lights, reusable shopping bags? Once you have a picture, you may be able to tweak a few everyday habits. Reducing Consumption Reduce, Reuse and Recycle is an old slogan. We are well indoctrinated into the habit of recycling thanks to government agencies that have spent a fortune educating us. In fact, we are so good at it that there is often more supply than demand in the recycling market. We aren’t so good at reducing. Go Organic? • Non-organic apples, bell peppers, celery, cherries, grapes (imported), lettuce, nectarines, peaches, pears, potatoes, spinach, and strawberries are more likely to contain higher pesticide residues than other fruits and vegetables. For these fruits and veggies opt for organic whenever possible. Shrink Your Lawn • Expanses of green turf take an enormous amount of resources. Eliminate some of your lawn and create a more natural landscape. You ultimately use less water and reduce chemical usage and save some money too. As well, you’ll do less mowing and raking. Gather Rain Water • Harvesting rain water in barrels helps to conserve water and save money. Rain water is soft and pure and requires no treatment. You can use it to water your garden, your houseplants or even wash your hair with it. Compost, Compost, Compost • By composting you reduce the amount of waste sent to landfill sites, thus reducing greenhouse gases. Composting organic kitchen and garden waste produces rich humus and improves the soil. You also save money on chemical fertilizers. Plant Edible Ornamentals • You can produce a beautiful landscape as well as tasty food for the table by integrating edible plants into your garden. For example, runner beans, ruby chard, globe artichokes, nasturtiums and garlic chives blend happily with purely ornamental plants. Use Local Materials in Landscape Projects • Rather than using exotic materials trucked in great distances for your landscaping projects, con- sider using stone, salvageable concrete, used bricks, and other recyclable materials found locally. In light of an expansion to the Durham Catholic District School Board French pro- grams and locations, the board is phasing out its current extended French program which starts in Grade 4, and replacing it with French immersion, which starts in Grade 1. Right now, the board only offers the Grade 4 start and only at two schools, but the change will bring the extended French and immersion programs to those sites and three more, allowing immersion opportunities at St. Thomas Aquinas in Oshawa, St. Mark in Whitby, St. Patrick in Ajax, Holy Redeemer in Pickering, and St. Leo in Brooklin. The Grade 4 program will be phased out when the 2010 Grade 1 students reach Grade 4 in 2013. As a result of the change, students in the current extended French programs and their younger siblings who have to cross a munici- pal boundary will continue to receive busing to St. Thomas Aquinas in Oshawa for Whitby, and Holy Redeemer in Pickering for Ajax during the four-year phase out, according to a report presented at the March 22 Durham Catholic District School Board meeting. After the phase-out, they can still apply for French programs at those schools, but will have to supply their own transportation. Busing will always be provided should stu- dents choose to return to their area-desig- nated French Immersion school, according to the report. Staff will be recommending the policy committee bring forth French-immersion related transportation changes for Septem- ber this year to trustees for approval, said the report. Durham Catholic District School Board’s gold-certified eco-school, St. Elizabeth Seton in Pickering, is hold- ing a tree-planting ceremony on Earth Day, April 22. Three well-known local athletes will be in attendance to help bring awareness to the importance of these green initiatives. The athletes expected to take part are Pickering’s Shelley-Ann Brown, a silver medalist at Vancouver Olympics; Obed Cétoute, 2010 Toronto Argonaut and speaker for Huddle Up Program (for anti bullying); and Kyle Miller, 2006 world champion lacrosse player and esteemed motivational speaker who battled through the same kind of can- cer as Terry Fox. The Ontario Sport Awards were held at the Atlantis Pavillion at Ontario Place in Toronto and it was a very suc- cessful evening for Athletics Ontario members, especially the Durham duo. Whitby’s Lopes-Schliep was the recipient of the Female Athlete of the Year Award. The exceptional 100m hur- dler, who was a finalist for this award in 2008 after her Olympic bronze medal performance, won the silver medal at the IAAF world athletics champion- ships this past summer. The award is presented annually by the Province of Ontario to Ontario’s premiere amateur female athlete. This individual pos- sesses the qualities associated with performance excellence and sport achievement. Pickering High School student looking to represent Canada at U-17 FIFA World Cup BY BRENT BURRY bburry@durhamregion.com AJAX -- Representing your country is not something everyone gets the chance to do, let alone at the age of 17. Zakiya McIntosh was a member of Canada’s 2010 CONCACAF under-17 women’s gold- medal-winning soccer team in Costa Rica. And now, she is vying for a spot on that same team which will participate in the 2010 FIFA World Cup which takes place in Trinidad and Tobago in September. In what McIntosh says is the highlight of her soccer career so far, she admits that the gold win in Costa Rica was overwhelming, but exciting at the same time. “I was in shock, because I couldn’t believe that I was actually playing at that high level. Going into the games, especially the final game, it was like, ‘that’s the biggest game of my life,’” says McIntosh. Now, her goal is to make the under-17 team for the World Cup. “We still have tryouts going on now. We’re training all through summer, four times a week,” says the Ajax resident. And while her skills in that sport are unques- tioned, she can do more than kick a soccer ball. “I play everything, but I stopped because of Team Canada. I used to do track, last year I did rugby,” says the Pickering High School student. “I was pretty good at it (rugby). I played it for the one year. I had offers to play for Ontario.” However, she has chosen to dedicate her time to soccer and pretty soon she will be doing so as a member of the Louisville Cardi- nals, as the striker has given a verbal commit- ment to the University of Louisville for 2011. McIntosh had many interested schools, but it came down to Louisville offering the pro- gram she wanted. In the meantime, McIntosh will be doing her best to get another chance to represent Cana- da and bring home another championship on soccer’s biggest stage.
