"In the months since COVID-19 emerged, Southbridge has taken a number of additional steps to fortify the quality of care resi- dents and families deserve by adding expertise in not only re- cruitment, but operations and in- fection prevention and control as well," said Candace Chartier, chief seniors' advocate and stra- tegic partnerships officer for Southbridge Care Homes, in an e- mail. Orchard Villa was one of five Ontario homes where the mili- tary was deployed in order to ad- dress COVID-19 outbreaks. In the first wave, there were 78 deaths result- ing from COVID-19 be- tween the long-term care home and the retirement home. Chartier said South- bridge has hired a new ded- icated recruiter to enhance hiring efforts, as well as a new director of infection prevention and control. He's at Orchard Villa every week implementing infection pre- vention and control best practices and audits with the staff, families and resi- dents. Nine staff members are in the process of obtain- ing their Certification in In- fection Control from the Board of Infection Control and Epidemiology,. Southbridge restricts staff to one home and con- ducts bi-weekly staff test- ing. "We screen our staff three times per shift and our residents two times daily for temperature checks," Chartier said. "We have limited entry to every home to one entrance and exit, where there are sta- tioned screening checks where screening questions and temperatures are mon- itored for each and every individual entering and ex- iting the home." On Sept. 29, Ontario Pre- mier Doug Ford said LTC homes in COVID-19 hot spots - which he hadn't yet identified - may only allow two caregivers per resident inside. "Now you're further lim- iting the access to their loved ones which puts an incredible burden on the two family caregivers," said Vivian Stamatopou- los, an associate teaching professor in the faculty of social science and human- ities at Ontario Tech Uni- versity,. Families with whom she works are on edge. "They're being immedi- ately time-warped to the first four months and their fear is they're going to be locked out again," she said. More caregivers should be allowed in the homes, Stamatopoulos said. Care- givers are tested regularly and take serious precau- tions. "I have full trust in these family caregivers that they are doing everything that it takes to be safe," she said. She said no more than two would likely enter at once, and residents would always have loved ones able to visit if the other caregivers cannot make it. Stamatopoulos also worries about the staffing shortages. "It all boils down to hav- ing enough feet on the floor and they've never had enough feet on the floor," she said. On Oct. 1., Ontario Pre- mier Doug Ford an- nounced $461 million to temporarily enhance wag- es for support workers. "We know the wages of PSWs do not reflect the crit- ical role they have played throughout this pandemic, in addition to their ongoing care of our loved ones," he said. "Today's temporary in- vestment will bridge that gap and ensure this vital profession receives the ap- preciation and respect it de- serves." The government should have trained staff in the summer in preparation, rather than scrambling now, Stamatopoulos said. "Everybody had antici- pated the second wave would have started right around now," she said. The Durham Region Health Department said in an e-mail it has been pro- viding ongoing support to Orchard Villa. This includ- ed conducting an infection prevention and control au- dit in July, and weekly calls with Orchard Villa for on- going support. Blue jays have been migrating in great numbers, and they don't go quietly. They move by day, flying from woodlot to woodlot in loose flocks that sometimes stream by end- lessly. And given the poor seed crops on beech and ha- zelnut trees this summer, lots of jays have moved through. There's nothing shy about these big bold cor- vids. Whenever they spot something to eat they go for it, scattering birds and rodents already there. The fruits on our mulberry, acorns on our neighbours' oak, sunflower seeds in the bird feeder -- with a flash of blue and white, jays arrive and start bolting them down. Though they have an im- pressive vocal repertoire, their raucous "jay!" cries dominate, woven into the very fabric of September. Just when I thought every blue jay in Ontario must have already gone south, my husband and I got out for a few hours' paddle among the coloured leaves up in Haliburton County, and sure enough, jays were still in the woods along the river, screaming away. But come October all that noise and flurry set- tles down, leaving space and opportunity for an even more glorious blue bird to step onto the stage. Eastern bluebirds, small slim thrushes of pastures and open grasslands, aug- ment their insectivore diet with berries and fruits, so survive the first frosts and take their time moving south. And lucky indeed is anyone out for a walk who catches sight of one in bright sunshine, its plum- age aglow. "Somewhere over the rainbow..." More songs mention bluebirds than any other species. I've been looking for- ward to bluebird migration since August when, alerted by their "cherry-bird" war- ble, I witnessed a family feeding in the farmyard near Minden. All of rural Ontario had bluebirds nest- ing in hollow fence posts and tree cavities when Den- nis was young, before Euro- pean starlings arrived and took them over, in the early 50s. He's been maintaining nest boxes there with holes too small for starlings ever since. And Dennis keeps a let- ter that a woman in Toron- to, Hilda McKay, wrote him half a century ago: "In 1911 two friends and myself spent an afternoon in High Park, on a gorgeous day in fall. We sat near the old wooden pavilion and on the roof we saw hundreds of bluebirds (numbers not ex- aggerated) congregating to fly, probably that night. I have never forgotten the beautiful sight and wish it could be the same today." Seeing just one would earn top spot on my grati- tude list this Thanksgiving. MARGARET WOULD BE THANKFUL IF SHE SAW JUST ONE BLUEBIRD MARGARET CARNEY Column LETTERS & COMMENTARY HOW A DURHAM COP CHANGED A YOUNG BOY'S PERCEPTION To the editor: Two years ago, my preg- nant daughter-in-law was pulled over by a police offi- cer. During the stop she got very emotional and began crying. This was a combi- nation of an aggressive offi- cer, being pregnant and having her sons, ages 4 and 2, with her. Her four year old was traumatized and the inci- dent left him with the im- pression that police offi- cers are mean and hurtful. Each time since, when- ever he saw a police car he became scared. I did not want him growing up with this unhealthy fear. I know as a person with colour I could easily join the narra- tive that wants to paint all police offers as bad. However, this has never been my experience or mindset. In the interactions I have had with police, I was treated with respect and never had a negative expe- rience. I wanted a positive mindset for my grandson. I don't naively believe all of- ficers are good. As with every profes- sion there will always be bad individuals. When I told my grand- son I was taking him to the police station to meet some officers, he became anx- ious and didn't want to go. As fate would have it, we were out for ice cream when a police car passed. I thought, 'this is a chance to have an intervention'. I called the officer over and he stopped his cruiser with a big smile on his face. Officer Jason Dimech was a Godsend. He turned out to be the perfect person for this assignment. I explained the situation and he was happy to meet my grandsons. They had a wonderful conversation, he gave them his card and told them to contact him anytime and he would visit and answer any questions they had. Officer Dimech, my hat is off to you; you changed a young boy's perception. The Pickering teen has always wanted to be her own boss, and took the plunge this spring when schools were closed. "I was bored in quaran- tine and I thought, this is the perfect time to start a business," Jenillaa says. She saved money earned from her paper route and used it to buy the supplies needed to launch her own Etsy jewelry store, JSRI Boutique. Her bestseller is delicate butterfly earrings available in different colours. There are also several styles of necklaces and Jenillaa is planning to add anklets next. She purchases materi- als wholesale and makes each piece by hand. Everything in the shop is priced at $12. The first order came in the day after JSRI Boutique- opened and Jenillaa was ec- static — "jumping up and down and doing a happy dance." The first month, she made three sales. Then a few more each month after that. Now she is up to more than 130 sales and has sever- al five-star reviews on Etsy. "I'm very proud of myself that I can say I have a busi- ness," she says, adding that her parents are very sup- portive. Jenillaa starts Grade 8 this fall, and plans to keep running her business — af- ter her homework is done, of course. Her advice for other young entrepreneurs is to work hard and persevere. "Never give up, even when people don't believe in you. Just go for it, even though you're young, you can succeed." Think Thanksgiving din- ner with the lower gather- ing limits, Halloween only if the risks can be safely managed, and possibly a virtual Remembrance Day. "Can special events be celebrated safely? The short answer is, I think so," Durham Region's Medical Officer of Health Dr. Rob- ert Kyle told Regional Council during a COVID-19 update on Wednesday, Sept. 30. For Thanksgiving and formal gatherings, the pro- vincial policy has lowered the limit to 10 people for in- door gatherings. "That's already been taken care of," said Dr. Kyle. He said the Durham Re- gion Health Department has been asking the Minis- try of Health for guide- lines, particularly with re- spect to Halloween since it's coming up soon. "We're still waiting," said Dr. Kyle. "I think at the end of the day, howev- er, if a parent and their kids think it's too unsafe, or the risk cannot be safely managed, then do no go out and celebrate Hallow- een." For other special events, like Remembrance Day, Dr. Kyle said he won- dered if those type of events could be held virtu- ally. The health department is awaiting central direc- tion on fall celebrations but these things take time, Dr. Kyle explained. He said he expects the public health officials are work- ing as quickly as they can to give guidance on what can be done safely, if the existing rules suffice or if there should be other con- siderations. "I think it makes sense to me for there to be a con- sistent approach, rather than a piecemeal approach if in fact we're contemplat- ing not recognizing special events, such as Halloween and so forth," said Dr. Kyle. "I've been retired for 22 years and I started right af- ter I retired," said the vol- unteer. Things are a bit differ- ent for long-time drivers like Hancock due to CO- VID-19. "We get a mask and we get gloves right off the bat when we go to pick up our meals," he said. "(Now) you don't see anybody, you just hang the meal on the door. Then ring the bell and away you go." However, he did help out one client recently. Patri- cia Yule gets meals deliv- ered five times a week and requires volunteers to knock on the door and go inside to make sure she gets her meal. Jennifer Rusaw, Vice President of Community Supports, said volunteers are a vital part of CCD, sup- porting the health and well-being of individuals in our communities."Com- munity Care Durham's vol- unteers enable our clients to have access to nutritious and affordable food which in turns assists our clients to remain healthy and safe through this pandemic," she said. "This is my passion," said co-owner Anurag Ah- luwalia. "This was not even in my wildest dreams that this was ever going to hap- pen. I always looked for good food and never thought I'd be making it." His career changed from truck driver to chef and eventual restauran- teur after he and his wife, Mili Ahluwalia, stepped in when a friend couldn't find anyone to cater their housewarming party. "There was no mone- tary value; it was just try- ing to help out a friend. But there were guests that just loved it," he said. After requests to cater more events, they decided to open their own restaurant, featuring fresh food with a focus on barbecue and au- thentic Indian curries. The doors to Milanu's Tandoori Grill opened in December 2019, and just a couple of months later, the world began to change due to COVID-19. "There was a feeling that everything was going to fall apart and in March everything did fall apart," Ahluwalia said. But the restaurant has managed to survive. "The customers who had our food, they kept coming back and they, through word of mouth, spread our story," he said. He doesn't use a 'mother gravy.' "All my dishes are unique," he said. "People who have tried my barbe- cue, they loved it. We cook it fresh." A popular item is shola chicken tikka, grilled bone- less chicken marinated in various blends of chillies and oils. "We should do our part. We should avoid our buildings acting as incubators. If they don't need to be opened we should keep them closed," Durham Region Medical Officer of Health Dr. Robert Kyle told Regional Coun- cil during a COVID-19 update on Wednesday, Sept. 30. Durham headquarters and re- gional offices closed to the public in March at the onset of the pan- demic. The Region of Durham an- nounced recently that regional facilities that are currently closed due to the pandemic will stay closed until at least the new year. Regional council will con- tinue to meet virtually until fur- ther notice. The continued closures are to protect the health and safety of the public and staff, as the sec- ond-wave of the COVID-19 pan- demic begins. "We're well on our way to- wards a second wave. Whereas the message in the first wave was 'flatten the curve'. What I'm hear- ing in the second wave is 'keep it a wave not a tsunami'," said Dr. Kyle. At the beginning of the first wave, public health officials were concerned about travel-related transmission of the virus, ex- plained Dr. Kyle. Now they are dealing community transmis- sion of COVID-19. By the end of September, there had been 2,157 confirmed cases of COVID-19 in Durham Region. "I hope the second wave is not worse than the first wave. It's likely to be higher and longer (but I don't know that for a fact), because we're now dealing with community transmission and I don't think there's an appetite to lock down the economy like we did in the first wave. So what we want is for it to slow burn, rather than either a high wave or indeed a tsunami," said Dr. Kyle. In his opinion, municipal offices that don't need to be opened should be kept closed, if services need to be provided, do it safely by appointment. "I do think municipalities have a role to play. I am not here to tell you what to do, but we're all in it together" said Dr. Kyle. Four new trail markings have been set-up in the south end of the communi- ty to guide people. The four new Active TOA adventure routes, to- taling about 18.4 kilo- metres, are aimed at gener- ating curiosity and to en- courage residents to stay active and healthy. The routes, on existing trails and on-road facilities, tar- get active rolling means of transportation, such as biking, rollerblading and skateboarding. Oshawa and Pickering were named to the Top 25 Rattiest Cities in Ontario by Orkin Canada, the pest control company. The oth- er six Durham Region mu- nicipalities can brag they didn't make the list. The rankings are based on the number of commer- cial and residential rodent (rats and mice) treatments carried out in the province by Orkin from July 1, 2019 to June 30, 2020. Toronto tops the list, fol- lowed by Mississauga, Scarborough, London and Etobicoke in the top five. Oshawa ranked 18th, while Pickering was 22nd. In a press release, the company noted the pan- demic has impacted the pest control industry as rats and mice have moved into residential areas as restaurants and overall business waste has been re- duced. With people staying at home because of CO- VID-19, there is more waste being generated in homes compared to businesses. To avoid a rodent infes- tation, Orkin recommends: • Trim the trees. Land- scaping can be a big rodent attractant. Keep shrub- bery cut back at least one metre from the exterior walls of your home to elim- inate any hiding spots for rodents and to avoid giving them a "jumping off" point. • Cut off the water. Elim- inate any moisture sourc- es, such as clogged gutters or water gathering in trash or recycling bins, which are necessary for pests' survival. • Inspect both inside and outside your property for rodent droppings, burrows and rub marks along base- boards and walls. The more quickly rodents are detected, the better. • Close the gap. Look for possible entry points out- side the home, seal all cracks larger than 1/4 of an inch and install weather strips at the bottom of exte- rior doors. • Keep your property clean, inside and out. Clean up crumbs and spills as soon as they happen to avoid leaving food residue or sugary substances that can attract rodents. Store all food (including pet food) in tightly-sealed contain- ers like plastic bins, and never leave food or dishes sitting out overnight. Con- cerns over racial discrimi- nation, police use of force and the lack of account- ability for police abuse of power are all rooted in an acknowledgement that the current mode of police practice is not working. Even though many mu- nicipalities suggest that they follow a community policing framework, polic- ing across Ontario is not really community policing, but rather policing in the community. Policing is reactive, inci- dent-driven and primarily concentrated in hot-spot locations, which typically are economically disad- vantaged and racialized. At the heart of the 'de- fund' the police movement is the recognition that there is a mismatch be- tween current policing practice and the needs of the community. This mismatch has pro- duced significant mistrust of the police among many community members and this has further hampered the implementation of community policing initia- tives. Community policing requires the police and members of the communi- ty to establish a collabora- tive, constructive and mu- tually respectful relation- ship where there is shared responsibility for commu- nity safety. Not only must the police revamp how they engage with members of the com- munity, but the communi- ty must also be able to trust that the police are there to help not to harm them. This is a fundamental hur- dle to reforming policing in Ontario. It is not enough to recognize what is not work- ing. Reforming requires a concerted effort to imple- ment policies and practices that have community en- gagement and cooperation at the heart of all policing practice. This must include a fundamental shift in how the police exercise their powers in communities. Reform is possible, but without action, talk of re- form is just that, talk. The most effective com- munity police officers are those who understand the social causes of crime, who have the capacity to forge collaborative and coopera- tive relationships with di- verse members of the com- munity, and who have the ability to work with mem- bers of the community to identify issues and create meaningful solutions to so- cial problems. This is precisely the fo- cus of Trent University Durham's Policing and Community Well-Being program. This program, which is the first of its kind in Cana- da, is a community-inten- sive program designed to provide future police and community workers with the ability to navigate so- cial situations, to work with community organiza- tions to develop concrete and community-respon- sive solutions to social problems, and to be keenly aware how social inequali- ty in health and safety are connected to community security. These skills are essen- tial for implementing com- munity policing initiatives.
