BEHIND THE CRIMES Solved and Unsolved Cases in Ontario Our journalists revisit the crimes that dominated headlines in our communities. DURHAMREGION.COM/ BEHINDTHECRIMES Allan Phillips never expected to be homeless. He grew up in a good family, worked for 36 years had an apart- ment. He's a father to a young woman whom he cherishes. But he struggles with alcohol. At 60 years old, he's one of five people living outside of Pickering City Hall - a number which has increased from one over the sum- mer. It's his second time on the streets in the past couple of years. After being laid off from his job and being unable to find work, Phillips lived on Whitby streets before living in a shelter, and eventually with his sister's fami- ly in Pickering. A Pickering man in his 30s was shot on his front door step and police are looking for a lone gunman. The incident happened at just after 12:30 p.m. on Friday, Sept. 25 in the Whites Road and Sheppard Avenue area. A witness said he saw a man walk up to the house, knock on the door, and then saw him shoot the vic- tim. The victim then stum- bled and fell onto a railing. "I was coming back from my lunch break," said the man, who didn't want his name published. "I watched the guy shoot him. He knocked on the door, took two steps back and then boom, boom." The gunman "didn't run back to his car. He walked back. He was very casual," the man said, adding the suspect drove away with- out squealing his tires. A child was behind the victim when he was shot, the witness said. "It was very planned and organized. It definitely wasn't random," the man said. Bloody linen and blood stains could be seen on the steps leading to the resi- dence. Constable George Tu- dos, spokesperson for the Durham Regional Police, said the attack wasn't a random act. "He may have been tar- geted. That still has to be determined by our investi- gative team," he said. "Our officers and para- medics arrived on the scene and located one male in his 30s suffering from multiple gunshot wounds. That male was taken to a Toronto-area trauma cen- tre, where he remains in stable condition," Tudos said. When the victim was taken to hospital, he was in life-threatening condition, but has been upgraded to stable. "Our investigators have been able to speak to some of the witnesses and we've seen some of the video in the area. We are looking for one suspect that we know of so far," Tudos not- ed. The suspect is a black male, wearing a surgical mask, all dark clothing, shorts and a hoodie. He was seen driving away in what police believe is a sil- ver Dodge Caliber, heading toward Kingston Road. "We don't believe this is a random act. However, it's still an ongoing investiga- tion, so we're looking for any witnesses who may have seen anything. We want them to contact our criminal investigations bureau," he stated. Tudos didn't know how many people were in the house at the time of the shooting. "There were other par- ties in the family in the res- idence. It happened at the door steps of the resi- dence," he said. The motive for the shooting hasn't been deter- mined yet, and police are hoping they can speak with the victim. "Any shooting in the city, especially Durham, is worrisome. This one took place in a busy area. There's a shopping centre next to us and a daycare. There's a high school just across the road. We are making sure everyone is safe," Tudos said. SHOOTING VICTIM MAY HAVE BEEN TARGETED: POLICE A man was shot in Pickering and then transported to a Toronto trauma centre on Friday, Sept. 25. Keith Gilligan/Torstar KEITH GILLIGAN kgilligan@durham region.com CRIME Façade work is being done on a portion of the Durham Centre in Ajax. JUST THE FACTS: • Durham Centre is at Kingston Road and Har- wood Avenue and is owned by RioCan. The company says the site is transit ori- ented and in the midst of a growing population. The centre has more than 80 re- tail and service tenants and includes the stores and ser- vices on the east side of Sa- lem Road, including Wal- mart and Canadian Tire. • RioCan notes it needs to invest in its properties to ensure they are attractive, welcoming places to visit and at the same time con- tinue to be compelling to strong, relevant tenants. • The work, which began prior to the pandemic, will be completed in the second quarter of 2021. The origi- nal completion date was the first quarter of 2021. * When completed, the northwest portion of the property will have an up- dated façade and landscap- ing. The façade will be mod- ernized with custom cut metal panels, wood-pat- terned cladding and LED lighting. There will also be a new pylon sign to serve as a gateway for the property. WHAT’S GOING ON HERE? FACADE WORK AT DURHAM CENTRE IN AJAX RioCan, the owner of the Durham Centre, is doing facade improvements to the shopping centre. Jason Liebregts/Torstar Two suspects fled emp- ty-handed after a robbery attempt at a Pickering bank last month. Two masked men, one armed with a handgun, de- manded cash from an em- ployee at a CIBC at Kings- ton Road and Rougemount Drive just before 4 p.m. Sept. 15, Durham police said. The branch, however, is a digital banking site with no cash on the premises - the bandits fled without any money, and were seen driving away in a black Mazda sedan, police said. The suspects are de- scribed as Black men in their late teens or early 20s, both with thin builds. An investigation contin- ues, and police would like to hear from anyone with dash cam footage of the in- cident. Call 905-579-1520, ext. 5359. "I'm a recovering al- coholic and I relapsed when I was there. I left. I was so ashamed of myself. I don't know why I did it. I've been beating myself up over it now." Phillips said people in Pickering are kind and gen- erous. Darlene Walker, who has been helping the homeless with her own money for six years, recently started a program at the gazebo in Es- planade Park. Walker and volunteers hand out lunch, masks, gloves and more ev- ery Wednesday from 10 a.m. to noon. "They make you feel hu- man," Phillips said. "It's wonderful." Newcomers get a 'bless- ing bag,' which includes socks, toothpaste and more. Walker fills requests when someone is out of some- thing. She also checks up on them several times a week. Rev. Michlynn Walton, who runs Granddad Cares out of GrandDad's Old Fash- ion Ice Cream Parlour, helped Walker get started at the gazebo. Retired nurse practitio- ner Claudia Mariano also helps. "I've lived in Pickering my entire live and I've never seen homeless people living in front of our City Hall," she said. "It's quite upset- ting." Walker said Pickering's homeless population is around 30 to 40. Mariano explained a bad turn of events - marriage troubles, health issues, an accident - can quickly put someone on the streets. Dale Drinkwalter, 64, used to live on Ajax streets before he landed housing in a Pickering seniors' resi- dence after a heart attack. He now provides moral sup- port at the gazebo, and gets help from Walker still - she also supports people who are low income. "It's a great feeling be- cause I know how I felt when I received the help so now I'm returning the fa- vour," he said. Spending days at the public library and nights at a 24/7 McDonald's, Drink- walter found a routine. "It was working," he said. "I was never really in the el- ements." But this won't be the case for the homeless this winter, as restaurants have reduced hours due to COVID-19. "If I can't find a place to live, I'm scared. I'm scared that I'm not going to wake up one morning," said Phillips. He keeps his belongings in a backpack and sleeps on a bench. "I can't remember the last time I've had eight hours sleep," he said. There is nowhere for him to go in Pickering. "We are the only munici- pality in the GTA along the Lakeshore right now that has no spaces for the home- less," said Ward 1 city coun- cillor Maurice Brenner. "It's only going to get worse." Brenner plans to ask council to request that Dur- ham Region and the prov- ince explore a new federal grant program that sup- ports affordable, modular homes and to look at avail- able lands. Walker's program will continue - with the support of the Pickering Public Li- brary she will move the weekly program inside the central branch beginning Oct. 7. Ward 1 regional council- lor Kevin Ashe confirmed he's working to get the homeless access to shelter and more when it gets cold. Pickering's homeless take a bus and walk to show- er at the Ajax Hygiene Hub. Walker did her outreach in Ajax as well - Ajax has around 60 homeless people - but cancelled it when she found it wasn't well used, likely because Ajax has more services. Visit Dar's Gifts From The Heart Facebook page to get into contact with Wil- liams if you want to help. She cannot take large cloth- ing donations. STORY BEHIND THE STORY: Pickering isn't known for its homeless population, but as the num- bers and concerns are in- creasing, durhamregion- .com chose to look into it. The Pickering teen has always wanted to be her own boss and took the plunge this spring. "I was bored in quaran- tine and I thought, this is the perfect time to start a business," Jenillaa says. She saved money earned from her paper route and used it to buy the supplies needed to launch her own Etsy jewelry store, JSRI Boutique. Her bestseller is deli- cate butterfly earrings available in different col- ours. There are also sever- al styles of necklaces and Jenillaa is planning to add anklets. She purchases materi- als wholesale and makes each piece by hand. Everything in the shop is priced at $12. The first order came in the day after JSRI Bouti- que opened and Jenillaa was ecstatic — "jumping up and down and doing a hap- py dance." The first month, she made three sales. Now she is up to more than 130 sales and has several five-star re- views on Etsy. "I'm very proud of my- self that I can say I have a business," she says, adding that her parents are sup- portive. Jenillaa started Grade 8 this fall, and plans to keep running her business — af- ter her homework is done, of course. Her advice for other young entrepreneurs is to work hard and persevere. The City of Pickering partnered with Canada Bread Company Ltd. for the tagging and release, which helps with data collection when the monarchs migrate to Mexico, as well as plant- ing 200 pollinator-friendly plants in Ernie L. Stroud Park. Canada Bread has made significant investments in this park over the past three years, planting more than 800 pollinator-friendly plants to support declining local pollinator populations. Canada Bread has also gift- ed native pollinator-friendly plants to three other garden projects in Pickering that were impacted by dry, harsh summer conditions. "Pollinators, such as but- terflies, bats, humming- birds, and bees play a vital role in maintaining a healthy environment and sustainable food system and I am incredibly proud of the steps Pickering and its part- ners have taken to help pro- tect them," Mayor Dave Ryan said. "Many of these species are in danger, like the monarch population, which has decreased by 90 per cent in the last 20 years, and as such, Pickering will continue in its efforts to make a real and meaningful difference." Canada Bread, a Picker- ing-based company, funded the pollinator project through its Good Neighbour program, which strives to make a positive impact in lo- cal communities by pre- serving the environment, helping local organizations, and promoting healthy life- styles. Sprinkles and Dip serves up swirly soft-serve ice cream cones dipped in fla- vours like butterscotch, blue raspberry or chocolate — or covered in rainbow or choco- late sprinkles. Whitby doesn't have many independent ice cream shops and since open- ing Aug. 1, owner Voula Xi- nos says the response has been "really great," with re- peat customers already. Xinos is no stranger to owning a small business in town — she and her hus- band recently celebrated the 11th anniversary of Nick's Grill, their Greek restaurant in downtown Whitby. Xinos says she has been looking for the perfect loca- tion for an ice cream shop for about two years, and was thrilled when a spot opened in up in the plaza at 25 Thick- son Rd. near Dundas Street, offering good visibility and lots of parking. The original goal was to open Sprinkles and Dip in the spring or early summer, but COVID-19 created obsta- cles. "It was a long haul to open, but we persevered and we're excited to be here and to move forward," Xinos says. In addition to soft-serve ice cream that's dipped or sprinkled, the cafe offers hard ice cream from Central Smith Ice Cream, located just outside Peterborough. Popular flavours include lavender lemonade — which is so in demand that it some- times sells out — and a veg- an and dairy-free lemon lime sorbet. The menu also includes sundaes, shakes, desserts and coffee. An Instagram-worthy sprinkle wall that was painted by staff from nearby Curry's Art Supplies, has proven to be a popular spot for photos. Xinos says the plan is to keep a steady stock of classic flavours and experiment with rotating more unique options, as well as ensuring there is always something dairy-free and vegan on of- fer. "We want to be a place that has something for ev- eryone," she says. Of late though, the seemingly calm demeanour that helped boost Premier Ford's standing in public opinion polls has begun to erode as he's been pressed about the real missteps taken vis-à-vis long-term care. The most recent sparks to fly occurred during the Sept. 21 session of legisla- ture when NDP leader An- drea Horwath took the gov- ernment to task for failing to prepare nursing homes ahead of the second COVID wave. Horwath presented a joint demand letter from leading provincial organi- zations representing nurs- ing home residents and staff, calling for increased protections in the areas of PPE, testing, physician care and infection control. To be clear, this letter only echoed existing calls made over the summer months by various public health and long-term care ex- perts, advocates and unions representing front- line workers (e.g., SEIU, RNAO, Unifor) demanding a clear action plan to better protect our seniors in care. When confronted with this letter, Minister of Long- Term Care Merrilee Fuller- ton retorted that the criti- cism essentially reflected "politicking" by the NDP, choosing to deny the evi- dence being presented to her. Not long after, Premier Ford defiantly interrupted to defend his besmirched minister, crossly retorting that Horwath was behaving like "a Monday-morning quarterback" who was un- fairly admonishing his "great ministers (who've) been working around the clock doing everything we possibly can with the infec- tious control procedures." In this moment, I felt as if I was living out a scene of the 1938 play (or film adap- tation) of 'Gaslight'. You may not have seen it, but you've probably heard the term gaslighting. In the play, the protagonist's hus- band slowly manipulates her into believing she's go- ing mad, with one such tac- tic involving the dimming of gaslights in the apart- ment above to create a dim- ming effect in the apart- ment below to trick her she that she is seeing things. Most recently, the term has been used to highlight polit- ical campaign tactics in which a candidate (most fa- mously Donald Trump) claimed that something had or hadn't happened, and refused to admit other- wise when confronted with contradictory evidence. Let's be clear here: many mistakes were made and those mistakes con- tributed to the nearly 2,000 Ontario lives lost in long- term care homes. The Ford government faces two law- suits for alleged mishan- dling of nursing homes during COVID-19 and it's no secret they failed to pro- duce a comprehensive and transparent plan for how to protect seniors ahead of the second wave. In the face of such obvious evidence, it becomes painfully clear that what we're seeing here reflects majority party gas- lighting instead of opposi- tion party politicking. I've seen first-hand through my advocacy the toll this nightmare has tak- en on residents and their families. There are no words to explain the pain incurred. So instead of po- litical zingers and finger- pointing, I ask the Premier to put a pause on the legis- lative dramatics and in- stead roll up his sleeves and get to work. Lives de- pend on it.
