The Eurasian water-milfoil weed is taking over the Pickering bay, and councillors and boat en- thusiasts believe something has to be done before it's too late. "I don't know what the lifespan of the bay would be at this rate. Probably not more than three or five years," said Ed Fulton, chair of the public relations committee for the Frenchman's Bay Yacht Club. The invasive species chokes out native aquatic plants, harms habitat, encourages algae growth and creates problems for boaters. "It's very intrusive," said Glen Dickson, the yacht club's har- bourmaster. "You'd think it's alive. The density is incredible." He voiced his concerns to the City of Pickering and shared pho- tos on Facebook, which garnered responses from others who have noticed. "I've been (in Pickering) for 25 years. It doesn't look good," he said. He also worries about the fish and the health of the bay. "For us specifically it's a safety issue more than anything else," said Dickson. "If (someone falls) into those weeds, there's a very good chance they're going to get tangled up and drown." The club runs a sailing school for children and the weeds have become an issue. "In many cases it's only a foot or so into the water and they've been getting snagged," said Ful- ton. And it's a problem for mem- bers. "I haven't taken my boat out for three weeks now," said Fulton. The last time he did, his engine overheated badly for the first time in 25 years. The yacht club tries to keep its channel as clear as possible with cutting and some aquatic weed spraying. "It's the first year we've had to spray in almost 60 years of opera- tion," Dickson said. "But we're now getting weeded in at the docks." The problem has been ongoing for a decade but has really shown its true colours this summer. The invasive species is present in many waterways. "The difference is the way it's growing in Frenchman's Bay," said Ward 1 city councillor Mau- rice Brenner. "It will choke the bay if we don't stop it." Councillors and the city are working with stakeholders on a fix. In 2012, boaters and nearby residents formed the Allies of Frenchman's Bay Association to tackle the issue. In 2013, various measures were put into place, including the use of milfoil weevil, which de- stroys water-milfoil. But the com- pany undertaking the work went bankrupt and the problem has largely gone unaddressed. Seven years later, stakehold- ers, willing to share the costs, are weighing two options. One is the use of an Eco Har- vester, a water vessel that can go four feet below the water surface. "Literally it grabs the weed and pulls it out by the root," Bren- ner said. It's been used in British Co- lumbia and other places in the U.S. Another option is cutting the weeds, like Ontario Power Gener- ation does around both the Pick- ering and Darlington nuclear plants. Brenner said stakeholders are looking at setting up a test this fall through Laurentis Energy Partners which is an OPG sub company that operates this pro- gram to assess how their vessel will perform. "This will not be a quick solu- tion," Brenner said. "Depending on how well the test goes, Picker- ing will require their services on a go forward basis starting in 2021." Stakeholders are meeting to discuss both options. "The problem with this weed is it doesn't die," said Dickson, add- ing next year the weeds will start at this year's height. "It just gets exponentially worse every single year," he said. Durham's Chief Medical Officer of Health, Dr. Robert Kyle, announced Wednesday, Aug. 19 the Region had re- ceived Ministry of Health approval to re- cruit the nurses as part of the provincial government's Plan for Safe Reopening of Schools. The nurses will provide education and training for school staff, parents and stu- dents on infection prevention and control. They will also give rapid-response support to schools and school boards for screening, testing, tracing, case and contact manage- ment, outbreak management and mitiga- tion strategies. The school nurses will also support communication and engagement with par- ents, local communities and the broader health-care sector. The nurses will include both experi- enced and newly hired people. Planning is currently underway for a recruitment campaign. Two Ajax brothers have pleaded guilty to charges including kidnapping, ag- gravated assault and rob- bery, offences linked to a string of violent carjack- ings that terrorized the community in the fall of 2017. A prosecutor has called for 10 years in prison for Trenell and Trevell Ottley, who on Aug. 27 admitted their responsibility for the crime spree, which includ- ed seven incidents involv- ing carjacking, attempted carjacking and the robbery of people in or near their vehicles in north Ajax in October and November of 2017, and the armed rob- bery of a taxi driver in Ajax in late November of 2017. Trenell Ottley also pleaded guilty to robbing a woman who had responded to an online ad for a cell phone in Ajax in September of 2017. Victims of the crimes in- cluded a 17-year-old high school student who was ab- ducted near her home and held in her own car with a gun to her head while it was driven to an ATM, where suspects demanded she withdraw cash, court heard. Another victim, who fought back after a robbery attempt in the driveway of his own home, required emergency brain surgery after being as- saulted, prosecutor Dave Slessor said. Victims continue to suf- fer psychological issues as a result of the crimes, Sles- sor told Superior Court judge Laura Bird. "These are individuals who were near their homes - that's where these incidents all happened," Slessor said. "They no longer feel safe." Residents of Ajax and surrounding communities lived in fear during the six- week spree, Slessor said: "This was a community that was terrorized." Trenell was 24 and Tre- vell 21 when they were ar- rested in November of 2017. Durham police, who had the two under surveillance, closed in and arrested them as they robbed a taxi driver at gunpoint on Nov. 28, 2017. The armed robberies were committed with an air pistol that was stolen dur- ing one of the early carjack- ings - in that incident a man was struck in the shoulder with a hammer - court heard. The gun, which bore the suspects' DNA and blood from a victim who was beaten in his driveway, was seized during the ar- rest. The Ottley brothers, who are currently not in custody, appeared in a sec- ond-floor courtroom at the Oshawa courthouse on the morning of Aug. 27 for the plea, which had been scheduled to occur earlier this year but was on several occasions adjourned, then delayed for months by the COVID-19 pandemic. The hearing occurred in a courtroom that had most of its seating restricted, while masked observers looked on. Lawyers made their submissions from behind plexiglass barriers. Slessor called for the brothers both to be sen- tenced to 10-year peniten- tiary terms, but added they ought to be credited with the equivalent of four years of pre-sentence custody. Both men were held in jail for 885 days and are entitled to enhanced credit for time spent in lockdown at the Central East Corrections Centre, he said. Defence counsel indicat- ed they'd seek six-year pen- itentiary terms. Justice Bird will rule on the sen- tences at a later date. In reading a statement of facts into the record, Slessor described a series of crimes that targeted vul- nerable people at or near their own homes, some of who were subjected to ter- rifying kidnappings during which they were forced in- to their own cars at gun- point, then driven to ATMs and forced to withdraw cash. The Ottleys typically drove off in the vehicles, which were later discov- ered abandoned in Ajax. Some of the crimes oc- curred "just around the corner" from the Hesketh Road residence where the brothers lived, court heard. In one incident, a man who fought back after an armed robbery attempt was assaulted and treated at hospital for serious lac- erations to his face and ear. A few days later, he felt un- well, Slessor said. "He went back to hospi- tal and it was determined he had a brain bleed that re- quired brain surgery," he said. In a victim impact state- ment, the 17-year-old girl who was kidnapped said she remains haunted by her trauma. "Ever since that day I haven't been able to live my life the same," she wrote. "I live with a sense of para- noia." Another victim de- scribed feeling fearful and nervous - to the point where he has a family member keep watch while he takes out the trash at night. "I never used to feel afraid. I now feel afraid constantly," the man wrote. "I hope they receive the jus- tice they deserve, and noth- ing less. The 28-year-old victim and a friend walked into the emergency department at about 6:30 a.m. on Aug. 28. The victim was suffering from serious, but non-life threatening injuries, Dur- ham Regional Police report. The victim told police he was walking in south Ajax when he was stabbed. Very few details were provided. Investigators believe this may have happened in the Southwood or Clover Ridge neighbourhoods of south Ajax. Durham Student Transporta- tion Services announced Friday that busing for students with the Durham District School Board and Durham Catholic District School Board, will be delayed un- til Sept. 14. "With the reduced secondary school day and limited capacity on all school bus vehicles, DSTS requires time to ensure that all necessary route alternations and planning is in place," DSTS said in a letter to parents. Pick-up and drop-off informa- tion will be made available to fam- ilies the first week of September through the DSTS automated phone line. The DDSB notified parents Friday that the change to busing won't impact the start of school. "After serious consideration, we have made the decision to con- tinue with our return to school plans, including the previously announced staggered start dates. That was before “Sleepless In Seat- tle”, before his consecutive Oscar wins for “Philadelphia” and “Forrest Gump”, and long before the world knew what a Pixar movie even was. When the lm eventually came out in 1995, the same year he starred in “Apol- lo 13”, it changed cinema forever.
