The Durham Catholic District School Board announced Aug. 17 that elementary students will have a staggered start over the first week of school, with stu- dents attending two out of the four days. The plan is for one third of each class to attend Sept. 8, a dif- ferent one third will attend Sept. 9 and the final one third will at- tend Sept. 10. All students will start attend- ing together on Sept. 11. "This will be a really fantastic opportunity to review social dis- tancing expectations, safe proto- cols around masks, directionali- ty in hallways, understanding what the signs mean and really building back your class commu- nity gradually," said DCDSB Su- perintendent Mariah O'Reilly. In a memo sent to school boards on Aug. 14, the province said boards can adopt a staggered start to the first week of school, such as allowing different grades to start on different days. On Aug. 18, that was updated to allow the first two weeks to be staggered. Durham District School Board trustees recently approved a mo- tion from Oshawa Trustee Mi- chael Barrett to stagger the start of the school year for kindergar- ten students, over a period of two weeks. Barrett has advocated for the idea for years, and said it could be especially beneficial during a pandemic. "I think that within the COVID environment, it absolutely makes sense as we are trying to teach our newest members of our school system the routines of school." Acting director of education Norah Marsh told trustees she can "definitely see the value and importance of a staggered re-en- try" for Kindergarten students. The board is also planning at a staggered start for Grades 1 to 8 over two weeks -- not one week as initially stated. "We will be implementing a staggered start for elementary in-person students for two weeks, instead of one week as outlined in our update yesterday," the board said in a letter to parents sent- Wednesday morning. "We be- lieve that this will help provide flexibility for families and help ease the transition of your child returning to school, along with learning the health and safety protocols that we will have in place." Trustees with the Kawartha Pine Ridge District School Board — which includes public schools in Clarington — voted Tuesday night to have a staggered start to the school year, allowing "differ- ent grades or students to return on different days." More information will be sent out to families once schedules are finalized. "This will be a school year un- like any other, and we want to have a successful start for every- one," said board chair Diane Lloyd. "Providing a slower start to the year will help both stu- dents and staff become comfort- able with these new practices." The Peterborough Victoria Northumberland Clarinton Catholic District School Board is also looking at the idea and said information will be communicat- ed to families "as soon as possi- ble." If all goes to plan, the City of Pickering won't have to foot the entire bill for the new overpass at No- tion Road. The city and Durham Live developer Pickering Developments (Squires) Inc. are entering into a cost-sharing agreement for the construction of the new Highway 401 overpass at Notion Road. The cost sharing agree- ment is subject to the en- actment of a Minister's Zoning Order (MZO) for the Durham Live site. Aside from a casino, Dur- ham Live will feature a film studio, restaurants, a hotel and entertainment centre, all to create 10,000 jobs. In May, the city sent a letter along with the devel- oper to the Province of On- tario, requesting zoning re- strictions be lifted through an MZO so construction can move forward. The casino has been built but development of the rest of the site is cur- rently stalled. The Durham Live zon- ing bylaw contains a hold- ing which requires a new Highway 401 interchange before it can be lifted. The developer wants the holding lifted so uses be- yond the casino resort and film studio can proceed. A large company that hasn't yet been named is in- terested in the portion of the site west of Squires Beach Road. The building would range from 850,000 to 4 mil- lion square feet and bring in 2,000 to 4,000 jobs. If the MZO is granted, Pickering Developments (Squires) Inc. will fund 40 per cent of the total Notion Road overpass project costs which includes but is not limited to the Hwy. 401 crossing to connect Notion Road and Squires Beach Road, land acquisition, de- sign, construction and oth- er ancillary costs. Projected costs associat- ed with the overpass are $65 million. The design is expected to be awarded this fall with the anticipated completion by spring 2022. Construc- tion is expected to begin shortly thereafter and be completed by 2024. Staff will draft an agree- ment, which will be brought to council for ap- proval. PICKERING DEVELOPER TO PAY FOR PART OF NEW HIGHWAY 401 OVERPASS A site in Pickering has been chosen for a new casino, beating out an existing facility in Ajax. Jason Liebregts/Metroland File KRISTEN CALIS KCalis@durhamregion.com NEWS AGREEMENT IS SUBJECT TO GRANTING OF A MINISTER'S ZONING ORDER A spree of bank robber- ies that included two inci- dents in Ajax saw three young bandits - two of them in their teens - make off with more than $100,000 in cash, a judge noted in sen- tencing one participant to prison. While about $10,000 was recovered after one of the robberies in early 2019, that still left more than $93,000 in stolen funds that was never recovered, and prob- ably never will be, Ontario Court Justice Brenda Green said in sentencing Michael Christopher of Etobicoke to four and a half years in penitentiary. Christopher had pleaded guilty to participating in the spate of robberies that occurred in February and March of 2019. "This is a light sentence in light of the aggravating facts," the judge noted in her ruling. "There is no mystery about what motivated these crimes," Green said of Christopher, who was 20 when he was arrested fol- lowing an attempted bank robbery in Hamilton. "He wanted money, and the thrill of the crimes." Christopher and his teenaged accomplices pulled off a string of six bank robberies before they were finally caught. In addi- tion to robberies in Hamil- ton, Grimsby and Vaughan, the crew was responsible for two Ajax heists - at a CIBC on Harwood Avenue South and a Scotiabank on Ravenscroft Road, inci- dents that occurred in less than an hour on the after- noon of March 6. Green noted the robber- ies appeared to be well planned and executed and that, although no victims sustained serious physical injuries, some bank em- ployees and customers were left traumatized. "Emotional and psycho- logical suffering was need- lessly inflicted (upon) inno- cent people who were sim- ply trying to earn an honest living or go about their dai- ly affairs," the judge said. "These offences have had a profound impact on some of the victims." Christopher, who had no previous criminal record and is a promising candi- date for rehabilitation, nev- ertheless deserves a peni- tentiary sentence, Green said. "Mr. Christopher is re- sponsible for making his own informed decisions to victimize innocent people in their places of work over and over again," she said. After his sentence Chris- topher will have seven years to pay restitution of more than $20,000, money he'll have to come up with himself as the loot from the robberies appears to be long gone. "I have absolutely no idea what these three ac- cused did with almost $92,000 in less than five weeks," the judge mused. JUST THE FACTS • The projects were in- cluded in the town's 2020 capital budget. The work is costing $1.65 million for each building. • The town hall was orig- inally built in 1968 and had two major expansions in 2003 and 2005. • The main library branch, which is next to the town hall, was built in 2002. • Both buildings have ex- perienced envelope leaks and staff in each building retained a consultant to in- vestigate the matter and find a way to stop the water getting in. • For the town hall, the work includes replacing the roof, window sealant replacement, cladding sealant replacement and exterior door rehabilita- tion. • For the main library branch, the work includes replacing the roof, skylight replacement, exterior tile cladding repairs, and cur- tain wall and window re- pairs. Ontario Power Genera- tion (OPG)'s current licence allows it to operate the Pick- ering plant until the end of 2024, but OPG will ask the Canadian Nuclear Safety Commission (CNSC) if it can keep units 1 and 4 oper- ating until the end of 2024 and units 5 to 8 operating until the end of 2025. OPG says this will allow for the safe, sequential shutdown of all units while maximizing the economic benefits of the generating station. Ontario Power Genera- tion spokesperson Neal Kelly said ongoing testing demonstrates the plant is safe to operate beyond its previously scheduled shut- down date and the contin- ued improved performance at the plant provides value to electricity consumers. The plant had been scheduled to close on Aug. 31, 2018 but, following a round of public hearings, the CNSC granted OPG's request to extend the sta- tion's life. Many of the critics' cur- rent concerns were also re- layed throughout those hearings. Bischoff pointed out Pickering is the fourth old- est and fifth largest nucle- ar plant in North America, surrounded by more peo- ple — 2.2 million within 30 kilometres — than any oth- er nuclear station on the continent. "A Fukushima-level ac- cident at Pickering could cause 26,000 cancers and a $125 billion loss in housing values," she said. She said the province does not have a plan to evacuate the millions of GTA residents in the event of a serious nuclear acci- dent. She said the errone- ous emergency alert sent in January about an acci- dent at the plant demon- strated how unprepared Ontario is for a real emer- gency. An investigation into the incident was ordered by the ministry of the solic- itor general, who an- nounced human error and "several systemic issues" as the cause. The alert was issued early on Sunday, Jan. 12 by a Provincial Emergency Operations Centre employee. Kelly emphasized "OPG had nothing to do with the false alert." The provincial govern- ment supports the plan to extend OPG's licence. "OPG's Pickering Nucle- ar Generating Station has been providing Ontario with safe and reliable nu- clear power for decades. We are fortunate to have world-class facilities like this in our province," said Pickering-Uxbridge MPP Peter Bethlenfalvy. Kelly emphasized OPG still plans to shut down the Pickering plant. Bischoff believes the sooner, the better. "For the 1,900 workers employed at the Pickering Nuclear Station, transi- tioning to the fast growing nuclear decommissioning industry by developing ex- pertise through the dis- mantling of Pickering is a better option," she said. She said in contrast, un- der OPG's plan, this prime Lake Ontario waterfront site will remain off-limits to revitalization for more than 40 years. When durhamregion- .com asked readers what they thought about the news on its Facebook page, responses were mixed. Ted Teertstra said, "Clean and green. Keep er running." On the other hand, Ken Legere said, "They're pushing their luck close it it's too old." The Ontario Clean Air Alliance is asking the pub- lic to send a message to all four Ontario party leaders to ask them to oppose the plans. Kelly said the CNSC has indicated it will hold public hearings on OPG's current request. Comparing the first half of 2019 to 2020 (January to June), the Region of Dur- ham is actually showing positive building permit growth. "The data is an encour- aging sign that, although COVID-19 has impacted our lives in many ways over the last few months, Durham's development ac- tivity has not seen a signif- icant shift. The data for the first half of the year is bet- ter than anticipated, and we will continue to closely monitor this activity," Dur- ham's Director of Planning Gary Muller said in a re- lease. There was an increase in residential building per- mit units — 2,322 new resi- dential units received by June 2020, which is up 924 units from the 1,398 per- mits for new units in the same six-month period of 2019. Whitby has shown the highest number of new res- idential building permit is- suances so far this year, with the highest volume of new townhouses. Oshawa and Pickering have also in- dicated solid growth with a number of new apartment buildings. Non-residential build- ing permit value also showed promise by the end of the first half of the year. The construction value of new non-residential build- ing permits was higher at $564 million when com- pared to $407 million in the first half of 2019. This is largely due to increased de- velopment activity in Pick- ering and Oshawa. Owned by Tribute Com- munities, the home has a list price of just under $1.7 million. Ajax designated the house under the provincial Heritage Act in 1985 and the town wanted it pre- served when the developer began building houses on nearby land. The house fronts onto Westney Road, with one driveway off Westney and access to a two-vehicle ga- rage off Schoolbridge Street. In a statement, Tribute Communities noted, "Orig- inally built in 1856 by Thomas Elliott as a one- and-a-half storey farm- house, the Westney Heri- tage House is representa- tive of typical mid-19th cen- tury domestic farm dwell- ings — a Gothic Revival style that is common to ru- ral southern Ontario. The property was purchased by the Westney family, promi- nent members of the Pick- ering and Ajax communi- ties, in 1891. "The original home, called 'Westglen' (an amal- gamation of the family names Westney and Glen- denning), was expanded with an addition on the east side in the late 19th century, and again with an- other addition on the east side in the 1970s," the state- ment noted. During a ceremony last week, which included tours of up to five people at a time, Mayor Shaun Col- lier noted having the house preserved will help main- tain a connection to the past. "This building has been part of our community since 1856 and the restora- tion ensures it will remain one of the town's focal points," he said. "Over the years the greater property included a dairy farm and grew spe- cialty grain, in addition to the fruit orchard, which in- cluded berry bushes and apple and pear trees. Devel- opment began on part of the farm lands in 1989 to create the Nottingham community, and more re- cently the Westney Place community," Tribute noted in its statement. "The Westney Heritage House has been lovingly restored by Tribute Com- munities to acknowledge and pay homage to its im- portance within the com- munity, while modernizing the structure and interior for a new family to make it their home," the statement added. Collier said, "This is one of the original heritage houses." The Westney family has had a huge influence in the history of Ajax and Picker- ing, and "it's important we preserve this," Collier add- ed. As part of the agree- ment between the compa- ny and the town, the house had to be preserved and re- stored, he said. Collier add- ed the house had be "beau- tifully restored."
