Dorsay Development Corpora- tion wanted a Minister's Zoning Order for a project it wants to build in northeast Pickering. The development would be in the area of the Carruthers Creek headwa- ters, and that could cause flood- ing further south in Ajax. The company withdrew the re- quest recently, but still plans to pursue development in the area. Durham Region planning staff didn't support the request, fear- ing it would circumvent the plan- ning process. Had a MZO been ap- proved, there's no appeal process. Ward 3 Regional Coun- cillor Joanne Dies noted the Town has opposed the development near the headwaters for years. "Pickering's request on behalf of Dorsay for the ministerial zoning order circumvents the planning process, basically. If it's ap- proved, the decision will be made without fairness, in my opinion," Dies said. The Toronto and Region Conservation Authority in March posted a recently completed a study on de- velopment of the headwa- ters. However, due to the pandemic, an in-person open house is on hold. Tony Morris, the project manager for watershed planning and reporting for the TRCA, told Ajax coun- cil recently his organiza- tion, Ajax, Pickering and Durham collaborated on the plan. It's broken down into three areas: the exist- ing conditions, scenario modelling and analysis, and the management framework. The report has nine sec- tions, but Morris focused on the existing conditions, future watershed condi- tions and the management framework, which outlines what needs to be done to protect, enhance and re- store the watershed's health. The existing conditions found four key issues, in- cluding water quality. The quality of the water is im- paired and improvements are need to stormwater management, Morris said. Also, the aquatic ecosys- tem is sensitive and there isn't enough natural cover or good quality habitat needed to keep the ecosys- tem resilient, he added. Water flow is out of bal- ance and there are flooding and erosion issues, Morris noted. The south end of the creek, which is in Ajax, is vulnerable to flooding, Morris said. In terms of future condi- tions, he said different sce- narios can be used to see what could happen. Three potential scenari- os were used, including de- velopment of the headwa- ters. He noted there's a 77 per cent chance of flooding in a Hurricane Hazel-type event, but added that's based on no other mitiga- tion, such as installing stormwater management infrastructure along the creek. "The key things to con- sider are any development would need to demonstrate how the water resource system and natural heri- tage systems would be pro- tected and that there would be no... flooding," Morris said. Laura DelGiudice, se- nior manager, Watershed Planning and Reporting, said: "The Carruthers wa- tershed plan is currently under public review. We are in the process of receiv- ing comments from any- one." Ward 2 Regional Coun- cillor Sterling Lee wanted to know how much of an impact flooding would have in Ajax. "The flow would in- crease and increase sub- stantially. There would be 44 per cent in the flow dur- ing a Hurricane Hazel," Dhalla said. Mayor Shaun Collier asked why modern storm- water infrastructure is necessary in any new de- velopment, but wasn't fac- tored into the scenario where flooding could in- crease by 77 per cent. Morris said a mitigation scenario would need to be done to determine an ap- propriate solution. The TRCA study can be found at trca.ca. Es- pecially a sweltering sum- mer like this one, where we suffered through 28 days above 30 C by the first of August. I remember sum- mers when it never even got to 30. Talk about cli- mate change! Trees make such a won- derful difference in a yard, absorbing all that sunlight instead of leaving it to bake the earth, sear the grass and cook the roof and deck- ing. Homes with shade trees save big on AC costs. And surely you've noticed how much more pleasant it is to walk, bicycle or drive through a neighbourhood with lots of trees shading those heat-absorbing as- phalt streets and drive- ways? So think about it. Why not plant a tree in your yard this year, toward cre- ating a valuable micro cli- mate in summers to come? Not to mention sequester- ing carbon, absorbing pol- lutants like metals and phosphorus, taking up storm water and balancing the water table. Trees pro- vide privacy and esthetic appeal, enhancing proper- ty values. And they're a boon to songbirds! I have a regular parade of cardi- nals, catbirds, robins and jays visiting my mulberry tree throughout summer, feasting on berries. Hungry for a healing dose of nature? Sit under your favourite tree and lean back against the trunk for 10 minutes. Hearing about the Back- yard Tree Planting Pro- gram being offered to many homeowners this summer came as a delightful sur- prise. How easy and how af- fordable to get the perfect tree put in on your proper- ty! Durham Region and many municipalities have partnered with a group called LEAF to make it hap- pen. They're covering half the cost of having an arbor- ist visit your property and consult about what tree would grow best where, and then having it planted in fall. Best of all, the trees are native, ones that should be growing here anyway. A tree is a great way to recognize a special life event. On behalf of current generations and those to come, I want to thank all lo- cal government personnel who approved of this "green infrastructure" pro- gram, a brilliant move. Follow hygiene ad- vice such as washing your hands for 20 seconds, or use hand sanitizer. The CO- VID-19 pandemic can be overwhelming, try to focus on what you can control and get good sleep. b) Limit news media consumption — Avoid re- peated checking of the news and choose coverage that is trustworthy. Avoid distressful images shown on the news and focus on the positivity in your life and reading about posi- tive events around the world. c) Exercise regularly — Get outside if you can and walk, run or bike, while wearing a mask or practic- ing physical distancing. You can also take phone meetings outside or pace walk outside your home or office, if possible. d) Talk to someone — During a time of crisis it is normal to feel anxious. If those feelings are affecting your everyday life, reach out to a friend, family member and, most impor- tantly, talk to a counsellor. Remember, a lot of people love and care about you. Do your mind a favour and reach out. e) Encourage yourself -- Try to use the time to focus on all of the positive things in your life. Journal and write down the good mo- ments you have spent with family, friends and co- workers pre-COVID-19. Be encouraged that you are not alone in this discomfort as we are in this together, and it will pass. f) Monitor your mood -- Monitor your mood and anxiety, develop coping strategies and avoid un- healthy strategies such as alcohol, tobacco, online gambling and recreational drugs. If you feel unsafe, call a crisis help line, reach out to a family, friend, physician, qualified health profes- sional, a professional coun- sellor or go to your nearest hospital. JUST THE FACTS • Universal City Six Developments Inc. wants to construct the building, which will have 297 units. There will be 177 one-bed- room units, 119 two-bedroom units and one guest suite. • Immediately to the west, Universal City is planning to construct five build- ings, ranging in height from 17 storeys to 50 storeys. There would be more than 2,000 residential units in the project once com- pleted. • There will also be 2,417 square metres (26,000 square feet) of commercial/retail space at grade. • Vehicle access to the building will be off Sandy Beach Road. The following informa- tion was gathered from an article in a 2004 edition of the Pickering Township Historical Society's publi- cation, Pathmaster. The ar- ticle was written by John Black, son of Morley Black, founder of Black's Service Station. SOME INTERESTING FACTS: •Black's Service Station was first established in 1922. • Morley Black had pur- chased 148 feet of Kingston Road frontage from the On- tario Department of High- ways. • Morley and his father Rev. J.A. Black built the first service station, with living quarters above. • Morley offered gaso- line-related products, tires, light vehicle servicing, hot- dogs and other refresh- ments, and tobacco. People travelled from Toronto to get double ice cream cones for 5 cents. • Morley also added a taxi service, the first such motorized service in Pick- ering. It used four-door, convertible top, Model T Fords. The fare for a trip down Frenchman's Bay Road (now Liverpool Road) was 25 cents each way. The taxi service lasted until the onset of the Second World War. • Morley's wife Luella Shaw helped the business prosper. • The station saw a num- ber of prominent visitors. Around 1930, Col. Sam McLaughlin, CEO of Gen- eral Motors Canada, came in from the east driving a new Buick coupe with a steaming radiator. After getting his radiator topped up, McLaughlin gave Mor- ley a hearty thanks and a 50-cent tip before driving away. • The Black family built their home in 1932. In 1940, there was a spontaneous combustion fire in the house basement. Morley went back into the burning house to get his wallet and passed out. Luella went in after him and dragged him out. The family lived in the store until the house was repaired. • The family acquired one acre to the west and during the Second World War, had a victory garden, selling the surplus in the store. Son John Black ex- hibited produce in the Dun- barton Public School Fall Fair, winning several first prizes. • In February 1955, after closing, a fire started in the storeroom to the side of the old store. Someone had ap- parently, while putting air in their tire, dropped a cig- arette butt, which blew un- der the loose-fitting door. The building was gutted from the fire. A new store was completed by June. • In 1980, Gulf Oil Com- pany took over the busi- ness but leased the land from the Black family. Pe- tro-Canada took over in 1992. The task force will sit until the end of the current council term, which runs to December 2022. A five-person nominat- ing committee has been set up and it includes mem- bers from the town's Black community. The committee will be establishing the task force, including defining terms of reference, attracting mem- bership, screening applica- tions and appointing mem- bers. Once the task force is set up, the members will devel- op a work plan and meeting schedule. The task force will also report regularly to council with their findings and rec- ommendations. The task force came out of the protest movement that began in the United States following the death of George Floyd, who died after a Minneapolis police office knelt on Floyd's neck for eight minutes and 46 seconds. On Friday, June 5, sever- al hundred people took part in a peaceful protest about racism in Ajax. Similar protests have been held in other Durham communities recently. The Region is developing a new Waste Management Plan, to be completed by the end of 2022. As Durham continues to grow, we must ensure our waste management services evolve to meet the current and future needs and challenges. Managing waste is a shared responsibility. We all have a part to play. The Plan will focus on promoting waste reduction where ever possible and maximizing diversion of waste from disposal. We will do this by developing innovative ways to use waste as a resource in a circular economy while demonstrating leadership in sustainability and addressing the climate crisis. Examples of innovative ways to use waste as a resource include using Anaerobic Digestion to generate renewable energy from our organic waste and finding reuse options for the ash generated at the Durham York Energy Centre. Virtual consultations have been held with Region staff, the Local Area Municipalities and with Regional Advisory Committees. These consultations focused on identifying priorities for the new Waste Plan. The priorities that have emerged in the consultations so far include a focus on finding new opportunities for reducing and reusing waste, maximizing diversion and reducing the climate change impact of waste management. The challenges that need to be addressed include diversion from multi-residential buildings and educating new residents about our waste and recycling programs. The Waste Management Plan will include a series of Five-Year Action Plans that will help keep us on track by setting goals and milestones for a shorter time period. The Region and in the Local Area Municipalities are also concerned about the Blue Box Program and its impact on waste diversion. The Waste Management Plan will include some priorities for the Blue Box in the first Five-Year Action Plan – what does this mean? The Province is developing regulations to transfer responsibility for the Blue Box from municipalities to the producers (or companies) of paper and packaging materials. By 2026, Ontario will have a full extended producer responsibility program in place for the blue box and municipalities will no longer operate the Blue Box program. This upcoming change must also be considered in the new Waste Management Plan. Consultation with residents is starting this month and into September to get your ideas. While our plans for in-person consultations have been put on hold during this time of physical distancing, we are using an on-line forum to engage with residents. Durham District School Board trustees are looking at dipping into reserve funds in an effort to make school safer in the fall. At a special board meeting on Aug. 10, Whitby Trustee Niki Lundquist moved a motion that would authorize the DDSB to use up to $8.1 million from its re- serve to pay for "mitigation mea- sures," including hiring more teachers to allow for smaller classes. The motion also calls on the DDSB to "take whatever steps are necessary" to ensure a mini- mum one-metre distance be- tween students, including pro- viding more portables and using common spaces in schools as classroom space. Lundquist acknowledged that spending $8.1 million would be a "tremendous hit" to the board's savings, but said it's the only way to keep students and staff safe. The trustee said she has heard from more than 150 par- ents, and that almost all of them want their children back in school full time — but safely. "To me, if ever there was a time to use those emergency funds it is now," she said. Trustees asked for some time to consider the idea, and were to vote at a special meeting on Aug. 12. That day is also the deadline for DDSB families to make a de- cision on whether to send stu- dents to in-person classes, or opt for remote learning. As of Monday, DDSB staff said about 6,000 elementary stu- dents and 1,600 secondary stu- dents were signed up for remote learning — that represents about 10 per cent of the board's students. Many trustees speaking at the Aug. 10 meeting raised con- cerns about class size and whether students will be able to physically distance. Whitby Trustee Christine Thatcher said it's the "number one concern" she is hearing from parents. "Our most challenging group, with respect to social and phys- ical distancing, is our kinder- garten students," she said. "We have 30 four- and five- year-old students in one room...it's not mandatory for them to wear masks or face shields." Acting director of education Norah Marsh said board staff have evaluated the size of class- rooms and how many students can fit inside while allowing for one metre of distancing. "We will have challenges, some of our classrooms will be too small," she told trustees. Oshawa Trustee Darlene Forbes asked whether the board would consider using outside fa- cilities such as community halls or church basements, to facili- tate smaller classes. Marsh said she doesn't want to rule anything out entirely — but that it would be a challenge. The DDSB has launched a re- turn to school website and a list of frequently asked questions, and will be launching a website for its virtual learning program the week of Aug. 17. DURHAM - No criminal charges will be laid in the case of a mentally ill Ajax man who died after an al- tercation with guards at a provincial jail in Lindsay, according to his family. While angered and dis- appointed at the outcome of the OPP investigation in- to the 2016 death of Solei- man Faqiri, his brother has vowed to continue his fight. "This is not over," Yusuf Faqiri said in an Aug. 6 in- terview. "We are deter- mined, more than ever, to get justice for Soleiman." Soleiman Faqiri, 30, was being held at the Lindsay jail in December of 2016 af- ter police investigating an alleged assault apprehend- ed him on a mental health warrant. After a confronta- tion with guards at the jail on Dec. 15 of that year Solei- man, who had been diag- nosed with schizophrenia in his late teens, was found dead in a segregation cell. An autopsy revealed he had sustained dozens of blunt force injuries. At the time of his death Soleiman was awaiting transfer to a hospital, his brother said. An initial investigation by local police in Kawartha Lakes led to no charges. The case was then taken up by the OPP and Yusuf Faqi- ri said that investigation has also led to no charges. OPP communications officer Gosia Puzio con- firmed the investigation is over. "In consultation with the Crown and after a thor- ough assessment of avail- able evidence, it has been determined that there is no reasonable prospect of con- viction on any criminal of- fences," Puzio said via e- mail. Faqiri said his family has been informed police are unable to determine ex- actly what happened - and who did what - during the altercation at the jail. "They don't know which guard gave the fatal blow," Yusuf Faqiri said. "They failed to do their job." While admitting he's "heartbroken" by the de- velopment, Faqiri insisted he's now more determined than ever to continue his campaign for justice not only for his brother, but al- so for others with mental illness. "People with mental ill- ness, their lives are viewed as cheap," Faqiri said. "We are saying enough is enough. And we are not go- ing to stop until we reform the justice system." That effort has taken Faqiri across the country. He said he's fighting now for accountability and to address the inappropriate jailing and mistreatment of mentally ill people who of- ten find themselves in cus- tody precisely because of their illness. "We have an entire na- tion that is counting on us to get justice," he said. The Faqiri family awaits a coroner's inquest into Soleiman's death, and is pursuing civil action against those they hold re- sponsible. Faqiri said the family will also continue its fight to see criminal charges laid in the case.
