Pickering council's planning and development committee re- cently voted unanimously to re- ject the proposal. Pickering coun- cil meets on Monday, July 27 to consider the matter. Mike Pettigrew, of the Biglieri Group and representing the har- bour company, said the company is considering what it will do next. "I think they're looking into all their options," he said in an email. The PHC has the right to ap- peal the decision by the commit- tee to the Local Planning Appeal Tribunal (LPAT). "Not at this time," Pettigrew noted when asked if the company has appealed. The project has been contro- versial in the community since the plan was revealed. Abbeylawn.ca | 905-509-2582 came before Pickering council. Many wanted the City to reject the matter out of hand, but councillors wanted the process to run it's course. The proposal the com- mittee rejected had been reduced in size from the original one. The original envisioned two 23-storey buildings with 498 units. The plan presented to the committee had a pair of towers each 15 storeys with 377 units. On Tuesday, July 14, the day after the committee meeting, Deputy Mayor Kevin Ashe said in a state- ment, "Our waterfront is one of our most treasured and irreplaceable assets. We have been consistent from the start stating that the bar was going to be very high. "As a municipality, we are obligated to accept and process every application that comes through our doors. That should never be confused with endorse- ment. We rely on our pro- fessional staff, and the rig- orous planning process they oversee, to guide these decisions. We rely on the public to provide input and participate in the process. We will have a successful city when we build it to- gether," Ashe added. Planning staff had rec- ommended the proposal be refused, saying it was too big, too dense, and didn't fit in with the surrounding ar- ea. Interim Chief Adminis- trative Officer Marisa Car- pino said it was important for the City to follow the process in case there was an appeal to the LPAT. In February, Councillors Maurice Brenner and Bill McLean introduced a mo- tion to end the planning process and just reject the development. "Had the City rejected the proposal back in Febru- ary, we would be ill- equipped to defend our- selves at the LPAT," Carpi- no said in a statement. "In- stead, we gave staff the nec- essary time to review all of the information and gener- ate a comprehensive re- port. As a result, we are prepared to defend our de- cision should the matter be appealed." McLean, the Ward 2 Re- gional Councillor, said dur- ing the meeting, "It's been a real long hard process for the community and the staff." He referred to a propos- al for an eight-storey devel- opment on nearby Wharf Street. The LPAT earlier this year sided with the city and rejected that proposal. Ashe read a statement from Mayor Dave Ryan, who wasn't present as he's recovering after a recent double-lung transplant. "I appreciate this oppor- tunity to publicly declare my support of the refusal (of the) application recom- mendation in the staff re- port," Ryan wrote, adding if was at the meeting, he would have voted against the plan. In his comments, Ashe supported the refusal pro- posal. "I think the planning process works, and I'm thankful that our planning report will be part of the public record and that LPAT will have a planning report that's based on facts rather than emotion," Ashe said. Ainsley Perez spoke out against the project, telling councillors the Pickering waterfront is her favourite place. "I've lived here all my life. It's the only home I know. One of the greatest things about living in Pick- ering is I live only a stone's throw away from one of the great lakes in the world, Lake Ontario," Ainsley said. "I've been enjoying the beach at the end of Liv- erpool Road since I was a baby. It's where I ate my first mouthful of sand." Putting two towers at the foot of Liverpool "threatens our lakefront," she added. "It would be de- stroyed and once it's gone, it will be gone forever. "I might just be a kid, but our voice matters too. It is my best hope that Mayor Dave Ryan and the mem- bers of city council will lis- ten to me as well as other Pickering residents," Ain- sley noted. Pettigrew noted the pro- posal went through chang- es after public meetings last year. "We are disappointed in the recommendation for refusal. After preliminary positive conversation with staff dating back over two years, the proposal repre- sents significant changes," Pettigrew said, adding the PHC was also disappointed with the recommendation. PICKERING — Council wants drivers to slow down as they're heading to and from the beach in Pickering and has vot- ed in favour of speed cameras in the busy area. The City of Picker- ing has declared the portion of Liverpool Road between Bayly and Wharf Streets as a Community Safety Zone and plans to in- stall an automated speed enforcement (ASE) program. The motion was brought forward by Ward 2 Coun. Ian Cumming at the June 29 council meeting, af- ter members of the community com- plained about the con- stant traffic and speeding in the area near the beach. Council had set aside $150,000 in the 2020 budget for an ASE program. The cameras mea- sure the speed of ev- ery vehicle. When a speeding vehicle goes by, the camera is trig- gered and takes a pic- ture of the licence plate. A Provincial Of- fences Act officer will review the images and decide whether to lay a charge (based on how clear the image is and how fast the vehi- cle was going). If a charge is laid, a ticket is mailed to the regis- tered owner of the ve- hicle. Cumming said he would like the city to also consider hiring a paid duty police offi- cer during busy times to enforce speed. He said when officers are hired for this particu- lar job, they can still write tickets. "It just means they're off their regu- lar schedule," he said. Cumming said it's unclear whether the program will begin this summer but "I'd like to get the ball roll- ing." There is a stipula- tion in the motion that states the ASE pro- gram will go ahead as long as costs of in- stalling and main- taining such a solu- tion don't exceed the amount included in the 2020 budget, a firm date for the installa- tion can be deter- mined, and it has the potential to be re- moved during the winter months and used in another loca- tion if appropriate. The motion also di- rects staff to erect the appropriate signage. Ward 2 regional Coun. Bill McLean supports the ASE pro- gram on Liverpool Road. McLean, a long- time advocate for pho- to radar in the city, al- so noted he would like the province to allow Pickering, as a munic- ipality, to operate its own mobile photo ra- dar machine separate from the police. He said that way the city can move the equipment around to different streets where there are speeding issues and bylaw officers can op- erate the machines. Most businesses and public spaces that weren't included in Stage 2 are al- lowed to open now includ- ing: — Playgrounds — Restaurants and bars for dine-in service — Music lessons, art classes and touring —Libraries, which can re-open for all on-site ser- vices as along as materials that have been checked out or used in the library are disinfected or quaran- tined before being recir- culated — Movie theatres, but audiences are limited to the number of people that can maintain physical dis- tancing of at least two me- tres, up to a limit of 50 peo- ple indoors — Personal care servic- es that tend to a customer's face such as facials and ear piercing — Indoor attractions such as bowling alleys, es- cape rooms and pool halls — Live sports events, but spectators are subject to physical distancing re- quirements and gathering limits There are a few excep- tions Some places and activi- ties are deemed too high risk, even for Stage 3. These include: amuse- ment parks and water parks; buffets at restau- rants; table games at casi- nos; private karaoke rooms; overnight camp for children; dancing at res- taurants and bars and "prolonged or deliberate contact" while playing sports. How many people can gather? Stage 3 allows for indoor gatherings with a maxim of 50 people and outdoor gath- erings with a maximum of 100 people. Attendees are still required to keep a two- metre distance from oth- ers, except for those in their household or 10-per- son social circle. Gather- ings refers to events such as concerts, live shows, fes- tivals, conferences, open houses, sports activities, fairs, fundraisers and par- ties. Gathering limits also apply to higher risk places where people congregate such as movie theatres, gyms and casinos. This is the 37th year that we are welcoming guests to our farm to pick their own blueberries. Blueberry season will be here shortly, and like so many things in our daily lives now, things will be different this year for all of you who come to our farm to pick blueberries. They’re also different for our family and for all of our workers, both local and those who join us for the season from other countries. That’s because above all, we want our workers and our customers to be safe. We’ve moved to an online booking system so guests can reserve their picking slot. They can also select their preferred container size and pre-pay online to minimize contact with our staff. And our on-farm café is being replaced with online purchasing and curbside pickup this year - all to reduce contact, keep physical distance and help keep people safe. The last of our international workers will be arriving shortly, which will finally bring our workforce up to its usual numbers. It’s also really important to help get workers tested and make sure they know their rights for job and income protection if they have to go into isolation. And our industry organization, the Ontario Fru it and Vegetable Growers’ Association, is working with all levels of government to provide COVID-19 health and safety training guidelines for growers. Notice of Study Commencement and Virtual Open House Proposed Ajax Reinforcement Project Project Overview Enbridge Gas Inc. (Enbridge Gas) has identified the need to reinforce part of its natural gas distribution network in the Town of Ajax, Ontario. The reinforcement is required to increase system reliability and flexibility and to support current and projected growth in natural gas demand in the area. The project will require the construction of a 6-inch high pressure steel natural gas pipeline, an 8-inch intermediate pressure polyethylene natural gas pipeline, and two district regulation stations. The pipeline will be up to 2.5 km and will be located within existing road allowances where possible. Three routes are being considered for the project. These include a preliminary preferred route (PPR) and two alternative routes (AR), which are depicted on the adjacent map. The PPR begins at the intersection of Taunton Road and Church Street North, travelling south to Rossland Road West, and then east along Rossland Road West to a point just east of the intersection with Harkins Drive. AR # 2 begins at the intersection of Brock Road and Rossland Road West and travels east to the same end point of the PPR on Rossland Road West. AR # 3 begins at the intersection of Taunton Road and Ravenscroft Road and travels south to the intersection of Ravenscroft Road and Rossland Road West.
