"When you look at the employ- ees in Pickering, there's an ab- sence of visible minorities in the upper levels of management in Pickering," he said in an inter- view. Changing this and making a declaration on systemic anti- Black racism will begin to address the deep-seeded issue Francis has seen for many years. "The city should make a public acknowledgement of the existence of anti-Black racism within the City of Pickering itself," he said. Francis, a Whitby resident and the current secretary (and past president) of the Pickering Carib- Canadian Cultural Association, made a presentation at the last meeting of council, offering mem- bers and staff training regarding anti-Black racism. "It's an uncomfortable conver- sation to have but I think it's one that must be had," he said. Pickering's Black residents make up 10 per cent of the popula- tion. "It's a very strong positive group in our community," said Ward 1 Coun. Maurice Brenner. At the June 29 council meeting, Brenner criticized the Pickering cultural advisory committee's work plan, which did not address anti-Black racism. DURHAM — The Dur- ham District School Boar- d and Durham Catholic District School Board have released new reports that offer a glimpse of what school could look like in September. On June 19, the province directed school boards to plan for three possible sce- narios: a return to a nor- mal school schedule with enhanced safety protocols; a hybrid of in-class and dis- tance learning that sees students attend school on alternating days or weeks with no more than 15 stu- dents per classroom; and full-time distance learn- ing. The lengthy reports from the Durham boards outline the strategies being considered. Durham's two boards are working closely together and will aim to adopt the same approach, because they share buss- ing. Here's what you need to know: UNDER A HYBRID MODEL, STUDENTS WILL GO TO SCHOOL EVERY OTHER DAY, OR TWO DAYS A WEEK The DDSB offered a vol- untary survey to students, parents and staff from June 21 to 30. The board re- ceived 3,676 responses from students, 11,001 responses from families and 3,310 re- sponses from staff. The majority of families and students chose an ev- ery-other-day schedule as the preferred option, in the event that a hybrid model is used. The DDSB and DCDSB are considering two possi- ble schedules -- one with al- ternating days and one with two days a week at school. The first option would see one cohort of students attend Mondays, Wednes- days and every other Fri- day, while the other cohort attends Tuesdays, Thurs- days and every other Fri- day. The second option would see one cohort at- tend Mondays and Tues- days and the other cohort attend Thursdays and Fri- days, while both cohorts learn from home on Wednesdays as a deep clean of the school takes place. The goal would be for siblings to attend school on the same day. The schedule options are similar for high school students with several pos- sibilities to structure the semester: a "summer school model" that divides the semester into four even periods; a "quadmester" timetable where the semes- ter is divided in half and students attend school for two courses at a time; and a "cycle" model where stu- dents are engaged in all four courses over a period of eight to 10 days, with a gap of four or five days of remote learning in be- tween. The reports says stu- dents who attend special needs classes with fewer than 15 students will have the opportunity to attend school every day, as there would be no need to cohort them. UNDER A HYBRID MODEL, THE SCHOOL DAY COULD BE SHORTER WITH NO LUNCH OR RECESS The new report from Durham's Catholic board includes several sample school day schedules for a hybrid model. One exam- ple is a "compressed" day that starts at 8:30 a.m. and ends at 1 p.m. with two snack breaks, but no recess or lunch period. Another sample schedule shows a full school day from 8:30 a.m. to 3 p.m. with two re- cess breaks and one hour for lunch. SCHOOL BOARD OFFICIALS SAY THE HYBRID MODEL DOESN'T GUARANTEE KIDS WILL BE IN CONTACT WITH FEWER PEOPLE The new DDSB report says limiting class sizes to 15 students may "create an artificial construct," be- cause some families will send their children to day- care or babysitters on the days they're not in the classroom. "They may be- come potentially exposed to children from two or more other cohorts, there- by compromising the very purpose of cohorting with- in the school structure," the report notes. UNDER A HYBRID MODEL, SCHOOL DAYS COULD BE SHORTENED AND BELL TIMES COULD CHANGE The report says it is pos- sible school days will be shortened to accommodate the "extensive cleaning" that will be required and prep time needed for staff. Start times and dismissal times will be confirmed lat- er in the summer for each school, with school bus scheduling determining new bell times. IT COULD BE LATE AUGUST BEFORE PARENTS KNOW WHAT DAYS THEIR CHILDREN WILL ATTEND SCHOOL The reports say making a hybrid model schedule requires input from the Durham Region Health De- partment and Durham Stu- dent Transportation Ser- vices, which takes ti- me. "This may result in families not knowing which days their children will attend until later in August," the DDSB report notes. "We recognize that this timing presents signif- icant challenges for fami- lies in accessing childcare arrangements." NOT EVERYONE IS COMFORTABLE WITH BEING BACK AT SCHOOL IN THE FALL About 67 per cent of par- ents who responded to re- cent DDSB and DCDSB surveys said they are "like- ly" or "very likely" to have their children return to school in September. For- ty-eight per cent of DDSB staff said they feel comfort- able returning. DISTANCE LEARNING WILL LOOK DIFFERENT FROM WHAT WAS OFFERED BETWEEN MARCH AND JUNE OF THIS YEAR Two of the three scenar- ios for the fall include dis- tance learning as a major component. Distance learning will also be cru- cial for families that choose not to send their children to school. The DDSB has re- leased a "Framework for RealTime Learning and FlexTime Learning," that encourages a mix of syn- chronous or live learning , and asynchonrous learn- ing which the board has dubbed "FlexLearing." The document says live learn- ing should include options such as lessons over Goo- gleMeet, online chats and teleconferencing. Flex learning would include ac- tivities and resources post- ed online through videos, Google Docs, Google Class- room and similar plat- forms. The DDSB may specify a minimum and maximum number of minutes of live learning for elementary students per week and a minimum number of live learning sessions per week for high school students — but hasn't provided any numbers yet. "It's not just about giving people a job; it's about re- moving the barriers that are blocking them from get- ting the jobs," he said. Brenner was unsuccess- ful in an attempt to have Pickering join Ajax's new anti-Black racism congress. Pickering's Deputy May- or Kevin Ashe said Picker- ing will create its own task force within the cultural ad- visory committee. "That's basically going to be a community-driven ini- tiative with city staff offer- ing organizational sup- port," Ashe said. He feels Ajax and Picker- ing have the same end goal. "It's kind of a different vi- sion but I think we're both trying to get grassroots in- put with meaningful dia- logue within the communi- ty, in particular, the Black communities," he said. The city will also com- plete a diversity inclusion study, which will review the city policies in several ar- eas, including recruitment, hiring and service delivery. Thirdly, the city is hiring a consultant to conduct a third-party independent re- view of the City of Pickering organization. Ashe said the city will re- view a report on an action plan from the chief adminis- trative officer at the August executive committee meet- ing. Brenner was pleased to report Francis and the city's human resources depart- ment are in discussions re- garding the sessions he wants to conduct, which will have a fee. "That's positive," Bren- ner said. Francis said the courses will not take people on a guilt trip, but will look at so- ciety from a historical per- spective as to how exclu- sionary practices and the lack of diversity have been accepted, and ways to ad- dress this. "Blacks in North Ameri- ca are a unique group of people," he wrote in an email. "They are descendants of people who did not come to America voluntarily or willingly. Our ancestors were kidnapped or bought and transported as the property of Europeans to be sold as slaves." He said this history is not shared by any other group of immigrants living today in North America and it's often not recognized. "Unfortunately, there still exist today some people whose thinking about Blacks has not yet, (and probably never will), evolve," he said. Brenner has helped or- ganize a webcast meeting between a local committee working to address anti- Black systemic racism, Break the Chains Picker- ing, and council and execu- tive leadership. "We're hoping this meet- ing will be productive and they'll see what our de- mands are and we can take them to task," said Juliet Young, co-organizer of Break the Chains Picker- ing. "We want to see action, we don't want to see just words. And commitment." The committee held a peaceful protest in June, and is now meeting with dif- ferent segments of the com- munity. Break the Chains will make specific demands, currently being solidified. After meeting with Picker- ing staff and council, the committee will meet with police, school boards and members of parliament. Young is skeptical about the formation of a commit- tee against anti-Black rac- ism as part of the already existent cultural advisory committee. "It might be about multi- culturalism, which it is not what this is about," she said. Break the Chains Picker- ing would prefer to have a committee that not only cre- ates a policy addressing an- ti-Black racism in the city but to have "a strategy, a plan, with teeth in it." She wants to be able to hold "the stakeholders responsible for making those changes." Young wants to see a mix of people from the Black community on the commit- tee, including profession- als, youth, academics as well as members of city council. She said many organiza- tions are putting out official statements on being com- mitted to dismantling rac- ism. "It's so simple to write something like that, but the next is, 'what are you do- ing?'" As for the police, "We want to see them stop bru- talizing our community members. We want to see that stop. We want to see them put more money into social services." Premier Doug Ford put the brakes on a Stage 3 re- opening for the GTA, in- cluding Durham, in an an- nouncement from Queen's Park on Monday, taking a go-slow approach for the areas of the province hardest hit by COVID-19 cases. As of Monday, July 13, Durham Region was re- porting three new cases of COVID-19, with no new deaths reported. The total number of cases reported in Durham was 1,753, with 1,523 resolved. The Region- al Health department re- ported no cases in ICU or hospitalized. A total of 181 Durham residents are re- ported to have died from COVID-19, with 152 of those cases occurring in Long- Term Care homes. In Stage 3 reopening the following businesses and places can reopen: dine-in restaurants, bars, gyms and fitness centres, most personal care centres, live shows, performing arts and movie theatres, casi- nos, recreational facilities and activities, team sports and live sporting events, and tour and guide servic- es. However, even with those Stage 3 reopenings, there are still strict prohi- bitions in place. Indoor fa- cilities will be limited to a total of 50 people, while out- door gatherings will be limited to 100 people. She is lovingly remembered and greatly missed by her daughters Sherrill Henderson (husband Dave) and Marilyn Keenan (husband Tony), her eight grandchildren Jo-Anne, Sandra, Steven, Scott, Sharon, Karen, Kevin, Sean, her 17 great-grandchildren, and her 6 great-great-grandchildren. Born September 23, 1916 in Montreal, she and Hec en- joyed many winters in Florida after his 1968 retirement from Canadian Pacific Railway, and summers at their Apple Hill, Ontario farm. They moved to the Toronto area in the 70's to be closer to their daughters and grandchildren. Family time was always a previous priority. Her ever-ready smile always brightened gatherings and events, whether playing cards or bingo with friends, on motor coach trips with condo neighbours, or chatting with fellow residents at her seniors' home dining table. Private family interment will take place in September in Maxville, Ontario, where Hec, her sister Dot, brother Jim, and mother Alice are also buried.
