Lately, the province has been slowly lifting restrictions in an attempt to get the economy back on track, and Durham patios are open once again. "The atmosphere was very positive," said Dan Ferracuti, owner of Drums N Flats in Ajax. It's a small step in an in- dustry that's been hit hard during the COVID-19 pan- demic. In early May, Moxie's opened up again for take- out and delivery services only. "We were able to bring back a small amount of staff with that. The takeout helped us minimize the losses a bit," Jackson said. Drums N Flats, which shares a menu and build- ing with California Sand- wiches Ajax, has been of- fering takeout in the time that the dining area has been closed, but the inabil- ity to seat and serve cus- tomers has hit the restau- rant hard financially. "The expenses are defi- nitely piling up, and we have to start generating some revenue or we're not going to survive another month or two," said Ferracuti. Both Jackson and Fer- racuti have been grateful for their customers' sup- port by ordering takeout. And both restaurants have implemented a num- ber of measures to ensure safety and cleanliness for staff and those taking in the patio. "We have a program called PureClean. It's a message to say, 'We can all dine together safely,'" said Jackson. Those wearing blue gloves at Moxie's are mak- ing sure everything is clean at all times. Drums N Flats has in- stalled a special handwash- ing sink outside on the pa- tio. "So we're going to give our staff and our guests a chance to wash their hands before even entering the building," Ferracuti said. Guests can use the bath- room at both restaurants, with safety precautions such as an occupancy limit in place. The Moxie's menu is available online, so cus- tomers can look at it on their phone without even handling a menu. "We're making our din- ing experience as contact- less as possible," Jackson said. Drums N Flats is doing the same thing. "People can even order from their telephone; peo- ple can even pay from their telephone," Ferracuti said. Staff at both are equipped with PPE. Ferra- cuti noted that since it was so hot last Saturday it was tough for servers to keep their masks on as the day went on, but customers seemed to understand. "No one seemed to be up- set about anything this weekend, which was re- markable, and I don't say that very often," Ferracuti laughed. Staff wore face shields at Moxie's, which Jackson said the customers appre- ciated, as they could see the employees' faces and it al- lowed for more air flow in the heat. Tables on both patios are a set distance apart, in accordance with provin- cial regulations. The Drums N Flats patio can seat 100. Moxie's is smaller, and Jackson said that he hopes news will come soon that people can dine inside the restaurant, since the majority of seat- ing is indoors. In the mean- time, Moxie's was able to expand its patio. Ferracuti looks forward to the next step. "We're super excited be- ing in this phase. Now we're ready for live music to be allowed and people dining inside," he said. "We're just taking it one step at a time, as they say." Those looking to get a seat on the Moxie's patio can make a reservation on the Moxie's website. Walk- ins are welcome as well. Currently, Drums N Flats is accepting walk-ins only. A Durham mom is try- ing to boost their spirits through a Facebook group that allows people to "adopt" a graduate to cele- brate. Heather Jones says graduation is a milestone that needs to be acknowl- edged — whether you're moving on from preschool, kindergarten, middle school, high school, college or university, "They're losing their ceremonies, their proms. A lot of them are feeling real- ly down," she says, explain- ing that her 18-year-old daughter was crushed when she learned that her prom was cancelled. " Jones saw American Facebook groups that al- low members to adopt a graduate and was quick to create a Canadian version. Within a few weeks, it has grown to more than 400 members. "The group has grads from one end of Canada to another," Jones says. And, grads of all ages, too. From a three-year-old preschool grad whose in- terests include unicorns, rainbows and "Frozen," to a University of Waterloo graduate who has her sights set on earning a mas- ter's degree and PhD. Students — or their par- ents — post the grad's story in the Facebook group and other members "adopt" them by sending a card or gift or buying an item from an Amazon wish list. Mailing addresses and other personal informa- tion is not posted publicly on the group, to maintain safety. Popular gifts include snack boxes filled with fa- vourite treats, gift cards and class of 2020 keep- sakes. "When I send them that message that they've been adopted, it gives them something to look forward to," Jones says, adding that her daughter was thrilled to be adopted and receive a card and balloons. Programs cancelled to the end of August include: • Summer camps • Playgrounds • Summer recreation programs, both drop-in and pre-registered for- mats, such as swimming lessons, group fitness and 55+ programming. Ajax is looking into a va- riety of virtual options, such as leadership courses and certifications, so pro- grams can be delivered on- line. "Port Perry seems to be ex- periencing a population explosion. When we moved here 24 years ago they were a rare treat to see, but walk- ing through town now I see them on lawns frequently." Frequently? I smiled as I read his message. How about every time I step out the door? Ever since our local chipmunks emerged from their burrows in spring, I've been marvelling over how many go scampering off across the driveway, sometimes three or four at a time. And I've wondered the same things Christopher has -- why so many right now, compared to other years? What's happening with these cute little striped squirrels to pro- duce such a huge baby boom throughout South- ern Ontario and beyond? I've had chipmunk re- ports from as far away as Pembroke, Ottawa, Algon- quin, High Park in Toronto and Ithaca, NY. Sitting in my yard I've had chip- munks run over my toes! No surprise, we have to go back to that bumper crop of tree seeds, cones and fruits last summer to find the answer. The great abundance of food avail- able meant chipmunks could store large stashes for winter in their under- ground larders, lots of nourishment every time they woke up and wanted to nibble. It's a fact of life that a season of plenty usually re- sults in plenty of offspring, both the number of babies born and the number that survive to adulthood. While a litter of three to five is average, a mother chipmunk can have up to eight, as surely happened to many proud chipmunk parents this spring. So the next question arises: what will happen as moms oust the kids from their home turf and send them out into the world? Well, competition, for starters. We're endlessly entertained, my husband and I, watching them chase each other and leap and squabble. As each goes off to dig a solitary burrow and start harvesting its own food for next winter -- nuts, grains, seeds, fruits, mushrooms -- it has to keep on its toes to avoid sharp-eyed predators such a foxes, coyotes, weasels, snakes and do- mestic cats. And raptors. My friend Mike McEvoy watched a sharp-shinned hawk swoop down on a chipmunk in his ravine-side backyard in Oshawa the other day, then fly off with it. COLUMNIST MARGARET CARNEY ON WHY THERE'S A POPULATION EXPLOSION MARGARET CARNEY Column HEALTHCARE CANNOT BE RUN AS FOR-PROFIT BUSINESS To the editor: I retired in 2009 from the Scarborough Hospital. I worked for 18 months with an agency, one-to-four days a month in long term care (LTC). I spent 20 years in the '80s and '90s working part time in LTC. In my 40 years in nurs- ing, when I challenged management I never expe- rienced working condi- tions outlined by the re- port. If I had, I would have never returned (I lived in an era where one could walk out of one job and into another. This is not possi- ble for this generation of nurses). We have failed them. Since 1995, when the Mike Harris government slashed subsidies to mu- nicipal homes for the aged to level the playing field for the private market. Over- sight was to be rigorous and strict. How did it get to be this way? The nurse managers coping with intimidation from the owners and bully- ing staff to make the budget balance. The conditions laid out in the Armed Forces' re- port are impossible to ig- nore. Shocking! Where is our moral compass? That resident care plans are ignored by registered staff does not happen over- night; it shows a culture of our way or the highway. We need action today. I recommend an audit of all relevant reports regard- ing elder care in Ontario over the past five to 10 years. Leave a full inquiry to the federal government. This situation devel- oped over years of neglect. It took COVID-19 to pull back the curtain: nothing replaces in-person inspec- tions and reviews. Where are the nurse managers? It takes the ar- my going into LTC Homes in Ontario to take owners' eyes off their profits. All is well, there is a long wait list; the empty beds will soon be filled. Health care cannot be run as a for-profit business. EILEEN HIGDON, PICKERING NOW'S THE TIME TO GO GREEN: OSHAWA READER To the editor: Canada's fossil fuel in- dustry is trying to exploit the pandemic by asking for bailouts and subsidies. One major association re- presenting petroleum com- panies was caught red- handed making demands of the federal government to cut regulations. Canada refused. These troubled times present a golden opportu- nity to go green. All regions of the country that depend on fossil fuels also have in- credible renewable re- sources, and some are al- ready exploiting them, in- vesting in hydro, wind pow- er, solar and geothermal. Not to mention the ways to manage the consump- tion side of the energy economy, for example ret- rofitting buildings, ex- panding public transit, en- couraging the use of elec- tric vehicles, etc. It is these growing industries that need Canada's help, not dy- ing oil companies run by timid old men. The Town has an- nounced a limited-time program for restaurants to increase patio seating as the Province moves to re- open the economy. Beginning June 19, res- taurants and bars can be- gin to provide service, but only on outdoor patios. In announcing the pro- gram during the Ajax-Pick- ering Board of Trade virtu- al mayors' breakfast June 18, Mayor Shaun Collier said the Town is waiving all fees for applicants, saving businesses an average of $2,750 in fees and cutting red tape. "When COVID-19 struck and emergency shutdown orders were issued by the Province, we made a com- mitment to our local busi- nesses that the Town is lis- tening. In addition to regu- lar engagement and defer- ring penalties and interest on April property tax pay- ments, we promised that we would do whatever we could to support successful recovery. We look forward to working with our busi- nesses on additional recov- ery initiatives in the fu- ture," Collier said in a state- ment. The announcement was music to the ears of Dan Ferracuti, owner of Drums N Flats in Ajax's Pickering Village. CANADA DAY CLOSURE DURHAM — A provincial agen- cy has extended the term of an out- side administrator appointed to manage some operations at the Durham police service, citing a "crisis of confidence" among the rank and file that constitutes an ongoing "emergency." An investigation into allega- tions of wrongdoing among police brass must be allowed to continue without fear of reprisal among po- tential witnesses, Karen Restoule, acting executive chair of Tribu- nals Ontario, said in extending the appointment of the director until Dec. 31, 2020. "I am of the opinion that the cri- sis of confidence within the ser- vice continues to constitute an emergency," Restoule wrote in a letter received by the Durham Re- gional Police Services Board Tues- day, June 16. "The work of the in- vestigators has not been complet- ed and there continues to be con- cerns of reprisals potentially leading to reluctant witnesses." The order means that the ad- ministrator, retired Toronto po- lice deputy chief Michael Federi- co, will continue his oversight du- ties with the Durham police. Fe- derico, whose duties include reviewing promotions and the ser- vice's disciplinary process, was in- stalled by the Ontario Civilian Po- lice Commission in May of 2019. At the time of Federico's ap- pointment, OCPS cited a "crisis of confidence" among the service's sworn and civilian employees based on allegations of manageri- al misconduct, including work- place harassment, intimidation of subordinates and retaliatory dis- cipline. Chief Paul Martin, chief administrative officer Stan Ma- cLellan and former deputy chief Uday Jaswal, along with members of the Durham Regional Police Services Board, have been identi- fied as subjects of the complaints. Restoule wrote: "After the ap- pointment of the administrator, many of the witnesses have come forward incrementally as word of the investigation has spread," the letter indicates. "While many interviews have taken place, there are still more than 30 individuals who have come forward and wish to be inter- viewed. The administrator acts as a safeguard so that witnesses can come forward without fear of re- prisal." The process of interviewing po- tential witnesses has been slowed by the COVID-19 crisis, Restoule noted. While in-person interviews were being conducted prior to dec- laration of the pandemic, they're now being conducted remotely, making for a "cumbersome and slow process." In addition Martin, Jaswal, Ma- cLellan and members of the board have yet to be interviewed, a pro- cess that must take place in per- son, Restoule concluded. Early this year, Martin and the police services board filed a mo- tion calling for a judicial review of the order that led to Federico's ap- pointment. That motion was dis- missed in April by the Divisional Court. The board voted Tuesday to re- ceive Restoule's letter without comment. "Our cooling centres will be open from 11 a.m. to 6 p.m. while heat warnings are in effect by the Region of Durham, under the ad- visement of Environment and Climate Change Cana- da," said Marisa Carpino, Pickering's acting chief ad- ministrative officer. Ward 1 city councillor Maurice Brenner felt the city was slow to act on the need to open a cooling cen- tre, which wasn't open dur- ing the season's early heat waves. "The people who are be- ing impacted by that heat alert are the same people who are vulnerable for CO- VID-19," he said. Brian Duffield, division head of operations, said the city was unsure if it was able to open one up due to emergency orders by the province, but when it got word that it was OK, plans were set in place. "The recreation com- plex is closed by provincial emergency orders but we are able to open the cooling centre," he said. Duffield, too, thinks it's important to have this space set up, as the cooler indoor spaces people tend to flock to in the heat, such as the Pickering Town Cen- tre and local libraries, are currently closed. "It's even more impor- tant in these COVID-19 times that, if we're able to, we should provide them to the public," Duffield said. Residents using the cooling centre will use the curbside entry, and will be screened at the door. There will be hand sanitizer at the entry way, and tables and chairs will be set up in- side at a safe distance away from others. Families of five or less can sit at a table together. Bathrooms are available in the banquet hall, and staff will be set up outside of them to keep the numbers in check. Masks are not mandatory, but if someone cannot maintain a safe distance from others, they'll be asked to put one on. "We have put vigorous enhanced cleaning proce- dures in place," Duffield said, adding that this will be the case for all facilities once they reopen. Deputy Mayor Kevin Ashe said safety is a priori- ty during hot weather peri- ods. "We're working to en- sure that emergency heat relief opportunities are available and accessible to those who may need them, in particular, our senior residents who may be iso- lated or at higher risk," he said. "COVID-19 has been devastating for Soper Creek Wildlife Rescue," says Donna Kroft, manager of Pet Valu Pickering. "The rescue doesn't get any government fund- ing so it relies on donations and revenues from its tours and educational program- ming to operate. All of these sources of rev- enue have ended because of the pandemic. When we learned of their situation, we de- cided to give them some much-needed sup- port now." During June, Pet Valu is running its Giving Back campaign. Each time a cus- tomer purchases select cat and dog food, treats, and flea and tick protection at Pet Valu, $1 from the purchase of each qualify- ing product will be donated to Soper Creek Wildlife Rescue. "The love and passion the staff and vol- unteers at Soper Creek have for their work and the wildlife they care for is very inspir- ing," says Kroft. "We're very excited to be able do something to help them." Soper Creek Wildlife Rescue has had to lay off all of its employees and told most of its volunteers to stay home during the COVID-19 pandemic. It has also had to stop taking in new injured, sick and orphaned wildlife. Founder and CEO Stefanie MacEwan hopes a GoFundMe campaign will help change that.
