PICKERING — Thoughts on what should happen to the Car- ruthers Creek headwaters couldn't be any different between two neighbouring municipali- ties. Pickering sees the area in its northeast as having great devel- opment potential, while Ajax be- lieves building on the land would be detrimental environmentally and financially. Advocacy group Environmen- tal Defence is asking the public to speak up against development. The last time the Region of Durham reviewed its Official Plan, a developer made a concert- ed effort to urbanize the lands. The proposal went to the Ontario Municipal Board, which ruled that they could not be developed un- less a full watershed study of Carruthers Creek was completed. Hired by the region to complete the job, the To- ronto and Region Conser- vation Authority (TRCA) has released a draft report that is available for public comment and input. The consultation period is on hold due to COVID-19 and will include an open house. This will include a pub- lic open house. Environ- mental Defence says it's crucial that everyone who cares about protecting these and other lands like them across the Greater Golden Horseshoe become familiar with the issue. It is asking residents to send letters to regional council- lors through a link posted on its website. The headwaters are lo- cated south of the Oak Ridges Moraine. The water travels down to Carruthers Creek Marsh, located in south Ajax. The headwaters were left out of the greenbelt when it was first drafted. The land is located in the 'whitebelt' — a sort of in-be- tween designation that is not in the greenbelt but not within the urban boundar- ies. The Town of Ajax has unsuccessfully asked for years that the lands be add- ed to the greenbelt. Tim Gray, Environmen- tal Defence executive di- rector, felt the TRCA's re- port showed developing the land would have nega- tive effects on the aquatic ecosystem and pose a prob- lem for flooding and ero- sion. He said attempts to work around development, such as "wreck a habitat, but kind of leave a little bit" doesn't solve the problem. He said the flow of water will become off-balance. Environmental Defence believes if development goes through, the Town of Ajax would have to both retrofit old stormwater management infrastruc- ture and build new infra- structure at an unspecified cost. "I don't think it should be considered," said Ajax ward 3 regional councillor Joanne Dies, the town's representative on the TRCA board. But she noted "they can't stop it if a municipal- ity does approve a develop- ment. Then they have to mitigate it," she said. Pickering wants the lands developed. Pickering Deputy May- or Kevin Ashe, who also sits on the TRCA board, emphasized the TRCA re- port is an environmental assessment, not a land use document. "We think there's an op- portunity in northeast Pickering for development and the watershed report proves that that's the case," he said. "It was envisioned in our long-term planning; it is envisioned in the re- gion's plan. The city would like to move sooner rather than later."' "There's opportunity for a mix of housing, recre- ational space, all types of things," said Ashe. My heart drops whenev- er I see these kinds of head- lines. How, in the midst of a global pandemic that has completely halted air trav- el and instilled deep anxi- eties around things like food security, is there still a push for an airport in Pick- ering? I guess it helps that the author of this piece works in aviation. As a millennial, I've been hearing and feeling a resounding cry for change in the way that things have been for so long. For so many of us, getting by in this world means stepping outside of this rigid and toxic box, created genera- tions before us, and becom- ing entrepreneurs. This al- so means that we can forget about things like a pension, benefits and any of those other safety nets. And we're okay with it because we can see the world suffer- ing under our broken sys- tem that puts money before everything else. So we flock to farmers markets for fresh and local food, we pay a premium for local wares from small business- es, we face a crowded bus or a risky bike ride to de- crease our carbon foot- print. We have been shouting from the rooftops for so long that this world, creat- ed by another generation, is not the one that we are choosing. Now more than ever we need food security. We are so lucky to be living in a place that can grow so much from its beautiful soil. We have the ability to be resilient in the face of this, and future, crises. An- other airport, built on fer- tile earth, is not the way to- wards that resilience. Food is. Jim McEwen suggests that seniors forward their $300 tax-free bonus to a lo- cal food bank and I applaud his generous intention. The same day on read- ing his letter this senior forwarded over $4,300 to Mr. Trudeau for having the audacity of accepting, from a former employer, a pen- sion earned over 30 years of employment. Our prime minister's generosity dur- ing this COVID-19 pandem- ic is expected to result in a Canadian debt exceeding one trillion dollars (that's a lot zeros) and it won't be long before our govern- ment wants it back. I expect in the future Mr. McEwen and us all will re- ceive far fewer cheques from Justin as compared to what we send him. At the May 27 Regional Council meeting, Council gave approval to continue negotiation of a potential joint venture/ co-ownership with Epcor Utilities Inc. for the development of the Region’s Mixed Waste Pre-sort and AD facility. The Mixed Waste Pre-sort and AD facility in combination with an Energy from Waste plant, will be a first of its kind, fully integrated waste management initiative in North America. The mixed waste pre-sort facility will remove materials—such as food scraps and recyclables—from garbage collected at the curb and from multi-residential buildings. It will not replace or eliminate the current green bin or blue box program. Instead, the Mixed Waste Pre-sort facility will sort out organics and recyclables from the garbage bags that were not separated into the green bin or the blue box. This will help Durham maximize diversion efforts. AD is a natural composting process that uses microbes found in the environment to break down the waste. This composting process naturally produces methane, which can be collected and used as a renewable natural gas; essentially converting organic materials, such as food scraps, into renewable energy. Through this process, we will reduce the amount of waste being processed at the Durham York Energy Centre (DYEC), while creating a valuable renewable natural gas that can offset the use of fossil fuels. By converting local waste into a valuable resource, AD can help reduce greenhouse gas emissions while generating local economic benefits. The new facility will be located next to the DYEC in the Energy Park located in Clarington and will provide opportunities for efficiencies through the synergies that will result from the ability to integrate the waste management system. The new facility will only accept waste from Durham Region and will delay the need to expand the DYEC. Durham Region’s population is growing and expected to reach more than 1 million people in the next decade. More residents will mean more garbage to be managed. The Mixed Waste Pre-sort and AD facility is another example of a made in Durham solution that meets the Region’s long-term waste management needs and creates energy in the process. The provincial government has lifted some restrictions for Durham Region and six other ar- eas of Ontario. That means more businesses can reopen and should result in some who had been laid off heading back to work. Stage two of the reopening means more businesses and ser- vices can reopen, along with community, recreational and outdoor spaces. Stage two can last anywhere from two to four weeks. Toronto, Peel Region and Windsor-Essex remain in stage one and Premier Doug Ford said they would remain at that level until the number of COVID-19 cases in those areas starts to drop. Among the businesses that can reopen are hair salons, bar- ber shops, hairdressers/stylists, colour consulting services, scalp treatment services, hair weaving services, and hair replacement services, beauty salons, shops and parlours, including beauti- cians, estheticians, cosmetology shops or salons, manicure and pedicure salons, diet centres, di- et workshops, weight control clinics, and weight-reduction centres (non-medical), piercing services, day spas, tanning sa- lons and tattoo studios. Restaurants, bars and other food establishments can offer dining at an outdoor patio or cafe only. Establishments would still have to enforce physical distanc- ing measures on the patios. Stage two also allows for gath- erings of up to 10 people at a time, provided a two-metre distance is maintained by all people. Places of worship will be al- lowed to reopen, but at a 30-per cent capacity. Nicole Gibson, the executive director of the Ajax-Pickering Board of Trade, welcomed the news. "We are very happy to hear Premier Doug Ford's announce- ment that the Durham Region will be allowed to move into stage two of the reopening, as of Fri- day, June 19. “By allowing our region to move into stage two, many of our members will now be able to re- open or further open their busi- ness to the community. We know how excited our members are, af- ter months of closures or restric- tions, to be in the next stage of re- opening. "We hope that Ajax and Pick- ering residents will show their support in the comings weeks and months by buying local products and services, and by ap- proaching business owners and front-line staff with kindness," Gibson added. In making the announcement during his daily press briefing, Ford urged residents of Toronto, Peel and Windsor-Essex to "please be patient. We can't let our guard down. Durham's media officer, Constable George Tudos, referred questions about the incident to York police. "It's their investigation," Tudos said Friday morn- ing. The possibility of any disciplinary consequences for the unidentified Dur- ham officer would be de- pendent on what is found during the York investiga- tion, Tudos said. "If they found some- thing wrong, they would make sure there's charg- es," Tudos said. York police have ap- pealed for witnesses in the incident. It's believed the black 2016 Toyota High- lander was stolen around 3 a.m., York police said. The vehicle has Ontario plate BZND392. Stolen along with the SUV were a police-issued rifle, handgun, ammuni- tion and two conductive en- ergy weapons inside a locked compartment. The missing weaponry is obviously troubling, Tu- dos said. "Any time there's any- thing like that out in the public, especially police equipment, that's concern- ing," Tudos said. The SUV had been is- sued to the officer by the OPP, according to York po- lice. Tudos wouldn't com- ment on the Durham offi- cer's duties at the time of the theft.
