"I clean retail stores and offic- es, most of them are non-essen- tial businesses," he says. "If they're not open, there's nothing to clean." Even though he knew it was coming, the phone call from his boss still "hit me like a ton of bricks," Mittal says. The Pickering resident is the main income earner for his fami- ly, which includes wife Suhani Mittal and two daughters ages three and five. On the one hand, it's a relief not to be cleaning stores and of- f ices for the foreseeable future. f ices for the foreseeable future. f Every shift he worked, Mittal says he was becoming more and more concerned about bringing coronavirus home to his family. But now, that has been re- placed with new worries about how the family will survive fi- nancially. The federal government has proposed several supports for families including increasingfamilies including increasingf the maximum annual Canada Child Benefit payment for 2019- 20 by $300 per child and provid- ing those laid off as a direct re- sult of the pandemic with $500 a week for up to 16 weeks through the Canada Emergency Re- sponse Benefit. The province has also intro- duced financial supports, in- cluding a one-time payment for parents of $200 per child 12 and under and suspending student loan payments for six months. Canada's big banks have agreed to work with clients on a case-by-case basis to allow mort- gage deferrals. Mittal says so far he has not heard back from his bank about a request to defer his mortgage. Thunder Bay police an- nounced Thursday they had captured 22-year-old Kareem Zedan at a resi- dence in the city around 2 p.m. It had earlier been re- ported that Zedan had es- caped from the Thunder Bay District Jail on the eve- ning of April 1, but a subse- quent report indicated he'd left the facility after being mistakenly released. Zedan, 22, was arrested March 24 on two counts of first-degree murder. The arrest, announced by On- tario Provincial Police in Brant County Thursday, followed an investigation into the deaths of Dorothy Lynn VanEvery, 62, and 64- year-old Larry Reynolds, who were found shot to death in their home on July 18, 2019. Zedan was arrested without incident and was being held at Thunder Bay Police headquarters pend- ing a court appearance scheduled for Friday. Po- lice said he faces new charges. "It's been two weeks al- ready since I stopped working. Just no income at all right now. It's scary. I would say I'm pretty scared," he says. "We still need to be able to buy food and essentials while this is all being figured out." On a recent grocery shopping trip, he spent about half of what he nor- mally would for the family of four, focusing on inex- pensive staples like lentils and potatoes. For Ajax couple Joe and Allison Fraser, the pan- demic resulted in the dou- ble hit of them both being laid off at once. Joe works in manage- ment for a wholesale dis- tributor selling home the- atre equipment and elec- tronics, while Allison had recently picked up a con- tract at the same company doing administrative work. "I was one of the first people to go, because I'm customer-facing and there were no customers," Joe explains. "It was very sud- den and there is no time- line for us coming back." He says the toughest part so far has been the slow process for applying for employment insur- ance, and trying to get in touch with the bank to dis- cuss deferring mortgage payments. I'm trying to get CIBC on the phone, and it has been impossible. I even tried through Twitter," Joe says. "I haven't heard back about employment insurance yet, I'm sup- posed to get a PIN number in the mail, so I'm waiting for that. That's really all you can do right now, is wait." As the pandemic esca- lates, the number of Cana- dians seeking financial supports is growing rapid- ly. The Canadian Bankers Association says almost 500,000 requests to skip or defer mortgage payments have been received by Canada's big banks and by late March more than 500,000 Canadians had ap- plied for employment in- surance. A new analysis says 862,000 unemployed Cana- dians will get nothing from either Employment Insur- ance or the special benefit during the pandemic cri- sis. "A full one-third of un- employed workers will fall through the cracks and re- ceive no income support unless changes are made quickly to ensure no one is left behind," said David Macdonald, author of the new analysis from the Ca- nadian Centre for Policy Alternatives. Macdonald, the CCPA's senior economist, said the bulk of workers left be- hind lost their jobs before the March 15 start of eligi- bility for payments under the Canada Emergency Response Benefit pro- gram, usually because they were self-employed or lacked enough hours to qualify for employment in- surance before eligibility rules were liberalized af- ter the pandemic took hold. –with files from Torstar News Service STORY BEHIND THE STORY: As more and more non-essential busi- nesses close, an increasing number of Durham resi- dents are out of work and navigating how to access financial support. The government of Onta- rio has banned social gath- erings of five or more peo- ple, and is encouraging peo- ple to stay in their homes in order to stop the spread of the virus. So, how do you celebrate Easter? Simcoe.com put some of these questions to Dr. Charles Gardner, medical officer of health for the Sim- coe Muskoka District Health Unit, during one of his daily media calls. Q:What advice would you offer to families plan- ning Easter dinner? A: "This is not a normal year. This is a year in which we need to all be doing our part to avoid transmission, and that means connecting with people from a distance ... and not getting together with people. We need to re- ally respect the restrictions the provincial government has put in place." Q:If it's five or fewer peo- ple, can they get together? A: "It is much preferable that only household mem- bers should be together and not other individuals who could introduce infection among those in your house- hold. I really want to empha- size the importance of peo- ple doing things differently this year. Connect with peo- ple from a distance." Q: As an example: A cou- ple, their daughter, son-in- law, and two grandchildren have all been adhering to so- cial distancing guidelines for two weeks. Is it accept- able for them to get together for Easter dinner? A: "It is much preferable you not ... It is very impor- tant to realize transmission is happening now within our communities. You don't know who is a case and who is not. Often, they can be asymptomatic — particu- larity young people and children — yet transmissi- ble to others. By getting to- gether, you take on the risk of becoming a case or possi- bly transmitting to them. I am recommending strongly to use distance technology to be in contact." Q:What is classified as immediate family? A: "I would suggest household members. WE ARE PUTTING SAFETY FIRST WITH NEWSPAPER DELIVERY ACCESS TO NEWS HAS NEVER BEEN MORE IMPORTANT THAN RIGHT NOW Evidence-based investing uses research and what is known about investing to the benefit of individu- al investors. The evidence applies to solid in- vestment principals and human behaviour that greatly impacts an individual's decision-making abili- ty. This column will provide seven solid principles of how to best man- age investments during this period of extreme stock market volatility as a result of the COVID-19 pan- demic. 1. Human behaviour during un- certain times can be your worst en- emy. During times of uncertainty and stress, human characteristics often result in poor decision-mak- ing. Understanding the normal in- ternal struggle between doing what you know to be right and what emotionally feels comfort- able is a starting point to making good decisions. 2. If you have a financial advi- sor, maintain open lines of commu- nication. Listen to the advice that is given and use that person as a sounding board for your own thoughts. Many people find talking to someone allows their thought pro- cess to evolve, and as a result have a better understanding of the best decisions to make. 3. Your thinking will be clearer if you understand that you will be okay or if action has to be taken to improve your financial situation. This is best done with a cash flow projection. Consider both short-term and long-term expenses. These include current living costs, assisting your children with post-secondary education and planning for your own financially secure retirement. Project where cash to pay for these expenses comes from. For ex- ample, current income, education- al savings plans, employer retire- ment pensions, government enti- tlements, and finally investments. 4. Stay invested. For hundreds of years, stock markets have been volatile and that is normal and expected. In every single past stock mar- ket crash, the market has fully re- covered and gone on to reach new highs. That too is normal. 5. Be properly diversified. Stock markets recover, but sometimes individual companies do not. Some companies go out of business. If you have concentrated posi- tions in just a few investments, the laws of "buy and hold" investing do not apply. Diversification is your friend. That is how you pro-active- ly manage normal investment risk. 6. Rebalance your portfolio back to your target asset allocation. For example, your investing ap- proach could have been 60 per cent stocks and 40 per cent bonds. If your stock portfolio has de- creased significantly. Sell some bonds and buy some stocks to re- balance your portfolio to 60/40. The objective when you rebal- ance is to maintain the same risk profile of stocks and bonds. It is not a prediction of how stocks will per- form in the future. 7. Tax planning is always a sig- nificant part of investing. It is very likely you'll want some professional assistance when deal- ing with these issues. This could involve tax-loss sell- ing, asset location — which is the practice of arranging your invest- ments to be most beneficial from a tax perspective — and making use of tax-sheltered investments like a Registered Retirement Savings Ac- count and Tax-Free Savings Ac- count. OPG is using 3D printing tech- nology to produce plastic face shields and the company has partnered with Ontario Tech University to fast-track the pro- duction of this vital piece of per- sonal protective equipment. "OPG is excited to have recent- ly received approval from Health Canada to produce these crucial shields that will help protect our front-line health-care workers when assisting patients," OPG CEO Ken Hartwick said in a news release. OPG's X-Lab innovation hub (an internal accelerator at the Pickering Nuclear Generating Station where staff can innovate) is now producing the headband piece used in the assembly of the face shields, and has secured ma- terials for the plastic visor and adjustable elastic strap through OPG's vendor partners. "We have a lot of innovative and passionate people on our X- Lab team and I want to thank them for thinking outside of the box in anticipation of a medical supply shortage in the province," Hartwick added. The face shields can provide a barrier to protect front-line health-care workers from spray, splashes and splatter when assist- ing patients potentially infected with the virus. Ontario hospitals have confirmed a need for these plastic shields, with some hospi- tals in OPG's local communities at risk of running out of the shields and other important protective equipment, such as face masks. OPG and Ontario Tech have al- ready distributed a batch of pro- totype face shields to Northum- berland Hills Hospital in Co- bourg and received constructive feedback that helped fine-tune the final design. The first batch of 200 face shields is expected to be ready for shipment to Ontario's Ministry of Health on April 8, with a plan to increase production to 500 per week. The ministry can then dis- tribute the shields to hospitals, long-term care homes and any other essential health-care pro- viders in the most-needed areas of the province. However, the COVID-19 pandemic has made things difficult. The government of On- tario has banned social gatherings of five or more people, and is encouraging people to stay in their homes in order to stop the spread of the virus. So, how do you celebrate Easter? Simcoe.com put some of these questions to Dr. Charles Gardner, medical officer of health for the Simcoe Muskoka District Health Unit, during one of his daily media calls. Q: What advice would you offer to families planning Easter dinner? A: "This is not a normal year. This is a year in which we need to all be do- ing our part to avoid trans- mission, and that means connecting with people from a distance ... and not getting together with peo- ple. We need to really re- spect the restrictions the provincial government has put in place." Q: If it's five or fewer people, can they get to- gether? A: "It is much preferable that only household mem- bers should be together and not other individuals who could introduce infec- tion among those in your household. I really want to emphasize the importance of people doing things dif- ferently this year. Connect with people from a dis- tance." Q: As an example: A couple, their daughter, son-in-law, and two grandchildren have all been adhering to social distancing guidelines for two weeks. Rather than practising in the festival's rehearsal halls in Niagara-on-the-Lake, performers are using online platforms like Skype and Zoom to rehearse their scenes from a distance. Designers are making costumes, props and wigs in their basements and admin- istration work is being com- pleted in home offices. "I won't call it business as usual, but business is hap- pening," said Tim Jennings, Shaw Festival's executive di- rector. Shaw's 2020 season has been postponed until at least May 25 due to the CO- VID-19 pandemic. However, Jennings anticipates it could extend for longer than that. "We are trying very hard to keep things moving so we can come back when we are allowed to do so as quickly as possible," he said, adding that Shaw is one of the ma- jor economic drivers in Ni- agara-on-the-Lake as well as a charitable organiza- tion, focused on supporting its artists. Toronto's Obsidian Thea- tre, an independent compa- ny, had to cancel its March production, Blacktop Sky. A disappointing develop- ment, producer Luke Reece said, as the show was part of a larger initiative to support new and emerging Black artists. However, the compa- ny was able to pay its artists to the end of their contracts. And though no new pro- gramming has been con- firmed yet, Reece is optimis- tic that audiences will want to come back and experi- ence live art after months in isolation. "I think that people are craving it, and I actually think — and I hope — that when we are allowed to come back and be in spaces together, whether it be be- cause there's a vaccine, or we've lifted this lockdown, that people are going to want to come," he said. "Peo- ple are going to want to be in spaces together." Canadian music expert and public relations special- ist Eric Alper says it's im- portant for artists to stay connected to their audienc- es, and he is advising his cli- ents to do everything they can over the next few months to keep making mu- sic for their fans. "I'm telling artists — and I'm working with artists — to keep busy. It's the only thing that they can do. Mu- sic isn't what they do, being a musician is who they are," he said. Alper is working with artists coast-to-coast to show them "how to set up a living room live show on so- cial media, how to keep making different kinds of videos, whether it is a lyric video, or a live video or an official video." Despite this, Alper said it's difficult to tell at this point the extent to which COVID-19 will put artists in a poor financial situation or cause businesses that de- pend on the music industry to fold. "If you are a side business that relies on the music in- dustry, such as bars, restau- rants, parking, (merchan- dising), server, bartender, you're probably in pretty dire financial straits, be- cause there's just no word as to when things are going to be back up to normal," he said. "And I'm not convinced that things will be as normal as they were before. You are probably going to see a number of venues or places that have live music close forever."
