OSHAWA - A Go- FundMe campaign has been started to cover funer- al costs for an 18-year-old shot and killed in Oshawa earlier this week. Devon Patten died in a late night shooting at the Northview Meadow Co-op on Pentland Street on Aug. 1. Charmen Patten-Wel- lington, who identifies her- self as the young man's aunt, started the fundrais- er. "My nephew Devon, was a straight-A student that didn't miss a day of school. He was a teen that had some hard times but his last request was to go back to school and do great things," the GoFundMe de- scription says. "Devon had plans to be different. He was young, bright with so much life to live. He was this cute young man with the sweetest dimpled smile and pinchable cheeks." She says money raised will go to funeral costs and that any extra funds will go to support Devon's two brothers. As of Sunday morning, $1,865 had been raised to- ward a goal of $20,000. Police received several 911 calls on the night of Aug. 1, reporting shots fired at the north Oshawa townhouse complex. "Officers were on scene very quickly and they lo- cated an 18-year-old male who had suffered numer- ous gunshot wounds," said Durham regional police Insp. Mitch Martin. "They attempted life saving tech- niques, along with EMS, but were unable to save the gentleman." Police said several sus- pects were seen fleeing the scene. Investigators canvassed the area on Friday morn- ing. "There is a very robust video system inside the complex so they'll be re- viewing the video, seeing what they can come up with," said Martin. Trenell and Trevell Ottley ap- peared separately by video on Wednes- day, July 31, from the Central East Cor- rections Centre. During their appearance, the duty counsel said they wanted to return to court in person for a bail hearing. The brothers face more than 60 charges each following a series of car- jackings, robberies and kidnappings in north Ajax from late September to November of 2017. The pair were arrested after a taxi driver was robbed outside Casino Ajax on Nov. 28. They had been under sur- veillance by Durham police at the time of their arrest. They had been denied bail in De- cember 2017. The Crown opposed the brothers release at the time. Trenell faces 34 charges, while Tre- vell faces 32 charges. At the time of his arrest, Trenell was absent without leave from his Al- berta military base. He had been a cor- poral with the Princess Patricia's Ca- nadian Light Infantry, stationed in Ed- monton. The pair were charged in nine incidents, including: • Seven incidents involving carjack- ing, attempt carjackings and robber- ies of people in or near their vehicles in north Ajax, spanning from Oct. 12 to Nov. 16 • The robbery of a taxi driver near Ajax Downs Casino on Nov. 28 • Theft of a cellphone and cash on Sept. 13 near the Ajax GO station, in- volving a woman who advertised her cellphone on the 'letgo' app (only Tre- nell charged) A search warrant was executed at their home on Hesketh Road in Ajax on Nov. 28, 2017 and an imitation hand- gun was seized. Get your coupon at save.ca/coupons AJAX - Police have charged a Pickering man in connection to an Ajax armed robbery that oc- curred 12 years ago follow- ing a DNA match. People's Taxi on Finley Avenue in Ajax was robbed in August 2007 by two men. The men entered the office and demanded money from an employee at gunpoint, and then one of the men pis- tol-whipped the employee. Police arrested one man in connection to the case, and he was charged and convicted - the second man was never found. However, an item of clothing found at the scene was sent to the Centre for Forensic Sciences, and re- cently it was matched to DNA in a database. Police say that they ar- rested a 30-year-old Picker- ing man at his home on Ju- ly 24 without incident. He was 18 at the time of the armed robbery at the taxi company. The man was charged with armed rob- bery, wearing a disguise with intent to commit a crime, and he also faces a dangerous weapons charge. Police are not releasing the Pickering man's name due to privacy rules related to DNA, said DRPS spokes- person Dave Selby. "Basically due to priva- cy legislation we're not in a position to identify this in- dividual other than to say the DNA match helped solve this crime," he said. The suspect was held for a bail hearing. CRIME DNA MATCH HELPS IN ARREST OF MAN IN 12-YEAR-OLD ROBBERY CASE DURHAM - The region has a new tool to help track opioid overdose-related statistics. The Durham Region Opioid Information Sys- tem (DROIS) will provide the public and health-care providers with up-to-date local information on the latest opioid statistics. The region's health de- partment launched the ini- tiative and it was created as one of the priorities of Dur- ham's Opioid Response Plan, as well as a require- ment of the Ontario Minis- try of Health's (formerly known as the Ministry of Health and Long-Term Care) Harm Reduction Pro- gram Enhancement man- date. The province re- quires public health units to develop a system that can be used to identify and respond to opioid-related overdoses within their ju- risdictions. "With DROIS, we can provide timely and local- ized updates to help the public, health care profes- sionals and community or- ganizations become aware of how the opioid issue is affecting Durham Region," Chris Arnott, a public health nurse with the health department, said. "With this knowledge, we can better prioritize our re- sources and supports with the goal of decreasing opioid-related overdoses and deaths." DROIS provides timely information on opioid over- dose-related statistics in- cluding, Region of Durham Paramedic Services (RDPS) call numbers, emergency department (ED) visits and opioid-re- lated deaths within Dur- ham Region. The call num- bers for RDPS suspected overdoses are updated on- line weekly, ED visits are updated monthly, and opioid-related deaths are updated quarterly. According to DROIS, be- tween Jan. 1 and July 13, RDPS received 353 calls re- lated to suspected opioid overdoses, which is higher than the 202 calls received for the same period in 2018. Between 2013 and 2017, the rate of ED visits in Durham Region more than doubled to 57 visits per 100,000 peo- ple. Preliminary data also shows that there were ap- proximately 58 opioid-re- lated deaths in Durham Re- gion in 2018, which is more than triple the number re- corded for 2013. PICKERING - A new La- keridge Health medical centre to be built in north Pickering will be named for homebuilder Jerry Coughlan, who made a his- toric $7-million gift to the Ajax-Pickering Hospital Foundation. The donation, made in 2018, is the largest of its kind received from an indi- vidual by a charity in Dur- ham Region, said the hos- pital foundation in a news release, and follows anoth- er seven-figure gift Cough- lan made to the hospital in 2015. A groundbreaking cere- mony for the four-storey centre, to be named the Jer- ry Coughlan Health and Wellness Centre, was held June 20 at the site at 2580 Brock Rd. at Dersan Street, within Pickering's Duffin Heights neighbourhood. Lakeridge Health is working with Northwest Healthcare Properties REIT to build the centre, with construction expec- ted to begin in the coming months. Lakeridge Health said it expects to be able to share construction time- lines and costs by fall. The new medical centre will offer outpatient ser- vices, day surgeries, doc- tors' offices, other health- care professionals' offices, and an urgent care centre, with the potential for a pharmacy, laboratory and diagnostic services. Described as a "humble and reserved man," Cough- lan's latest development is the Fairway Collection at Deer Creek in Ajax, cus- tom estate homes being built in partnership with Grand Homes. He is the founder of Coughlan Homes, now under the leadership of his four daughters. Coughlan and his fami- ly attended the official un- veiling of the new medical centre's name with offi- cials from Lakeridge Health and the Ajax-Pick- ering Hospital Foundation on July 23. "Jerry knows that Ajax- Pickering Hospital and La- keridge Health are focused on building a local health- care system that provides the most needed and criti- cal services to people with- in the region," said Mat- thew Anderson, president and CEO of Lakeridge Health. "Jerry has built thou- sands of homes here in Durham and knows first- hand that, as the communi- ty grows, so do the needs for health-care services. Pickering's response to Drake has gone viral since he asked the mayor to "set up some stronger Wi-Fi towers so @boi1da can be able to send me all his new- est beats." Boi-1da, a Grammy- award winning music pro- ducer, lives in north Pick- ering, says Mark Guinto, Pickering's manager of public affairs and corpo- rate communications. Guinto crafted a witty re- ply to Drake, referencing many of the rapper's songs, and highlighting some of Picker- ing's key projects, including downtown redevelop- ment and the pro- posal for a Pickering airport. He also noted the city has 65 Wi-Fi access points. "A standard response wouldn't have gone viral," said Guinto Thursday morning, as he continued to field interview requests from the media while on vacation. "Doing it in a fun and engaging way brought a lot of attention to the is- sue." Boi-1da will have an upcoming meeting with Mayor Dave Ryan so the mayor can discuss the is- sue with him, says Guinto. "The initial post was er- roneous in that the prob- lem isn't Wi-Fi towers but the internet service in Boi-1da's home studio in Pickering," adds Guinto. "We do recognize it's a problem. We do want to see reliable, fast broadband service across Pickering. Residents and businesses need it." Boi-1da is also a busi- nessperson, Guinto notes. Pickering applied for federal funding in 2017 to improve broadband ser- vice but didn't get the mon- ey, says Guinto, who adds the city continues to meet with stakeholders. Since Drake's post, pri- vate internet service pro- viders have reached out to the city, Guinto says. "It brought a lot of at- tention to it, we have the private sector reaching out. Ultimately, it helped communicate our key messages. It went out to tens of thousands of peo- ple." PICKERING - The Wharf Street site - where an eight-storey condo building is proposed - will be visited by the chair of the Local Planning Appeal Tribunal, who will ulti- mately make a decision on whether the controversial project can go ahead. Thomas Hodgins, chair of the tribunal, announced Thursday morning he'd make an unsupervised vis- it to the site and surround- ing neighbourhood on an upcoming Saturday. The visit was supported by both lawyers for the city and the applicant. The 118-unit condo building, proposed by a numbered Ontario compa- ny owned by applicant Ralph Morgan, is opposed by both the city and neigh- bouring residents. The ap- plication is currently being heard by the Local Plan- ning Appeal Tribunal (LPAT), formerly the Onta- rio Municipal Board, in a six-day hearing at city hall council chambers, expec- ted to wrap up Tuesday, Aug. 6. Wednesday evening, the tribunal heard comments from residents registered as participants in the hear- ing, who brought diagrams and photos to make their presentations. The condo building, which has been reduced by the applicant by 2.85 me- tres in height, is proposed to be built on six parcels of land on Wharf Street and Annland Street. The appli- cant sought an amendment to Pickering's official plan to allow high-density resi- dential zoning on the prop- erty, which the city oppos- es. "The proposed struc- ture overwhelms the neighbourhood," said resi- dent Jeff O'Donnell, one of more than two dozen resi- dents listed to speak. "It blocks everything we have. Truly look at what this building will do to the street." O'Donnell said he had 549 signatures on a petition opposing the project, and approximately 1,200 re- sponses in opposition in an online petition. Eighty-five per cent of the French- man's Bay village opposes the building, he said. "I think that carries a lot of weight." Speakers cited privacy concerns, traffic issues, en- vironmental concerns, and incompatibility with the neighbourhood. The proposed condo building would be better suited to Bayly Street or Kingston Road, said O'Don- nell, who reminded the tri- bunal the city's Nautical Village is considered "the jewel of Pickering." Resident Graham Craw- shaw said he disagreed with the applicant's expert, who suggested the condo building's shadowing will not impact neighbouring properties. "We'll have a wall of con- crete and glass directly across from our homes," he said, noting the building would be close to three times the height of existing homes. "It will significant- ly affect our privacy and enjoyment of our homes." A suggestion the build- ing will have "minimal vi- sual impact is absurd," he added. Annland Street resident David Frampton presented photos of Alderwood Park behind his home, showing birds and wildlife that in- cluded deer. "I get a lot of wildlife all the time," he said, adding the park is a "well-travelled wildlife conduit to the bay" that should be protected. He urged that development be kept away from the wa- terfront and "leave Bay Ridges as it is." All presentations from participants were com- piled into the record, the tribunal heard Thursday morning. David White, lawyer for Morgan, outlined on day one of the hearing that he would be calling experts to testify about surrounding land use planning, envi- ronmental issues, shadow- ing and traffic. The city's lawyer, Quin- to Annibale, said the cen- tral issue is an inappropri- ate level of intensification for the area. He called the proposed building "too large, too tall and too mas- sive" for the site, and asked the tribunal to "have re- gard for council's deci- sion." Inside are dozens of cans and bottles waiting to be tested in the high tech beer analysis system that was recently installed at the school's Centre for Craft Brewing Innovation in Whitby. A grant allowed Dur- ham College to buy the $133,000 piece of technolo- g y - it's the same one used by the LCBO and major breweries. Just place a bottle or can inside the machine, wait a few minutes and it can spit out data on every- thing from alcohol con- tent, to degree of fermenta- tion and dissolved oxygen. "It's important for craft brewers to know those pa- rameters about their beer ... it gives them a consis- tent product and a better quality product," says Chris Gillis, manager of applied research business development at the col- lege. For example, if dis- solved oxygen is too high, it can impact shelf life. The new equipment gives Durham College one of the best beer analysis labs in Ontario. Right now, local craft brewers are able to use the new machine for free - eventually there will be a fee to help cover the cost of maintenance and repairs. Small and medium brewers make up about 80 per cent of existing craft beer producers. Gillis says having a "sci- entific, technically sound" way of controlling quality is crucial for them - but the right equipment is expen- sive. "It's (a) $133,000 instru- ment. Craft brewers can- not afford that, yet they need to know alcohol by volume and some of the other parameters," he ex- plains. In addition to the new piece of technology, the Centre for Craft Brewing Innovation includes a brew lab and a 50-litre pilot brew line, similar to a pro- duction brew line, featur- ing a mini brewing kettle, mini lauter, heat exchang- er, fermenters, wort chill- er and low-pressure steam boiler. One of the first partners to work with the Centre for Craft Brewing Innovation was Partake Brewing, which now distributes its award winning non-alco- holic craft beer at the LCBO, Beer Store and on Amazon. "After being diagnosed with Crohn's disease I de- cided to eliminate alcohol from my diet but really missed beer," says founder Ted Fleming. "While there were non-alcoholic op- tions available, the quality and variety were just not the same as their alcoholic counterparts, so it became my mission to remedy the situation." He says Durham Col- lege played a "vital" role in helping to refine the recipe -several flavours have now been developed with the school's help. Jason Liebregts/Torstar DURHAM - A Durham teacher who landed in hot water for retweeting "rac- ist and homophobic con- tent" is now facing a disci- plinary hearing with the Ontario College of Teach- ers - but he denies any professional misconduct. Lucas Thad McDonald was teaching at Eastdale CVI in Oshawa in 2017, when a parent flagged a Twitter account under his name. The account included retweets that referred to transgender people as "mentally ill," used the hashtag "gentards," a ret- weeted post that calls On- tario Premier Kathleen Wynne a "bitch," and one that references "Muslim infiltration" in Canada. The Durham District School Board conducted an investigation in 2017, however the board de- clined to comment on the outcome. The school board con- firmed this week that McDonald is still em- ployed by the DDSB and said the issue was "appro- priately managed by the board." In an email, McDonald says no actual tweets of his are in question, only retweets "concerning po- litical and social issues both in Canada and else- where that have been, or are still currently being debated, examined and discussed." He denies the allega- tion that he engaged in professional misconduct and says he is looking for- ward to resolving the matter at the upcoming hearing. "I continue to provide a safe, inclusive learning environment where every student regardless of po- litical beliefs, ethnicity, religion or sexual orien- tation can be successful and feel comfortable to express themselves as in- dividuals with valid view- points as per Ministry eq- uity policies," McDonald says. T he Ontario College of Teachers has not yet scheduled a hearing date. T he notice of hearing outlines some of the ret- weets in question, includ- ing one that "suggested that a gay pride activity undertaken at a public li- brary was 'mentally ill men forcing abnormal be- haviour on kids at taxpay- er expense.'" Other retweeted posts mocked of the use of gen- der-neutral pronouns - which are preferred by some people who are transgender or gender non-conforming - and one retweet referred to Black Lives Matter as a "terror- ist organization." Gabrielle Barkany, a senior communications officer with the college, says penalties in this sce- nario can range from a reprimand, to suspension of the teaching certifi- cate, conditions on the certificate - such as hav- ing to take a course - or re- vocation of the certifi- cate. T he parent who re- ported the Twitter ac- count spoke to Metroland Durham Region Media Group in 2017, but asked to remain anonymous to protect the identity of their child, who was a stu- dent at Eastdale at the time. T he parent described Eastdale as a "wonderful- ly inclusive and tolerant" school, and said the "rac- ist and homophobic" con- tent retweeted by McDo- nald was shocking. "He's more than wel- come to his own opin- ions," the parent said. "But, my biggest concern is that there may be kids in his class who don't identify as male or female ... and now they have to sit there and know that their teacher thinks they're mentally ill." T he Ontario College of Teachers has a profes- sional advisory on the use of electric communica- tion and social media, which says teachers should consider whether postings may reflect bad- ly on them, their school or the teaching profession. "Teaching is a public profession. Canada's Su- preme Court ruled that teachers' off-duty con- duct, even when not di- rectly related to students, is relevant to their suit- ability to teach," the advi- sory notes. "Members should maintain a sense of professionalism at all times - in their personal and professional lives." Since starting in June, 157 spay/neuter procedures have been performed, pre- venting an estimated 6,200 kittens and puppies that COMMUNITY MOBILE ANIMAL CLINIC COMING TO DURHAM DURHAM - More than $4,300 has been raised, but thousands more dollars are needed for five rescued kit- tens that need emergency eye surgery and medical treatment. Any amount that you can donate is ap- preciated and will help to save their lives," SAINT Rescue and Adoption said on a GoFundMe fundrais- ing page. Volunteers from SAINT Rescue and Adoption res- cued the young kittens from a Durham barn. The two fe- male and three male kittens all have conjunctivitis. Conjunctivitis is the in- flammation of the clear, thin membrane that covers part of the front of the eye and the inner surface of the eyelids. A cat with conjunc- tivitis will often have a red, swollen and closed eye. If untreated, the uncom- fortable condition becomes more painful and difficult to treat. The eye will some- times rupture - which has happened to three of the res- cued kittens. These kittens will require surgery for re- moval of the ruptured eye. All five of the kittens will re- quire ongoing medical treatment. The cost of eye surgery is approximately $3,000 per kitten. SAINT Rescue and Adoption launched the Go- FundMe campaign in the hope of raising $9,000 need- ed to treat these kittens. "There are more kittens at this barn exhibiting the same issues with their eyes and in poor health. We want to rescue them as well," SAINT Rescue and Adop- tion said on the GoFundMe page.
