PICKERING - A colourful cel- ebration drew a crowd at the Pickering Town Centre on Satur- day as the mall hosted its inaugu- ral Pride party. Karaoke and drag queen per- formances onstage at centre court entertained spectators, while activities were offered for all ages, including a photo back- drop with props. Pride-themed face painting, a lipstick station by MAC cosmetics, and bracelet- making were part of the fun, with proceeds from the bracelets go- ing to Camp Rainbow Phoenix, a leadership camp for youths. Heart-shaped, rainbow-col- oured signs proclaiming Love Is Love were given out by the mall, which carried the theme throughout centre court with floor decals. Gift bags were pre- sented to all who took to the stage to sing karaoke. SIGN UP NOW We’ve got a newsletter for that. Care about /newsletters DURHAM - Durham's Catholic trustees have ap- proved the board's 2019-20 budget - and it was a tough one. The Durham Catholic District School Board (DCDSB) faced a $7 million drop in funding from the province this year, which prompted a "line-by-line" review of spending and some difficult decisions. "The magnitude of the funding changes forced us to go through a very inten- tional process this year," says DCDSB superinten- dent Ryan Putnam. "It re- quired the entire senior team to come together and have a real understanding of what we value." The budget, approved at the June 10 board meeting, is balanced with no reli- ance on reserve funds. The first draft included a cut of 89 staff positions - the final version reduced that to 79. Staff cuts include 32 few- er high school teachers, 15 fewer elementary teach- ers, 12 fewer early child- hood educators and five fewer custodial and main- tenance staff. That's in addition to the DCDSB losing about 80 high school teachers over the next four years due to larger class sizes. About 85 per cent of the Catholic board's budget is staffing and human re- sources. Officials say the blow of staff cuts is being softened with a "significant" amount of attrition. "We are pleased with the level of engagement with staff and community stake- holders throughout the budgeting consultation sessions," says board chair John Rinella. "The feed- back has helped to shape a budget which, although faced with challenges, puts us in a position to remain focused on our mission, en- suring that our students have access to quality Catholic education." Other reductions in the 2019-20 budget include about $170,000 for teacher release time for staff devel- opment; $106,000 to employ 20 summer students; about $19,000 for parent involve- ment; and about $20,000 for "safe and healthy schools" initiatives. A few areas are getting a funding increase, includ- ing an additional $54,000 for Indigenous education and an increase of 4.5 edu- cational assistant posi- tions, because of changes to Ontario's autism pro- gram that will see more students with autism at- tending school. The provincial govern- ment is slightly increasing overall funding for school boards for the coming year, from $24.53 billion last year, to $24.66 billion. That figure includes $564.4 million, the first in- stalment of a $1.6-billion at- trition fund the govern- ment has created for boards to adjust to the loss of about 3,500 teaching po- sitions over the next four years. Putnam says this year's rigorous budget process puts the DCDSB in a stron- ger position for future bud- get years - staff organized everything into three cate- gories - "committed," "es- sential" and "discretion- ary." "It's been very challeng- ing, and I think we've done a good job," he says. "We're in better shape than I thought we would be back in March." TOUGH BUDGET Durham Catholic School Board. The Pride party was part of a corporate cam- paign undertaken by mall management Cushman & Wakefield Asset Services, titled AWE - Accept With- out Exception. The cam- paign includes events at shopping centres across Canada throughout the year, celebrating inclusivi- ty and diversity. "It's a big, big event for us," said Pickering Town Centre marketing director Lorna Murphy, who wel- comed the crowd. She said the mall will make the Pickering Pride Party an annual celebra- tion. The Pickering Town Centre partnered with PFLAG Durham Region to host the event, and recent- ly held employee training sessions with PFLAG to give staff a better under- standing of issues sur- rounding the LGBTQ+ community. Pickering Mayor Dave Ryan addressed the crowd, noting the city is proud of an event promoting diver- sity and inclusiveness. City councillors attending in- cluded Kevin Ashe and Maurice Brenner. "It's a great day. We're go- ing to raise some money, and that's what it's all about," said Jake Farr, president of PFLAG Durham Region, a non-profit resource and sup- port service for the LGBTQ+ community. The onstage entertain- ment was launched by drag queen Sofonda, who opened the show lip-sync- ing and dancing to a song by Beyoncé. "Acceptance is spread- ing; love is love," she said after the performance. "Ac- ceptance is a step toward an amazing tomorrow." Drag queens Wilma Checklear and Priyanka also entertained, with an energetic dance routine by Priyanka that included a cartwheel. "It's amazing being able to perform in my region," said Priyanka, who grew up in Whitby. She said she's been per- forming in drag for two years in Toronto, which of- fers "a bubble of safety." Be- ing able to be part of Pride festivities in Durham "means everything," she said. "I didn't have this grow- ing up. Growing up as a per- son of colour was hard. Put being gay on top of that." Having a Pride party at the Pickering Town Cen- tre, she said, is a step in the right direction. "It's good to see it can exist in a space like the mall." In March, trustees ap- proved new higher fees for the 2019-20 school year of $13,250 a year for elementa- ry students, up from $12,500; and $14,250 for high school students, up from $13,750. At the Durham Catholic District School Board's June 10 meeting, trustees approved another fee hike due to changes announced by the province that will re- duce the amount of money school boards receive by $1,300 per international student. The DCDSB will raise its international student rates another $1,300 to com- pensate - however, the board will phase in the in- crease over two years. The new fees are set at $13,800 for elementary stu- dents, and $14,900 for a high school students for 2019-20. T hat will increase to $14,550 for elementary students, and $15,550 for high school students for 2020-21. The DCDSB had 90 visa students during the 2018-19 school year. COUNCIL INTERNATIONAL STUDENT FEES UP AGAIN AT CATHOLIC BOARD DURHAM - A new re- port says students with Durham's Catholic school board are above provincial averages when it comes to participating in pathway programs. The Durham Catholic District School Board had more than 250 students participate in the Ontario Youth Apprenticeship Pro- gram this year, which ex- ceeds the provincial aver- age. The program allows Grade 11 and 12 students to gain training in an appren- ticeship trade. Durham's Catholic board also saw 17 per cent of Grade 11 and 12 students take a dual-credit course this school year, compared with 4.5 per cent Ontario- wide. Dual-credit programs give students the opportu- nity to earn a college credit while still in high school. The 21-year-old Ajax resident, who has cerebral palsy and is unable to walk, often travels around the community on a mobility device. He was taking a ride along the Waterfront Trail in Whitby recently when he stopped for a snack at the Tim Hortons on Victoria Street West, but says he was refused service when he tried to use the restaurant's drive-thru on his scooter. "I always go through drive-thrus with it, be- cause it's pretty large and hard to manoeuvre inside," said Smith, adding that he's never been turned away in the six years he's used the device in restaurant drive- thrus, including at other Tim Hortons locations in Durham Region. He said he told that to the person at the counter, but they insisted he use the front doors and then asked him to leave. When he tried explaining that his scooter wouldn't fit through the doors or move around easi- ly in the space inside, he said staff threatened to call the police. "I got nervous - I'm like 'what?' Thinking to myself, I just want a cookie and you're going to call the cops? That seemed a little bit extreme," he said, not- ing he also suffers from anxiety disorders and was taken aback that no at- tempt was made to accom- modate his needs. "I was standing my ground respectfully; I didn't swear at them, I didn't raise my voice." Smith later told his friends at the Abilities Cen- tre in Whitby - where he volunteers daily - what happened and he said they were disgusted. "(They) go through drive-thrus on scooters too and all they do is just state over the speaker that they need an accessibility ac- commodation, and nobody has a problem with it." The News Advertiser reached out to the store's owner for comment, and received an email response from Tim Hortons' commu- nications team. "The safety of team members and guests is the number 1 priority for our restaurant owners. To en- sure the safety of guests and team members, our drive-thru policy states that only vehicles licensed under the relevant motor vehicle legislation can be served at the drive-thru windows at Tim Hortons restaurants," wrote Sarah McConnell. She also indicated that this particular location has both a ramp from the side- walk to the front doors, as well as an automatic door button for customers with mobility challenges. Smith's mother, Wendy Glynn, said she was horri- fied when she heard what had happened. She said that she's always tried to encourage her son's inde- pendence by ensuring he has a variety of options for getting around. In a followup response from Tim Hortons, McCon- nell said that the owner has been in touch with Smith's family and is working with them to ensure he has a positive experience in fu- ture visits. "They discussed some options to make the order- ing process simpler, in- cluding placing the order through the Tim Hortons App and a team member would bring the order to him outside or calling ahead so the restaurant can be on the lookout for the guest, a team member would then meet him out- side to take his order and then bring it to him when it is ready."
