The goal of Vision Zero is no fa- tal collisions or those that result in injury. Steven Kemp, the manager of traffic operations, said it's a long- term goal to get to zero, but the re- gion has been moving in the right direction. "We are trending in the right di- rection. In the last 30 years, it's been a pretty steady decline. That's in the face of some pretty significant growth," he said to re- gional council recently. There are more licensed driv- ers now, but, "it's a positive trend. The roads in Ontario and Canada are among the safest in the world when you compare the statistics with other countries. They're bet- ter than the U.S. and comparable with Europe," Kemp said. PICKERING - Pickering residents can add their voices to the question of canna- bis retail stores in the city, and whether they support the consumption of alcohol in public spaces such as parks. A survey combining the two issues is now available online at the city's website at pickering.ca, and will be available until Aug. 30. City staff are hoping for 500 to 1,000 completed surveys to ensure results are statistically relevant. While retail cannabis stores legally opened in Ontario on April 1, Pickering opted out of allowing retail stores within the city, pending community consulta- tion. The issue of allowing alcohol consump- tion in parks was included in the Ontario budget in April, as the province an- nounced impending legislation to allow municipalities to designate public areas where drinking is permitted. Ryan Pfeiffer/Torstar TREE PLANTING IN THE RAIN PICKERING - A study painting a future picture of development along Kings- ton Road through Picker- ing will proceed to the third phase, although the vision depicted may not become reality. "It's going to be a beauti- ful concept," said Ward 1 city Coun. Maurice Bren- ner following a planning committee meeting Mon- day, when councillors ap- proved moving ahead with Phase 3 of the Kingston Road corridor and special- ty retailing node intensifi- cation study. "Do I have a lot of confi- dence it will materialize? No, I don't. We're talking about a study where we're going to have bus lanes in the centre, and we're strug- gling to put lanes on the outside. It's so futuristic. I don't think it's very practi- cal. We've missed a lot of opportunities. We'd have to rip the road out, and that's not going to happen." An overview of the two- year study, which began in November of 2017, was giv- en to councillors by consul- tant Alex Heath of SvN Ar- chitects and Planners. "It really stretches from one end of Pickering to the other," Heath said of the study area, which was di- vided into four precincts, including Rougemount, Whites, Dunbarton/Liver- pool and Brock. Each precinct is de- tailed with suggestions for connectivity and land use. The study states that by 2041, the Kingston Road corridor will be: sustain- able in embracing natural heritage assets, a walkable place with pedestrian con- nections, a transit-sup- portive community with a higher density mix of uses, and a destination for shop- ping and employment. As a regional and local multi- modal connector, it will have "gateways" to the neighbourhoods north and south of the corridor, at Rougemount Drive, Whites Road and Fairport Road, and at the Brock Road and Pickering Parkway inter- section. Regional gateways are envisioned at Altona Road and Brock Road, with Altona Road also being a gateway to the Rouge Na- tional Urban Park. "Vision is important," said Brenner, who ques- tioned Heath about the via- bility of some of the details in the preferred scenario. "A lot of stuff he put for- ward is not doable," said Brenner after the meeting. "It's really never going to happen. As fast as we're do- ing this study, there's de- velopment going ahead. We will have applications be- fore the study is finished ... What's positive, if nothing else, it gives a bit of vision to landowners who are talking about intensifica- tion." Mark Pavkovic of the Sobara Group of Compa- nies, which owns proper- ties at Kingston and Whites roads, asked that the study not be applied in rigid terms but as a "guid- ing principle" in terms of building heights and den- sities, with maximum building heights not locked in. The planning commit- tee also heard from Geoff Nelles of SmartCentres, which owns a plaza south- east of Brock and Kingston roads, slated for redevelop- ment as a mix of residential and commercial space. Nelles said Smart- Centres felt it had been heard in giving input into the study. "Implementing any master plan will require flexibility," he said, asking that height and densities of buildings not be rigid. "We're eager to get to the third stage and the work in- volved to building some- thing really great." An adult complainant said he'd been counselled by a pastor at the Kingsway Community Life Centre since 2016, and that in the past few months he felt the pastor was making sexual advances to- ward him, Durham police said. It's alleged that in March of 2019 the complainant was sexually assaulted at the pastor's Pickering home, police said. Richard Brown, 48, of Pickering is charged with sexual assault. Brown is identified on the church's website as the founder and senior pastor of Kingsway Community Life Centre, which is located on Spadina Avenue. The church, established in 2006 with a congregation of 12, now has four pas- tors and more than 200 members, ac- cording to the website. A report on red-light cameras will be coming to council in the near future, he said. Also, a year ago, the provincial government an- nounced municipalities can use automated speed enforcement and a report on that issue is also com- ing, he said. There will be a lot of ed- ucation and enforcement that go with the program, Kemp added. Pickering Coun. David Pickles said the intersec- tion of Brock and Taunton roads in his community would be a good place for a red-light camera. "There are a lot of colli- sions and a lot of running red lights," he said. Clarington Mayor Adri- an Foster noted a report on red-light cameras in 2015 was "pretty adamant we not proceed" and he ques- tioned what had changed. Kemp said the 2015 re- port focused largely on the cost-benefit analysis. "Vision Zero isn't about that. The costs of the cam- era systems have come down," he said, adding da- ta from York Halton and Toronto show the cameras have been responsible for huge reduction in colli- sions. Vision Zero originated in Sweden in the mid-1990. "It's different than the tra- ditional North American approach," he said In North America, a cost-benefit analysis is used when deciding traffic safety programs. The program has three pillars, he said, noting the first is "no one should be killed or seriously injured as a result of a collision. The only acceptable num- ber is zero," he said. Roads should be de- signed "to accommodate humans make mistakes. Twenty years ago, an engi- neer would say collisions are a cause of human na- ture. That's not the case anymore. That has changed. We all make mis- takes, so make the road network accommodate that. The damage is mini- mized," Kemp said. The third pillar is "colli- sions don't happen by acci- dent," he stated. "Every one is preventable." Everything is looked at, including the drive, the en- vironment and the vehicle. "Something that could have prevented that colli- sion." The goal is "zero people killed or injured around all modes of transporta- tion. People always ask me is we can get to zero and I say I do. It's going to take some time. It's not the kind of thing that's going to do over a five-year period. The interim goal in the first five years is a mini- mum 10 per cent decrease in fatal and injury colli- sions. We'll work toward zero in a series of steps." With behaviour change and vehicle design chang- es, "we believe we can achieve this goal," Kemp said. The program is looking at eight areas, including intersections, aggressive driving, distracted driv- ing, young drivers, espe- cially males, impaired driving and commercial vehicles. "We've identified the top eight we'll concentrate on to achieve our goal and vision. We know almost all collisions happen at inter- sections. That's no sur- prise. It's where vehicles, cyclists and pedestrians meet," Kemp stated. "Even one fatality is too many. We want everyone to get home at the end of the day," he said. In 2017, there were 1,653 people injured and 21 killed on regional and lo- cal roads. The philosophy behind Vision Zero is one death is one too many, he said. "In the last five years, the numbers have been static right around that number," he said. Cyclist and pedestrian collisions are on the rise, he noted. Every year, new vehi- cles come out with new safety features and "it gets harder and harder for the driver and passengers in- side that metal box to lose their lives in a collision or crash. Pedestrians and cy- clists aren't afforded that safety," he said. "We need to do everything we can to get these numbers as low as possible." Work on Vision Zero be- gan in 2015, he noted. "What sparked it was a discussion around red- light cameras. Durham Region is the only region in the GTA without red- light cameras in opera- tion. Back in 2015, the dis- cussion was of whether to join the program. We de- cided to take a broader look at a whole suite of safety programs," Kemp said. Foster said, "Any re- duction is a good reduc- tion. It's not really a high bar and it will take a long to get to your goal of zero." Kemp said, "We hope to do better." With 1,653 accidents, a reduction of about 150 would be the goal, he said. "Keep in mind, the re- gion is growing at a pretty rapid rate," he added. Foster noted, "During the last campaign, I heard and other Clarington can- didate heard was frustra- tion. People aren't obeying the rules. I truly appreci- ate your efforts." Oshawa Coun. Rick Kerr said there's been a "terrifically positive trend. The number of drivers has increased and the number of accidents has de- creased." But, he noted the num- ber of impaired drivers be- ing caught has remained fairly steady. "Canadians aren't get- ting it," Kerr said. Brock Coun. Ted Smith noted he received a ticket in Waterloo courtesy of a red-light camera. "It was very effective." He added, "None of us here speed, but by golly, our neighbours do." Kemp said there are about 30 fatalities a year on local, regional and pro- vincial roads in Durham. Whitby Mayor Don Mitchell said it's a "great step forward" to recognize road design is what drives speeds on streets. "We build roads where a driver drives well above the speed limit because it's comfortable to drive well about the speed limits. We're understanding that concept," he said. This is part two of a three-part series on the health halo impact on our food choices. This month I provide more examples of health halo terminology. Next month, I will illus- trate some specific foods that fall under the health halo effect. No sugar added: A "no sugar added" claim means that no sugar has been add- ed to the food, but it does not mean the product wasn't already high in sug- ar. Fruit juice is an example of this. Free sugars refers to all sugar added to foods by the manufacturer, cook or consumer, plus the sug- ars that are naturally pre- sent in honey, syrups and fruit juices. An unsweet- ened food contains no add- ed sugar and does not con- tain a sweetener. Naturally occurring sugar in fruit (fructose), milk and yogurt (lactose) are part of a healthy diet. Free from: This is a catch-all term used to de- scribe food that has been designed to exclude one or more ingredients. A food could be free from gluten, added sugar, food colour- ing or flavouring additives. "Free-from" products can generate perceptions of healthfulness and influ- ence our purchase deci- sions. When you see the term "free from" on a prod- uct label, look closely and compare labels to deter- mine if the attributes make the food healthier, or just more expensive. Made with real fruit: Foods or beverages that are "made with real fruit" are often highly processed and high in sugar. You may see this term on fruit snacks, cookies, cereals and fruit- flavoured beverages. When you do, look closely at the ingredient list - if high fruc- tose corn syrup and su- crose are listed as the first ingredients, you can bet there is almost no fruit in the food or beverage. True, real, genuine: Ac- cording to Health Canada, claims that describe an in- gredient within a food as true, real, or genuine are acceptable if the named in- gredient is present in the food, regardless of what form. For example, a box of frozen waffles that claims it "contains real blueberries" must contain real frozen blueberries. This however does not mean the food is a healthy choice, nor does it tell you how much of the "real" food, the product contains. In many cases, it may be present in quanti- ties that are so small, it could not be counted as even a fraction of a serving. To avoid being influ- enced by the health halo ef- fect, read the nutrition facts table and be mindful that perception does not al- ways equal reality.
