"We need to be able to bring em- ployment closer to home," he said, when asked about the issues most important to him in the June 7 elec- tion. The mayor wants to see a shift from dependency on the residential tax base to the industrial/commer- cial tax base. "What we need is provincial par- ticipation in economic development to the extent that they actively mar- ket and provide program incentives that will actively attract business outside of Toronto," he said. The riding's Ontario Liberal party candidate Ibrahim Dani- yal acknowledged Mayor Ryan's work attracting new businesses to provide good local jobs. He pointed to the Durham Live entertainment complex. "As MPP I look forward to work- ing with him to ensure that the province supports the economic Kirk Macatangay worked on his 3D printing at the new Maker Lab at the Pickering Public Library on May 11. The clerk wasn't hurt. The suspect is described as a black man in his 20s or 30s who is about six-foot-four. He wore a black hooded shirt and a black and white ball cap. DURHAM - Two Ajax brothers accused of com- mitting a string of violent carjackings will go to trial in 2019. Trenell and Trevell Ot- tley appeared in an Osha- wa court Thursday, May 10, to confirm they will not seek a preliminary inquiry and wish to proceed direct- ly to trial. The trial, before a judge of the Ontario court of justice, is scheduled to begin March 11, 2019, and last three weeks. Trenell, 24, and his brother, 22-year-old Tre- vell, face more than 60 charges relating to a series of robberies and carjack- ings, the majority of which occurred between Oct. 12, 2017, when a man and wom- an were abducted and forced to drive to an ATM and withdraw cash, until the arrest of the two sus- pects in late November. Police investigated a number of similar inci- dents in which people were accosted and sometimes assaulted as they left or got into their cars. In some cases, vehicles were stolen and later recovered in Ajax. The brothers were ar- rested after a taxi driver was robbed on Nov. 28 at Ajax Downs casino. They had been under surveil- lance by officers investi- gating the spate of crimes, Durham police confirmed. The Ottleys were denied release on bail following a hearing in December and remain in custody. NEWS 2019 trial for brothers accused of carjackings AJAX - Two brothers, who live in the north Ajax neighbourhood where multiple carjackings occurred, are now facing a combined 66 charges for these and other violent incidents. Trenell Ottley, 24, and his brother (left) Trevell Ottley, 21, both of Hesketh Road in Ajax, have been charged in connection with nine incidents. He believes in close working re- lationships between different levels of government and said the Seaton Employment Lands are an example of the benefits of a provincial-mu- nicipal relationship. "As MPP for Pickering-Uxbridge I will build on the strong relation- ship and partnership between the government of Ontario and the mu- nicipalities to ensure that partner- ships such as this continue," he said. Green party of Ontario candi- date Adam Narraway said jobs and economic development are a big part of the "Green vision." "We want to take a multi-prong approach to it," he said. "We really want to support local economies, small business. "We want to lower the payroll taxes for small business because we know that it's hard. We really want to make it easier for small business to continue hiring and to make ends meet," Narraway said. The party wants to invest in in- novative companies and green tech- nology. Ontario NDP candidate Neris- sa Carino said on top of skyrocket- ing costs of services, the community is faced with a lack of jobs, and when there are no jobs, the econo- my suffers. "We have found ourselves in a lose-lose situation," she said. "The NDP will tackle these issues from various angles: through education, where we will be committed to in- vesting in post-secondary institu- tions; and workforce development to prepare people for the innovation economy." The NDP will create more paid student work placements, provid- ing more hands-on work experi- ence, and will invest $57 million to create opportunities in the trades. She said the best way to support small and growing businesses is to become their clients. The NDP will work toward a goal of awarding 33 per cent of government procure- ment contract to small businesses. Ontario PC candidate Peter Bethlenfalvy said Ontario needs more good quality jobs, not simply more part-time or contract work. "In fact, it's one of our top five planks," he said. "We've said clearly that we want to get Ontario back on track and grow jobs. Our leader Doug Ford has (said) that Ontario is open for business. We want not just more jobs, but quality jobs." Ontario Libertarian Party candidate Brendan Reilly said the party wants to make Ontario a job magnet. "We will make this possible by undoing some of the red tape and taxation burden that the province has created over the years," he said. "We will repeal the Cap and Trade Carbon Tax, as well as any other government program that punishes businesses and residents. We will also seek to end mandatory regis- tration with the College of Trades. Through deregulation and less tax- ation, we believe small businesses in Ontario can begin to thrive again." Mayor Ryan's other concerns are health care and affordable housing, and more revenue-sharing between the province and local municipali- ties. He'd like to see provincial fund- ing return to public libraries. Bethlenfalvy said affordability is one of the PC party's top five planks "because life has become less affordable. "We're going to do things to try to make life more affordable," he said, adding the party has committed to a 12-per cent cut to hydro bills, and no tax for minimum wage earners. The party is also looking at reg- ulations to create more affordable housing. In regards to health care, Beth- lenfalvy said the "hallway medicine problem" needs to be fixed. "Acute care is under siege here in Durham. A big chunk of people that go there really need long-term care, assisted living care or even home care," he said. The PC party will build 15,000 new beds over the next five years and 30,000 over 10. Ford also com- mitted to $1.9 billion over 10 years for mental health and addiction ser- vices, he added. Narraway said when there's a new build, the Green party wants 20 per cent of that to be affordable housing "and truly affordable hous- ing." The party wants affordable housing to be fully integrated into the neighbourhood "so we can help each other and prop each other up." Carino said the NDP will sign onto the federal National Housing Strategy, and restore the govern- ment's role in funding affordable housing. "Andrea Horwath and the NDP will make necessary investments in affordable housing to build 65,000 new affordable housing units over 10 years, working with the federal government, the not-for-profit and co-op housing sectors," she said. Other NDP priorities include funding a one-third (between mu- nicipal and federal) share of the costs of social housing capital re- pairs to save thousands of afford- able homes, protecting rent-geared- to income and rent supplements, and introducing legislation to crack down on rent gouging. Daniyal said the tax revenue brought in from Durham Live will help foster investments in key pub- lic services, like health care and ed- ucation across Durham, as 30 per cent of gaming revenues will be di- rected to the Region of Durham, which the City of Pickering recently declared in a motion. The Liberal government also an- nounced mental health funding in- creases of $2.1 billion over four years for a total of $17 billion. "This is important since 25 per cent to 50 per cent of homeless peo- ple live with a mental illness," he said. Reilly said housing becomes un- affordable when the cost of living is too expensive from outrageous hy- dro rates and high taxation. "Through lowered taxation and hydro rates, a lowered cost of living can help those struggling to enter the housing market," he said. "We will also repeal existing legislation that restricts the supply of housing units of all types, which will help the youth afford to purchase or rent ac- commodation. With regards to health care, the Libertarian party would allow non-government in- surance options in addition to OHIP. Healthcare professionals, doctors and nurses will all be able to work for OHIP or non-government pro- viders as they see fit." As for downloading concerns, Bethlenfalvy is willing to listen to good ideas. "I think we've got to look at and listen to the mayor's and municipal- ity's concern on that and we have to work together," he said. Reilly said the Libertarian par- ty wants to see greater decentraliza- tion and return of control to the mu- nicipalities. "If a municipality does not wish to fund projects on the other side of the province, it should be their right to see their money only spent local- ly," he said. Daniyal said he would support the funding of libraries and other municipal priorities by the Liberal government. "Our Liberal government has a great track record of working with municipalities to build projects like the 407," he said. Carino said "I am supportive of any initiative and support that makes fiscal sense and is in the best interest of our constituents." Narraway believes local librar- ies are important. "Would it be wonderful? Abso- lutely. When it comes to actual numbers, when we see the books, it's hard to say what kind of amount or how we want to change the dy- namic on it." The lunch featured Pickering Mayor Dave Ryan, MPP Brad Duguid and Johan van't Hof, who sits on the Greater Toronto Airports Authority's (GTAA) board of directors. Ryan spoke of the recent announcement that Pick- ering will get a casino, and the new anchor tenants in the Pickering Innovation Corridor. Tractor and heavy equipment manu- facturer Kubota Canada Ltd., will set up shop. Red Crest Developments will build two adjacent office buildings, and the Behar Group will build a four- star hotel with an adjoin- ing convention centre. "As you can see, we have a very bright future and the future is starting right here and now," he said. Ryan spoke of the air- port, which the federal gov- ernment has yet to make a final decision on. "It is going to be a cata- lyst of economic develop- ment in our community," he said. He spoke of the decades- long uncertainty regard- ing the lands. "It's time that uncer- tainty was removed," he said, adding he's waiting for the government to pub- lish the KPMG aviation needs report that hasn't been released yet. Duguid, former minis- ter of economic develop- ment and growth, noted Pickering will play a criti- cal role in driving Onta- rio's economy forward, noting the development of Seaton. "That's a long time com- ing," he said. He too spoke of the casi- no. "It's an absolute game changer and something I think this community can and will be very proud of," he said. He spoke in favour of a Pickering airport. "We need to get on with these airport lands," he said. "Because that will be a huge economic stimulus to all of the Greater Toron- to Area, not just to Picker- ing or Durham, all of the (GTA). And Mayor Ryan knows this. There are com- panies today that are just on the cusp of landing in Pickering, great manufac- turing developers that want to come here. Some are going to come here re- gardless, but the stimulus to them coming here, the reason why they want to come here, is the Pickering airport. That's going to be a great opportunity to drive economic development to the east end of the Greater Toronto Area." The GTAA's van't Hof spoke about the growing demand at Toronto Pear- son International Airport. "Our numbers are trending at 50 million pas- sengers for this year," he said, adding that number is expected to reach 110 mil- lion by 2043. He said the demands won't be met unless air transportation is up- graded. "So an airport network is absolutely vital to meet- ing the needs of our com- munity," he said. He said more regional or satellite airports are needed to accommodate smaller and discounted airlines. The Southern Ontario Airport Network consists of 11 airports, including Pearson, and smaller air- ports such as Billy Bishop Toronto City Airport, Windsor International Air- port and Oshawa Airport. He said Pickering could potentially be added to the list. He also noted it takes 10 to 15 years to build new infrastructure for airports. Major developments such as the Seaton Community and the intensification of the city centre will generate significant trans- portation demands. A traffic impact assessment (TIA) provides a means of assess- ing the adequacy of the existing and future transportation system to accommodate additional traffic generated by a proposed develop- ment. It also provides a set of rules to assess transportation impacts from that proposed development. Generally, the TIA study will be identified by engineering ser- vices staff during the formal pre- consultation process for develop- ments. A TIA will vary in range and complexity depending on the type and size of the proposed de- velopment. There are a number of criteria under which a TIA may be re- quired. In general it should be conducted whenever a proposed development is expected to gener- ate more than 75 additional peak hour trips to or from the site. A TIA may also be required when there are less than 75 additional peak hour trips but there are some other issues, such as the de- velopment's location in an area of high roadway congestion. Huey, a.k.a. 'Hubert', a.k.a. 'The Little Emperor' has left the building and we are left wondering how a little seven-pound cat could leave such a huge hole in our lives. But this is what animals do. If we let them. If you spend any amount of time with animals, even tiny, yowling, screaming, stone- deaf, demanding and irk- some animals ... they get under your skin. And like it or not, on some very im- portant level, you wind up loving the little bastards. As a writer and actor, I spend a lot of time working from home. Which neces- sarily means, in the com- pany of our animals. From the moment my eyes open in the morning there is usually at least one other set of eyes already staring at me, waiting to be fed, let outside, picked up, touched or played with in some way. Animals are powered by connection. Humans may be driven by lust, greed, ambition or any number of venal commodities, but not animals. They live and die to be near us, to be a part of our days, to remind us of what is important; connec- tion. They do this as natu- rally as breathing. This past winter was a long, lonely one for me. It frankly surprised me, at times, how isolated I had begun to feel. And, as irri- tated and peevish as I sometimes got with Huey, he never gave up on me. He never stopped ask- ing to be picked up, want- ing to rub his head on my beard or even just snooz- ing in my lap if I gave him the opportunity. I'm con- vinced that as much as he craved and needed commu- nion with another soul, he intuited that I did even more. And he set about pes- tering me until I under- stood that. I guess he not only had a bigger heart than me, but he was also a lot smarter too. You never know what shape God will take in your life. She may appear in the glory of a sunset, a cannon- ade of thunder or even in a shambling little, seven- pound, deaf as a post, cat. Goodbye dear Hubert ... and thanks. -–Neil Crone, actor, comic, writer, saves some of his best lines for this column How can one little 7-pound cat leave such a big hole? Columnist Neil Crone's cat Huey had a giant heart NEIL CRONE Column Why wasn't the Green party invited to debate? To the editor: I watched the Ontario MPP leader debate on May 7 and wondered why Mike Schreiner, the leader of the Green party, did not partici- pate. Without his presence, it makes people think the Greens are not a credible party. In a previous letter to the editor, I believed Canada should create proportional representation, so the gov- ernment reflects the issues important to the constitu- ents. I also feel the provinces should have PR as well. Without PR, it is not an even playing field. Other provinces have Green MPPs, not to mention Elizabeth May, the Canadi- an Green party leader. So, the Green party is a credible party. We are reaching the point where the environ- ment is more important than ever, which the party would be concerned with. At the same time, I be- lieve many voters consider the Greens to be a one-issue party, which they are not, and that that is one reason not to vote for them. The other reason is because they have a slim chance of winning, which proportion- al representation would off- set. Some may believe this subject is trivial, but it is not if you support the Green party. Brad Hogg Oshawa There aren't enough apprenticeship opportunities, says reader To the editor: Re: Former student frus- trated by lack of full-time jobs in Durham, letter, www.durhamregion.com I read the letter from a former student (Rochelle Boivin) who is frustrated by the lack of full-time jobs in Durham. I, too, am frustrated, but by the lack of apprentice- ships in the trades. My husband graduated last year with honours at the top of his class from Durham College in the electrical techniques pro- gram (electrician). He has applied for ap- prenticeships, as well as re- tail jobs relating to electri- cal techniques, he has spo- ken with advisers to get tips on resumes and inter- viewing skills, and has not been successful in getting an apprentice, or even a job. I feel the public is being deceived. We keep hearing about the shortage in trades, and yet it is so diffi- cult to get an apprentice- ship, unless you have con- nections. I would like to see colleges help place the stu- dents with an electrician (or whatever the trade). All we are looking at is big student loans and a lot of discouragement. The system needs to change. T he joint chambers of commerce and boards of t rade of Durham Region invited stakeholders to d iscuss the transporta- t ion issues facing Dur- h am Region at a late A pril roundtable event. Participants re- p resented diverse orga- n ization sizes, geo- g raphic locations, and s ectors, including indus- t rial, construction, man- u facturing, transporta- t ion, distribution, agri- b usiness and service, as well as health care and p ost-secondary. T he group came up w ith some policies and p riorities it believes would help support l arge scale economic de- velopment in the region. "It is our belief that g overnment and trans- p ortation agencies can h elp support a flourish- i ng economy by adopting t hese priorities," said t he release. T he roundtable said a ll levels of government m ust work together pro- a ctively to create a mas- t er intermodal transpor- t ation infrastructure p lan, which includes s hort-term and long- t erm goals, and reflects i ndividual municipal p lans in the simulta- n eous build out of resi- d ential and commercial d evelopments. I t said transportation p lanning should be co- o rdinated with other sig- n ificant growth plans, a nd transportation in- frastructure planning m ust include costs to s ustain the planned b uild-out. T he group said priori- ty must be given to fur- ther expanding and in- vesting in Durham's as- s ets, including highways 4 01, 404, the Oshawa Ex- e cutive Airport, the P ickering Airport L ands, and the Port of Oshawa. It also noted Durham Region has invested in t he expansion of Taun- t on Road westward. "Toronto and York Re- g ion must complete the e xpansion of Steeles Av- e nue to allow for the s mooth flow of people a nd goods along this im- p ortant artery, especial- l y in light of the comple- t ion of the first phase of t he large Seaton commu- nity," said at a joint chambers/boards of t rade press release. T he group remind the provincial government t hat Durham Region's t ransportation needs are growing and infra- s tructure funding must keep pace with that g rowth. T he roundtable also s aid the province should be fair and equitable in t he tolling of users in the G TA. "Residents and indus- t ry in the east end of the G TA should not be re- quired to pay for tolls on n orth/south roads when t he west end of the GTA does not," it said in the r elease. A report that went to the Durham District School Board's (DDSB) April 16 meeting provides a status update on the Equi- ty and Diversity Strategic Framework, which was launched in fall 2017 with the goal of giving all stu- dents in the board a chance at success. The update includes a list of more than two dozen actions either completed this school year, or cur- rently underway. "Over the course of this year, probably the greatest impact that has been felt has been integration of student voice..." says DDSB superintendent Ca- mille Williams-Taylor, pointing to a recent em- powerment conference for young women, and the board's Cypher conference for black male students. In addition to launching a Muslim Educators Net- work in fall 2017, the report says a writing team of teachers is working on a Muslim perspectives cur- riculum document that will be "field tested" in schools this spring. "We do recognize that sometimes our students may be exposed to repre- sentations of Muslims that are not true representa- tions..." says DDSB super- intendent Mohamed Ha- mid. At the April 16 board meeting, Oshawa trustee Linda Stone questioned whether other religions will also be represented in curriculum resources. "I'm hoping we will in- clude curriculum resourc- es that reflect the diversity of all creeds that we have in Durham," she noted. Director of education Lisa Millar responded that she had recently provided superintendents with a "Jewish heritage docu- ment," saying the goal is to be "inclusive of all commu- nities within this board." A staff committee has also been created to update the DDSB's religious ac- commodation resource - the new policy and proce- dures will be shared with the board of trustees in May. Hamid says the current document is from 2010 and needs more current lan- guage. For example, he says there needs to be wording that "encapsulates a broader view of religion and faith." DURHAM - If you have an excess of leaf and yard waste following the wind storm last week, Durham Region's works depart- ment will be collecting the material in Pickering, Ajax and Clarington, along with Uxbridge, Brock and Scugog. The excess leaves and yard waste will be collect- ed on the regular waste collection days. Residents can check when their collection day is by visiting the collection calendar, durham.ca/ waste or downloading Dur- ham Region's Waste App. Collection for Oshawa and Whitby residents is the responsibility of the in- dividual municipalities, and not the Region of Dur- ham. The works department asks that residents only use paper yard waste bags or labelled and returnable, open-top containers, do not put out yard waste that weighs more that 44 pounds, and to securely tie brush in bundles up to one metre wide with no branch being more than 10 centi- metres in diameter. Any questions can be directed to waste@dur- ham.ca or call 1-800-667- 5671.
