A big part of the month is the 20-Minute Makeover, which the City of Pickering is promoting from April 16 to April 22, but peo- ple can participate at any point during the month. “We just try to do a big push because ... we’re having a big problem this year with litter,” said Jeff Goring, acting co-ordinator of environmental awareness. People, groups, schools, work- places and organizations are invited to give up just 20 min- utes of their time at some point throughout the month to clean up an area near them. The city provides the materials needed to clean up, and will pick up the gar- bage. Last year the city gave out more than 3,000 gloves to people participating. “It makes a huge difference,” Goring said of the small commit- ment. Take Pride in Earth Day is tak- ing place April 22, from 10 a.m. to 1 p.m. at the Pickering Operations Centre, at 2570 Tillings Rd. The event is hosted by the city, the Toronto and Region Conserva- tion Authority and Environment Stewardship Pickering. The plan is to plant 150 trees and the event will include a visit from some animal ambassadors from Earth Rangers. “We just try to make sure we have something for everybody so everybody is part of that over- all goal of making Pickering a bet- ter place,” said Chantal Whitaker, Pickering’s sustainability co-ordi- nator. Environmental Stewardship Pickering, a collaborative com- mittee that works together with the community to organize envi- ronmental events and activities, is also hosting different work- shops. A trial for Keenan Blake Corner was to have begun April 3 in Oshawa, but that’s now been postponed for several months, prosecutor Lara Crawford told a judge Wednesday, March 23. “Unfortunately, we are awaiting a rul- ing on an evidentiary issue,” Crawford said. It’s not known precisely when the rul- ing will be released. Details of the issue are covered by a court-ordered publica- tion ban. Corner, 25, was arrested a few weeks after 22-year-old Shabir Niazi was killed in the garage of a home on Roosevelt Avenue in Ajax in February 2014. Niazi, at the time a first-year student in a busi- ness program at Durham College, was shot to death. The trial is now scheduled to begin in late September. Karen Heath, a lawyer appearing on Corner’s behalf Wednes- day, said that while the new date was agreed upon by the defence, the accused man has not conceded his right to seek a stay of charges due to an unreasonable delay in bringing the case to trial. The delay “is not at the feet of Mr. Corner,” Heath said. The Supreme Court of Canada recent- ly imposed deadlines for bringing cases to trial, ruling Superior Court trials ought to be heard within 30 months of charges being laid. Corner was charged with second-degree murder in March of 2014. Polar Bears, Climate Change and Oppor- tunities will take place Thursday, April 6, from 7 to 9 p.m. at Dunbarton High School, 655 Sheppard Ave. The school and the city have partnered to host the free community aware- ness night about polar bears and the effects of climate change. On Wednesday, May 17, a workshop on saving money and growing vegetables will take place from 7 to 8:30 p.m., also at the rec complex. A local expert will share innovative, simple and inexpensive ways to grow vegeta- bles in the backyard, apartment or condo. Plenty of environmental events in Pickering for earth Month PLENTY from page 1 Kristen Calis KCalis@durhamregion.com PICKERING — Rosi Vanderheijden was on her regular walk to the beach in Pickering on March 17 when she saw two dogs run onto the thin ice on Frenchman's Bay. Almost immediately, one fell through the ice. "He couldn't get out," she said. And then the second one fell through. She dialed 911 and Pickering Fire Ser- vices arrived quickly. In the meantime, others gathered around, including the owner, who said the dogs had escaped just as she was about to tether them in the yard. “She was rather distraught to say the least,” Vanderheijden said. It was about an hour from the time of the call to the time the dogs were brought to shore. “Everybody had their hearts in their throats," she said. The young dogs — one reportedly just four months old and the other about a year — survived by treading water, one of them having more trouble than the other. Fire Chief John Hagg said the dogs were about 150 metres off shore, and it was extremely difficult to get to them. “The ice was holding them in some places and then they’d break through," he said of the firefighters. “They had to man- age their way out (to the dogs)." If the ice was able to hold a rescue crew and equipment, the dogs would have been  rescued in five minutes, Hagg added. Vanderheijden said the firefighters were reassuring the owner that the dogs would be fine. "They were cool, calm and collected," she said. The crew ended up deploying an inflat- able rescue craft, which helped them bring both dogs back to shore safely. “Everyone applauded and cheered," said Vanderheijden, adding there were many tears of joy. Hagg noted the dogs escaped by acci- dent, but took the opportunity to remind pet owners to always keep their dogs on a leash, especially at this time of year, when the thickness of the ice can be deceiving.  “I think our guys did a great job," he said. We’re happy that the dogs are OK." Visit www.tradyo.com No one home at Lekani Court residence when fire occurred; house ‘a total loss’ PICKERING — Nobody was home when a fire broke out at a Pickering home early Monday morning. Pickering Fire Services was called to a home on Lekani Court, near Rouge- mount Drive and Highway 401, at around 3 a.m. on March 27. Four trucks and 17 firefighters were on the scene. The fire was already well developed by the time firefighters arrived, and they got word that nobody was home. “There were no injuries to any civil- ians and one minor firefighter injury," said Chief John Hagg, adding the fire- fighter suffered a twisted ankle. The damage is estimated at around $1 million. “The house is a total loss," said Hagg. The cause is under investigation. "The fire marshal is on scene now with our staff," said Hagg. Firefighters were also still on the scene on Monday afternoon, extin- guishing hot spots. Pickering blaze causes $1 million in damage Police issue warning after man reported approaching children in Pickering DURHAM — Police have issued a warning to parents after a report of a man approaching children on Wednes- day in Pickering. Two boys, aged eight and 10, were walking home from school in the area of Westcreek Drive at about 3:30 p.m. on March 22 when a man pulled up and asked them to get into his vehicle, Dur- ham police said. The boys ran home and reported the inci- dent to their mother. Police responded, but did not locate a suspect. He’s described as a light-skinned, nonwhite man in his 40s with short dark hair. He drove a dark blue van. What MPP French and I agree on is that imme- diate hydro rate relief is needed for fam- ilies and businesses across the Durham Region. Hydro is a necessity. We have heard from people struggling to deal with bills that have gone up too much and too quickly. Household budgets are stretched and something needed to be done. This is why Premier Kathleen Wynne announced a plan on March 2 that will lower residential hydro bills by an aver- age of 25 per cent starting this sum- mer. And bills will stay down, with any increases kept at the rate of inflation for at least four years. It is the largest resi- dential hydro rate cut in the province’s history. The NDP say they have a plan, but their plan has been widely panned since its release, offering nothing practical or substantial when it comes to reducing electricity costs for Ontario families and businesses. Their plan relies on asking the federal government for help, and future expert panels. We know that Durham residents need hydro relief now. This is why, starting this summer, every household that pays for electric- ity in the Durham Region will see this rate cut with no asterisks, loop holes or exceptions. Unlike the NDP’s proposal, this plan will actually reduce hydro bills. MPP French and the Ontario NDP also continue to ignore the reality that previous governments of all stripes neglected to invest in Ontario’s electric- ity system. The grid was old and fragile, and dirty coal plants caused smog alerts and system brownouts. Perhaps the NDP and PCs have forgotten the 2003 sum- mer blackout that swept the province? Our government has not. The Liberal government made rebuilding our aging and neglected infrastructure a priority. We closed all of Ontario’s coal plants, built new trans- mission lines and invested in renew- able energy. We now have a clean, reli- able system that is going to benefit us for decades. But these major investments came at a cost. A cost that a single generation of Ontario ratepayers is carrying on its shoulders. That’s not entirely fair, since these investments will benefit Ontari- ans for decades to come. And so, like the mortgage on your house, we’re refinanc- ing it and setting a new term that stretch- es over a longer period — which reflects the use of the infrastructure more fairly. We can afford to bring bills down because of Ontario’s strong economy, which led Canada and the G7 in growth last year. We’ve created over 700,000 net new jobs since the recession and our unemployment rate is at an eight-year low. After a decade of deficits, the pro- vincial budget will be balanced this year. Together, we have ensured cleaner air and a reliable energy system for our chil- dren. And now we can offer meaningful cuts to hydro bills that will help make life more affordable for years to come. With these trac- tor-trailers being so massive in compari- son to the average commuter car or half- ton truck, commuters hope and, yes, even pray that those charged with operating these rigs are doing so in a safe and conscientious manner. Safety blitzes conducted by the Durham Regional Police and the Ministry of Trans- portation this month, however, has cast some serious doubt on whether these trac- tor-trailer operators are doing so in the inter- ests of highway safety. The most recent blitz conducted in Whitby included 20 of these trucks, with 13 of them taken out of service because of safe- ty violations — everything from improper brakes to insecure loads. That means 65 per cent of the trucks checked were not in com- pliance with safety standards of the province — a staggering number. When you think about these trucks and the sheer weight they carry while travers- ing the 401 on a daily basis, one couldn’t be chastised for thinking that reliable brakes and secure loads would be the barest of min- imum standards for these big rigs on the highways. Moreover, police said that many of these same tractor-trailers were in violation of load restrictions, which limits allowable weight per axle to 5000 kilograms on most Durham Region roads. In total, police laid 57 charges in connec- tion with these safety violations during the Whitby blitz. Meanwhile, on March 15, Durham police and the Ministry of Transportation conduct- ed another inspection blitz in Hampton. In that particular campaign, 10 vehicles were inspected and six were taken out of service due to safety violations. Police officers laid 28 charges, 12 of which were for being over- weight on axles during the load restriction period. In this case, the Hampton results close- ly mirrored those of the Whitby inspection blitz, with 60 per cent of commercial vehicles being non-compliant with provincial safety standards. For the amount of power they generate, the 14,000 tonnes of waste (over 50 years) is very little. By comparison, it will take our gas plants a mere five hours to pro- duce as much in CO2 emissions. Nuclear is clean! The cost of nuclear compared to car- bon-emitting sources is LOW. Each year, 20,000 Canadians die from air pollution, at a cost of $8 billion to our health-care system. That is the cost of refurbishing  a nuclear plant every year. OCAA’s own website points out that nuclear generat- ing costs are under $0.08/kWh, less than off-peak rates. Nuclear is cheap! The article makes reference to tri- tium emissions. Pickering’s emissions are 0.46 per cent of the safe limits for air, and 0.01 per cent for water. Well below what is considered safe by any standard, anywhere in the world. Comparing Pickering to Fukushima is ridiculous. Our CANDU reactors are designed with multiple safety features, one of which is the use of heavy-water. If things got out of hand, flushing this with light-water (think: lake water) would stop the reaction. Fukushima was designed to react with light-water, so when emergency crews sprayed the building they unwittingly fed the reaction, leading to meltdown. This, or a Three Mile Island- or Cher- nobyl-type incident, cannot happen in our reactors. Nuclear is safe! I absolutely support the import of power from Quebec, but we lack the infrastructure for it at this time. Pickering generates 20 per cent of Ontario’s power, and without it we will be forced to use much of our natural gas capacity, pollut- ing the air. To that point, it is worth noting that OCAA  lists several natural gas suppli- ers and generators as financial support- ers on their website, including Enbridge, Union Gas, and the Ontario Natural Gas Association. They want Pickering closed because it will mean more profits for them. Follow the money, as they say! Trustees voted March 20 to approve changes ranging from 10 minutes or less at some schools, to 45 minutes at others. Durham Catholic District School Board trustees still have to vote on the issue March 27 — there are an additional 10 schools in that board also facing earlier or later bell times. The changes aim to expand bus ser- vice to more Durham students, while sav- ing the two local school boards about $1.9 million in transportation costs by tak- ing 48 buses off the road and making bus routes more efficient. Both boards have to give approval for changes to go forward, because they pro- vide busing jointly through Durham Stu- dent Transportation Services. A DDSB staff report described it as a “difficult decision” for trustees, noting 562 negative comments were received from families during the consultation process, compared with 66 positive comments. “I understand and appreciate the pas- sion that parents have shown, we have to be strong advocates for our own chil- dren,” said DDSB chairman Michael Bar- rett, speaking after Monday night’s meet- ing. Out of 171 total public and Catholic schools in the two Durham boards, bell time changes were proposed for 38 — 28 of those in the DDSB. Those include 27 schools with a bell time change of 10 minutes or less, seven with a change of 15 to 25 minutes and four with a change of 30 to 45 minutes. The four DDSB schools looking at the biggest changes are: Eagle Ridge PS in Ajax with morning and afternoon bell times moved 30 minutes later, Donald A. Wilson Secondary School in Whitby with bell times moved 30 minutes earlier, and S.A. Cawker PS in Scugog and Joseph Gould PS in Uxbridge, which are looking at bell times moved 45 and 40 minutes later, respectively. Changing bell times will potential- ly allow an additional 1,562 to 2,144 stu- dents to receive bus transportation. Barrett says that is significant for the many families that struggle with the $91 monthly cost of a public transit bus pass. “We have put almost 1,300 secondary kids on a bus, and we’ve also put almost 300 junior kindergarten kids on a bus by being able to reconfigure the busing routes,” he noted, referring to kindergar- ten students who attend French immer- sion schools. Local parents have raised a long list of concerns about the change, including traffic problems, family scheduling issues and the fact that some parents will now be forced to pay for before or after school child care, which in Durham ranges from $380 to $550 a month per child, depend- ing on their age. Local parent Andy Lubczynski has three children attending Eagle Ridge PS in Ajax — one in Grade 8 and twins in Grade 5. As a principal with the Toronto Dis- trict School Board, he said changing the school’s start time from 8:30 a.m. to 9 a.m. will result in students losing 30 minutes of prime learning time — or 100 hours over the course of a year. “Studies show elementary students do better in the morning,” Lubczynski said. “It will be a disaster,” said Ajax parent Shannon Hart, whose three kids — Evelyn in Grade 4, Ben in Grade 3 and Rachel in junior kindergarten — also attend Eagle Ridge PS. In addition to having to change her work hours, Hart says moving the dis- missal bell from 3:10 p.m. to 3:40 p.m. will interfere with the family’s ability to eat an early dinner at 4 p.m. to allow for the kid’s extracurricular activities. Some parents at Monday’s meeting also raised concerns that several trustees were away and that there were no trust- ees from North Durham present for the vote — despite the fact that two of the four schools facing the biggest bell time shifts are in that community. Laquan Lyew found with gunshot wounds, later dies in hospital Tim Kelly tkelly@yrmg.com DURHAM — An Ajax man has been identified as the victim of a fatal shoot- ing early on Thursday, March 23 in York Region. Laquan Lyew, 26, was rushed to hospital and later died after being found with gun- shot wounds near Jane Street and Highway 7 in Vaughan, just after 1 a.m., according to York police. Police believe the shooting happened at the intersection of Highway 7 and Inter- change Way. Police were originally called after a white BMW struck a hydro pole on the south side of Highway 7, just west of Jane Street. When officers arrived at the scene, they found a man suffering from gunshot wounds. He was rushed to hospital, but was pronounced dead shortly after. Investigators have been interviewing witnesses and are calling on anyone with information to contact police. Investiga- tors are also appealing to any nearby busi- nesses or residences that may have video surveillance to come forward. The incident was the second fatal shooting in Vaughan in just over a week. On March 14, Mila Barberi, 28, died after a masked man shot her and a 40-year-old man. He then sped away in a black Jeep Cherokee. Officers responding to a report from the Durham Centre in Ajax last Wednesday, March 22, caught up with a suspect outside the washroom in the Chapters store, Dur- ham police said. They found stolen items inside a washroom stall. A search of the suspect’s car resulted in the seizure of crack cocaine and $1,000 worth of merchandise from eight different stores. Rebecca Weller, 30, of Crawforth Street in Whitby, is charged with multiple counts of theft and possession of stolen property, as well as drug possession. Drunk driving charges for driver, passenger accused of switching places after Durham crash DURHAM — Drunk driving charg- es have been laid against a man and woman accused of switching places in their car and driving away from an acci- dent scene Thursday evening in Whitby. Durham police said no one was seri- ously injured in the crash, on Thickson Road at about 6:15 p.m. March 23. Cops said a northbound vehicle being driven by a Port Perry woman crashed head-on into an oncoming southbound vehicle. After the crash, the woman got into the passenger seat while the male pas- senger got behind the wheel and drove off northbound, police said. It’s estimated that smoking is responsible for 30 per cent of all cancer deaths in Cana- da and is related to more than 85 per cent of lung cancer cases.
