On Nov. 25, Durham police executed a warrant at a Taunton Road residence in Pickering and seized several weapons, including 14 long guns, two .22 calibre revolvers, 1,000 rounds of ammunition and a quantity of marijuana. Three people were arrested and face several charges. Linda Arbour, 56, and Dennis Arbour, 59, of Taunton Road in Pickering, are charged with unauthorized possession of a restricted firearm, possession of a firearm knowing its possession is unau- thorized and careless storage of a fire- arm. Travis Arbour, 25, also of Taunton Road in Pickering, is charged with care- less storage of a firearm. They were all released with conditions. Further arrests are anticipated. PICKERING -- Stores that were closed Monday following a flood at the Pickering Town Centre were slowly reopening throughout Tuesday. “We’ve had crews working through the night,” marketing assistant Nidhi Gaur said on Nov. 29. “The common area will be reopening later today and many retailers will be reopening later today.” Santa’s Castle was closed for repairs but he was still available on the upper level near Pandora. While certain retailers were open in the food court, seating was not available Tuesday. Customers were able to use seating throughout the mall, which includes the gift wrap area. The flood happened on Monday morn- ing when crews hit a water main in the parking lot. By press time Tuesday, a number of realtors had opened up again, including Fido, Call It Spring and Bluenotes. Shoppers can check the mall’s website at www.pickeringtowncentre.com and its social media accounts for updates. Ontario Health Minister Eric Hoskins issued the final integration order on Nov. 23 which means the Ajax-Pickering hospital will officially become a part of Lakeridge Health on Dec. 1. Lakeridge CEO Matthew Anderson announced that in addition to the integration order, the ministry is supporting the restora- tion of Ajax-Pickering’s mental health unit which will include at least 20 inpatient men- tal health beds. The Ajax-Pickering hospital lost the beds to the Centenary hospital, which was the larger of the two hospitals in Rouge Valley Health System, in 2008. Anderson said he believes mental health funding needs to increase across the prov- ince and Durham has been struggling with supports for mental health and addictions. “First off that’s a great thing for the commu- nity,” said Anderson of the mental health announcement. “It does wonderful things for the folks that are showing up in our emergen- cy room that need that kind of support.” He added that it also allows Lakeridge to build more comprehensive outpatient servic- es at the Ajax site as well. As to when the new beds would open, Anderson said Lakeridge will have to look at whether there are construction requirements at the Ajax-Pickering hospital. “We’re going to recruit some staff as well to support it, so it will take a little while,” he said. “I can’t give you an exact date, but it will be measured in months instead of years.” Psychiatrist Dr. Arul Thangaroopan is among a group of Rouge Valley Ajax-Picker- ing physicians who have expressed concerns about the integration between the two hospi- tals. He welcomed the news that the mental health beds are being restored but expressed caution abut the full integration. “We will wait to hear the final details, as time goes on we will hear the nitty gritty,” he said “The news that they feel the need is there, giving back the 20 beds, is encouraging.” Thangaroopan said the closure of those beds in Ajax had a negative impact leading to sometimes two- and three-hour transfer times for patients from Ajax to Scarborough’s Centenary. He said continuity of care was often interrupted when Ajax-based doctors couldn’t travel to Scarborough and in some cases patients in crisis simply left as opposed to waiting for care. He said Ajax-Pickering hospital staff recent- ly met with Anderson. “I think the staff had a chance to talk to the CEO a couple of weeks ago and he sounds focused on improving this place, he sounds nice,” said Thangaroopan. Anderson also announced that Lakeridge will receive a $5-million planning grant from the ministry to examine what services are needed in the community and how those services should be built. “In the absence of these kinds of planning grants, we tend to react and grow in a piece- meal kind of way,” he said adding that the ministry would like a master plan submitted within a year, a large undertaking given the need for public consultation and a great deal of data that must be analyzed. The minister has also asked Lakeridge to look at its bylaws to ensure west Durham resi- dents have a strong voice on the board. In a follow-up interview, Anderson added that three new board members from the Ajax and Pickering area will officially join the board in December. The minister also asked Lakeridge to take a look at a name change that will reflect the hospital system’s region-wide responsibili- ties. There will be consultation on that issue, but for now the hospital system will operate under the Lakeridge name. “This is truly a growth opportunity for all of the region and in particular for Ajax-Pick- ering and I’m very excited about what future holds for us,” said Anderson. Publication Sales Agreement #40052657 column our opinion There are many Durham residents and health professionals who are skeptical about the integration of Lakeridge Health and Rouge Valley’s Ajax-Pickering hospital. As announced last week the Ajax-Pickering hos- pital will officially become part of Lakeridge Health on Dec. 1. From a financial standpoint, the up-front expenditures seem excessive. In figures released by the Scarborough/West Durham Expert Panel, the merger will cost a whop- ping $18.8 million in one-time expenditures. Most of that, admitted Mark Rochon, a spe- cial advisor to Minister of Health Eric Hoskins and merger facilitator, will come in combin- ing the information technology infrastruc- ture, which is expected to cost $13.6 million. Despite the hefty price tag, some good is coming out of the integration of the two hos- pitals. The need for mental health beds is constant and having patients stuck in ERs for hours while in crisis is not good for any- one. Psychiatrist Dr. Arul Thangaroopan, who has expressed concerns about the inte- gration of the two hospitals, welcomed the announcement of the mental health beds. “The news that they feel the need is there, giving back the 20 beds, is encouraging,” he said. Ajax-Pickering hospital staff met with the Lakeridge Health CEO a few weeks ago to voice concerns about the hospital integra- tion. Anderson announced that Lakeridge will receive a $5-million planning grant from the Ministry to examine what services are needed in the community and how those ser- vices should be built. The idea behind this is to continually improve the services offered at the newly integrated hospital. The fact three new board members from Ajax and Pickering will be added to the hospi- tal’s board of directors is also encouraging. While all these steps are ones in the right direction, the astronomical costs associated with the hospital integration are still a con- cern. Improving services is key to the new hospital but given the strains on our health- care system, costs will always be an issue today and in the future. Hospital integration’s costs still a concern despite mental health bed announcement Oshawa’s business competitiveness has recently taken another hit from another Liberal Government tax hike. The Liberal CPP payroll tax hike will cause premiums to rise by up to $2,200 per work- er but it will take 40 years before these new benefits will go to seniors; seniors who were promised help during the election. Just six months ago Liberals promised that the defi- cit would be a “modest” 10 billion dollars. Fast forward and we see a deficit three times higher! How can Canadians trust the Liber- als with their pensions decades from now if the Liberals can’t even keep their promises made just months ago? According to Dan Kelly, CEO of the Cana- dian Federation of Independent Business; “Two thirds of small firms say they will have to freeze or cut salaries and over a third say they will have to reduce hours or jobs in their business in response to the CPP/QPP hike.” Even internal finance department pro- jections show that the recent agreement between Ottawa and the Provinces will be a drag on the economy until 2030 and sup- press employment growth until 2035. Thank- fully, businesses in Oshawa have managed to persevere but we must ensure that this new tax hike in addition to the highest electrical rates for Industry and a new Liberal carbon tax won’t make it harder to attract new busi- ness in Oshawa. Recently, the Americans have clarified that they will not be implementing a new feder- al or state carbon tax. While Canada’s Liber- al government has raised taxes on business, the Americans have promised to lower busi- ness taxes. Imagine you are the owner of two factories; one in the USA and one in Cana- da. You want to manufacture your product in Canada, yet you need to be competitive internationally in order to create jobs and sell your products. These anti-competitive Lib- eral policies can be the difference between keeping jobs in Canada or moving those jobs a hundred miles south. The Liberals turned Ontario from a ‘have’ province into a ‘have-not’ province in less than a decade. Now the Trudeau govern- ment is implementing the same job-killing policies nationally. My Scottish grandmoth- er always said that the definition of insanity is doing the same thing over and over again and expecting a different result. The Liber- als inherited a balanced budget and the best job-creating economy in the G8. One year into their mandate, the Liberals have failed to create a single net new job. We don’t have a decade to stop these insanely harmful job- killing policies. Trees taken down, sidewalk replaced with an ugly path, narrow car lanes -- and why? We are told it is a traffic-calming measure but it seems to be, once again, to provide bike lanes for the few bikes that use that street. At the price that folly cost, it would have been more prudent to put a bike lane down at the lake before someone is injured by the bikes that use that path as their private race track. If a home assessed at $350,000 earlier in 2016 is resold for $600,000 later in the year, the Town automatically increases the new homeowner’s property taxes to the new mar- ket value of the house after closing. Given the high number of resale homes in Ajax during 2016 and the significant price gains realized, I think any proposed tax increases should be addressed in a forthright way in both internal and external communications.   In addition, how many new homes have closed in 2016 that have and will add to tax revenues for the Town and Region? A further update story should be written to include the millions of dollars being added to the Town’s revenues and where the monies are being spent. Given this infusion of property tax rev- enues, our citizens deserve to know the whole story. Bill Main Ajax Regional taxes should be decreased To the editor: Re: Article ‘Durham councillors must remember taxpayers not made of money”, editorial, Oct. 27 I cannot understand the requirement for any tax increase in the mill rate. I am suggesting that it should be decreased. This past summer we received our new property tax assessment value. In a nutshell, our property taxes are rising by 40 per cent over the next five years. This is well above the rate of infla- tion. Since many Pickering/Durham proper- ties are rising in value, the associated tax increases are also rising concurrently. Why is this windfall tax grab not men- tioned by any politician or news outlet ... and how are these extra funds being allocated? How is this helping retired seniors liv- ing on pensions ... our pensions are cer- tainly not rising by 40 per cent let alone the two per cent increase on the region portion of the tax bill. Is anyone paying attention to the total dollar amount we pay in taxes, let alone the amount of increase? They said they found similar items such as socks, shirts and pants for a substantially lower price at local retailers. And they ended up returning the clothes in favour of second- hand items. The couple questions why the board con- tinues to use the same provider, McCarthy, rather than opening it up to competition. “We believe in the Catholic education sys- tem and the benefit of having uniforms. We just don’t see why the uniforms should cost so much,” Yahuei said. Ryan Putnam, superintendent of business and chief financial officer for the Durham Catholic District School Board, explained the board’s current contract with McCarthy resulted from the consolidation of a num- ber of legacy contracts the supplier had with the individual schools, which had been the board’s past practice. The current contract is set to expire in 2018. Putnam could not say how long the board has been using McCarthy as its uniform supplier, but at least for the 15 years he has been work- ing at the Catholic board. Putnam said the board will consider accepting bids by other uniform suppliers in the future. “We’ll be going out in 2017 for this particular service if we feel that it’s the best interest of the community,” he said. Yahuei notes the uniforms are made in China. “How can they charge so much? It doesn’t make sense,” Yahuei said. But Putnam said McCarthy’s guarantee of ethically made apparel was a major fac- tor when choosing the supplier, which has a zero-tolerance policy when it comes to global manufacturing, which includes child labour and forced labour. Putnam said board staff considered a num- ber of other factors with respect to choosing McCarthy, with a major focus on price, ser- vice and quality. “We’ll always assess value for money,” said Putnam. He indicated other boards that have recent- ly chosen to use different suppliers are not receiving the same quality that McCarthy offers. Staff will weigh those experiences against its own as one of the factors when considering whether to use McCarthy or to go with another supplier in the future. Schools host gently used uniform sales, said Putnam. And if families find themselves in financial constraints, school principals will work with them to provide some uniform assistance. He said the board does receive a small royalty from McCarthy, and that goes into the program that helps those needing assistance in purchasing or replacing their uniforms. Putnam said while the board encourag- es students to wear items sold by McCarthy, some opt to wear generic items such as pants or socks -- the items that do not display the school’s crest -- from other retail stores. Feraidon Ibrahem, who attended medi- cal school and worked as an intern in hos- pitals in Afghanistan, would also know his wife, Nasira Fazli, needed immediate medical attention after being stabbed eight times in the torso, Crown attorney Brenda Green said as she cross-examined the accused man Nov. 24 in Oshawa. “If you stab someone over and over in the chest, you know full well it’s likely to cause that person’s death,” Green suggest- ed to Ibrahem, who has pleaded not guilty to first-degree murder in Fazli’s death. “I did not do this act intentionally,” Ibra- hem, a native of Afghanistan, replied through an interpreter. Green posed the question again. Again, Ibrahem said he hadn’t intentionally killed Fazli. After the question was asked a third time Ibrahem paused, then allowed, “There’s a possibility these stabbings would cause death.” He also agreed someone with such serious wounds would need immediate treatment. He earlier told defence lawyer Fariborz Davoudi that he was arguing with Fazli on the second floor of their home on Torr Lane in Ajax on July 19, 2013 when she threatened to kill him and reached for a knife. Ibrahem said he grabbed the knife and felt a “black veil” overcome him. Ibrahem said he doesn’t remember Fazli being stabbed. He testified he emerged from the condition sometime later and found himself downstairs in the kitchen with the knife in his hand. He said he rushed upstairs to find his wife dead. The fatal encounter occurred just three months after Ibrahem, who married Fazli in an arranged marriage in Afghanistan in 2010, finally joined her and their young son in Can- ada, court has heard. Court has heard the two had a tumultu- ous relationship, exacerbated by Ibrahem’s inability to gain accreditation as a doctor in Canada and Fazli’s disappointment in him. Jurors have reviewed entries in Ibrahem’s journal, in which he wavered between pro- fessing love for his new wife to bristling at what he saw as her attempts to control and dominate him. In the second week of the 2016 effort, officers charged 27 motorists with drink- ing and driving offences, bringing this year’s total to 46. He was born on April 10, 1952 in Toronto to Douglas and Mabel Mowat. Survived and sadly missed by his loving wife, Debrah, his daughters, Jennifer Renny (Patrick), and Rebecca Mowat (Sheila McGee), his precious granddaughter, Hayden and his mother Mabel Mowat. Dave is also survived by his loving sister Linda Carter (Mike), brothers Norm Mowat (Lynda) and Gord Mowat (Roberta), mother-in-law Aline Hampson, brothers-in-law Rick Hampson, Terry Hampson (Nancy) and sister-in-law Dale Schaeffer. Dave is pre-deceased by his father Doug Mowat, father-in-law Digger Hampson and brother-in-law Bart Hampson. He will be missed by his many nieces and nephews. Our heartfelt thanks go out to the dedicated staff at North Bay Regional Health Centre and Sudbury Cancer Centre for the excellent care they provided Dave. Our family appreciates their dedication and kindness. Respecting Dave's wishes, cremation has taken place and there will be no funeral. WYATT, Winifred "Winnie" (nee Hodgkins) - Passed away peacefully in her sleep on November 25. Winnie was born in the Midlands, England in 1939. She was introduced to her future husband, John at the Gala Baths dance hall at the youthful age of 17. They were married in 1963. Aside from dancing, she enjoyed going to the theatres in London. My Fair Lady was a favourite. In 1975 Winnie and John decided to put down roots for their young family in Canada. They fi rst arrived in Windsor Ontario where they experienced their fi rst Canadian Winter. She enjoyed baking for her family. Christmas was always a busy time for puddings, pies and cake. Her sunny personality made it very easy to make friends everywhere she went. She took pleasure in gardening and spending time outdoors; going for walks and cottaging. In her younger years she enjoyed her husband's passion of snowmobiling especially when riding her own machine. Her main passion was always her family. She was the happiest when we were all together under one roof. From her warm hugs and words of love and understanding, she made sure everyone felt truly loved. She leaves behind a loving husband John, three daughters: Carol Berthiaume (Marc, Alison, Ashley), Jane Lye (Greg, Emily, Julia) and Elaine Wiltshire (Chris, Wyatt, Erica) Winnie was such a lovely person, she will live on in our memories forever and never forgotten.
