At a press conference on Oct. 17, OPSEU representatives spoke of fears for the future of not only the 1,600 to 2,000 staff members who will be affected by the amalgamations of Rouge Valley Ajax and Pickering hospital with Lakeridge Health and the Rouge Valley Centenary site with The Scarborough Hospi- tal, but also, the public that uses them. “These two mega mergers are set to cost tens of millions of dollars,” said Sara Labelle, chair of the Hospital Professionals Division of OPSEU. “Given that the Province has not agreed to cover these costs, there is only one place this money can come from: mas- sive cuts to the front-line staff that provide hands-on patient care. OPSEU says merger of Ajax-Pickering hospital with Lakeridge Health ill-advised From page 1 In 2015, Minister of Health and Long- Term Care Dr. Eric Hoskins appointed an expert panel to look at the hospital systems in Durham and Scarborough. He told the hospitals to create amalga- mation plans and on Oct. 12, the Cen- tral East Local Health Integration Net- work held a special board meeting and approved the mergers. As the minister has the final say, Hoskins announced the integration order following the Central East LHIN’s board meeting. “These integrations will enable plan- ning of integrated systems of care that reflect the needs and diversity of the communities they serve,” said Fred Clif- ford, chair of the RVHS board of direc- tors. “This also allows us to streamline our planning processes, focusing on outcomes for our patients and their fam- ilies.” OPSEU has filed a formal complaint with Ontario ombudsman Paul Dube, stating concerns with the public process and financial worries, that could result in service and job cuts. The letter calls the entire process “backward” with the minister public- ly announcing that he approved mov- ing forward with the mergers before the development of any functional plans for hospital services, without any cost- ing having been done and without a for- mal motion and advice from the LHIN, which is required by law, said the union. Labelle says it’s always a fear that smaller sites could close or service cuts take place when mergers happen. “Whitby lost their emergency when they amalgamated with Lakeridge,” Labelle pointed out. Brian Pavlich, a senior nuclear medical technician and the OPSEU local presi- dent at Rouge Valley, said staff with con- current jobs have been told they can’t work two different jobs with the merged corporation. “What the future is, we do not know,” he said. Pavlich said he felt the merger of the Ajax-Pickering with Centenary in the late 1990s “was a good thing.” But this situation, however, is tearing apart a hospital. “We haven’t been shown in any way that this is going to help,” he said. OPSEU is urging the public to speak up. Labelle said with a provincial elec- tion set for 2018, this could become a big issue. “The merger can be stopped, but there is only one surefire way to do it,” said OPSEU president Warren (Smokey) Thomas. “And that’s for citizens to make their voices heard.” The Ontario Health Coalition is in the midst of holding public meetings on the integrations. The funding announcement for the soft- ware and informatics research centre, which is being built just north of Conlin Road and the UOIT campus, came from Whitby MP Celina Caesar-Chavannes on behalf of Navdeep Bains, minister of Innovation, Sci- ence and Economic Development, on Thurs- day, Oct. 13. “The University of Ontario Institute of Technology will be receiving $11.8 million for the software and informatics research centre, in addition to this government of Canada funding, the government of Ontario is investing $1.2 million and UOIT is fund- ing the remaining $20.5 million from its capital reserve,” Caesar-Chavannes said. The funding from the federal government comes from the post-secondary institutions strategic investment fund. The SIRC building, Caesar-Chavannes said, will give students and faculty access to a “cutting-edge hub” for research, health, busi- ness analytics, IT and security, networking, gaming, software, and engineering. “I could not be more thrilled to see this project come to fruition,” she said. SIRC will be a four-storey, 7,600-square- metre building designed to accommodate the university’s need for new spaces for research, study and experiential learning. The first two floors are expected to be open by fall 2017. UOIT’s vice-president of external relations and advancement, Sue McGovern, called the announcement a giant step into the future for the university. “As we break ground across the street, that really opens the fields to build out the 350 acres along with our Durham College part- ners,” she said in reference to the former Windfields Farm land the two institutions own and plan to develop through their cam- pus master plan. Durham MPP Granville Anderson also spoke at the announcement, saying the fed- eral and provincial governments recognize innovation and knowledge as a way forward for the Canadian economy, and that invest- ments in buildings like the SIRC show that. “This addition will be a benefit to students for years to come as UOIT continues it’s great work in preparing graduates for their place in the knowledge-based economy,” he said. UOIT president and vice-chancellor, Tim McTiernan, was not present but did thank the governments for their investments through a video message. “Thanks to all of you for your continuing support of our university, our community, and our students,” he said. Work began Oct. 17 and the Region says Stacey Avenue will be closed in stages to minimize disruption to residents. This isn’t the only traffic disruption in Dur- ham Region due to upgrades in infrastruc- ture. Most construction projects are dealing with water main and sewer replacements. AJAX Where: Lane restrictions, one lane in each direction will be maintained on Bayly Street, however, no left turns will be permitted onto Harwood Avenue and Harwood will then be closed north of Bayly. Where: Lane restrictions around the inter- section of Westney Road (Regional Rd. 31) and Rossland Road in Ajax. When: Work is scheduled to be complete by the end of November. Reason: Road reconstruction work includes intersection improvements, road widening, curb and gutter, a new multi-use path, and the installation of new traffic control signals, storm sewers, noise barrier fences and street lighting. Where: Rossland Road, Shell Drive to Bun- ting Court. When: Through to 2017. Reason: Road widened to four lanes. PICKERING Where: Road closure on Breezy Drive, from Mink Street to West Shore Boulevard. When: Work is expected to be complete by the end of December. Reason: Work consists of sanitary sewer replacement; grading; new curb and gutter; new asphalt; and sidewalk repairs. Where: Lane restrictions around the inter- section of Brock and Kingston roads. When: Work is scheduled to be completed by November. Reason: Construction work includes storm sewer and water main replacements, road widening, sidewalk reconstruction, traffic signal replacements, and the addition of bus- only and bicycle lanes. OSHAWA Where: Staged road closure on Stacey Ave- nue, from the east side of Court Street to Drew Street. Stacey Avenue will be closed in stages to minimize disruption to residents. When: Work started Oct. 17 and is expected to be complete by the end of December. Reason: To upgrade the sanitary sewer sys- tem. Where: Lane restrictions on Harmony Road North, from north of Coldstream Drive to north of Conlin Road. When: Work is expected to be complete by Oct. 24. Reason: Road rehabilitation work includes curb and gutter; asphalt milling; structure adjustments; paving and new pavement markings. Where: Lane restrictions on Stevenson Road at Oshawa Centre between King Street West and Gibb Street. Southbound lanes will be reduced to one lane at all times. Northbound lanes will be reduced to one lane between 9 a.m. and 3 p.m. on weekdays. When: Unforeseen circumstances have extended the work schedule into the fall. Reason: To improve mall entrances at the Oshawa Centre WHITBY Where: Lane restrictions on Rossland Road East, between Brock and Garden streets. When: Work is underway and will continue as long as weather permits. Work will resume in the spring and is expected to be complete in the summer of 2017. Unfavourable weath- er conditions may influence the work sched- ule. AJAX — Despite backlash from the Ajax- Pickering community, plans to integrate the local hospital with Lakeridge Health are moving along. At a meeting on Oct. 12, the Central East Local Health Integration Network’s board of directors said it supports breaking up the Rouge Valley Health System and merging the Centenary site with The Scarborough Hospi- tal, and integrating the RVHS Ajax-Pickering campus with Lakeridge Health. In April, Ontario Health Minister Dr. Eric Hoskins supported the above recommen- dations by an expert panel and directed the hospitals to put plans in motion to merge by Nov. 1. The minister had asked the LHIN, the ministry’s regional health authority, to review the situation and report back on whether it agrees with plans to merge. “As noted in both the panel report and the integration proposal from RVHS and LH, a single hospital corporation in Durham Region will strengthen relationships with local and provincial academic institutions, enhance the hospital’s ability to retain and attract the best talent to the Durham com- munities, will lead to integrated planning and care delivery that is focused on Durham residents and will guide future capital devel- opment that is based on the growing and changing needs of the population,” said Deb- orah Hammons, CEO, Central East LHIN. Members of the Friends of the Ajax/ Pickering Hospital are criticizing the minister for disregarding the panel’s original recom- mendation to create a hospital corporation in both Durham and Scarborough. Scarbor- ough will get the new corporation, but the Ajax-Pickering site will simply join Lakeridge. Publication Sales Agreement #40052657 column our opinion We hate to be buzz kills, but marijuana is still illegal, so having municipalities licensing medicinal weed dispensaries is jumping the gun. Medical marijuana advocate Marko Ivancicevic spoke to Regional council last week, urging them to begin the pro- cess and arguing that within “the next year or so” dispensaries will be legal. But the Durham councillors merely lis- tened and took no action. As Oshawa Councillor Nancy Dia- mond noted, it’s premature, like driving 80 kilometres per hour in a 50km zone and telling the police officer who pulled you over that the speed limit is changing to 80 next month. A municipal council, she said, cannot vote to break the law. And that’s at the heart of the issue: marijuana isn’t legal yet. Prime Minister Justin Trudeau has promised his gov- ernment will make it so, and indications are that legislation to that effect is com- ing next spring. It will probably happen, but in October 2016, it hasn’t. One can argue the benefits of medic- inal marijuana and how dispensaries will be licensed to portion it out, but the federal government first has to legal- ize marijuana. It’s like the flow of gov- ernment money in this country: it goes from the feds to the provinces and then to municipalities. In recent months, six Durham dispen- saries opened and five were shut down by Durham Regional Police. It’s a tricky situation for municipali- ties, who have been put in a tough spot, with illegal dispensaries popping up, their owners arguing that the federal government is legalizing bud. But, ulti- mately, towns and cities have the per- fect reply: ‘marijuana isn’t legal yet, and we can’t give businesses the rubber stamp to distribute it at this point’. Provincial politicians have told federal Justice Minister Jody Wilson-Raybould they are concerned about the effect legalization would have on road safety. It became a major issue after marijuana became legal in Colorado. And when and if marijuana is legal- ized and dispensaries are allowed to operate, there are a number of issues to be worked out first, since the federal, provincial and municipal governments would all be involved. Replacing our aging Simcoe building, the CFCE is a legacy project tied to our 50th anniver- sary in 2017. A crossroad of education, services, supports and community, it will serve as a unique academic and cultural access point for students that brings together local, Indigenous and global community groups along with members of key business sectors. So what does collaborative education look like and how will the CFCE facili- tate it? To start, it involves early collabora- tion across organizations to ensure all learners have the opportunity to reach their full potential. The CFCE will house the School-College-Work Initiative and affiliated Centre for Success program, a partnership between DC and five local school boards that helps in-risk stu- dents find their way to college. The CFCE will house our expanded Aboriginal Stu- dent Centre and Diversity and Transi- tions office, fostering vital connections between students and Indigenous and global communities, including their cultures and traditions. The CFCE will house entrepreneur- ship, incubation and maker-space where student and community partners will work together to develop new ideas, business incubation opportunities and expertise. This includes our VIBE/Fast Start Centre, the Spark Centre and our Office of Research Services, Innovation and Entrepreneurship. Entrepreneur- ial and invention will be a cornerstone of the CFCE, helping to drive social and economic development in Durham Region and beyond. In addition, the CFCE will connect our programs in new ways, including in- class and experiential learning in pro- fessional labs and clinical spaces. For example, our massage therapy students will learn alongside their peers in our nursing and personal support worker programs delivering patient-centred care as a team. They will also gain work experience providing therapeutic care to community members via onsite mas- sage therapy services. Other students will operate esthetics and spa servic- es that are open to the public to equip graduates with the skills needed to suc- ceed in their chosen field and even run their own businesses. Finally, the CFCE will join our conver- sations and curriculums internationally through the Global Class, an interac- tive platform that connects people from over 50 institutions around the world to engage in open exploration of shared global interests, opportunities and con- cerns, all in real time. Don lovisa Guest columnist Ring not recovered, may have been discarded, police say BY JEFF MITCHELL jmitchell@durhamregion.com DURHAM -- Police have arrested a sus- pect in the theft of an engagement ring that was left behind in an Oshawa restau- rant by its owner. But the ring, valued, at more than $3,000, has not yet been recovered and may have been discarded, Durham police said in announcing the arrest Thursday morning. Investigators had circulated surveil- lance video images of the suspect short- ly after the incident, at Whiskey Johns on King Street West on the evening of Oct. 7. Police said the owner of the ring had removed it and set it beside her plate dur- ing her dinner, then left the restaurant without retrieving it. The woman soon realized she’d forgot- ten the ring and rushed back to the res- taurant. A man and woman were sitting at the table and helped search for the ring, but it wasn’t recovered. A subsequent examination of surveil- lance video revealed that woman finding the ring and showing it to her companion after they’d taken a seat at the table. The video shows the suspect quickly conceal- ing the ring as the victim returned. Pic- tures of her were distributed through the media over the weekend. On Tuesday, Oct. 11, a suspect showed up at a Durham police station and was arrested. Heather Hubert-Smith, 46, of Ipswich Place in Whitby, is charged with theft under $5,000 and possession of stolen property. Two 19-year-old men and a woman, 18, are facing charges as a result of the incident, at about 3:30 p.m. on Friday, Oct. 14, according to Durham Regional Police. The trio were in a grey Sat- urn when they were spotted in the Simcoe Street North and Taunton Road area of the city.  Witnesses said the occupants of the car were spotted stopping near other vehicles, opening the car doors and attempting to scare others. They were also leaning out the car windows while the car was moving, police said.   Officers stopped the car and charged the three occupants under a City of Oshawa nuisance bylaw. The driver is also charged with careless driv- ing.   Durham police have responded to 31 calls regarding clowns since the begin- ning of October. Here are her suggestions: • Have a decorating idea in mind before you hit the pumpkin patch so you can chose a good shape. Long pumpkins are great for faces. Look for a smooth surface if you’re painting, although the odd bump could make a great witch’s wart. • Get creative and glue anything -- like ribbon, felt shapes, gems or even glitter (perfect for an enchantress’s lair for exam- ple) and buttons. too! • Think 3D. Anything slightly sharp like pipe cleaners can be inserted easily and are great for adding a 3D touch to painted faces and scenes (cat whiskers or creepy trees). • Use chalkboard paint on pumpkins first and let kids go at them with chalk all Octo- ber for a fun interactive pumpkin. • For a fancy flair, toss a pumpkin in an old pair of tights with a lace pattern. Sponge paint on and when it is dry, gently cut and peel off to reveal a lace pattern. • Feeling ambitious? With the kids back in school full time and the daylight fading faster every second, there never seems to be enough hours in the day to get things done. My solution for this has always been to rely on my freezers. Over the summer months, I spend a lot of my time canning and preserving what the season has to offer and stocking my cold cellar with as much as I can cram in there. I make jams and dehydrate fresh fruit, turn fresh tomatoes into pasta sauce, pickle cucumbers and other vegetables and make relishes, chutneys and countless condi- ments. These are all in preparation of the colder days ahead. In the fall, I like to stockpile my freezer with soups and easily-prepared meals that I can just pop in the oven for a quick meal. This season gives us a plentiful bounty of fresh, hearty vegetables that evoke the feel- ings of warmth and coziness that we all instinctively crave at this time of year. That being said, you have to be willing to take the time and get ahead of the game so you can minimize your need for grocery shopping and cooking when the weather takes a nosedive. So here are a couple of my favourite make-ahead freezer meals to keep you and your family eating well and feeling warm and cozy inside. Butternut Squash Lasagna with Bacon and Three Cheeses This non-traditional lasagna is the perfect dish for the harvest season with its ooey- gooey cheesiness and its stick-to-your-ribs richness. The bacon and fresh herbs add even more of a smokey and earthy depth to this already “deep” dish. Try making this recipe in smaller casse- role dishes for serving fewer people more frequently. Prep Time: 1.5 hours Cook Time: 35-60 minutes Serves: 8 1 large butternut squash, about 3 lbs. 1 bunch fresh sage 1 small onion, peeled and cut in half 2 cloves garlic, peeled 2 tbsp olive oil 2 cups chicken or vegetable stock 2 tbsp apple cider vinegar 1 tbsp maple syrup (or brown sugar) 1 tsp dried chile flakes (optional) 1/2 lb of smoked bacon, sliced thin 400 g ricotta cheese 500 g aged cheddar 200 g Parmesan cheese 1 box of oven-ready lasagna sheets Salt and pepper to taste 1. Preheat oven to 350. Line a baking sheet with parchment paper. 2. To make the sauce, cut the butternut squash in half lengthwise. Using a spoon, take out all the seeds and guts. Using a small knife, score the flesh in an inch-by- inch pattern to help it cook evenly. It’s a sprawling epic about a dysfunctional family; a dark comedic drama that explores what defines the laws of human decency. “I saw this play in New York in 2008 and when I came out of the theatre I was rapt, stunned and delighted,” says director Margo Rodgers. “When the opportunity came up for me to direct, I jumped on it. I just had to do it.” Follow the Weston family, with their disappearing father, pill-popping mother, shady secret harbouring sisters and the drugged-up, scathingly acidic matriarch as they make their way through life. It’s an enthralling and darkly humorous look at the dark side of the Midwestern American family. A record number of actors auditioned for roles in the play, not only showing the excitement that the acting community has for this play, but also giving Margo the happy difficult choice between some of the best actors in the region. While people may think that community theatre delivers a lower quality performance, Margo disagrees. She says that the passion and commitment shown by these performers rivals anything you’ll find downtown. “The work they have done is incredible,” says Margo. “They are brave, they take risks and they are going to put on one phenomenal show.” Work on the play started in August and the cast is in full rehearsals now, preparing for opening night. The designers went all out for this production, pulling out all of the stops to create stunning visuals for the audience. “We don’t go to the theatre or movies to be taught, or to become better people,” says Margo. “We go to be entertained; to be enthralled, engaged and mesmerized. Fill the hollowed-out cavities of the squash with your onion, garlic and half of the sage. Flip the squash on to the baking sheet so it is skin side up. Bake for approximately 45 minutes to 1 hour until everything is very soft and slightly caramel- ized. Remove and let cool. 3. Meanwhile, fry the bacon in a pan until just slightly coloured, but not too crispy. Drain off and discard excess fat and set bacon aside. 4. In a bowl, mix together ricotta and half of each of the cheddar and Parmesan. Mix well and season with a little bit of salt and pepper. 5. When the butternut squash is cool enough to handle, discard the sage. Using a blender or food processor, blend the squash (skins, onions and all) with the chicken stock until you have a nice smooth puree, about the consistency of a canned tomato sauce. Finish the sauce with the rest of the ingredients (vinegar, maple syrup, and chile flakes) and season with more salt and pepper as needed 6. Now begin layering the whole thing together in a large casserole dish (about 13x9). Put a layer of the sauce on the bot- tom, then a layer of the pasta, then more sauce, then dollops of the cheese mixture, then sprinkle with bacon and some fresh sage leaves. Keep layering over and over until everything is used up. Don’t be too light on the sauce because the pasta will absorb a lot of it. Top with the rest of the remaining cheddar and Parmesan cheeses. 7. If baking right away, cover with a lid or aluminum foil and bake at 350 for about 30 min. Take lid off and turn up the heat to 400 and bake for another 10 minutes to make the cheese golden brown. Let cool for 10 minutes and enjoy! 8. If freezing and baking later, cook direct- ly from the freezer following step 7 but add- ing an additional 30 minutes to the first bake at 350. TIP: Oven ready lasagna sheets help cut down on the prep time. Classic Cream of Mushroom Soup Put down the can opener. Go ahead. Just put it back in the drawer. There, now that we are all on the same page ... A heart-warming soup is a crucial mainstay in your frozen repertoire. This from-scratch classic is no exception, and is always a must when we are stocking the freezer in our house. It has the ability to make you stop talking for a moment, and wash away any chills from a grey fall day or a snowy winter’s night. Prep Time: 10 minutes Cook Time: 1 hour Serves: 4 (3 litres) 2 lbs sliced mushrooms, fresh (cremini if possible) 1/3 cup unsalted butter 1/2 red onion, diced Splash of white wine, or brandy (option- al) 1 tbsp all-purpose flour 2 cloves garlic, peeled and chopped 6 cups chicken stock, or water 1/2 cup 35 per cent cream 10 sprigs of fresh thyme 2 bay leaves Salt and pepper to taste 1. In a large soup pot, melt butter over high heat. Cook mushrooms with a bit of salt and pepper until all of the natural juic- es come out. Reduce heat to medium and cook for about 15 minutes to really intensi- fy the mushroom flavour. Add in onion and garlic and cook until the onion is translu- cent, about 5 minutes. 2. Deglaze the pan with the wine or bran- dy (if using) and scrape up any bits that have formed on the bottom. Stir in flour and cook for about 3 minutes. 3. Tie the thyme and the bay leaves together with twine and add to pot to be easily removed later. 4. Add in all other liquid ingredients. Bring to a boil over high heat, reduce to a strong simmer and cook for 35-40 minutes. 5. Remove herb bundle and transfer soup to a blender. Puree until smooth. 6. Check seasoning and adjust as needed. 7. Serve immediately with some crusty bread, or freeze for later use.
