PICKERINGNews Adver tiser durhamregion.com WEDNESDAY, AUGUST 31, 2016 Group of concerned citizens, doctors, nurses, business officials share concerns about merger Kristen Calis kcalis@durhamregion.com DURHAM -- The Ajax-Pickering hospi- tal is one step closer to becoming part of Lakeridge Health, but the proposed gov- ernance structure is stirring up some con- cerns and bad memories. In April, Ontario Health Minister Dr. Eric Hoskins supported recommendations by an expert panel to break up the Rouge Val- ley Health System (RVHS), merging the Ajax-Pickering hospital with Lakeridge Health and the Centenary campus with The Scarborough Hospital (TSH). The panel chose this route in order to plan new future hospital campuses in both Scarbor- ough and Durham. The mergers would create a new single hospital corporation for Scarborough, and expand Lakeridge’s control across Dur- ham. At a meeting on Aug. 24, the Central East Local Health Integration Network’s board of directors said it won’t stop the merg- ers. But the LHIN, the ministry’s regional health authority, will wait for an update before giving a final recommendation for or against the plans to the minister. The mergers are set to take effect on Nov. 1. To the Friends of the Ajax/Pickering Hos- pital, the possibility of the hospital being controlled by Lakeridge is worrisome, and reminiscent of its concerns in the early days when the Ajax-Pickering hospital came under the umbrella of Rouge Valley. The Friends, a group of people - from res- idents to business officials to doctors and nurses - that supports the Ajax-Pickering Hospital as the major health care facility to fully service all health needs of West Dur- ham, supported the initial report. Stewart Hunter served on the HMS Ajax during the Battle of the River Plate, held off the coast of Uruguay in September, 1939. It was the first major naval victory for the Allies in the early days of the Second World War. Other Allied ships in the battle were the HMS Exeter and Achilles. Shortly after the war started, a munitions factory was started in what was then Pickering Township, but which would evolve into Ajax. The Town took its name from the Ajax and this past weekend, the community celebrat- ed the 40th anniversary of the only visit by an HMS Ajax, a frigate, to the community that took its name. Among those visiting was Mr. Hayward, who noted his grandfather didn’t talk about his time in the Royal Navy during the Second World War. “Thanks to my Nan, she read about this town and it’s street naming. She’d seen it in the newspaper,” Mr. Hayward said. The Town has had a long-time policy of naming streets after veterans of the HMS Ajax. Mr. Hayward noted his grandmother checked and found that Mr. Hunter’s name had been left off the list of veterans who would have a street named in their honour, so she wrote a letter in the mid-1980s to the then mayor Bill McLean. He wrote back and ensured her Mr. Hunter’s name would be included on the list. Mr. Hunter, who was known as Jock, passed away in 1987. Hunter Drive is in the Meekings and Griffiths drives area of north Ajax. On Sunday, following an ice cream social at the Town hall, members of the HMS Ajax and River Plate Veterans Association marched in parade to the Royal Canadian Legion Branch 322 hall on Hunt Street. This past weekend, a dedication ceremony was held for Hunter Drive, Mr. Hayward said. “Unfortunately, (Mr. Hunter) never knew about this Town of Ajax,” Mr. Hayward said. “The street dedication was amazing,” he added. Mr. Hayward has spent the last 25 years in the Royal Navy and is now an instructor with the HMS Collingwood. Mr. Hunter spent 22 years in the navy, serv- ing on the Ajax from 1938 to 1943. Malcolm Collis is a member of the HMS Ajax association. He has visited Ajax several times for different anniversaries, as well as welcoming Ajax officials who have traveled to England for anniversary events. “I love the history, obviously,” Mr. Collis said. “The people have been so welcoming it’s unbelievable.” He noted during one street dedication on the weekend, a resident came out and offered refreshments. Mr. Collis has his grandson Joseph McGuire along on the trip. It’s his first trip to Cana- da and the 10 year old, decked out in jacket and tie, just like his grandfather, said he was enjoying his visit. Debbie Steer was 14 in 1976 and she had the chance to sail on the HMS Ajax from Oshawa to Toronto. Former Ajax councillor Rene Soetens remembers in 1976 “it was actually quite exciting. The ship came to Oshawa and there was a great gathering. It was all good stuff.” One thing he remembers is the size of the crowds that came out to see the sailors. During weekend ceremonies at the Legion, Terry Michael, a crew member on the HMS Ajax during the battle, was presented the French Medal of Honour, given to Allied troops who took part in the D-Day invasion. Mr. Collis presented the medal, noting, “It took 70 years to get to you.” The medal was presented on behalf of the French government. In order to pick up the cheque, two valid forms of identification are required. Those who are unable to pick up their cheque can have someone else can pick it up on their behalf. Strike mandate for Unifor: 97 per cent vote to strike if no deal with GM Strike deadline for GM Canada and Unifor talks is Sept. 19 Reka Szekely rszekely@durhamregion.com OSHAWA -- Unifor has a strong strike mandate if the union representing General Motors line workers in Oshawa can’t reach an agreement with General Motors Cana- da. GM workers voted 97 per cent to strike if the union and GM don’t reach a deal by Sept. 19. “That’s because of the absolute uncer- tainty with the Oshawa facilities,” said Uni- for national president Jerry Dias. “We are convinced based on the lack of products for future allocation they’re going to close our facilities.” With respect to how negotiations are going, Mr. Dias said it’s still in the pre- liminary stages and the union will choose one of the Detroit three--GM, Ford or Fiat Chrysler--to establish a bargaining pattern in early September. Once a deal is reached with that first company, it will be used as the pattern for the other two. However, Mr. Dias said it’s possible to come to a deal with some, but not all, of the manufacturers and reiterated that the focus with GM talks is keeping the Oshawa facility open. “Our members in Oshawa are complete- ly concerned, but they also understand what’s holding General Motors back from closing the facility is the union and they understand the union will have something to say about their short-term and long- term job security,” he said. Meanwhile GM again stated the compa- ny wants to work towards an agreement. “GM Canada is focused on working with Unifor toward a mutually beneficial new competitive agreement,” said GM Canada corporate and internal communications manager Jennifer Wright. In addition to the securing the Oshawa GM plant, Mr. Dias said Unifor also wants to ensure Ford adds a new engine for its plant in Windsor and wants to secure the future of the Brampton Fiat-Chrysler plant. Ford and Fiat Chrysler workers also voted, with 99 per cent favouring a strike action if a deal is not reached. Pickering cell phone store held up at gunpoint PICKERING -- A suspect made off with cash and merchandise after an armed robbery last Friday at a Pickering cell phone store. The suspect produced a handgun during the robbery, at the Wind Mobile outlet on Kingston Road shortly after 2 p.m. Aug. 26, Durham police said. The lone employee was unhurt. The suspect fled on foot through the back of the store. He’s described as a dark-skinned man, about 5 feet 9 with a medium build and a one-inch scar on his neck. He wore a dark jacket and had his face covered with a green cloth. “ Three of the teens charged with kidnapping, robbery in separate incident PICKERING — Five teens face numerous charges after a street-level robbery which was followed by the crash of a stolen get- away car on Wednesday afternoon, accord- ing to Durham Regional Police. Officers from West Division responded to the area of Dellbrook Avenue and Brock Road in Pickering on Aug. 24 at approxi- mately 2 p.m. regarding a street-level rob- bery. Police say a 20-year-old man was approached by five males in a grey Honda Civic. Three of those males exited the car, demanded his shoes and grabbed him by the neck. As he tried to flee, the car struck him on the leg. Officers located the Honda, which had been stolen from a Pickering address over- night, and attempted to stop it on Valley Farm Road. The car sped away and rolled onto its roof when it failed to negotiate a turn. Five people were caught as they tried to flee on foot. Paul Fernandez, 19, of Plowman Drive in Ajax, Tyrell Francis, 18, of Ilfracome Cres- cent in Toronto, and three 16-year-old boys from the Ajax-Pickering area are charged with: robbery and possession of stolen property. The 16-year-old males cannot be identified under the Youth Criminal Justice Act. Tyrell Francis is also charged with dan- gerous driving and fail to stop. All five were held for bail hearings. Police have also charged Mr. Fernandez, Mr. Francis and one of the 16 year olds in connection to an incident on Aug. 19. A man was forcibly taken to his residence by males who allegedly ransacked the home and then later demanded cash from his family for his safe return. The three face charges including kidnap- ping, robbery, intimidation, and uttering threats. Anyone with new information is asked to contact Det. But don’t worry —  that’s perfectly normal. Anxiety can make your kids — or any of us — think that the worst will happen in a situation. As a result, we try to avoid the situation caus- ing the anxiety and we may feel irritable and upset. When your kids are thinking about going back to school, they might be wor- rying about a new teacher, or what will happen if they can’t find their class, or worry about what will happen if no one sits with them or likes them. Children who experience anxiety may also feel sweaty — and even light-headed. As a parent, the best thing we can do is help our children work through this experience. Here’s how you can help: • Try not to get frustrated. Listen and show them you understand how they feel. • Prepare for the first day of school by talking about the details of the day. For example, talk about what time they’ll wake up, what they’ll have for breakfast, who they will walk with and what will happen when they arrive at school. • Practice! Walk the route to school or the bus, and begin getting back on schedule by going to bed at a good time and waking up on time to get ready for school. You can also practice what to do in situations that might commonly occur — such as how to ask the teacher for help, how to invite a friend to play or how to ask to play with a group of peers. • Be encouraging. Children are often more capable than we think!   If your child’s back-to-school anxi- ety seems too intense, lasts longer than a month or begins to get in the way of attending school and making friends, it’s important to address this by taking the time to understand what the anxiety is about. This can be a distressing situation for child and parent — so, as a role model for your child, it’s important that you and others at home also manage your own anxiety in a healthy way. Avoiding caffeine, getting regular sleep and exer- cise as well as using deep breathing, muscle relaxation, and positive self-talk can help. So can reaching out to others. Teachers are often well-experienced in this area and may have great strategies for you and your child to try. If trying these different steps doesn’t reduce your child’s worry, talk to your family doctor to better understand other options. It was passed in 2005 and its goal is to make the Province completely acces- sible by 2025. All levels of government, non-profits and private sector businesses have either complied or are in the process of comply- ing with the Act and all its applicable stan- dards including customer service, trans- portation, information and communi- cations, the design of public spaces and employment. Many municipalities have multi-year accessibility plans in place and are bringing their facilities and public ser- vices up to standard. The Province’s AODA legislation also aims to ensure people with disabilities can fully take part in schools, universities, jobs, housing, goods, services, restaurants and stores. Under the AODA, the government must enact and enforce accessibility stan- dards that tell public and private sector organizations what disability barriers they must tear down, and by when. Ontario is well on its way to becoming accessible to all. So its puzzling why the federal government has embarked on a mission trying to identify roadblocks to inclusion in Ontario and across the coun- try. Carla Qualtrough, Canada’s minister of sport and persons with disabilities, was at the Abilities Centre in Whitby on Aug. 23 to announce the launch of an in-person consultation process that the federal gov- ernment is undertaking to inform planned legislation on accessibility. Ms. Qualtrough, a former Paralympic swimmer has been mandated by Prime Minister Justin Trudeau to lead the engage- ment process over the next few months with stakeholders -- including Canadians with disabilities, provinces, territories and municipalities -- working toward the pas- sage of a Canadians with Disabilities Act. Given the Province’s AODA legislation, a federal Canadians with Disabilities Act seems a bit of a duplication. We under- stand other provinces may not be as acces- sible as Ontario but much of the talk we heard from Ms. Qualtrough echoes what we’ve heard before from Ontario politi- cians and Premier Kathleen Wynne herself when talking about AODA. Ontario is well-versed in all things acces- sible and much work has been done since 2005 to make this province an all-inclusive place to live, work and play. Could more be done? Possibly. But if Provincial legislation is already in place, is there really a need to duplicate what Ontario’s done with addi- tional federal legislation? Accessibility is something Ontario has embraced and for good reason. We hope all Provinces and Territories across the country follow Ontario’s lead and embrace similar legislation. We just question the need for this federal exercise here in Ontar- io, a Province that’s already years ahead of the curve when it comes to accessibility. Now Scar- borough is getting one and we’re not,” said Walter Donaldson, Friends president. “We would have liked to have seen them follow what was in the report which would have meant a new governance structure with a new board and equal representatives from all areas.” The Friends explained to Mr. Hoskins in a letter that it felt that during the 1990s when Ajax-Pickering became part of Rouge Val- ley, Centenary used the Ajax-Hospital’s patient catchment area to strengthen its own health services at the expense of the Ajax-Pickering hospital. “Now it looks like it’s going to be the same thing,” said Mr. Donaldson. “I’m not saying it won’t work, but issues could arise.” In the same letter, the group asks that the Lakeridge name be changed to Durham Region Health. A proposed merger of all four campuses of TSH and RVHS fell apart in March 2014 when the Province wouldn’t pay merger costs. In April, the minister appointed the expert panel, consisting of independent experts with expertise in governance, health system transformation, capac- ity planning and program integration to develop a plan to address how hospitals in the area could better deliver acute services to meet the needs of local residents. At the LHIN meeting, concerns were raised over how the hospitals will cover the one-time merger costs, which are estimat- ed at $40 million - $18.8 million of which is for the Ajax-Pickering/Lakeridge merger specifically - as well as ongoing costs, such as pay equity. The bulk of the Ajax-Pickering costs - for IT - is expected to eat up $13.6 million in order to integrate the hospital systems. This includes consolidating departmental clinical systems, back office systems and networks and e-mail systems. In the Ajax-Pickering/Lakeridge move, the total cost to support work force inte- gration ranges from $3.89 million to $4.49 million. “Mergers take time and money,” and the resulting savings will be minimal, and mostly in administration, said TSH CEO Robert Biron, adding this isn’t sur- prising after four years of zero per cent increases to hospital budgets. The hospitals don’t think it’s fair to have them absorb the merger costs, and “will ask for some relief,” he said. The fate of the 242 employees who work between the two RVHS sites is unclear and the LHIN expects labour issues to arise. The LHIN has asked the hospitals to release a schedule for consultations, including public meetings, by mid-Sep- tember. -- with files from Mike Adler, Metroland Media Public meetings on hospital merger to take place in September Mosquitoes test positive for West Nile virus in Oshawa and Scugog DURHAM -- Adult mosquitoes have test- ed positive for West Nile virus in Oshawa and Scugog, says Durham Region’s health department. The two batches of mosquitoes were col- lected on Aug. 22 from the health depart- ment’s permanent mosquito trap sites in Oshawa and Scugog. Positive confirmation was received by the health department on Aug. 25. These are the first mosquitoes to test positive for West Nile virus this season in these two areas. “With more positive mosquito results now occurring throughout Durham Region, it’s important for area residents to take the necessary precautions to avoid mosquito bites and remove standing water from their properties,” said Ross MacEach- ern, the health department’s manager of environmental health. WNV is a mosquito-borne disease that is spread to humans through the bite of an infected mosquito. Mosquitoes become infected by feeding on the blood of a bird that carries the virus. The disease is not passed from person to person or from bird to person. Most people who contract the virus will experience mild illness including fever, headache, body ache, nausea, vomit- ing and rash on the chest, stomach or back. More serious symptoms can include mus- cle weakness, stiff neck, confusion, trem- ors, numbness and sudden sensitivity to light. Symptoms usually develop between two and 15 days after being bitten by an infected mosquito. Although the risk of becoming infected is low, residents should still take the fol- lowing precautions to minimize the risk of mosquito bites and the possibility of being infected with WNV: wear shoes, socks and light-coloured clothing, including long- sleeved tops and full-length pants when outside, especially at dusk or dawn when mosquitoes are most active; use insect repellent containing DEET on exposed skin, following Health Canada’s safety tips on using personal insect repellents; remove standing water from property where mosquitoes can breed; and ensure that window and door screens are in good repair to prevent mosquitoes from enter- ing the home. The health department sets mosquito traps across Durham and submits mos- quitoes for laboratory testing every week between June and September.
