The proposal calls for 14 detached homes and 57 townhouses. Kristen Calis kcalis@durhamregion.com PICKERING -- What used to be a Catho- lic elementary school in south Pickering could become a 71-unit condo develop- ment and many residents feel it’s not the right fit. At a public information meeting on June 20, residents spoke about Madison Liver- pool Limited’s development proposal for 14 detached homes and 57 townhouses on Liverpool Road, north of Commerce Street, in the Bay Ridges area. Holy Redeemer Catholic Elementary School building closed in December, 2015 and was demolished earlier this year. Current homes are mostly detached and semi-detached dwellings and some town- house units in the form of bungalows, and one-and-a-half storey and two-storey dwellings. All buildings are proposed to be three storeys in the development proposal. “I ask that there not be a street wall of three-storey units in that location,” said resident Jill Adams, who like many other residents that spoke, felt the development won’t fit in with the current neighbour- hood. Billy Tung of KLM Planning Partners Inc. represented the developer at the meeting and said right now the design is conceptu- al, and indicated the developer is willing to work on some aspects of the proposal. The applicant is proposing 71 units (or 37.3 units per net hectare), which is a 24.3 per cent increase over the permitted maxi- mum density of 30 units per net hectare in the area. The developer is asking the area be rezoned for minimum lot frontages of six metres for the townhouses and 9.4 metres for the detached dwellings. The current zoning bylaw permits, for detached dwell- ings, a minimum lot frontage of 15 metres. Resident Thomas Dalzell said change happens, but is concerned that density changes could set a precedent for future development in the area, paving the way for more intensification. “Every development is going to push up against boundaries,” he said. In return for the increased density, the applicant proposes rebuilding and enhanc- ing the adjacent Frenchman’s Bay Rate- payers Memorial Park, including a new soccer pitch and parking area, play struc- tures, water play feature and landscaping. But residents are not pleased with this either. They’re concerned new features would increase the City’s maintenance cost, resulting in increased taxes, and a park parking lot would be used for resident and visitor parking for the new develop- ment. They feel the park and development will also cause more traffic. Mr. Tung said he recognizes the concerns about the park and he’s open to communi- ty consultation. “Most definitely that element is up for input and discussion and there will be fur- ther consultation about that,” he said. The concept plan illustrates 14 detached homes backing onto existing detached houses along Foxglove Avenue and Com- merce Street. This raised privacy concerns for existing residents. Resident Carol Cometa explained she will have four new neighbours with three- storey homes. “Twenty-seven feet is unbelievable,” she said. “I won’t have a backyard to enjoy.” She was also concerned about the park- ing. Each unit would have two spots, and there would be 18 visitors spots. Residents feel this isn’t enough for the size of the units, and will cause street parking to spill onto other roads. “I’ve been in this community since 1992,” Ms. Cometa said. “I’ve been here a long time. DURHAM -- A man charged in the murder of a Whitby woman remains in custody after a brief court appearance. Matthew Coussons, 29, of Eric Clarke Drive in Whitby, was remanded in custody following an appearance in bail court Sun- day. He’s scheduled to appear in court by video July 20. Mr. Coussons was charged with second- degree murder after walking into a police station in Oshawa Saturday morning and claiming something had happened to his girlfriend, Durham police said. Police found the body of a 25-year-old woman with obvious signs of trauma at a residence on Eric Clarke Drive. She has been identified as Kristina Bennett. Ms. Bennett was stabbed to death, police confirmed Monday. A Facebook page belonging to a Ms. Bennett features numerous pictures of her and the distinctive-looking Mr. Coussons, who has several prominent facial tattoos. In some of the photos he and the woman are seen in affectionate poses; in others, the woman is cradling an infant. On Sunday morning, Unit 49 at 123 Eric Clarke Dr. was still taped off by police as uniformed officers sat outside the home. The unit is part of the Garrard Heights subdivision owned by Durham Region Non-Profit Housing. It’s a mix of subsi- dized and market rate townhouses. Behind the police tape sat neatly stacked blue boxes on the porch and a small gar- den planted with pansies boasted a cheer- ful green ‘welcome’ sign. A nearby neighbour described the vic- tim as a ‘beautiful young woman’ who had a five-month-old baby. She said Ms. Ben- nett mainly kept to herself. “As far as I know she moved in here around Christmas, so she really hasn’t been here that long,” said the neighbour. The neighbour said she arrived home Saturday and saw one of the entrances to the complex blocked off and a slew of emergency vehicles. “My neighbour turned around and said to me somebody was killed here,” she said. Another woman, who knew Ms. Ben- nett from the gym, described an energetic young woman who loved her infant son. “She was bubbly, crazy, full of all kinds of laughter and loved life,” said the friend. She said the couple was engaged. “She was all excited about planning her wedding and just purchased her wedding dress.” Homicide Detective Rob Moore con- firmed Mr. Coussons was arrested in 2011 in connection to a New Year’s Eve stab- bing. At that time, a dispute among sever- al guests and an unwanted party crash- er resulted in three people being stabbed and two others assaulted. Det. Moore said Mr. Coussons was on parole. The past few weeks alone can give us plenty of examples. Take Brexit. The European Union faces a future with- out Britain. Prime Minister David Cam- eron will now resign for being on the wrong side of history as far as the out- come; many residents are still in disbe- lief and the financial markets are seek- ing to get their bearings in the midst of the unknown. The United States just experienced its deadliest mass shooting at a gay night club because hatred is high and assault rifles are accessible, making this atmo- sphere easy to set off. Earlier this month the University of Calgary paid a ransom to have its sto- len data returned. At what other time in history could this have occurred? We’ve never been in a time when so much of our vital information is stored online and when kidnapping is not just of peo- ple, but of data with unseen perpetra- tors holding information hostage. Former U.S. Secretary of State, Hillary Clinton became the first female presi- dential candidate this month. But it largely went unnoticed because of the whirlwind that has already surround- ed both parties’ nominations, namely the Republicans because of Donald J. Trump. When but now could either of them make it to the top of the list – a bil- lionaire celebrity business tycoon and a former First Lady? And of course, there is the Fort McMurray community -- surround- ed by forest, experiencing a prolonged bout of dry conditions and then poof, up in smoke. Nothing just happens. There are always conditions and an atmosphere that precedes it. The traumatic event is only the result, although that’s what catches our attention. But before that, something is simmering. Some see it, but either ignore it, haven’t a clue what to do about it or talk, get drowned out and give up. We are largely reac- tive instead of proactive. We want laws put in place as a reaction to a tragedy instead of seeing it coming and doing what it takes to ensure it doesn’t hap- pen here. But doing that is going to cost individuals, corporations, governments and ultimately nations. We’ll either lose money, our reputation or both. Michael Hackenberger, the zoo’s owner and lead trainer, has come under fire for his treatment of the animals in his care. He stepped down from his post as director of the zoo in April after the OSPCA charged him with animal cruelty based on a video released by People for the Ethical Treat- ment of Animals (PETA) that appeared to show him whipping a tiger during a train- ing session. Mr. Hackenberger’s court case is to be held later this summer but the court of public opinion has already had a signifi- cant impact on attendance at the zoo so far this year. The folks in the ‘he is guilty’ camp, which includes PETA would have you believe Mr. Hackenberger, and those who run private zoos, are a scourge on society. Converse- ly, his supporters argue he is doing a great service to the people of Durham Region by allowing young and old alike to have per- sonal experiences with exotic animals. The PETA pressure has, according to Mr. Hackenberger, forced him to close the zoo. He puts the blame at the feet of PETA, which has proposed the greenbelt the zoo inhabits be turned into condos. A zoo may not be the ideal spot to see wild animals but it does offer the oppor- tunity for people to see how these ani- mals interact with each other. Some would argue we know a great deal about dino- saurs and they have been dead for millions of years, so why do we need zoos? Regardless of the arguments for and against zoos, the bottom line is Mr. Hack- enberger is not guilty of any charges as he hasn’t had his day in court. He deserves the chance to defend himself. Everyone, it seems, has an opinion about the Bowmanville Zoo. The unfortunate thing is most of these negative opinions are coming from people who live nowhere near our community. “A lot of this controversy has been fos- tered online by people who have no con- nection to Bowmanville,” said Durham MP Erin O’Toole. “Most of the people attacking on social media aren’t even from the area or from the country. The vast majority of people locally are fans of the Bowmanville Zoo.” The Bowmanville Zoo is facing an uncer- tain future due to its declining attendance. That is a shame as it has been a much- loved part of the Bowmanville community for 97 years. Mr. Hackenberger will get his day in court. But passing judgment on the zoo until then is short-sighted and does more harm than good. It puts at risk local jobs and begs the question, if the animals can- not remain in Bowmanville where would they go? Many of these animals have been bred in captivity so putting them in the wild would do them more harm than good. ouR opinion A lot of questions, few answers about the future of the Bowmanville Zoo Workshop provides education on sustainable home building Kristen Calis kcalis@durhamregion.com PICKERING -- The City of Pickering is encouraging sustainable home building in the municipality and throughout Durham through a new workshop series. The City has created the Sustainable Seaton: Community-Building Series, and partnered with the Seaton Landowners to present the inaugural workshop this month, which focused on Net Zero Energy (NZE) Housing. The overarching goal of NZE Housing is to replace non-renewable energy sources used in the majority of homes, such as nat- ural gas and electricity, with solar, geother- mal and other renewable energy sources to reduce carbon emissions and mitigate climate change. In 2017, the Province will introduce enhanced energy efficiency measures to the Ontario Building Code. The inaugu- ral workshop on NZE Housing explained how to meet and hopefully exceed these benchmarks. “It is a topic that we wanted to put on the table for people to start thinking about because we know these changes are com- ing,” said Tom Melymuk, director of City development. “If you can’t do it in Seaton, where can you do it?” A broad and diverse array of public and private sector industry experts educated attendees on NZE Housing -- from build- ing science principles to analyzing the current and future Ontario Building Code requirements. “While Seaton is being developed as our new and aspirational model of urban sus- tainability, we have a wonderful opportu- nity to promote and advance these tenets throughout the entire Region,” said Mayor Dave Ryan. “As such, we’ve created the Sustainable Seaton: Community-Building Series to engage with and hopefully inspire key industry stakeholders.” Eighty-eight people attended the event. “We’re always mindful about trying to offer information rather than trying to reg- ulate and push,” said Kyle Bentley, Picker- ing’s chief building official. “There’s noth- ing we can regulate at this point. We’d rath- er see the individual come up with ways to become more energy efficient on their own.” Mr. Melymuk hopes NZE homes will be marketed as ‘a healthy home’, or in a way that’s less technical and more appealing to the consumer. “If they see the opportunity of a healthy home is there, then great,” said Mr. Mely- muk. Glendene Collins of the Durham Region health department confirmed the Chartwell kitchen was given the go- ahead to re-open on Monday. Inspectors on June 22 found “an issue in the kitchen with roaches” at Chart- well Parkway Retirement Residence at 1645 Pickering Pkwy., said Mr. Smith. “All I can say is certainly it’s noth- ing pleasant to deal with, but you have to deal with it head-on and that’s what we’re doing,” Mr. Smith said. The seniors received catered meals from an outside vendor while the kitch- en was closed. “The residents are not really impacted in any major way,” Mr. Smith said. He said a pest control company fumi- gated on Wednesday, and did so again Thursday as a precaution. “The building is not closed in any shape or form,” Mr. Smith said. “It’s iso- lated to the kitchen area, which is cer- tainly a concern.” Chartwell has a pest control program in place, and it plans to be more vigilant moving forward. “Obviously we are reviewing our pest control protocol, and working with our pest control company on a go-forward basis and asking, ‘how do we stop this from happening again’?” Mr. Smith said. It was announced on June 23 that after 97 years in operation, the zoo would be closing at the end of the season. “We are just three years short of the 100-year anniversary,” said Angus Car- roll, the zoo’s director of communica- tions. “It just seems sad.” Mr. Carroll said the decision to close the zoo was due to a 65 per cent drop in attendance since “untrue allegations were made by PETA in regards to a tiger incident.” Zoo co-owner, Michael Hackenberger stepped down as director of the zoo in April after the OSPCA charged him with animal cruelty based on a video that was released by PETA that appeared to show him whipping a tiger. “If the allegations are true, then that’s a bad story,” said Clarington Mayor Adrian Foster. “If the allegations are untrue, it’s still a bad story because the zoo has been forced to close down.” Zoo staff are busy searching for new homes for the more than 300 animals in their care. “A lot of our handlers and keepers are very attached to the animals,” explained Mr. Carroll, “It’s very sad,” said Mayor Foster. “It’s going to be a huge undertaking to move them all. This has got to be really stress- ful and disruptive to the animals.” Its not just the animals that will be affected but dozens of staff as well. Employees were informed of the deci- sion to close the zoo prior to the June 23 announcement. “They’re heartbroken,” said Mr. Carroll. Sheila Hall, the executive director and economic development officer with the Clarington Board of Trade said she’s reached out to the zoo and offered help. “Our goal would be to try to get every- one back into gainful employment whether in Clarington or one of the neighbouring communities,” she said, “We had a really good model when the Fifth Wheel closed down and we let our partners know we had a workforce avail- able to hire.” There is still a hope for many support- ers that the Bowmanville Zoo can be saved. On Saturday, Bowmanville resident Doug Moxley visited the zoo with his daughters. He said he was upset to hear news of the closure so he started a Face- book page aimed at saving it. His group is just one of several online encouraging people to visit this summer. “If they get their numbers back up, they stay open … the community’s going to get behind this place, I can guarantee it,” said Mr. Moxley. Mr. Carroll shared the same sentiment. “Wouldn’t it be nice if it could be saved? If people started coming back to the zoo in droves,” he said. “Would that make a difference? Yes.” Mr. Carroll said while hope springs eter- nal and the staff pray that dream does come true, they’re planning for the reality. “The zoo can’t stay open without money to take care of the animals,” he said. The Bowmanville Zoo is located on 30 acres of land. Mr. Carroll said there are no plans for what to do with the land at this time but he expects developers will be interested in acquiring the property. PETA President Ingrid Newkirk sug- gested condos would go nicely in Bowmanville. News articles about the closure posted to This Week’s Facebook page garnered hundreds of comments and launched full-fledged debates from users, offering arguments on both sides of the spectrum, for and against the Bowmanville Zoo. Two suspects are being sought in the inci- dent, at a Tim Hortons at Kingston Road and Bainbridge Drive at about 5:30 p.m. June 26, Durham police said. The victims, three males and a female aged 16 to 20, were in the parking lot when they were approached by two men who demanded they hand over their belongings, police said. When the victims failed to comply quick- ly enough, they were doused with pepper spray, police said. The two suspects fled south on Bainbridge in a car. They’re described as white men in their late teens or early 20s.
