Two other men who came to his aid were also pepper sprayed. The stabbing victim was treated at hospital for serious but not life-threatening injuries. The suspects fled in a grey SUV. The Durham Region Spay Neuter Assis- tance Program, originally developed in 2012 by the Ontario Veterinary Medical Asso- ciation and Durham veterinarians, aims to improve cat welfare and reduce the number of cats surrendered or abandoned due to the high costs of veterinary care. “The majority of veterinarians in Pickering are in support of the program, so we thought it was a great opportunity that will benefit both the community and helpless animals,” said Lindsey Narraway, supervisor of Pickering Animal Services. There will be an initial toll-free period for these sections of highway. Drivers will not have to pay toll fees until 2017.” The Hwy. 407 East project is part of the larg- est infrastructure investment in Ontario’s history -- about $160 billion over 12 years. It’s intended to help manage congestion, support economic growth and the efficient movement of people and goods through the eastern GTA and beyond. The second and final construction phase will include extending Hwy. 407 from Har- mony Road to Hwy. 35/115, and Hwy. 418 in Clarington connecting Hwy. 407 to Hwy. 401. This final section will be built by 2020, with an interim opening from Harmony Road to Hwy. 418/Taunton Road by late 2017. “The Hwy. 407 East Project will provide significant economic spin-off benefits to the region both now but also for years to come,” said Mr. Del Duca, adding that the improved flow of traffic will also benefit families by shaving time off their daily commutes. “Highways 407 and 412 will provide alter- native options to those commuters and will help people get to and from their destinations faster.” Regional Chairman Roger Anderson said the extension is a welcome addition to Dur- ham, creating a path to major opportunities for local residents, as well as businesses. “It’s an opportunity for economic develop- ment,” he said. “Both sides of the 407 in Dur- ham Region are developable with industri- al and commercial development, the Prov- ince owns 800 acres of land just east of here, Whitby and Oshawa have lands abutting the 407. It’s a great opportunity for creating jobs for our new residents moving into Durham on a daily basis.” Whitby Mayor Don Mitchell added that the opening will also bring long-awaited relief to residents affected by road closures, gridlock and other issues related to the ongoing con- struction. “Most people are anxious to see it get going. The decision was made a long time ago to run the route here so let’s just get it done, get all the mess out of the way and relieve the con- gestion, which has been a real serious prob- lem,” he said. “It’s a serious problem everywhere but Winchester Road has been awful for years so this should fix a lot of that and that will make a lot of people in the area a lot happier.” Hwy. 407 from Pickering to Oshawa opens, toll free for rest of 2016 WHITBY -- The Hwy. 407 East extension from Brock Road in Pickering to Harmony Road in Oshawa opened to traffic on Monday. All three suspects were treated for injuries after the SUV they were travelling in crashed and rolled, Durham police said. The incident began at about 10:40 a.m. June 20 on Church Street near Delaney Drive when a teenaged boy and girl were approached by two males who asked to bor- row a cell phone. When the victim refused one of the suspects produced a bat and the other grabbed his backpack, police said. When the victim gave chase he was assaulted and threatened, police said. The assailants hopped into a Honda SUV driven by a third suspect. As Durham cops searched the area of the mugging they were notified by OPP about an SUV that had rolled over at the Whites Road ramp to westbound Hwy. 401. The three suspects were arrested and given medical attention. The SUV had been reported sto- len in Toronto earlier in the day, police said. Three Toronto youths face numerous charges. du r h a m r e g i o n . c o m Ne w s A d v e r t i s e r • Ju n e 2 2 , 2 0 1 6 6 AP The federal government should go the extra mile to ensure that certifi- cates of conviction state when a prison- er is eligible for parole and what forms it can take. Families, especially those who have lost a loved one, deserve no less. Oshawa resident Lisa Freeman is leading the charge on the issue with a petition and the support of Oshawa MP Colin Carrie. Ms. Freeman’s father, Canadian Navy veteran Roland Slingerland, was mur- dered in 1991. The following year, John Terrance Porter was convicted of first- degree murder in the crime and was sentenced to life in prison without the possibility of parole for 25 years. But Ms. Freeman was rocked when in 2011 she received a letter stating Mr. Porter was applying for temporary escorted passes from prison, which he received in 2012. She and her fam- ily believe Mr. Porter should not have been eligible for any type of release from prison before he’d served 25 years. She is backing a petition called “truth in sentencing” and wants the federal government to ensure families such as hers clearly understand when a pris- oner is eligible for any sort of parole on certificates of conviction. Mr. Carrie agrees the government can do better, noting, “this is an issue many people don’t understand. When they say 25 years, a victim’s family is expect- ing that. The Freeman family had already endured the tragedy of losing a parent. When their father’s killer received a life sentence, with no chance for parole for a quarter century, they thought the matter was closed for at least 25 years. Sure, dealing with Mr. Slingerland’s death was not so simple. But at least they could take comfort in knowing that Mr. Porter was behind bars until 2016. The 2011 letter was deeply upset- ting and “just re-opened all the horror,” Ms. Freeman said. She said in January Mr. Porter was eligible for full parole but waived it. However there again, the wording in a federal government letter she received was unnecessarily confusing and ambiguous. It first stated Mr. Porter’s next scheduled review was in 2020. But immediately afterwards the letter stat- ed “unless he applies anytime between now and then.” As Mr. Carrie suggested, most peo- ple don’t understand the various forms that parole can take. It is up to the fed- eral government to set this out clear- ly, keeping in mind the people who are receiving such letters, such as Ms. Freeman, and the grief they have gone through and the pain they still feel. OP I N I O N our opinion Feds need to make certificates of conviction easier to understand Saying goodbye to ‘the sage on stage’ column As an undergraduate student, I looked up to my professors. I am not saying that just because I admired and respected the faculty members who taught me, but because it’s the literal truth. In those days, professors stood at the front of the room to deliver their lectures. In the majority of my classes, my profes- sors spoke and students took handwrit- ten notes. This approach, known as ‘the sage on stage’ was common practice in most post-secondary institutions in Canada and around the world. Fast forward to 2016 – what a differ- ence a few years can make! Huge advances in technology over the past decade have revolutionized the way we interact with each other for entertainment, information and for teaching and learning. At Durham Col- lege (DC), we have a genuine interest in utilizing technology to improve the student learning experience. We offer courses that delve into the workings of social media platforms like Twitter, Facebook and Pinterest, while teach- ing students how to market themselves online to potential employers. At the same time, our professors use DC Con- nect, our online learning management system, to provide students with rel- evant course information and discus- sion forums for ongoing and interac- tive learning. DC has also created The Global Class, a web-based environ- ment that enables teachers to hold col- laborative classroom sessions with stu- dents in other countries. Distance and online learning courses give students an opportunity to learn in virtual class- rooms available 24 hours a day, seven days a week. What a change from the past! And believe it or not, the best is still to come. In conjunction with our 50th anni- versary in 2017, DC is embarking on an ambitious project that will serve as a community hub for the college and all of Durham Region. Construction will soon begin on the new Centre for Col- laborative Education (CFCE) at our Oshawa campus. This state-of-the-art facility will enable us to enhance the learning experiences of our students even further by providing a new home to Global, Open and Collaborative Space. This unique, learning environ- ment will enable faculty, students and the broader community to use tech- nology in creative ways to gain unprec- edented access to students, educators, thought leaders, subject matter experts and other visionaries from countries all around the world. While traditional lectures will always have a place at DC, new technologies are helping the college replace ‘the sage on stage’ with ‘the guide by your side.’ This new and more flexible approach sees professors play an active role in helping students put new and existing knowledge to practical use. It’s just one more reason DC is such a unique learn- ing institution. -- Dr. Elaine Popp is vice-president, Academic, at Durham College where the student experience comes first Dr. Elaine popp Guest columnist Agree? The City of Oshawa, the Municipality of Clarington and the Humane Society of Durham Region also provide vouchers. To qualify for the program, residents must be receiving assistance from one of the following government programs: Federal Guaranteed Income Supple- ment for Seniors; Ontario Disability Support Payment; Canada Pension Plan Disability Payment; or Ontario Works Program. Those who qualify will receive a vouch- er for a pet sterilization at a rate of $80 for a cat neuter and $100 for a cat spay. It’s meant to encourage more people to get their cats spayed or neutered, as reg- ular prices vary but are typically at least $200 higher than the voucher rate. “I think it’s a step in the right direc- tion,” said Dr. Sue Smith of Pickering Animal Hospital, who’s been involved in the Durham program since its incep- tion. Unspayed cats go into heat and have multiple pregnancies throughout a year. “They just continue to multiply,” Ms. Narraway said. Unwanted cats and kittens can end up on the street and cause overcrowding in shelters. Dr. Smith said when cats are not spayed or neutered, they are at a greater risk for certain cancers. “Cats specifically sometimes don’t receive the level of care that dogs do,” Dr. Smith said, adding they’re still suscepti- ble to health problems. Many unspayed female cats that end up in the Pickering shelter have pyometra, a serious infection in the uterus. “It’s actually better for these cats to get spayed so they don’t have the chance of this happening to them,” said Ms. Nar- raway. The procedure can also improve some behavioural problems, such as territo- rial marking, destructiveness and roam- ing in search of a mate. Dr. Smith said the urine of a male cat that hasn’t been neutered is quite pun- gent. Problems such as this often lead to owners abandoning their cats. “We’re very happy to participate, and it’s definitely just part of being a mem- ber of our society,” she said. “We try to help pets and the families that own them.” A high level of care is put into the pro- cedure when a voucher is used. “Whether they’re doing a voucher spay or a regular spay, everything is exactly the same,” she said. Pet owners should verify that the vet- erinarian they choose is participating in the program before getting the voucher, and note some veterinarian clinics may also require additional vaccines or treat- ments prior to surgery. The vouchers are given out at the Cus- tomer Care Centre at Pickering City Hall, One The Esplanade, Pickering. Those wishing to receive a voucher must pro- vide proof that they qualify. Have fun in it, but take care to protect your kids from harmful rays Summer is finally here!  It’s time to play at the park, run through a sprinkler and go for a swim.  While it’s great to enjoy these activities with our children it’s also a great time to teach our kids safe sun habits.   Everyone needs some sun exposure. It’s our main source of Vitamin D, which helps make our bones stronger and healthier. But repeated unprotected exposure to the sun can cause skin damage, eye dam- age, immune system suppression and even skin cancer.   As a pediatrician in Oshawa, I’m often asked by parents about the best way to keep their kids sun safe. I tell them to keep covered, stay out of direct sun and keep hydrated.   Sunburns are the body’s way of letting us know that we’ve had too much sun and our skin has now been damaged. How quickly your child sunburns depends on their skin colour, how long they’ve been exposed and the intensity of the sun. In direct sun, for a fair-skinned child, unpro- tected skin can burn as quickly as 10 to 15 minutes.   Sun overexposure isn’t just about burns; the heat can also cause dehydration, sun exhaustion and sun stroke because of excessive sweating.   Signs of sun exhaustion can be similar to the flu: headache, nausea, fever/chills and weakness. The most dangerous heat illness is heat stroke, with symptoms that include complete or partial loss of con- sciousness, or confusion and high body temperature.   How can we prevent this from happen- ing?  - Practice sun avoidance. The sun’s ray is most direct from 10 a.m. to about 3 p.m. During that time, encourage your children to play indoors or in the shade or cover up with hats, long sleeve shirts and sunglasses.  - Make sure they (and you) are wear- ing sunscreen with SPF 30 or higher and sunglasses. Both filter out sun’s harmful UVA and UVB rays.  - Apply sunscreen on the skin at least 30 minutes prior to sun exposure and after activities such as swimming, sprinklers or sweating. - If you are feeling the effects of sun- stroke, it is important to get out of the sun immediately, hydrate and cool the skin. Cool compresses and cooling gels such as aloe are helpful. Make these sun-safe habits a part of your routine. Have a fun and happy summer. --- Dr. Mahmoud Sakran is a Pediatri- cian at Lakeridge Health Oshawa du r h a m r e g i o n . c o m Ne w s A d v e r t i s e r • Ju n e 2 2 , 2 0 1 6 10 AP 905-492-4111 776 Liverpool Rd., South Unit 7, Pickering www.precisionstudiopickering.ca @PrecisionStudio PrecisionStudioTattooandPiercing Precision Studio •Draw For Free Tattoo & Piercings •Book An Appointment & SAVE 20% •All Day Discounts On Our Flash Tattoos (12-7pm) TATTOOANDBODYPIERCING From 2pm - 5pm GRAND OPENING SATURDAY JUNE 25TH Call Us Today To Schedule Your Appointment! 905.683.3300 • YourSmileForLife.ca A Lifetime of Healthy Smiles Awaits FOCUS ON FAMILYFOCUSON SENIORS FOCUS ON HEALTH FOCUS ON FOOD & WINE Submitted photo DURHAM -- Dr. Mahmoud Sakran, a Pediatrician at Lakeridge Health Oshawa, has some timely tips for parents. BEST CANADIAN RESIDUAL VALUE IN ITS CLASS 3 YEARS IN A ROW FOCUS ON FAMILYFOCUSON SENIORS FOCUS ON HEALTH FOCUS ON FOOD & WINE Thinkstock photo DURHAM -- A feverous, crying baby can leave parents at a loss. When is it time to start worrying about it? Leslie asked the experts. Ask a Lakeridge Health expert... Every month local experts from Lakeridge Health field questions from Durham par- ents on everything from diet and nutrition, to behaviour and kids’ health. This month’s experts are pediatrician Dr. Javier Adrian Gutierrez and infection control professional Janessa McGuire. Q. At what point should I worry about a fever in an infant (6-12 months)? -- Les- lie A. Hi Leslie. Thanks for your question. Fever is not a disease or illness – it’s a sign that the body is fighting against an infec- tion (bacteria or virus). We treat fever in children to make your child more com- fortable. I often tell parents at my clinic that the most important part of assessing a child with a fever is how the child looks and acts. You should see your doctor or go to the nearest Emergency Department if your child has a fever and: • Your child is less than 3 months old • Appears unwell, weak or less respon- sive than usual • Has laboured breathing • Develops a rash that looks like small purple dots that do not go away when you apply pressure with your fingers (blanch- ing). • Is unable to keep fluids down, not pee- ing or looks dehydrated • Baby cries constantly and cannot be settled. • Your child’s skin looks very pale or grey, or is cool or marked with spots of colour. -- Dr. Javier Adrian Gutierrez, Pediatri- cian Q. My daughter can’t reach the soap dispenser at school. What is safe to put in her bag to sanitize her hands after the bathroom? -- Keely, Courtice A. As a hand washing champion and mom, I want to start off by saying that if your daughter is having trouble reaching the soap dispenser then other children probably are too. I would suggest that you ask your school to have all hygiene tools (soap, sink, hand dryers and paper towels) installed in a location that is easily accessible and read- ily available for kids of all ages. Soap and water are necessary when hands are visibly dirty because you need the soap lather and running water to WASH the germs away. Hand sanitizer is a great, quick and easy- to-use product for the times when a sink is not nearby, such as lunch time. I would suggest that you find a product that con- tains at least 60 per cent alcohol. Here’s how you use hand sanitizer: • Place the hand sanitizer into the cupped palm of one hand. Make sure there is enough to wet both hands completely • Rub the liquid into the palms, backs of hands, between fingers and under nails -- Janessa McGuire, Infection Control Pro- fessional -- Got a question for one of Lakeridge Health’s experts?
