Durham police budget increasing $7 million For sixth year in a row, number of officers remains the same Keith Gilligan kgilligan@durhamregion.com DURHAM -- For the sixth consecutive year, Durham Regional Police won’t be adding more officers. The department’s 2016 budget sub- mission also includes almost $7 million more than last year. Approved by Durham council’s finance committee, the police bud- get, along with those of other Regional departments, will be considered during the council meeting on Wednesday, Feb. 17. Chief Paul Martin said in an interview that most of the budget increase is for wages and benefits. The Durham Regional Police Associ- ation and the Senior Officers Associa- tion are in contract negotiations and a “settlement is coming up,” Chief Martin said. While no more officers are being added, officers are being replaced if they retire or move on, he added. A Domestic Violence Investigations Unit is being created and it will have 10 uniformed officers. Five officers are being redeployed from other areas of the service to fill out the unit. He noted calls for service have leveled off, even though there has been one to two per cent population growth the past few years. The chief said Durham is like other areas of the province and country in that crime rates have been dropping. “It will come to a tipping point and we’ll need more officers,” he said. The police budget is going up almost $7 million to $187.5 million from the $180.5 of last year. The increase works out to 3.9 per cent. He told finance committee members, “We have looked at a number of options” when it comes to staffing. “The Province has indicated it will be reopening the Police Services Act this year or next. There are legislative mea- sures we can and can’t do with staffing. One option we are looking at is through our continuous improvement program,” he said. He pointed out that as the population ages, “we’re dealing with wandering persons.” The number of calls related to mental health have been increasing, he said. The service now has 871 officers and 373 both full and part-time civilian staff members. The last time someone was hired which increased the staff level was in 2011 when a civilian staff member was added. Aside from the wage and benefits increase, one of the few increases is $316,000 to replace 11 fleet vehicles. Vacancy On Accessibility Advisory Committee The Council of the City of Pickering is encouraging applications from residents to fill a vacancy on the Accessibility Advisory Committee. Bullies are the people who enjoy picking on others for their perceived dif- ferences. They taunt, tease, cajole even get physically abusive in some instances. What they’re doing is wrong and thank- fully all schools these days take a pro- active approach to educating students about bullying. The earlier children can be taught about what bullying is and what it does to those being bullied the better off those students will be. It pro- vides a lifelong education about how to be a good person. Unfortunately not everybody learns the lesson because each day you hear about young people caught up in bad situations because they were bullied. It’s heartbreaking what they go through. Even worse is when you witness or read about adults bullying others be it at a sports event or somewhere else in the public domain. Adults are supposed to know better but unfortunately many do not. Feb. 24 is Pink Shirt Day and everyone should mark it on their calendars. It was inspired by the actions of two students in a small Nova Scotia community who wit- nessed a Grade 9 student being taunted and ridiculed by a group of peers for, of all things, wearing a pink polo T-shirt. The two students went out the next day, bought 50 pink T-shirts and brought them to school. They encouraged their classmates to join their protest and the response was overwhelming. The fol- lowing day hundreds more pink shirts appeared and the bullies backed off. In Durham Rachel Castillo’s winning Pink T-shirt design, “Kindness is my Superpower” will adorn the T-shirts at the Durham Catholic District School Board. Students are encouraged to wear the T-shirts to show their own superpow- ered kindness. School boards across Durham Region are doing similar Pink Shirt Day activi- ties as is the Metroland Durham Region Media Group. We are all standing up against bullying for no other reason than it’s the right thing to do. Inside this newspaper and on our web- site, www.durhamregion.com we are highlighting positive stories about Pink Shirt Day and Stand Up to Bullying Week that runs from Feb. 22 to 26. In Room 217 at the Uxbridge Cot- tage Hospital, my family was around dad’s bedside singing the songs he loved. I saw with my eyes and expe- rienced with my heart how music com- panioned dad in his final transition. It was a gift, wrapped with the ribbon of comfort and release. Music may be most powerful at end of life. Its capacity to express and connect makes it a faithful companion for those approaching end of life. Familiar songs may bring associations, emotional and social connections. Unfamiliar songs may bring new energy and allow us to move through issues related to death and dying. Music can soothe the spirit, promote sleep and relaxation and assist in breathing. Relationship completion is a signifi- cant part of dying. Palliative doctor Ira Byock states there are four sentiments that allow relationships to reach com- pletion once they are expressed. These are “I love you”, “thank you”, “I forgive you, will you forgive me?” and “good- bye”. Songs may convey these messages more powerfully and completely than words alone. Through the ages, songs have been important vehicles for the expression of the deepest human feel- ings and beliefs. Songs reflect everyday sentiments of everlasting love, missing a partner, cherishing a friend and grati- tude for all that has happened. Reminis- cence through song provides life review. There are a number of reasons why music is recognized as a complemen- tary treatment in palliative care. As a non-pharmacological strategy, music, especially familiar, preferred music, promotes relaxation, pain relief and reduced anxiety. It may be used to sup- plement other pain control methods. Music may help people cope with loss of control. Music-making may give a sense of empowerment. Providing a space with beautiful music can bring dig- nity to a person who is dying and may help caregivers more readily release their loved one. Listening to music as a means of self-care can provide essen- tial encouragement, refreshment and renewal to all care partners. Music may help access unresolved aspects of a per- son’s life providing a beautiful opportu- nity for peace and healing. A Toronto man was arrested by York Regional Police following a series of break and enters across the GTA, includ- ing four in Durham Region. In early December 2015, York police started an investigation into multiple residential break-ins in that region. Other police services became involved, as the suspect was believed to have also broken into houses in Durham, Peel Region and Hamilton. On Jan. 20, York police arrested a suspect, police report. Durham police linked the suspect to four break-ins in Durham. In December 2015, a home on Lloyd- minster Avenue in Ajax was broken into when a front door was kicked in, police said. Similar incidents happened in January at homes on Fairport Road in Pickering, Roma Drive in Whitby, and Oswell Drive in Ajax, Durham police report. The suspect was charged with six inci- dents in York and four in Durham. Police executed a search warrant at the suspect’s home and recovered numer- ous items. Wrayal Dacosta, 33, of Steeles Ave- nue West in Toronto, faces more than 20 charges and he was held for a bail hearing in York. Last November during a bullying preven- tion and intervention week, the Durham Catholic District School Board started a board-wide competition to create a design or slogan for a T-shirt to be used for this year’s Pink Shirt Day. “They had to choose the top three from each grade and they had to go through to see which one came out to them the most and they chose me,” said Rachel Castillo, who said she was surprised by the decision. “I honestly didn’t think it would be me.” National Pink Shirt Day started in Nova Scotia as two students’ response to one of their schoolmates being bullied for wearing a pink shirt. The day now stands as a way to raise awareness of bullying and how to pre- vent it. For Rachel, who came up with the slo- gan “Kindness is my Superpower”, Pink Shirt Day and Stand Up to Bullying Week, from Feb. 22 to 26, will be an opportunity to show her own superpowered kindness. “I’m going to try to do everything I pos- sibly can to try and make people feel wel- come and safe in the community,” she said. “It could be little things like holding open the door for someone, or saying please and thank you, or being nice or it could be big things like lending someone clothes or money.” Her winning T-shirt design resembles the Superman ‘S’ and she said she was inspired by the idea of Superman showing the world he was a hero. “It was pretty cool (to see the T-shirt) because just thinking that everyone will be wearing one, it’s mind-blowing,” said Rachel. She says she knows someone who has been bullied and seeing that made her upset and feel like she should do some- thing. “So when this came around I made a con- nection to it” Rachel said. “It will make me feel really happy to know that I inspired someone to do something nice for other people.” Janine Bowyer, superintendent of safe schools at the DCDSB, said the pink shirt and slogan are part of a changing, proactive way the schools are approaching bullying. “For a long time you tell people what they can’t do but you need to tell people what they can do instead,” Mrs. Bowyer said. In addition to Pink Shirt Day, everyone at the school board will be asked to fill out a pledge saying what they will do to make kindness their superpower. “We ask them over the course of that week to take action and do something that dem- onstrates that they are building that caring and safe school community,” she said. Rachel says her parents have made a big deal about her winning design and slogan. “It makes me feel happy and really impor- tant,” she said, adding that she hopes others will feel that way too during Pink Shirt day and Stand Up to Bullying Week. There were 788 new listings that entered the market in January 2016 compared to 884 in January 2015. The average selling price in January 2016 was $446,117, a 9.2 per cent increase from January 2015. “The decrease in the number of listings entering the market has created upwards pressure on sale prices across the Region”, explained O’Donohue. “There is strong demand for home ownership in the Durham Region which is demonstrated by the higher number of sales and the climbing sale prices,” explained O’Donohue. “Even with the robust price growth, we can see that buyers continue to view home ownership within the Durham Region as a great long-term investment”. The OMA is conducting Check-Up Ontar- io, a doctor-led consultation looking at the implications of an aging population. Dr. Virginia Walley, the president-elect of the association, said, “It’s a big stress on the system for sure. Demographics are changing in such as way. There are more and more citizens over the age of 65. It’s a stress on the system we are not aware of at this time.” In the next two to three decades, about one-quarter of the population will be over 65, and that’s an increase from the current 15 per cent. In Durham Region, about 11 per cent of the population is over 65. A doubling of the population over 65 will create stresses on the health-care system, Dr. Walley noted. “We all inevitably age and we use the health-care system more,” the doctor said. Older adults often have chronic health- care needs, such as arthritis, diabetes or high blood pressure. “Most have one chronic need. Some have more than one chronic need. It’s compli- cated looking after those patients,” she added. “It’s takes more time to look after those patients.” Getting the system ready is “part of what Check-Up Ontario is all about. We’re seek- ing new and innovative ways to provide care in the years to come.” During the tour, the association is hoping to hear from physicians, groups involved in the health-care field and, especially, patients. “We want to hear about some of the chal- lenges of chronic-care patients with chron- ic disorders,” she said. Asked if there is capacity in the health- care system to deal with the challenges, Dr. Walley said, “That’s something we’re worried about. We all know the financial challenges the (provincial) government is under.” There have been cuts to health care, she noted. “Providing care when the government is cutting back, that’s something we want to engage the government on. We want to get back to the table and negotiate with them,” Dr. Walley noted. “More care is demanded on the system, Physicians know how to dis- charge care, to provide care.” The ‘silver tsunami’ or ‘greying tsunami’ will affect “not just health care. There will be demands on housing, transportation. Not everyone will be bombing around in cars as they age. The complexion needs to be tackled sooner rather than later.” There have been sessions in Oshawa, Sault Ste. Marie and Peterborough, with future dates planned in Ottawa, London and Toronto. With the help of a researcher and an aca- demic group from McMaster University, information collected will be collated and put into a “policy statement on how to go forward,” The hope is to have it compiled by late spring which, Dr. Walley noted, “is an ambitious timetable in health care, but we think we can manage that.” For more information and to provide input, visit www.oma.org . When in doubt about the impact of mixing medications with natural health products, ask a pharmacist Feel a cold coming on? Before you reach for the ginseng, there are a few things worth considering. As a pharmacist, I’m often asked by my friends and family about the effectiveness of taking ginseng and other herbals to stay healthy. I’ve seen some work for some people and others… well, not so much. The important thing, I tell them, is to understand that herbal sup- plements are drugs too. We tend to think of them as “natural” or “organic” So naturally, we assume they must be safe. In the phar- macy world, we call them “natu- ral health products” and Health Canada says about 71 per cent of Canadians regularly take them. But what you might not know is that many of them can interact with other drugs you may be tak- ing or about to take. For instance, let’s look at gin- seng. It can help boost your immune system to fight colds and flu – at least that’s what Don Cherry tells us on TV. And while there’s been great debate over the effectiveness of ginseng, what we do know for sure is that ginseng can influence the effects of other drugs, leading to reduced effec- tiveness or enhanced side effects. St. John’s Wort is another natural health product that can have seri- ous drug interactions. People tend to take it for mild to moderate depression or anxiety and sleep disorders. But St. John’s Wort is known to interact with anti-depressants, blood thinners and even birth control medica- tions. It’s also important to remem- ber that natural health products can interact with certain foods, alcohol or tobacco. So how do you know if it’s safe to take one of these products at all? A good start is looking for a NPN number on the label which means it has passed a Health Canada review. When you come to see us at the hospital, it’s important for us to know all of the medications you’re taking – including natural health products. Be sure to tell us or to include them on your list of medications. They may play a role in what’s going on with you at the moment or they may affect how we need to treat you. Some natural health products can even cause serious effects if combined with chemotherapy, radiation therapy or taken before surgery. But if you’re really not sure, just ask a pharmacist. We can check for any interactions the product may have with the medications you’re already taking. It never hurts to ask.
