A report that went to council on April 22 details what coun- cil members were paid in 2013. Last year, Pickering’s six councillors each took home a salary of $33,038 as well as $3,304 in per diems for attending special meet- ings. Mayor Dave Ryan’s salary was $79,274. Pickering councillors each received $10,800 in travel expens- es in 2013, while the mayor collect- ed $15,000. On May 24 the Pickering Pub- lic Library is hosting its second annual How to in 10 Festival. Library spokeswoman Anna- Marie McDonald says the event is based on the idea that people love to learn new things, but don’t have enough time. “It’s a really fun event, you get to meet so many different peo- ple from your community that you wouldn’t normally meet,” she says. See SO page 6 Durham College passes balanced budget for 2014-15 Kristen Calis kcalis@durhamregion.com DURHAM -- Despite funding restrictions, Durham College has passed a balanced budget for 2014- 2015. “This is the sixth consecutive bal- anced budget that Durham College presents to the board,” said chief financial officer Nevzat Gurmen at the most recent board meeting. Mr. Gurmen said the budget pro- vides for expanding college pro- grams and operations, improving quality of academic programs and student services, supporting cur- riculum renewal and new program development, and supporting the college’s business plan priorities. Funding reductions include a further decrease in the operating grant; the elimination of the Small, Northern and Rural grant (second year of the two-year phase out); and a reduction in the tuition fee increase.Mr. Gurmen said the oper- ating grant reduction this year has an impact of $7.6 million. Despite that, the college has presented an “expansion budget,” which includes six new programs this year, a fall semester increase to 10,828 stu- dents, eight new faculty and 10 staff, and $9 million for capital expan- sion. The college’s capital spending will include: $1 million on instruc- tional and academic lab equip- ment; $1.1 million on student ser- vices and general administration: $2.2 million on information tech- nology; $3.6 million on facilities. The college will be able to pay down its long-term debt by $3.4 million, said Mr. Gurmen. Philip Willenburg is to be con- fined to his home for the first two months of his sentence, and will be under curfew from 7 p.m. to 7 a.m. for the final two months, court records indicate. He’ll also be on probation for two years. Dr. Willenburg, 53, of Flow- er Crescent in Toronto, pleaded guilty to voyeurism in early April and was sentenced Monday. The incident has also been referred to a disci- plinary committee of the Royal College of Den- tal Surgeons of Ontario. College registrar Irwin Fefergrad said the com- mittee is investigating allegations of disgrace- ful, dishonourable or unethical conduct. “It’s a matter of public concern and should be referred to the discipline committee,” Mr. Fefer- grad said. AJAX ,, Ajax, Pickering to get new mental health nurse Goal is to keep patients in the community Jillian Follert jfollert@durhamregion.com DURHAM -- A new mental health nurse position being added in west Durham will help reduce stress on hospital emer- gency rooms and inpatient beds. The new role is the latest collaboration between Rouge Valley Health System and Durham Mental Health Services. The nurse will work with the Asser- tive Community Treatment Team, which helps a case load of about 80 patients with persistent mental illness. The goal is to help patients who are ready to leave the intensity of ACTT care step down to a more routine level of help. “It’s a big leap,” says Cheryl Williams, vice-president of acute and post-acute care services at Rouge Valley. “We have to manage the transition very careful- ly.” The new nurse will be hired by June 1 and will provide wellness checks, mental health assessments and counselling. In addition to freeing up space for peo- ple with serious mental illness to access ACTT care, the nurse will aim to keep patients in the community as opposed to ending up at the hospital in crisis -- which frees up hospital resources as well. Renee Parratt says getting care in the community as opposed to the hospital allowed her to keep attending college while dealing with her mental health issues. The 28-year-old Whitby resident has used community crisis centre beds in Whitby and Ajax. “It was very helpful, it kept me out of hospital, which meant I could still go to class,” she says. “They always have staff available to talk to, they teach you coping skills. Each one will offer a 10-minute infor- mation session designed to quickly teach a new skill. Some of this year’s stations include how to apply henna, taught by the Indo-Canadian Cultural Association of Durham; how to brew the perfect cup of tea, taught by David’s Tea; and how to set up a tent, taught by outdoors store SAIL. Ms. McDonald says the festival is a way to expand the public’s perception of the library as more than just a place to borrow books. “Libraries are evolving,” she says. “We want to turn into a community hub where people can come access the latest technology and learn new things.” In May 2013 the Pickering library was the first library in Canada to host a How to in 10 event. The idea came from an American Library Association Journal article about a How to Festival in the U.S. The idea has caught on and this year the Pickering Library is partnering with libraries in Whitby, Oshawa, Clarington and Scugog, turning the event into a travelling road show. Ms. McDonald describes last year’s inaugu- ral festival as a “big success” saying the num- ber of walk-in library visitors jumped by 1,100 on that day. Councillor accused of ‘fabricating’ information Jillian Follert jfollert@durhamegion.com PICKERING -- Did Ajax ever formally offer Pickering a share of its casino revenues? It depends on who you ask. Pickering Councillor Doug Dicker- son recently accused Councillor Jennifer O’Connell of “fabricating” information and calling Mayor Dave Ryan’s integrity into question, after she stated during a recent meeting that an offer had been made. Coun. O’Connell made the statement at an April 7 executive committee meeting relat- ing to the Durham Live application to build a tourist destination -- including a potential casino -- in Pickering. “There was an offer made to our mayor. It never came before council, did you know that?” Coun. O’Connell said while speaking to a delegation. Coun. Dickerson has demanded she pub- licly apologize, but Coun. O’Connell stands by her statement. She says Ajax Mayor Steve Parish told her a verbal offer had been extended to both Pickering and Whitby. “I think this information should have been brought forward in a report, or on the floor (of council) when we were debating the motion to be a willing host (for a casino),” she says. Mayor Parish confirms an offer “was clearly communicated” to Pickering. He says the CAOs of Whitby, Ajax and Pickering met last spring and that Ajax offered both Pickering and Whitby a 15-per cent share of Ajax Downs revenue in exchange for the municipalities agreeing not to declare themselves a willing host for a casino. “I can only assume that position was conveyed to the mayors of both munici- palities,” Mayor Parish says. “If it wasn’t conveyed, someone should be ask- ing some very serious questions.” Mayor Parish says Pickering and Whitby both wanted a larger share -- about 20 per cent -- which Ajax wasn’t comfortable with. “If someone is indicating that offer was not communicated, that is an inaccuracy in my view,” Mayor Parish says. Officials in Pickering have a different ver- sion of events. Pickering CAO Tony Prevedel says he did meet with the CAOs of Pickering and Whitby last year, but that the trio determined this was not something to be hashed out at the city staff level. “We decided to let the mayors talk. While Regional Council- lor Amy England after a recent meeting said “it’s about time that we had the conversa- tion again,” we beg to differ. Durham’s incinerator will soon be burn- ing waste from Durham and York munici- palities, including Pickering. The concern is that with standard garbage bags in use, bat- teries, electronics and household hazard- ous waste might be tossed out and end up in the incinerator, negatively affecting local air quality. Councillor England noted that Markham, from where garbage will also come to the Clarington facility, has moved to clear bags for this reason. Residents may recall that the Region pro- posed mandating a switch to clear bags by October 2008. It was controversial from the start, with most who are opposed raising privacy concerns. Mirka Januszkiewicz, the Region’s director of waste management services, says a “com- prehensive” staff report on the issue is com- ing to regional council. She also noted that clear bags are not a magical solution to pre- venting hazardous items from reaching the incinerator -- or for increasing Durham’s waste-diversion rate. She says “education is the best safeguard”. Regional councillors also heard that fol- lowing a 2008 Durham Region clear bag pilot program in Pickering and Clarington, a report found that using clear bags could increase Durham’s waste-diversion rate by three per cent and participation in the green bin program by 14 per cent. Coun. England said the privacy concerns around the issue show many residents are not properly getting rid of confidential information such as bank statements. We disagree with the assumption that that is why people are opposed to clear garbage bags. As social media comments indicate, people just don’t want their neighbours knowing what’s in their trash. It’s a general privacy concern. Regardless, we agree with Ms. Januszkie- wicz that education is key to ensuring resi- dents recycle and properly dispose of mate- rials like batteries. In general the younger the person is the more dedicated a recycler he or she is -- this is due to education. And there have never been as many opportunities to safely dispose of items such as batteries and electronics. If clear bags will do little or nothing to pre- vent hazardous and toxic items from end- ing up at the incinerator, it’s time to put the issue to bed once and for all. Pot legalization would be ill-considered To the editor: In April, federal Liberal leader Justin Trudeau visited Durham Region and again stated he favours legalizing marijuana and having it taxed by the government. This idea resonates with many Cana- dians, but caution is warranted. In April, Harvard University released a study and concluded that even casual use of mari- juana causes irreversible brain impair- ment involving one’s ability to adjust to everyday life and make decisions. The report particularly cautions against mari- juana use by people under age 30. Marijuana is also known to carry many cancer-causing substances, and can cause lung and other cancers. Legalizing and selling it would lead to more impaired driving and higher insurance and health- care costs. The American states of Wash- ington and Colorado legalized it this year and there are reports of children selling their parents’ legal marijuana at schools. Impaired students do not academically do well. We are a society that abuses street drugs, prescription drugs, alcohol and tobacco. We need to consider these and other con- sequences before increasing access to a drug that young people already can obtain too easily from drug dealers who won’t disappear with legalization. Chris Topple Ford needed tough love long ago To the editor: Re: Toronto Mayor Rob Ford’s decision to step away from office. His brother, Doug, says he is “relieved” that Rob Ford is seeking the help that the rest of the world knew he needed. Is this Doug’s version of a “come to Jesus moment”? It is nice to see that his sister Kathy has also seen the light, unfortunately it was from the glow of Rob’s pipe in her base- ment. Family support doesn’t mean uncon- ditionally embracing harmful behaviour. Tough love was needed long ago and the Fords failed their brother and the people of Toronto. It would be great to see him turn his life around. His behaviour and the havoc it has wreaked on his public and personal life is consistent with many others that have pre- ceded him to treatment. At the very least his wife and kids deserve better. This decision creates optimism, but it will not be a quick fix. Hopefully his cam- paign manager will not make the mistake of rushing him back for the election. If Doug does try to resurrect the re-elec- tion bid it is time to question what’s in his pipe. Ryan Pfeiffer / Metroland Elusive rusty blackbird finally spotted The day of the rusty blackbirds -- that’s how I’ll remember it. A special day in May migration at Thickson’s Woods, Durham’s best known birding hotspot. I was stand- ing on the Waterfront Trail, which cuts through the nature reserve, when my hus- band pointed north toward the meadow and said, “Rusty blackbird.” We’re always doing that -- bringing birds we hear to the other’s attention, but I’d put Dennis on special alert to tell me the very instant he heard a rusty. In small numbers to begin with, and looking at first glance very much like common grackles, rusty blackbirds con- tinually elude me. Plus their bubbly song doesn’t catch my ear, being not very loud, and unfamiliar. While Dennis can pick out their notes on a fly-by, to me the sounds get lost in the cacophony of other bird noises happening by the time rusty black- birds return to Canada from the southern states, where they overwinter. Eagerly, cautiously, I stepped into the meadow and focused in on a black bird, red-wing sized, perched in a red-osier dogwood. Its most notable feature was a pale yellow, staring eye. The bird’s head didn’t have the glossy purple-blue sheen of a grackle; its bill was smaller and its tail definitely shorter, but it took Dennis showing up and IDing it to convince me this was indeed one of the rusty blackbirds I’d long been seeking. Whole years go by without me finding one, so I gazed fixed- ly, watching it drop down into the bush- es and begin walking about, foraging on midges that were hatching in great num- bers. First item of business was pointing out its location to other birders eager to see the species, then hunting for the two or three other rusties Dennis heard in the spruce hedge. In dogwoods on the way down to the marsh, a male posed conve- niently in full view, singing away, so that I got a good mental recording of that short collection of gurgles and squeaks that apparently sound like a rusty gate, hence the name. Another reason they’re called “rusty blackbird” is the rufous edging on the males’ wing feathers in winter plum- age. Tragically, as with other insect-eating birds, rusty blackbird numbers have been plummeting, dropping 85 per cent in the past 40 years. Experts aren’t exactly sure why, but factors include a continuing loss of the wet woods they feed and breed in, including 80 per cent of forests on the Mis- sissippi River floodplains, and programs to control wintering red-wing flocks in the United States, which often have other species mixed in. I was glad to find a few more rusty blackbirds gurgling away when we went back to the Thickson’s Woods reserve the following day. At the time, a program was in the early stag- es. Now, a coalition of domestic violence rep- resentatives, animal welfare advocates and the community in general has formed Safe Families Safe Pets - Durham (SFSP-D), a sys- tem for caring for the pets from the time a woman first calls a shelter to when she leaves the shelter. And now is the time for people wishing to help local women fleeing abuse, their fami- lies and pets, to come forward and help out. The network is seeking community mem- bers who are willing to be temporary care providers for pets and veterinarians to work with the program. Jacki MacKinnon, executive director of Bathesda House, a shelter taking part, said abusers will often use pets to exact revenge, control their victim or hold their family hos- tage. According to the Ontario Society of the Pre- vention of Cruelty to Animals, a 1998 sur- vey found 48 per cent of surveyed Ontario women who had left their abusive partner said that their pets delayed their decision to leave an abusive partner. Sixty-one per cent of surveyed Ontario women who had left their abusive partner stated their partners had brutalized or killed a pet. This network will provide a surefire sys- tem, reassuring abused women that not only will they and their kids be taken care of upon leaving their abuser, but their furry family members will be too. An open house and information session on SFSP-D will be held on Monday, May 12 from 6:30 to 8 p.m. at the YWCA gym, 1 McGrigor St. in Oshawa. Ms. MacKinnon said she’s hoping about a dozen care providers sign up from across Durham. What Pickering council cost taxpayers in 2013 Detailed council expenses now available online PICKERING -- The City of Pickering has released its annual roundup of council salaries and expenses. A report that went to council recently details what council members were paid in 2013. Last year, Pickering’s six councillors each took home a salary of $33,038 as well as $3,304 in per diems for attending special meetings. Mayor Dave Ryan’s salary was $79,274. Pickering councillors each received $10,800 in travel expenses in 2013, while the mayor collected $15,000. The remuneration statements don’t include the salary, benefits and expens- es the mayor and regional councillors receive through the Region of Durham. The report also summarizes what coun- cil members expensed in 2013 -- exam- ples include office supplies, newsletters, postage, meals, confer- ences and cellphones. The amount councillors spent under the various categories ranges widely from person to person. For example, Councillor Doug Dickerson spent $4,142 on meals and receptions in 2013 -- the most of any councillor, while Councillor David Pickles spent $492 under the same cat- egory. On the flip side, Coun. Pickles spent $7,114 on newsletters and postage last year, compared to $1,006 for Coun. Dick- erson, who spent the least in that catego- ry. Earlier this year, Pickering council approved a motion from Councillor Bill McLean to post a line-by-line listing of council expenses online each month. CMW is 32 and one of North America’s great showcasing opportunities. With more than 1,000 bands playing between May 5 and 10, it is tough to get seen and heard by all the industry folks in town but there are several D-Rock acts partici- pating that are well worth hearing. One of those kats has already received quite a lot of attention and associated accolades as co-founder of Broken Social Scene. The Ajax-reared Brendan Canning has two solo shots at CMW and recently released his second solo album, U Got 2 Chillz. Recorded with fellow Ajacian Steve Singh of the Do Good Assassins, the album is a definite departure from the everything-at-once anthemic epicness of BSS. The record is very much a laid-back affair as if Canning just needed to step out and get back to just himself and his guitar and groove out on some new mel- odies. Canning will be playing at Lee’s Pal- ace Thursday, May 8 with a band that includes Dani Nash as well as Kevin Kane of The Grapes of Wrath. Canning is also opening for Television, heroes of New York 70s rock scene, which released one of the great all-time records, Marquee Moon. Television and Canning are playing the Phoenix Saturday. It’s an early start, 7:30 p.m. Go. Representing Pickering are the Organ Thieves and the Almostly Almighty Trig- ger Happy. The Organ Thieves are play- ing Lee’s Palace on Saturday, May 10 and Trigger Happy is playing Bovine Sex Club Friday May 9. AL of the Trigger Happy says he want- ed to reform the skate-thrash outfit to mark the 20th anniversary of its cas- sette Uncooler, its tour with Bad Brains and its signing to Raw Energy Records. The band broke down in 1999. Not all ex- members were into it, AL says, thus the moniker Almostly Trigger Happy. Just as they were in the planning stages, guitar- ist Mark Gibson died. Metal Mike of the Perfect Gentlemen is joining on guitar. AL says there was another reason for playing CMW, which is something these punks would usually avoid; yet another anniversary. “The only time we played was the HMV Alternative Cafe in March ’94. Mark’s gui- tar broke in half and to take the focus off him I started wrecking the tables,” says AL. “It was really fun and of all people I happened to be standing in front of Mal- colm McLaren (manager of Sex Pistols). I had a copy of our cassette in my pocket so I handed it to him and asked him what did he think? He said, ‘You were very loud’.” The very loud Almostly Trigger Happy will be touring some dates afterward, hit- ting up Montreal and RiotFest in Septem- ber. The Organ Thieves are opening for OFF, which draws members from Black Flag, Burning Brides, Redd Kross and Rock- et from the Crypt. Great lineup and also ‘very loud’ I’m sure. The team announced Monday in a press release that Twohey had “resigned to pursue other opportunities” and would be replaced by Roger Hunt, who spent last season as the team’s assistant GM and assistant coach. Hunt will now be the team’s acting GM, while D.J. Smith and assistant coach Paul McFarland will handle the bench duties alone. “There’s really not much to say about it, to be completely honest,” said Andrew Edwards, the team’s manager of game day operations and media relations, who spoke on behalf of the organization. “It’s his deci- sion. He’s pursuing a different opportunity that he has yet to make aware to us. That’s pretty much all we know about that.” Twohey, 53, was hired by the Generals in April 2012, leaving a job as an amateur scout for the National Hockey League’s Phoenix Coyotes. Prior to that, he spent some 30 years in varying capacities with the Peterborough Petes, including 17 as GM of the club before being let go following the 2010 season. Twohey was responsible for hiring Smith, who has been nominated as OHL coach of the year both seasons he’s been in Oshawa, and won the award this season. With Twohey and Smith at the helm, the Generals finished in third place in the con- ference in 2012-13 and won their first divi- sion or conference title in 23 years this past season, compiling a record of 42-20-0-6. Both seasons ended in playoff sweeps, including recently to the North Bay Battal- ion in the Eastern Conference final after the Generals had swept through the first two rounds. “I’m really proud of what we did, D.J. and I together, and I look forward to watching them. They should be set up pretty good,” Twohey said Monday. “We changed the cul- ture there, I think. It’s a team that’s much more committed to their fitness now. It was a very mature team that handled themselves properly off the ice. We had a really good group of kids there, and that’s the hardest part of it.” The team has undergone significant change under Rocco Tullio, who became a co-owner with John Davies in 2007 and majority owner the following year. Twohey was signed to a four-year deal in 2012, while Smith’s original two-year deal had been extended after his first season to cover the same four years as Twohey’s. New GM for Generals Powers extends junior career Brad Kelly bkelly@durhamregion.com AJAX -- There were a couple of significant differences for Robert Powers at this year’s Dudley Hewitt championship hockey tour- nament. First, and most importantly, his Toronto Lakeshore Patriots emerged as the cham- pions, beating the host Wellington Dukes 2-1 in the final, booking a ticket to the RBC Cup that gets underway Saturday in Ver- non, British Columbia. The last time Pow- ers competed for the Dudley Hewitt it was as a member of the Stouffville Spirit in 2012, coming up short in the final against the Soo Thunderbirds. That was as a 17-year-old rookie. This time, as a 19-year-old veteran, the other major difference was the playoff beard he was able to sport, a little thicker and more filled in than the first time, something he joked about on his Twitter account. The playoff run has been a lengthy one for the Patriots, who won the Ontario Junior Hockey League Buckland Trophy after beating the Aurora Tigers in the sixth game of the best-of-seven final, earning the right to advance to the Dudley Hewitt. Powers, who was traded to Toronto from Stouffville in December, was a key piece to the cham- pionship run. “We’ve got some unbelievable players,” says the Ajax resident of his Patriots. “The thing that makes us so special is we don’t really rely on one line or one defenceman. We rely on all four lines, all six D, both goal- ies played in the Dudley. It’s nice to see the whole team contribute. “That’s what sets this team apart from all the other teams we’ve played. We can keep rolling lines and trust everyone.” The depth of the Patriots was needed this season. The team went 35-12-3-3 in the OJHL regular season, knocking off the Toronto Jr. Canadiens (4-0), North York Rangers (4-1) and Georgetown Raiders (4-0) in the playoffs en route to the final against Aurora. At the Dudley Hewitt, which brings together league champions from the OJHL, Northern Ontario Junior Hockey League and Superior International Junior Hock- ey League as well as the host, the Patriots scored the winning goal midway through the third period of the championship game. For Powers, a Denis O’Connor graduate, he was able to provide a calming influence, having played in the tournament as a rookie with Stouffville. “There’s a lot pressure. There’s a lot of peo- ple. It’s loud. It’s crazy,” says the defence- man. “I tried to help as much as I could to calm guys down. But they are all good play- ers and have been in pressure situations.” At the Royal Bank Cup, the Patriots will begin pursuit of the national Jr. A champi- onship on Saturday against the Dauphin Kings. The week-long round-robin tourna- ment will wrap up Sunday, May 18 with the championship game. When that is all over, Powers will continue his hockey career on scholarship at Robert Morris University in Pennsylvania. “They have been watching me for a while. They’ve followed my junior career all the way up,” he says of committing to the Colo- nials. “They were always really interested and definitely showed the most interest of all the schools I talked to.” Busy week ahead for Ironheads Brad Kelly bkelly@durhamregion.com AJAX -- It’s only the second week of the sea- son, but the next eight days could determine how the rest of the season is going to unfold for the Ajax Ironheads. Because of complications with securing a home floor while renovations and upgrades are completed at the Ajax Community Cen- tre, the Ironheads will be playing five games over an eight-day period, all of them on their home floor. The stretch began last night with them hosting Oakville at 8 p.m. and concludes Wednesday, May 14 against Mississauga at the same time. In between, there are home dates with Gloucester, Nepean and Halton Hills. It’s a tall order to play that many games in such a short time frame this early into the Jr. B lacrosse season. “The next week is crazy for us and we’re playing some really tough teams. We have to be prepared,” said head coach Ron Reed. The Ironheads will enter the stretch with a 1-2 record. After opening the season with an 8-7 victory over Orillia, they have dropped the past two, 9-4 to the Clarington Green Gaels and 12-10 to the Newmarket Saints. Against the Green Gaels, the Ironheads were down 5-0 before getting on the board, and trailed 8-2 after the second period. Jake Gilmour, Thomas Dannecker, Ryan Morri- son and Steven Berger were the goal scorers. “I thought we played pretty well against the Green Gaels in the second half of the game,” said Reed. “It’s almost like they woke up and realized they could play with those guys. Probably some nerves came into play in the first half of the game, but I thought we did well in the second half.” The Ironheads fell behind in Newmarket on Saturday night, down 5-1 early in the sec- ond, rallied to close the gap, but couldn’t pull even, eventually falling 12-10. The game was a spirited affair with lots of goals and penal- ties, the Ironheads ringing 75 and Newmar- ket 97 penalty minutes. “In Newmarket we got into silly penalty problems,” said Reed, who used three call- ups from the Durham West midget team. “I ended up with three of my defensive guys tossed from the game so I really had to rely on my call-ups. It was bad timing for guys to get tossed from the game. “I thought we would have had a better out- come if my guys stayed in the game.” The three players ejected as a result of fights in the second period were Sean Power, Kyle McDermott and Chris Ludwinski. Patrick Morgan had four goals and an assist, while Matt Fountain was next with two goals and two assists. Shane Takahashi, Quinn Wilson, Rowan Kelly and Gilmour had one goal each.
