Scott Murray, coach of the Pickering Dragon Boat Club, said the decision to move this year’s annual Pickering Drag- on Boat Challenge to Marilyn Bell Park in Toronto was made in the interest of fair- ness, but he is hopeful the event will return to Frenchman’s Bay next year. “The main issue for us is the weeds,” he said, pointing to the invasive Eurasian water-milfoil, which thrived in the bay last summer. Phone: 289-624-1611 Mr. Murray compared Dragon boat races to foot races on a track, noting all lanes have to be equal. “Weeds can make paddling difficult. If you think of a track underwater, if one lane has weeds and another one doesn’t, that’s an unfair race course.” This is the 17th annual challenge, and the first to be held outside Pickering. In past years the event has seen registra- tion of up to 100 dragon boat teams, with 22 people per team. “That’s a lot of people that would nor- mally show up, plus spectators, so this is a big loss to the bay,” said Jean Veron- neau of the Pickering Rouge Canoe Club. “We weren’t happy to see it go.” Mr. Veronneau is a member of the new stakeholders group Friends of French- man Bay, which is investigating ways to combat the problem, including the introduction of milfoil weevils and sev- eral chemical solutions. The invasive species is not new to the bay. Eurasian water-milfoil has lain dormant in the waterway for years, but began to take over in 2012 when opti- mal conditions of low water levels and high temperatures combined to boost growth. “By the end of last summer it had become a very serious problem,” Mr. Murray said. The City has committed $30,000 to eradication efforts to help pay for the introduction of milfoil weevils, which would eat the milfoil while leaving domestic plant life untouched. A three-year program to introduce the insects annually could begin as early as May and would cost $115,000. Organiz- ers expect results would be seen within the first year. “What we would like to do is control the milfoil; we’ll never be able to get rid of it completely,” said Jim Dike, of Friends of Frenchman Bay. “If we do nothing this will take over the entire bay and choke out all the natural vegetation.” A final vote on which method to use to tackle the problem will be held at the Friends’ next meeting in May. Whatever they choose, however, it won’t be early enough to keep the drag- on boat races in Pickering. “We’re very disappointed the Drag- on Boat Club made this decision with- out consulting us; we feel some of these concerns could have been mitigated,” Mayor Dave Ryan said of the loss of the event. “There are obviously some econom- ic spin-offs from this event in attracting individuals to the area. We are in discus- sions with the Dragon Boat Club and we are very confident the event will return to Pickering next year.” The Pickering Dragon Boat Challenge will be held at Marilyn Bell Park on June 1 and 2. Weevils were introduced in Lake Scugog in 2009 to combat weeds. That July, 20,000 weevils were added to a small area of the lake and all reports indicate they were successful in reducing the number of weeds. During a tour of the area the follow- ing summer, members of the Scugog Lake Stewards were amazed at how clean the lake was. “It’s amazing, it’s absolutely unbe- lievable. This has exceeded our expecta- tions by 10 or 20 or 100 per cent,” said Jamie Ross, president of the stewards group. Stakeholders, residents and recreational users of Frenchman’s Bay are banding together to fight back against the invading Eurasian water-milfoil, which threatens to limit the use of the bay. “From a boating point of view you can’t really run an outboard in it anymore because the propellers and shafts get all tangled up,” said Jim Dike, a member of the Friends of Frenchman’s Bay committee and former chairman of the waterfront co-ordinating committee. “For safety it makes it hard to run a sailing school or pro- grams like that since you can’t guarantee a safety boat is going to get there quickly.” Jean Veronneau, another committee member and rep- resentative of the Pickering Rouge Canoe Club, agreed. “It will turn the bay into a wetland,” he said. • Eurasian water-milfoil is an aggressive, invasive, rooted aquatic peren- nial plant that is native to Europe, Asia and northern Africa. • It was introduced to North America some- time in the 1940s and has since spread to 45 U.S. states as well as Ontario, Quebec and British Columbia. • The plant forms large mats of floating vegetation that prevent light from reaching native plants, depletes oxygen levels in the water and can create obstacles for recre- ational boating and paddling. • By displacing natural vegetation, water- milfoil can negatively impact fish and wildlife habitat. • Nutrients added to the water during plant decay can increase algae growth and nega- tively affect water quality. In the first incident, a citizen dialled 911 after seeing a vehicle being driven dangerously in the vicinity of Baseline Road and Regional Road 57 at about 9 p.m. April 20, Durham police said. An officer stopped the car and the driver at first complied, then began to pull back onto the road, cops said. The vehicle was stopped again and the driver, arrested on suspicion of drunk driving, was found to be in possession of marijuana. Jason McConnell, 41, of Longworth Avenue in Bowmanville, faces drunk driving and drug charges. He was also charged with failing to wear a seat-belt and having an inval- id licence plate. Hours later at 1:50 a.m. Sunday, cops got a call from a citizen in Whitby who report- ed a vehi- cle swerv- ing in the vicinity of Rossland Road and Cochrane Street. Police caught up to the vehicle and arrested the driver. Gun and Gang Unit officers exe- cuted a search warrant at a residence in the Chapman Drive and Kingston Road area at about 3 p.m. Thursday, Durham police said. They seized a Zoraki blank pistol, a prohibited weap- on that can be adapted to fire bullets. Ajax residents alert cops to domestic assault AJAX -- Witnesses contacted police when a violent domestic disturbance erupted early Friday in Ajax. A man faces several charges relating to the incident, which occurred shortly after 1 a.m. Dur- ham police said a man assaulted his girlfriend and caused damage inside the home, then assaulted the woman again when she escaped the resi- dence. Officers responding to 911 calls from wit- nesses arrested the man. The woman was treated for minor injuries. S., OSHAWA PSW UPGRADINGNOWAVAILABLE Police Employees help cops nab Pickering shoplifting suspects PICKERING -- Store employees helped cops collar shoplifting suspects as they attempted to flee a Pickering pharmacy. Three men have been charged in con- nection with the incident, which unfolded April 10 at a store on Kingston Road near Dixie Road. Durham police said employees watched as suspects shoplifted items, then followed the two men when they left the store. Cops arrived to find workers detaining one suspect while another was quickly apprehended by police. One of the suspects provided a false name but suspicious cops linked him to a theft committed in February in Toronto, police said. A third man, accused of being the driver of a getaway car, was later arrest- ed. Charged are Alireza Taherkhani, 46, of no fixed address; Nader Makvandi- Goodajdar, 52, of Birchmount Road, Toronto, and 23-year-old Roldan Bernard, of Glamorgan Avenue, Toronto. So, Durham Region wants us to report water theft. There would be no theft if the commodity was not so over-priced. We all know that if a product is so over- priced that it is no longer affordable, peo- ple that must have it but can’t afford it will find other means to acquire it. Tobacco and alcohol are two such products priced out of reach of lower income buyers. G.C. I disagree with the letter writer that the teachers’ action in defence of their collec- tive bargaining rights is ‘tiresome’. What I do find tiresome is the attitude of the writer who obviously feels exploit- ed at his work and powerless to do any- thing about it. Instead of being envious, he should organize his private sector col- leagues and get unionized to improve his lot. Harry McAlister, Bowmanville GO expansion welcomed, but long overdue Commuters from west to east in Durham Region will have an easier commute with expanded GO train service starting at the end of June. Provincial and municipal government officials gathered Friday to announce the expanded service -- trains running along the Lakeshore line every 30 minutes, seven days a week -- as part of ongoing govern- ment investments and improvements in mass public transit. The cynical among us might question the timing of expanding GO service in Durham, coming as it does amidst official musings about potential new taxes and tolls in the GTA to fund a billion-dollar transit expan- sion. But Durham’s lakeshore municipali- ties have been seeking such an expansion for years, so this announcement is wel- come, regardless of the climate in which it is being implemented. Expanded train service will drastically improve the movement of people living in Durham into and out of the Toronto city centre, and ease some of traffic gridlock on Hwy. 401 each weekday morning and eve- ning. And making Durham Region more acces- sible through transit will encourage GTA businesses seeking expansion to consider our lakeshore municipalities -- Pickering, Ajax, Whitby, Oshawa and Bowmanville -- more viable and therefore boost local eco- nomic activity. The extended Hwy. 407 through most of Durham Region that is currently under construction will also help position Dur- ham Region more attractively, something that will bear more economic fruit once it is completed. But in the simplest terms, expanded GO train service in Durham will serve every- day residents. Those who commute to Toronto for work on a daily basis will have more flexibility with schedules, and every-half-hour ser- vice will also encourage transit use by residents who only occasionally require trips into the city centre, and who had lit- tle choice in the past but to use their own vehicles because of gaps in service. It would be easy to say this service expan- sion is long overdue -- and it is -- but it is still welcome and will contribute to Dur- ham’s growth and development as an emerging and preferred destination for GTA employers and new residents. We encourage Durham residents to make full use of the new service. It will remove cars from local roads and highways, reduce commute times, and promote economic growth over the long term. -- Metroland Media Group Ltd., Durham Region Division Disturbing details: how much is too much? With the jarring images of the Boston bomb- ing I was reminded of the power a photograph holds in telling a story: that journalists have to wield that power with great care. We watched our television screens as the bombs that rocked Boston exploded: over, and over, and over again. The now iconic images of smoke rising, a runner falling, people rushing to help, treat- ing the wounded, carrying them to waiting ambulances will remain with us forever. One photo served as a reminder of the responsi- bility journalists have in filtering the unending flow of words and images to ensure a story is told accurately, while keeping front and centre what the reader will bear. You saw the image. An ashen man, later identified as Jeff Bauman, being rushed from the scene in a wheelchair. You might have seen the image cropped from chest up by some photo edi- tor, concern on the faces of three people wheeling him to safety. More likely you saw an image cropped slightly differently: at the kneecap. If you looked closely you noticed his left kneecap, fleshy but intact, his right tucked slightly away, raw flesh and a gaping wound. You may have cringed but assumed he was one of the lucky ones, not knowing what lay beneath those kneecaps. If you found your way to web sites that immediately posted unedited photos from the scene, you would have seen the grim reality. I didn’t really want to be out walking. I didn’t even want to be out of the house. I’m not certain the dog did either, but say- ing the word ‘walk?’ to a dog is no different than saying ‘sex?’, ‘beer?’ or ‘NASCAR?’ to most men. It arouses certain neural pathways that have been carved into the brain over mil- lennia, making them fire regardless of any contradictory circumstances, surround- ings or climate. I guess we’re more like dogs than we’d like to admit. I remember being wheeled into an emer- gency ward on a gurney, grimacing in pain and yet still fully able to fondly appreciate the shapely behind of the nurse walking ahead of me. It’s a pathetic but nonetheless impressive evolutionary quality. At any rate, we found ourselves shuffling through the damp, dismal morning, me feeling blue and Owen more than a little off his game, his sniffing suddenly lack- lustre, his leg-lifting desultory. Our usual walk takes us past a local daycare centre where we normally see a number of small children running about, screaming, fall- ing over and otherwise busying themselves with little kid stuff. We don’t normally pay them too much heed. Owen is always a little unnerved by the random, explosive chaos of children and as most of the kids are usually sporting liberal amounts of their latest snack on their faces, I’m wor- ried the two might be a bad combination. A little like setting a mongoose loose in a roomful of snakes. But on this day, as we walked past, there stood a lone child at the fence. He couldn’t have been more than two or three, mum- mified from head to toe in a brown nylon snowsuit, his mittened hands poking mournfully through the chain link. As we came abreast of him he suddenly turned a smile on the two of us that stopped me dead. He beamed at us, is what he did. There’s no other word for it. He took all the fascination, wonder and love his lit- tle three-foot body could muster and he pelted us with it. It was like being hit with a joy gun. His smile, his perfect, guileless, radiant smile, was the essence of pure delight and happiness. And I felt it, right down to my toes. Owen too. He stopped and sat in front of the kid and, and as Dog is my witness, smiled back at him. I have to say I wasn’t in the least surprised by this. Dogs and little children are plugged in in a way that most of us used to be but no lon- ger are. We stood there like that for a maybe a couple of minutes, until one of the child- care workers came and led Junior away from the fence and back inside, still grin- ning over his shoulder as he toddled away. But in the short time that he had freely and easily shared his happiness with us, the day had no longer been grey or cold or misera- ble. I felt only warmth, love and perhaps a new way of looking at things, if only for a while. The average citizen can play an impor- tant role in this process to help prevent a tragic outcome such as the more recent fire in East Gwillimbury. Why was a constable at a burning house at 1:06 a.m.? Just before 1 a.m., while driving west on Finch Avenue, we saw fog ahead. It was actually smoke and burning rubber. At this hour, we knew something wasn’t right. We made a U-turn, went south but quickly realized the smoke was coming from the north. We soon discovered the smoke source was a backyard beyond a high fence running along Finch. We called 911 and reported there was smoke and gave the general loca- tion. There is no road access from Finch directly to the smoking house so we went searching for the exact address. We drove into the neighbourhood until we found the house. It was totally dark inside and out. I approached the house close enough to see the address. At 1:04 a.m. we again called 911 and reported the exact address. We rang the doorbell and honked the car horn while the 911 operator said help was on the way. By 1:06 a.m. we saw the fire truck approach- ing so we flashed our headlights to show the location. Now we could see an orange glow behind the house. The police arrived seconds later and an officer went into the front porch. The rest was up to the trained professionals -- all occupants including pets were rescued from a smoke-filled upper bedroom. We got involved even though other cars had passed through the smoke before us. Our first 911 call allowed help to head towards us. Our second 911 call provided the exact address, thus saving precious time. We spent only 20 minutes of our time but possibly lives were saved. 911 was created for situations like this to allow average citizens to provide information that will give the first responders a better chance to perform their heroic actions. -- Eric Norris and his wife, Brenda, have been Pickering residents for more than 15 years. For the Town of Ajax, it’s not hope but a certainty, as the slots have made big money for the municipality. To the end of 2012, Ajax has received $38.3 mil- lion as its share of slots revenue. About $4 million was returned to the Ontario Lottery and Gaming corporation, which had lent Ajax money to construct Alex- ander’s Crossing, the road leading to the casino. And, once the Town knew it was get- ting slots revenue as the host commu- nity, a plan was developed for how the money would be used. The money is allocated to three areas -- infrastructure needs, debt reduction and grants. “We made a very conscious decision in our minds right away,” said Ajax direc- tor of finance, Rob Ford. “The money would be used for future capital projects and not for the day-to-day operating.” He noted one municipality that had an OLG gaming facility was “putting money toward the bottom line.” However, when the facility was closed, the municipality had to make up that money. “It’s too much of a risk,” Mr. Ford said. Ward 4 local Councillor Pat Brown said she has heard “over and over again” people asking why the slots money isn’t used to lower or eliminate tax increases. “When I explain to them that it’s not guaranteed money. If we put it into oper- ations, then we would have to increase taxes to maintain services we have pres- ently.” She questioned what would happen if slots money went to the bottom line, but then “What if it ever falls below the margin or stops? That’s a real probabil- ity right now. We would have to increase taxes to make it up.” Fifty per cent of the money goes into the infrastructure reserve, which is used “mainly for roads, a much lesser extent to trails and economic development.” Mr. Ford noted four projects which were well down the list the Town want- ed to do have been done. “The Audley Recreation Centre, we’re using slots money to decrease the debt by $5 million.” Some projects are being done five or six years earlier than they would have been undertaken. By using matching funds from the fed- eral and provincial infrastructure pro- grams, the Town was able to realign Fairall Street. “It was on our horizon, but it was prob- ably 10 to 15 years out.” Other projects include reconstruction of Old Kingston Road, extending Com- mercial Avenue south from Hunt Street to Bayly Street, and the $2-million exten- sion of Kerrison Drive. “Those are projects we would have eventually done, wait many, many years or have a big tax increase to get them done.” One project the Town undertook was putting water and sewer infrastruc- ture for the employment lands roughly bounded by Hwy. 2 between Harwood Avenue and Audley Road. That cost $1 million and the Town will recoup the money when the lands are developed. The revenue Ajax has been receiving has caught the eyes of Pickering and Whitby officials, who are looking to get a share of or all of the slots revenue. Ajax offered Whitby 15 per cent of the revenue, but was turned down. Whitby is hoping to get a casino of its own and all the revenue. Pickering, Ajax and Whitby have been put into one zone by the OLG, with one gaming site per zone. It will be up to the new operator to decide where the site will be. Slots have been good for Ajax’s bottom line Ajax gets more money AJAX -- The latest installment in the slots money Ajax receives for hosting a casino is in the Town’s bank account. Ajax received the fourth-quarter payment of $1,666,628 from the Ontar- io Lottery and Gaming Corporation last Friday. Since the OLG Slots at Ajax Downs opened in 2006, the Town has received almost $40 million in non-tax gaming revenue. On April 16, Grade 6 students from Holy Redeemer Catholic School spent the day at Brock- ridge Park on the banks of Duf- fin’s Creek, cleaning litter from the waterway before releasing 300 Atlantic salmon yearlings into the water as part of the Bring Back the Salmon rehabili- tation program. “I’ve never seen that much garbage in my life, I was expect- ing to find way less,” said Veron- ica Ibrahim, 11, noting she and her classmate Lovisa Eskandar, also 11, were shocked to find items including underwear and an old laundry basket. “I never throw garbage on the ground, I didn’t know so many people litter,” Lovisa said, not- ing she was excited to help clean up the creek for the new salmon. “I don’t want them to be extinct so it’s good to clean out the creek and good for the environment.” Chris Robinson, coordinator of the Atlantic salmon restora- tion program for the Ontario Federation of Anglers and Hunt- ers, said Duffin’s Creek is one of only a few Ontario waterways suitable for the fish, which were native to the area before being wiped out by habitat decline in the 19th century. “Before restoration efforts began in the 1960s, native salmon hadn’t been seen since 1898,” he explained, noting ini- tial efforts reintroduced Pacific salmon such as Chinook and Coho rather than Atlantic salm- on, which are especially sensi- tive to the environment. Since 2006 the OFAH, in part- nership with the Toronto and Region Conservation Author- ity, has been restoring area water habitats to sustain yearly releases of Atlantic salmon. They have released about 20,000 fish in Duffin’s Creek since March. “We chose some of the best rivers we have in the province going into Lake Ontario for this project, and Duffin’s Creek is one of them,” Mr. Robinson said. He cited cool waters in the upper system among Picker- ing’s federal lands, increasing tree cover throughout the sys- tem and the re-emergence of rocks within the creek as sand and other debris have been washed out. “We eventually do want these salmon to be self-sustaining so we will be setting up new equip- ment to monitor adults coming back,” Mr. Robinson continued. “It’s an important environ- mental good we’re doing by bringing back a species that was wiped out through no fault of its own. By bringing back a top predator we’re restoring the Lake Ontario ecosystem. Mak- ing rivers healthy for salmon is also going to be really healthy for us.” In addition to the environ- mental benefits, the program offered a thrilling opportunity for students. At a meeting on April 22, council voted to endorse a request from advo- cacy group Fair Hospital Parking Charg- es, asking the Province to cap parking charges at Ontario hospitals to a fair rate. “Parking is a service and it should be cost-recovery,” said Councillor Kevin Ashe. “I have no problem with cost recov- ery, I don’t think the hospital should be subsidizing people visiting, but they shouldn’t be profiting from it either. This isn’t about not supporting our hospitals, we all support the hospital, it’s about fairness for our residents and fairness for patients.” David Brazeau, director of public affairs for Rouge Valley Health System, was at the meeting to deliver the annual Rouge Valley Ajax and Pickering hospital update. He said RVHS generates about $4.5 million annually from parking charges at its two hospital sites, which goes toward medical equipment purchases and facil- ity upgrades. “An MRI is a fascinating thing to fundraise for, while a boiler, electrical upgrades or parking lot improvements are not so much, so we tend to invest in our facilities with that money,” he explained. “We have capital needs of about $10 million per year so there’s still a shortfall there.” Coun. Peter Rodrigues offered reluc- tant support to the request, noting it’s a problematic issue that needs more study. “Not everybody can afford parking, but then we’ve got other people who can afford to pay and we’re losing out on an opportunity to get some revenue since it actually goes to people’s health care and hospital system needs,” he said. Coun. Doug Dickerson disagreed, pointing out the request didn’t ask for parking charg- es to be revoked, but to be capped. “This motion isn’t killing funding alto- gether, it’s simply bringing it down to a reasonable level,” he said. “We all know that no matter how much we raise for hospitals, their appetite for dollars is insatiable. There’s never been enough money printed that could satisfy hospitals.” For hospitals, any decrease in revenue from parking would be a significant loss. “We’re talking about parking more than anything, so it’s something we know is important but it’s also some- thing we know we need to charge for,” Mr. Brazeau explained. “That’s because $4.5 million represents something really important to patients and residents of this community.” Durham Region watching for water snatchers BoBBy Perritt-Moungaloa bperritt@durhamregion.com OSHAWA -- This summer, Durham Region is asking residents to keep an eye out for thieves taking water from fire hydrants. Director of environmental services John Presta said people who take water from hydrants are residents who want water for swimming pools or contractors in rural areas using water for landscap- ing or construction sites. Hydrants are meant to open only with licensed wrenches; however, thieves seem to have found alternate methods. “A few years ago we had caught ille- gal thefts at hydrants. Rivalry wins over brotherly love Ryan Saatz heads to western New York for junior college baseball AL RIVETT arivett@durhamregion.com PICKERING -- It was not the easiest choice for Pickering’s Ryan Saatz to make -- where to study and play baseball south of the bor- der. On one hand, he was drawn to play at Erie County Community College where his brother Steven just finished his freshman stint as a first baseman/pitcher and is in the physical education program there. Meanwhile, Ryan also had another offer to study and play at Niagara County Commu- nity College (NCCC) in Sanborn, New York, which is ranked in the top three of commu- nity college baseball in the U.S. Ironically, NCCC is a chief rival of Erie. Would he choose brotherly togetherness or sibling rivalry? As it happened, rivalry won out and Ryan –– a six-foot-five, 240-pound power hitting first baseman -- will make his plate appear- ance for the NCCC Thunder Wolves next season and, at some point, he’ll be in oppos- ing dugouts in games against his brother Steven during the course of next season. Moreover, he’s excited and content with his decision. “It was tough to turn (Erie) down, but I think Niagara was the right fit to further my baseball career and also my education,” said Ryan, 17, who, like his brother, will study physical education at Niagara. It didn’t hurt that NCCC is currently a junior college powerhouse on the diamond in the states, said Ryan. “It’s one of the top baseball schools to go to.” A member of the Ajax-based Ontario Pros- pects organization since Grade 9, Ryan says the tutelage of former big leaguers Rob and Rich Butler, along with Darryl Reid, Chris Kemlo and Todd Campbell, proved invalu- able to him on his path. As well, attending U.S. showcase tournaments with the Ontar- io Prospects helped him get noticed by U.S. colleges. “They did a lot for me,” said Ryan of his Ontario Prospects coaches. In fact, a U.S. showcase event where the Ontario Prospects played last season was scouted by NCCC coach Matt Clinger- smith. “I got an e-mail from coach Clingersmith inviting me to come down to the school. I took a trip there and he asked me to sign with the school and I accepted it,” said Ryan. Campbell, who’s also with the Ajax-based Home Run Baseball Academy, says the Pine Ridge Secondary School graduate will fit in well under coach Clingersmith with the NCCC, which plays in the Western New York Athletic Conference. Clingersmith “expects Ryan to add tre- mendous value to his program and antici- pates Ryan to see ample at bats as a fresh- man,” said Campbell. Although it wasn’t his overriding concern when choosing a college for baseball and study, Ryan says it’s certainly a bonus to be close to home.
