See Guest Services for full details. 8AMOPENING Revenues can no longer decrease under new agreement Tara HaTHerly thatherly@durhamregion.com AJAX -- Ajax residents can breathe a sigh of relief, now that the Town has a new, more lucrative, revenue-shar- ing agreement with OLG Slots at Ajax Downs. The contract with the Ontario Lottery and Gaming Corporation was approved by Ajax council Nov. 12, and takes effect April 1, 2013. Ajax treasurer Rob Ford said the Town is pleased with the arrangement. “(It’s) a much, much better agreement for sure,” he said. “OLG lived up to their commitment that we would not see a loss of revenue and, in fact, we’ve actually seen, based on the estimated revenues for the next year, about $180,000 increase.” He noted the new agreement removed a clause that could have reduced Ajax’s future share of proceeds. “Our revenue’s no longer tied to the number of (slot) machines ... There’s no risk of our revenues going down if the number of slots was to be increased. That’s a very positive change,” he said. “Under the old agreement, if you increase the number of (slot) machines, your percentages actually dropped. So you could, theoretically, if there wasn’t enough addi- tional revenue from the additional machines, you could actually see a drop in your total revenue. We had never experienced that, but other municipalities had.” The other change to the agreement promises a year’s notice if the Province ever decides to shutter the facil- ity. On March 12, OLG announced it was changing the fee structure for municipalities hosting OLG Slots, along with several other proposals meant to increase Ontar- io’s gaming revenue, including turning operation of its slots facilities over to the private sector. As part of those efforts, OLG is looking to establish privately operated casinos in 29 zones in Ontario, one of which covers the Ajax, Pickering and Whitby area. Only one gaming facility will be permitted in each zone, meaning OLG Slots at Ajax Downs would close if a casi- Ajax gets new, more lucrative sharing agreement with OLG Slots no was located elsewhere in the zone. Ajax has told OLG it’s will- ing to host the casino at Ajax Downs. A decision from the Prov- ince is pending. Mr. Ford noted the new agreement details that only revenue from slots, not other forms of gaming, will be shared with host municipalities. “OLG has explained to us there’s a couple reasons for that,” he said. “One is that the gaming tended to be a much more labour intensive activity for them to run, so their abilities to pay us any revenues from that is more difficult, but they also look at gaming as being a natural spinoff into the slots.” OLG Slots at Ajax Downs is Ontario’s second-most profitable gaming facility. Since it opened on Feb. 28, 2006, the facility has provided Ajax with more than $37 million in untaxed gaming revenue. Based on OLG estimates, during the first year of the new agreement, Ajax will add almost $7 million to that total. While they’ve been creating detailed Christmas displays for the last 15 years, this will be the fourth year the family is collect- ing donations for the Salvation Army. “It’s great because it’s fun for us to do the lights and celebrate Christmas, and the Sal- vation Army always needs food,” Ms. Wil- liams said, noting the collection drive has been very successful. “The food bins are usually full every night, it’s a great cause.” The annual event is a boon to the Salva- tion Army, which uses the donations to make it through months that traditionally see lower donations. “Christmas is a big time for donations and that really helps take us through the leaner months of the new year and into the spring months,” said Isobel Wagner, direc- tor of family services for the Ajax/Pickering Salvation Army. “It’s really a fantastic operation the Wil- liams family has, and I understand her neighbour collects donations for St. Paul’s- on-the-Hill Food Bank, so it’s a great com- munity initiative. These donations help us for months.” The Salvation Army helps about 4,000 people in the area annually through its House of Hope food bank. It also provides Christmas hampers for about 400 families every year. The Williams family will be hosting a lighting celebration on Dec. 2 at 6 p.m. at their home at 1285 Ilona Park Rd. The Sal- vation Army band will be performing and donations of non-perishable food or cash will be accepted. A donation bin will also be on site at the home throughout Decem- ber for food donations. Representatives of PFLAG Can- ada Durham were on hand at a council meeting on Nov. 19 to ask councillors and residents of the city to join their gender neu- tral bathroom challenge, which is challenging people to use only gender neutral washrooms dur- ing November, and report back to PFLAG to let people know where such facilities are located. “Our society has not kept up with the views of others,” said Kim Dowds, a representative of PFLAG Durham, noting that someone who identifies as a man, but looks like a woman on the outside, would receive funny looks and possibly even derogatory com- ments or behaviour if they walked into a male washroom. “A lot of people who like to be able to use the gendered wash- rooms of their choosing can’t because of harassment or safety issues,” she said. “A gender neutral facility gives them the opportunity to go in a safe space.” Ms. Dowds noted that many places already have a gender neu- tral washroom in the form of a separate disabled or family wash- room, which could be labeled as gender neutral with some easy signage changes. The purpose of the washroom challenge is to raise awareness of the issues faced by transgender residents, and encourage more public facilities to install gender neutral washrooms. Ms. Dowds noted that while City Hall didn’t have a separate private washroom, it could easily designate one floor gender neutral by removing gen- dered washroom signs in order to create a safe space for transgender staff or residents. Councillor Doug Dickerson pointed out that adding new, or retrofitting existing, washroom facilities could cost up to $60,000. “There’s something called cost that has to be borne in mind as well as practicalities and necessi- ties,” he said. Ms. Dowds noted that the issue is complex, but the washroom challenge is just one tool aimed at creating awareness, not an end solution. “This isn’t an easy answer, it’s not simple,” Ms. Dowds explained. “I don’t like to spend taxpayer money and sometimes it is just as simple as changing a sign but there is some education that’s going to have to be involved too. Readers who follow the Toronto media know the mayor of that city is in hot water and on trial for libel. And while the trial is surely a headache for the mayor, few people following the case expect to be in a similar situation. In the simplest terms, libel is a published false statement that damages someone’s reputation. The published aspect of it means that it was usually newspa- pers or people quoted in newspapers that would the subject of libel lawsuits. But all that has changed with the Internet and the free use of social media. If you put something up on the Internet, it meets the test of being published. Even if it’s a Facebook post, or as one case in the UK is showing, a retweet on Twitter. Given that Canadian libel laws are based on the Brit- ish system, it would not be impossible to expect a similar case here. It started with a BBC report alleging a Tory politician was a child molester. The BBC did not name names and ultimately retracted the report and ended up paying what amounts to just shy of $300,000 Canadian in damages. However, when the report sur- faced, not only did people share the news on Twitter, but they attached the name of the politician. According to reports as many as 10,000 people are facing lawsuits, 1,000 of them for their tweets and 9,000 for re-tweets. The people tweeting the accusation ranged from celebrities with thousands of followers to regular folks with just dozens. Likely most of the tweeters will simply be asked to apologize to the politician, but the more prominent ones may face financial sanctions. But what are the chances a regular person reading this column could get sued for libel? Our editors remove potentially libelous comments from our website on a daily basis. Now, on the one hand we are protecting ourselves, as much as our readers, because if someone were to sue, they would go after both the newspaper and the commenter. At the same time, if said commenter made similar claims on Face- book or a blog, they’d be on their own. I can think of a number of Facebook comments I’ve seen recently from people accusing local politicians of corruption and worse in ways that go well beyond fair comment. And I’ve seen their friends sharing those very posts. An accusation of corruption is exactly what landed Rob Ford in court and it could happen to anyone who makes similar claims on Facebook without ironclad facts to back up the accusations. -- Reka Szekely’s social media column appears every second Thursday in this space. Phil Frampton, president of the Pickering Soccer Club, outlined a business plan for the project to Pickering councillors at council’s executive committee meeting last week, cit- ing the long-standing need for such a facility. “As the club continues to grow in both the recreation and competitive environments the need for local, high-quality facilities avail- able all year round has grown stronger every year,” Mr. Frampton explained, noting club members now travel to facilities in Toronto, Oshawa and Whitby. “This facility is intended to provide the city’s youth and adult residents with year- round athletic facilities focusing mostly on developing soccer players but also meeting the requirements for other sports including Frisbee, lacrosse, rugby and golf,” he said. Slated for 1955 Clements Rd., at Squires Beach Road in southeastern Pickering, it would include a full-size soccer pitch under an air-supported dome, which could be split into quarters for different activities, and attached change rooms, meeting rooms and administration facilities for the club. Music to the ears of councillors, and espe- cially Pickering ratepayers, is that the roughly $5-million facility won’t cost the City a cent in construction or operating costs. The plan is for the City to fund it through debentures with the Region of Durham, to be repaid over 15 years by the PSC, with the latter also cov- ering annual operating costs. Staff at the City believes there will be no impact on the City’s property tax levy. Soccer, once thought of as a European sport somewhat alien to Canada, is now the most popular organized sport for kids ages five to 14 years, according to Statistics Canada. In fact, between 1992 and 2005, the percent- age of kids who regularly took part in soccer rose from 12 to 20 per cent. During the same period, participation by kids in sports such as baseball fell significantly. And hockey? It dipped slightly, from 12 to 11 per cent. Pickering residents are fortunate to have an excellent club in the PSC. For almost 30 years it has offered competitive, recreational, all- star, adult and special needs programs. It’s well organized and its coaches are dedicated and great with young people, some of whom receive scholarships and can trace the roots of their professional careers to their time with the PSC. The onset of type 2 diabetes may be prevented or delayed through increased physical activity, healthy eating and weight loss. Taking these steps now can lead to a healthier future. There are six DEPs in Durham Region: Brock Community Health Centre; Ajax Pickering Rouge Valley Hos- pital; Uxbridge Cottage Hospital; Lakeridge Health (Whitby, Port Perry, Courtice sites); Oshawa Community Health Centre; and the Charles H. Best Centre (type 1 diabetes only). All of these sites can be accessed via the regional referral form (found at www. drdn.ca). Other healthcare professionals can also assist patients with a long-term, health plan to live a strong and healthy life with diabetes. These include your local pharmacist, social workers, family doctors, endocrinologists and other specialists, and peer/friend support through local support groups and community organizations. The Durham Region Diabetes Network (DRDN) has developed a coordinated system of prevention, management and treatment of diabetes that meets the needs of clients liv- ing with diabetes, their families and caregiv- ers, and those at risk of developing diabetes in Durham Region. He was taken for vet- erinary attention, shaved to remove the mats that covered his body, given medication for his pain and received major dental surgery. He has now recovered for the most part but still is nervous around new people. He is mostly deaf, partially blind and requires medication for a thyroid condition. He is great with other dogs. The founder of Oshawa’s Cuddly Cats Rescue and Sanctuary has had to stop taking in unwanted felines since her charity is at capacity, and its debt keeps climbing. This Oshawa homeopath works her full-time job plus part- time work, and 80 per cent of her total income goes toward the cats she rescues. She recently took out a $30,000 loan to pay off some of the charity’s debt -- mostly vet costs. She gets anywhere from seven to 20 calls a week from people wanting to abandon their pets. There are currently 87 cats spread out among the chari- ty’s foster homes, and it wasn’t an easy decision to stop tak- ing in cats until the debt is mostly paid off -- especially with the phone calls she gets from irresponsible pet owners. One threatened to drown a mother cat and her kittens last week if she didn’t take them in. “It tortures me for days afterward,” she said. The charity hosts fundraisers, but while some do support the charity, Jackie finds others just see another place to dump off their unwanted cats. After the fall fundraiser, she found a box of cold and wet cats that would have lost their lives if she hadn’t come home. “All the money we raised at the Fall Funfest was used on those cats,” she said. Jackie’s goal is to open a large facility that can take in 800 to 1,000 cats (reflecting the 856 that were euthanized in 2011 by Oshawa Animal Services). “We don’t want to ever see a cat euthanized that doesn’t need to be euthanized,” she said. I confess I’d hardly noticed, living in the city with all our people noises, the trucks, trains and garden toys. But I finally got out of town and up to the family farm in Haliburton County this week, and was struck at once by how quiet the world is, now that the birds have gone. Sure, there’s the distant throaty croaking of a raven, occasion- al chip notes of intriguing winter finches flying overhead, and some- times the far-off barking of a dog. But so much of nature is silent this time of year, so many of the beauties quiet ones. Like milkweed seeds. My hus- band and I were heading off on the tractor to cut firewood at the edge of the old hayfield when we drove by a patch of milkweed stalks, the pods cracked open and spilling their downy contents. The breeze of our passing sent a whole cloud of silky globes floating up around us, gleaming in the sun. It was a magical moment. Temperatures dropped overnight and coated the ground with frost. When the sun peeked over the hills the next morning it set off sparkles every- where, in a rainbow of colours -- blue, green, red, gold. For long minutes the whole world was aglit- ter, until the warming rays melted the diamonds, all done in perfect silence. My feet crunched on fallen leaves as I took a walk to the sugar bush in between hauling wood to the barn, but otherwise all was quiet, until I heard the tap-tapping of a woodpecker. Glancing around, I noticed fresh chips scattered at the base of a big old maple stub, and guessed a pileated wood- pecker was at work. As I slowly circled, staring upward, it became clear that the bird was inside the trunk, hollowing out a cavity. It would tap for a minute, then pause to toss beakfuls of shavings into the breeze. Yep, a pileated, I decided, spotting a big round entrance hole near the top, large enough for this crow-sized bird to squeeze through. I held my breath in wonder as a red-tailed hawk circled past just then on silent wings, right overhead. I wouldn’t have noticed if I hadn’t been staring upward. Finally I spotted the excavator, poking its head from a second hole higher up -- and was surprised to find it was a red-breasted nuthatch, a small fraction the size of the bird I was expecting. Was it cleaning up an old nesting cavity for a snug winter roosting site? I shook my head and wondered. Sunset was silent, of course, a swath of pink edg- ing a strip of clouds in the west as we headed in with our final load of wood, while a crescent moon hung above us, silver, silent and serene. Like any coach, he feels his team has deserved a better fate, letting some points slip by that they could have earned. But overall, his Ontario Junior Hockey League club is right about where he expected it to be 26 games into a 55-game season. “Are we underachieving? Over- achieving? I think we’re sort of where we expected,” he said. There have been some highlights, a three-game winning streak earlier this month that was part of a bigger four wins in five games stretch. But that was equalled by a low moment, a seven- game losing streak that stretched from Oct. 12 to Oct. 26. And currently, the Panthers are in a three-game losing streak, hoping to snap that when they head to Cobourg to face the Cougars on Saturday night. Galati has been impressed with a few players who have stepped up their game and taken on a leadership role for his hockey club, including his younger brother Matt, Andrew McCa- nn and Aiden Wallace, who form the team’s top line most nights. He added defenceman Cody Doiron to the group that has surprised. In goal, Spencer Bacon and CJ Sharp have had their shining moments, but have also struggled at times, resulting in the Panthers allowing the most goals against (108) among the 10 teams in the North Division. Heading into the weekend, the Pan- thers are three points back of Lindsay for the eighth and final playoff spot, but the Muskies have four games in hand. Qualifying for the playoffs is the target heading into the second half of the season. “We want to make the playoffs,” said Galati. “This conference is so tight, you have one good weekend and you can go from last to third. But if you have a bad weekend, you can do the oppo- site. “It’s so tight, I think it’s going to come down to the last month. We’re gearing up for a good run.” The Panthers have nine games remaining until Christmas, and Gala- ti will use those games as a gauge to determine whether to push for a play- off spot with some trades or to start thinking ahead to next year, making some of the older players available. “We’ll know by Christmas if we are buyers or sellers,” he said. “Hopeful- ly we’re buyers. This is a good group of kids and I think we can do this. While the results may suggest that to be the case after they split two games, winning Sat- urday and losing Sunday, moving their record to an even 3-3, for coach Larry Blunt it was a much different experience than any they’ve had early in this NBL Canada season. After collecting a 105-97 over the Sum- merside Storm Saturday night at the General Motors Centre, the Power caught very little, if any, shut-eye before boarding a flight to New Brunswick where they faced the Moncton Mir- acles in a Sunday afternoon tilt. Predictably that game didn’t go as well as the previous night, with the Power coming out on the wrong end of a 114-98 loss. Blunt said the whirlwind trip was valuable for his team, how- ever. “It was a great opportunity and experience for our guys, a great character-building expe- rience for us,” Blunt said from a hotel in New Brunswick as the team remained out east in preparation for tonight’s game against the St. John Mill Rats. “A lot of the guys didn’t even close their eyes after we played. We left the hotel at about three o’clock to make a 7 a.m. flight and a lot of them stayed up through the flight. “I think our guys, they learned a lot from that experience. Hopefully it won’t be as tough or as challenging next time with the travel.” Collectively, the quick turnaround did take its toll on the Power as they fell behind 37-23 after one quarter and 76-49 at the half. But for one player, guard Nick Okorie, he seemed to thrive, going off for 31 points on 12 of 21 shoot- ing to lead the way. Being the main man in charge for the Power seems to be a role the Houston native is grow- ing into, thanks in part to his skill and a little urging from the coaching staff. “Nick’s a very talented young man who can score in a lot of different ways. He can run them off in bunches and we’ve been challeng- ing him to continue to be a leader and to facili- tate,” Blunt said of Okorie, who leads the club in scoring at 16.2 points a game. “He’s been good for us.” Meanwhile, when the Power meet the Mill Rats Thursday, the likes of Amani Daanish and Jushay Rocket, the team’s top two leading rebounders on the front line, will play a large part in determining the outcome. “They rebound really well, so that’s an area where we’re really going to have to challenge ourselves,” Blunt said. “I think that will kind of tell the tale.
