A new report from Region staff recom- mends striking an ad hoc committee -- chaired by Regional Chairman Roger Anderson and made up of Durham’s eight mayors -- to suggest changes to the rules of procedure. At the Sept. 11 finance and adminis- tration committee meeting, politicians asked whether the committee would focus strictly on procedure, or veer off into political territory such as the chair- man’s staffing requirements or overall powers. “In fairness the rules aren’t going to change that much. Other than you’re going to have a very powerful person sit- ting in that chair, the rules are the rules,” Mr. Anderson said. “I’m not seeing anything sinister in this, it’s just getting the rules in place,” said Oshawa Councillor Nancy Dia- mond. “Mayors and chairs would have the experience to know what will work and what will not work ... this would be them commenting on technicali- ties.” Pickering Council- lor Jennifer O’Connell suggested the ad hoc committee should also include four members of the public, pointing to the success of a citizens’ committee in Pickering that looked at councillors’ sal- aries. “Having the public component is incredibly important,” she said. Politicians ended up referring the issue back to staff for clarification on exactly what the ad hoc committee would be responsible for. On April 4 regional council voted 24-2 to pass a bylaw that changes the method of selecting the chairman, from appoint- ment by council to direct election by the public. The switch is expected to generate a range of changes. For example, under the current model, the chairman rarely votes at council -- if he does it’s typically to break a tie. An elected chairman would likely vote on every matter before council. Electing a chairman would also create $40,000 to $50,000 in new costs for the Region related to advertising, election night resources and a compliance audit committee. If approved, the ad hoc commit- tee would report back to council in the spring of 2013. The next municipal election is Oct. 27, 2014, with nominations set to open Jan. 1, 2014. The Putting Students First Act requires school boards and local teacher and support staff units to accept contract agree- ments similar to the memoran- dum of understanding between the government and the Ontar- io English Catholic Teachers’ Association that was signed in July. Neither the Elementary Teachers’ Federation of Ontar- io nor the Ontario Second- ary School Teachers’ Federa- tion have signed MOUs. And although OECTA did agree on the MOU with the Province in July, a number of local unions haven’t signed new contracts, including the Durham chapter. The Act includes a wage freeze, except for grid move- ment, in 2012-13 and 2013-14; a 1.5 -cent pay cut in the form of three unpaid professional development days; eliminating payment for unused sick days; and cutting sick days from 20 to 10. The Liberals believe The Put- ting Students First Act will save the Province $2 billion, and will avert an expenditure of $473 million. But unions plan to challenge the ruling in superior court and other ways. “Given this extraordinary and unwarranted legislation, we are advising our members to ‘take a pause’ on the voluntary activi- ties they undertake in schools,” said Sam Hammond, ETFO president, in a press release. “While they will remain focused on teaching students and ensuring student safety, teachers and other educational professionals will need to con- sider very carefully what they can afford to do outside of their instructional responsibilities.” The ETFO is also introducing ‘McGuinty Mondays’ in protest of the legislation, which urges teachers and education pro- fessionals not to participate in school-based or system level meetings of any kind nor par- ticipate in regional Ministry meetings on Mondays for the foreseeable future. “We do not take this action light- ly,” said Mr. Hammond. “Ontar- ians and the govern- ment need to know that you cannot take away the democratic rights of working people simply to ful- fill a political party’s agenda or ideology.” du r h a m r e g i o n . c o m Ne w s A d v e r t i s e r • Se p t e m b e r 1 3 , 2 0 1 2 4 AP LOWEST PRICE EVER!! It’s the 19th year for the Great Canadian Shoreline Cleanup, a national event which encourages Canadians to help tidy up their local shorelines. The City of Pickering is joining forces with the Toronto and Region Conservation Authority to host a cleanup along the shores of Lake Ontario at Frenchman’s Bay. On Sept. 15, from 10 a.m. to noon, residents are invited to help clean litter at Rotary French- man’s Bay West Park. The City is encouraging residents, busi- nesses and community groups to get involved and provide supplies. From the Rouge River to Duffins Creek, Pickering’s shoreline attracts thousands of residents and visitors every year, with gems such as the Petticoat Creek Conservation Area, Alex Robertson Park and, of course, Frenchman’s Bay. It’s a source of pride for the community and one we all have an interest in preserving. If you think your contribution won’t make much of a difference, think again, as the 2011 national shoreline cleanup stats are astounding: tens of thousands of Canadi- ans cleaned up 3,144 kilometres of shore- line from Victoria to St. John’s, collecting 143,737 kilograms of trash, according to shorelinecleanup.ca. It’s said that many hands make the work light and that certainly applies to this ini- tiative. If you’re wondering, and we were, the top five litter items were cigarette butts (351,238), food wrappers (110,018), plastic bags (71,200), caps and lids (65,220) and plastic drink bottles (30,308). As shoreline.ca states, beyond the aes- thetics, some trash, such as sharp glass and plastic, can be dangerous. Others, like ciga- rette butts, leach chemicals into our water- ways which can wind up in our drinking water. Six-pack plastic rings are hazards for birds. Many local groups have already staked out a spot to clean up. But most locations are in need of participants and co-ordina- tors to make the day a success. Perhaps get the kids involved and make it a family out- ing. And remember, we’re not just taking about the Lake Ontario shoreline, but also the city’s creeks. Most of all, stash your trash when you’re near water, in the woods or anywhere for that matter. Smokers, it’s easy to take the butt home with you, so why don’t you? Right now for me it’s that Korean song, Gangnam Style, by rapper Psy, released during the summer and popularized on YouTube. It’s a bit odd given I don’t have a clue what the lyr- ics are saying. Gangnam is apparently a posh part of Seoul so Gangnam Style is the Korean equivalent of swag. But it’s not just a song with an insanely catchy beat, there’s a dance, too, which is surely coming to a wedding near you. There’s also YouTube parodies and animated gifs captured from the video that I could use if I ever wanted to obsessive- ly blog about my life on LiveJournal. That means it’s obtained online meme (rhymes with beam) status. According to the dictionary, a meme is “an idea, behaviour, style, or usage that spreads from person to person within a culture.” Or, as I like to explain it: you know that thing online going around. There’s even a website with Wikipedia-like entries on popular memes called knowyour- meme.com. Apparently, there’s all kinds of evolutionary reasons for the exis- tence of memes and people have complicated theories about why they’re part of culture. Me? I’m happy to ignore them in favour of checking out the latest LOLCats, those adorable images of cats stamped with text speak you may have had mass e-mailed to you by a distant relative or spammed on Face- book. Memes have a lot in common with trends and fads; it seems like everyone’s talking about them and then they fade away. Kinda like when you watch an episode of The Simpsons from the early ’90s and remember back to when every kid was running around yelling “eat my shorts” or “don’t have a cow man.” The Internet is a fertile breeding ground for this kind of thing, so there are literally thousands of memes floating around at any given time. The point of a meme is to amuse us or cheer us up though it has no practical value to our lives. Knowing about a grumpy unicorn named Charlie, a classic YouTube video, doesn’t help us get a job, learn some- thing useful or contribute to our community. As for Gangnam Style, you know it’s made it when it appears on Ellen with Britney Spears learning the wacky dance. In past weeks a number of readers have reported great swarms rising above trees in undulating waves, and have wondered what was going on. Ants mating is the answer. Late summer is breeding time for many insects. Ant colonies produce winged males and females, which when the weather is right, take to the air in a fre- netic dance, often gathering over the highest point of land. Ants aren’t the only insects to step out of character when mating. Glenn Coady, a neighbour, came over to report on a bee phenomenon in his yard. My husband and I checked it out and found hundreds of small bees swarming low over a patch of sparse lawn near the front of his house, so many you could hear their wings humming. It gave ‘what’s the buzz?’ new meaning. While they seemed to be flying aimlessly about, we realized some were landing and crawling down into holes in the soil. I noticed furry striped yellowish bees, some with bright yellow packs of pollen on their hind legs. But most were dark and not furry...the males? “Long-horned bees,” announced wildlife artist David Wysotski of Whitby when he arrived a few hours later. Dennis had phoned him, knowing he would be interested in this unusual bee behaviour, and likely able to shed light on what was happening. Illustrating a poster on bees several years ago triggered an ongoing interest for David. Sure enough, he was able to identify the fuzzy ones -- a species of digger bees, solitary insects that often collaborate in excavating tun- nels leading to individual nesting chambers where each female lays her own eggs. But studying the many detailed photos he snapped told David another part of the story. The non-furry individuals swarming about Glenn’s yard were cuckoo bees, females of which crawl into a half-completed brood cell and hide their own egg. When the cell is completed, packed with pollen for the digger bee’s offspring, the cuckoo bee larva hatches and takes over, dispatching the rival and eating all the pollen. “Kleptoparasitic” is a gruesome new word for my vocabulary. Talking with David gave me a great idea for Christmas presents for all the gardeners in my family: Attracting Native Pollinators, a Xerc- es Society Guide to Protecting North America’s Bees and Butterflies. A female red-tailed hawk was found in June by Durham police when she was dangling from a tree in Bowmanville, completely caught up in nylon netting. Since the Bowmanville Veterinary Clinic takes injured wildlife for assessment and initial treatment, Clarington Animal Ser- vices took her there. The predatory bird was not in good shape, dehydrated and in shock, and completely wrapped up in netting around both wings and legs, and across her back, which cut into her skin. Flies had laid eggs in the wounds, and maggots were starting to hatch. Her left foot had lost circulation and the outlook was grim. “Another day, she would have guar- anteed lost a leg, if not died,” said vet- erinarian Dr. Wendy Korver, who added the bird’s severe dehydration indicated she’d been caught in the net for about a day and a half. But an assessment showed her wing and leg function was still intact, and things started looking up. Dr. Korver treated the hawk with antibiotics, fluids and pain medication, and the next day she was standing on her own. She was moved to the Sandy Pines Wildlife Reha- bilitation Centre in Napanee for further care. Despite several setbacks, the dedi- cated vets and volunteers helped the bird make a full recovery. She was brought back to Bowmanville for the release so she could be freed on familiar ground, by the tree she was found in. Dr. Korver made sure she had a full stomach for the release -- she had fed her three mice the night before. “I have no worries about her at all,” said Dr. Korver. As if she could taste freedom just moments away, the hawk nudged on the carrier door she was in until Dr. Korver opened it up. And with that, she was free, running before she spread her four-foot wings and took off. “Incredible,” said Dr. Korver. The feel- ing was mutual. The 2012 Sears National Kids Cancer Ride started in Vancouver on Sept. 5 and will be wrapping up in Halifax on Sept. 21. Nivlog, based in Markham, has constructed two other buildings in Pickering, one at the northwest corner of Brock Road and Plummer Street and other at 850 Brock Rd., at Feldspar Court. Pickering Mayor Dave Ryan said the project is a positive for the community because “it’s more develop- ment in the city of Pickering. “We’ve had our best year in new building permits for industrial and commercial projects since 2004,” Mayor Ryan added. Keith Falconer, president of the Pickering East Shore Community Association, said, “It’s a great enhance- ment for Bay Ridges. It’s more commercial based. The land wasn’t being used. It’s great enhancement to the local area.” The project will help attract other businesses to Pickering, Mr. Falconer added. The site covers just under seven acres, Mr. Golvin said. “We’re proceeding with phase one, which is two buildings,” he said, adding the first phase cost is about $4 million. When the second phase would start “hasn’t been defined or determined in terms of scope. We’ll see how phase one goes. It’s demand driven,” he noted. The whole project cost is between $50 million and $60 million, including buying the land, construction and “soft costs,” such as develop- ment charges and architec- tural fees, Mr. Golvin said. “The economy is very chal- lenging. This is a speculative project. We’re proceeding with it based on our confi- dence in Pickering and the medium- and long-term confidence in the economy in the GTA,” he said. This is the only new con- struction project Nivlog is currently working on, he said. Nichelle Prince, Madeline Iozzi and Kailen Sheridan were among the 21-player roster named to compete at the third running of the FIFA U17 Women’s World Cup, and not surpris- ingly, the three can hardly wait to get started on the pitch in Azerbaijan. “It’s honestly such an honour and it’s very exciting,” said Sheridan, a goal- keeper from Whitby. “We get to repre- sent our country and play to the best of our ability. We were selected out of the entire country and it’s a great honour.” Iozzi added: “I can’t even really describe the feeling. It took so long for each girl to get where we are now. For me, I have been working so hard to get to this level and to actually be here it’s an indescribable feeling.” Prince said that sharing the experi- ence with two teammates and friends in Sheridan and Iozzi, that are so close, makes the opportunity all the more memorable and exciting. “They are like my best friends, my sis- ters. We’ve been through a lot together. We carpool, we practise together on our free time, we do fitness together,” Prince explains. “Getting to do this with them is amazing. I can’t wait to go, it’s going to be great.” Canada is one of 16 teams compet- ing in this year’s tournament, with the teams having been divided into four groups. Canada will face Nigeria to open the tournament on Sept. 22 and then follow up with a game against Colombia three days later before tak- ing on host Azerbaijan on Sept. 29. Those four countries comprise Group A. Others competing are France, Gam- bia, Korea DPR, and the United States in Group B, Brazil, Japan, Mexico, and New Zealand in Group C and China PR, Germany, Ghana, and Uruguay round- ing things out in Group D. For Prince, Iozzi and Sheridan, mak- ing the final roster is not only the cul- mination of the last 12 months or so of dedicated work with the national pro- gram, but validation that all the hard work they have put in over the years was more than worth it. “I’ve been working to get to this level probably since I was in Grade 8, so to be here four years later, it’s amazing. I’ve been working so hard each year to get better and better and this is just awesome,” said Iozzi, a defender who has a verbal commitment to attend Mississippi State on scholarship in 2013. Prince, a forward/midfielder, and Sheridan are also scholarship bound, with Prince headed to Ohio State and Sheridan joining Clemson University. But for now, their focus is square- ly planted on helping Canada at the World Cup and they are fully aware that the pressure to perform will be at a level they have not yet experienced in their young careers on the pitch. “It’s really exciting, but it’s also real- ly nerve-racking,” Sheridan said of looking ahead. “You get really only one chance to do it. You get the whole month, but if you don’t do it the first time, there won’t be a second time.” In addition to sharing similar feelings about making the grade to compete for Canada, Prince, Iozzi and Sheridan are also all in agreement on one other key element that has helped them reach such lofty heights. That element being their involve- ment with the Pickering Soccer Club. “I think they’ve been a big reason we are where we are today,” Iozzi said, echoing thoughts the other two had. Ones 2 Watch DURHAM -- The province’s top male and female junior golfers came together to play three rounds of golf over two days at the Ontario Junior Tour Team Championship. It was two rounds of stroke play and a single round of two-person better-ball that had golfers from 10 regional junior tours vying for the Humber Cup title. The Durham Junior Golf Tour sent a strong contingent of eight golfers to com- pete. After 36 holes of individual stroke play, Danielle Sawyer of Grafton was tied for seventh in the junior girls’ division with rounds of 85-80. Following rounds of 88-90, Whitby’s Shannon Rowan was tied for four- teenth. On the second day of the competition, the two girls then partnered for 18 holes of better-ball and finished the competition in a solid sixth place. The bantam boys were a force to be reck- oned with as Sam Meek of Peterborough picked up the gold medal with rounds of 77-75, followed by Sean Trapp of Janetville (77-77) in the runner-up spot. Carrying an eight-stroke lead into the better-ball com- petition, the duo partnered to shoot 73 and capture the bantam team title. In the highly contested junior boys’ divi- sion, Brooklin’s Mathew Iceton was tied for third in the stroke play competition follow- ing rounds of 70 and 75. Smith is feeling pretty good about where his Oshawa Gener- als are at. And how could he not? After a less-than-stellar loss against Niag- ara some 10 days ago, the Generals appear to have put things together, winning three straight games by a combined count of 16-3, the most recent being a 6-1 victory over the Belleville Bulls Tuesday night at the Garnet B. Rickard Recreation Complex in Bowmanville. “I think we’re starting to learn the systems and play a little bit more the right way,” Smith said after the victory. “There was a few times where there were things (I saw) that we’re going to have to correct, but all in all I am happy.” He certainly couldn’t walk away from Tues- day’s game anything but happy for the most part. Smith watched his Generals dominate the Bulls in the opening 20 minutes, scor- ing three times over the course of the period and outshooting Belleville by a hefty mar- gin. Things were a little more even over the subsequent 40 minutes, but that was more a matter, Smith says, of his group tiring due to the fact they were short-handed after a slew of suspensions from Saturday night’s fight- filled affair in Ajax against the Peterborough Petes. “We were short on bodies from the other night, but we came out and got a lead and kind of just hung on. Our first period was real good and then they outshot us I think down the stretch and we took too many penalties,” Smith explained. “We had a (great) individ- ual effort from (Lucas) Lessio, he had three goals, and we scored a couple power-play goals, so all in all I am happy.” Joining Lessio on the scoresheet was Scott Sabourin, who continues to battle with Emer- son Clark and JP Labardo for Oshawa’s third overage spot, and Tyler Biggs with a pair, his first two in a Generals uniform. Having struggled somewhat to find his stride since the start of camp, Biggs was rewarded with a couple of goals on Tuesday. “Biggsy didn’t play a ton of hockey last year, so you know it’s good to see him score and get some confidence going,” Smith said. “He’s not used to playing all these minutes.” His first goal gave Oshawa a 2-0 lead in the first period as he converted on a nifty little pass from Michael Dal Colle and put one upstairs in the blink of an eye on Belleville’s Charlie Graham. The other came on a third- period power play and was likely more the kind of goal fans can expect out of the Toron- to Maple Leafs prospect. On a power play Biggs parked his six-foot-two frame in front of the goal and buried one from just a few feet out. Among the others who stood out were, obviously, Lessio with his three-goal perfor- mance, rookie forward Michael Dal Colle and goalie Justin Tugwell, who stopped 25 of 26 shots through 40 minutes of action in relief of Daniel Altshuller. Meanwhile, down the roster, Smith said he’s getting close to setting the group he wants to see open the season Sept. 20 in Peterborough. It’s unfortunate because you would love to keep all five.
