DURHAM -- The Region of Durham is taking
a “spend money to make money” approach to
attracting investment and creating jobs.
A new report recommends spending $1.3
million over the next three years on a invest-
ment attraction plan that includes refresh-
ing Durham’s brand, putting targeted ads in
American newspapers and sending munici-
pal representatives on overseas trips.
“What we’re doing right now is not work-
ing at all,” says Kathy Weiss, Durham’s direc-
tor of economic development and tourism.
“Being this aggressive is something new, and
it’s something we need to do.”
She said Canada’s stable banking system,
reputation for good business practices and
relatively stable economy make it a key loca-
tion for countries looking to invest abroad.

DURHAM -- A new trial
has been ordered for
defendants who saw their
drug charges tossed when
a Durham judge ruled
delays in trying the case
amounted to a breach of
their Charter rights.
The Ontario Court of
Appeal ruling, released
Thursday, means four
members of a Toronto
family will once again
face trafficking and pro-
duction charges.
The four were bust-
ed after Durham cops,
investigating an online
ad offering marijuana for
sale, found a large grow
op in the house.
The ruling was applaud-
ed by Detective Cyril Gillis
of Durham’s drug enforce-
ment unit.
“We are extreme-
ly pleased the Court of
Appeal has ordered a new
trial,” he said.
Constitutional chal-
lenges are common in
drug cases as defendants
employ Charter argu-
ments to counter allega-
tions against them, Det.
Gillis said.
Commonly challenged
are issues such as grounds
relied upon by police for
search warrants, and sei-
zures from vehicles and
homes.
“Everything we do is
scrutinized,” Det. Gillis
said.
The ruling overturned
a decision by Ontario
Court Justice Graham
Wakefield, who ruled
in November 2010 that
the four accused -- Lan
Tran, Dong Hoa Vuong,
Hung Vi Vuong and Van
Vi Vuong -- had been sub-
jected to unreasonable
delays as their case made
its way through the courts
in Durham Region.
Justice Wakefield ruled
that while a number of
factors had contribut-
ed to the protracted trial
-- including constitu-
tional challenges by the
defence -- delays that
could be attributed to the
Crown and the court sys-
tem tipped the balance in
favour of the defendants.
That ruling was
appealed by the Crown,
which argued the judge
erred in his assessment
of what had caused the
delays.
In the ruling released
Thursday, the Court of
Appeal agreed, finding
that while some time was
lost as a result of Crown
conduct, other delays
were either attributable to
the defence, or were sim-
ply circumstances that
can be expected to arise
in almost any trial.
“The amount of trial
time lost because of
Crown conduct was sim-
ply not sufficient to tip
the (Charter) balance
in favour of the respon-
dents,” the court said in a
written ruling.
Charges against the
accused were laid in June
2009, following an inves-
tigation by Durham DEU
officers investigating traf-
ficking on the online ad
service Craigslist.
Undercover cops
responded to an ad and
twice bought marijuana
from Van Vi Vuong and
his brother Hung Vuong,
police said.
Armed with a search
warrant DEU officers
raided a Toronto home,
discovering a sizable grow
op with more than 1,000
plants.
Det. Gillis said online
ad sites are used often by
drug dealers.
“It’s quite frequent and
common. You’ve just got
to look for the code words
they use,” he said.
“It’s a perfect avenue for
these guys to use.”
A new trial date has yet
to be set.

PICKERING -- Parents and chil-
dren can work on improving their
literacy skills together with the
Pickering Library’s Family Litera-
cy Challenge.
The challenge offers families
a list of ways to improve litera-
cy through family activities such
as cooking, acting and reading
together.
“Literacy is really more than just
reading,” said Sarah West, chil-
dren’s librarian at the Pickering
Library.
“It’s also about understand-
ing and comprehending, know-
ing how to follow directions and
being able to interpret print no
matter where it is. Literacy is
something you should incorpo-
rate into everyday life.”
The activities include sorting
laundry and counting the num-
ber of items in each load, pausing
while reading a story as a family
to try to figure out what happens
next, reading a book and then
acting it out and using the Can-
ada Food Guide to cook dinner
together and talk about the dif-
ferent food groups.
“Family literacy is not just about
kids,” Ms. West said, noting that
many adults for whom English
is a second language can benefit
from activities.
“Parents need to be able to prac-
tise and keep themselves sharp as
well. Research shows that doing
literacy activities together means
kids are more likely to do better
in life. For parents it’s an indi-
cator of employment status and
income levels and for children
it’s an indicator of better perfor-
mance in school.”
The Family Literacy Challenge
is one way the library is marking
Family Literacy Day on Friday,
Jan. 27. Families wishing to par-
ticipate in the challenge can pick
up an activity sheet at the library
or download one at www.picnet.
org. The sheets must be returned
to the library by Jan. 27. Partici-
pating families are eligible to win
a family literacy gift basket.
Parents can also enjoy litera-
cy activities during the library’s
Family Literacy Day celebra-
tions, which will be held Friday,
Jan. 27 from 10 to 11:30 a.m. at
the Central Branch and from 2 to
3:30 p.m. at the Petticoat Creek
Branch.

Family literacy facts
• Quality of life for families, including income levels and employment status, is
directly related to the literacy levels of parents
• Children aged 2 to 3 who are read to several times a day do substantially better
in kindergarten at the age of 4 and 5 than youngsters who are read to only a few
times a week or less
• The National Center for Family Literacy’s long-term research with 2,000 families
who attended family literacy programs shows that literacy intervention reduced
participants’ full dependence on public assistance from 67 per cent to 11 per
cent
• Researchers estimate that over the lifetime of participants in an early literacy
intervention program, returns to the public are $7.16 for every dollar invested
• Seventy-four per cent of young Canadians who graduate from high school have
strong literacy skills. The remaining percentage can handle simple reading and
writing tasks. Those who leave school before graduation generally have lower lit-
eracy skills

Re: ‘Durham hospital CEOs fairly com-
pensated’, editorial opinion, durhamre-
gion.com, Jan. 6, 2012.
Notwithstanding the gushing “thou are
worthy” comments in your editorial, or
the disputable “... these people deal with
life and death” justification from Joan
Wideman in the related news article, it
seems as if the elephant in the room is
conveniently being ignored -- here are a
couple of its attributes:
We’re racing towards a $300-billion debt
figure at, what appears to be, inexorable
speed.
The province of Ontario is on a credit
watch; rating agencies are telling us we’ll
be crashing into the “downgrade” wall
pretty soon.
Based on the above, one could reason-
ably posit that compensation packages
like these in our health-care system are
unsustainable -- these CEOs would do
well to take a scalpel to them.

Childhoods at risk
To the editor:
Playing games, fooling around, having
no worries in the world.
This is how it used to be for children.
However, all of this is changing too fast
too soon.
Children are now at serious risk of los-
ing their childhood and we as a society
must begin to take immediate measures
in order to protect the innocence of child-
hood. The media and the fact that there is
little distinction between adults and chil-
dren are the most significant contributors
to the loss of childhood.
All of the television shows, movies, pop
figures etc., are giving children a negative
influence that teaches and shows them
inappropriate things for their age.
With each generation comes more
knowledge, more media and advanced
technology, all of which contribute to
the problem of children growing up too
fast. Children are now on the same road
as parents are, walking right beside them.
Would you want you your child living their
life without a childhood? If society does
not start taking action then it will become
an even greater problem later on.
It is up to society to help restore child-
hoods for all future generations.

I just read Mike Johnston’s article and
wanted to respond. When I turned 50 in
April, 1988 I had to put my late fiance in
hospital and put my birthday in the back-
ground.
But he didn’t. He got his sister to go to
the gift shop at Princess Margaret Hospi-
tal to buy my a gift. He was unselfish to the
end: May, 1988.
Don’t worry about a number, Mike. Just
go out and use some of those dance les-
sons with your wife.

Regarding regional councillors’ “arbi-
trary move to reduce speaking times in
half” ... it’s too bad, we the people (their
employers), don’t have the ability to arbi-
trarily reduce their salaries by half.

Stable funding key to infrastructure improvements
Strong arguments have been made on
both sides of the infrastructure funding
debate in Durham, but one thing munici-
pal leaders can agree on is the need for sta-
ble funding.
Metroland Media Group’s Durham Divi-
sion is just completing a three-part series
on infrastructure funding provided by
higher levels of government in which
Conservative MPP John O’Toole asserts
that the Region hasn’t received the atten-
tion it deserves from the Ontario govern-
ment. He pointed to the McGuinty govern-
ment’s about-face on completion of Hwy.
407 out to Hwy. 35/115, a lack of expand-
ed eastward GO train service and delayed
improvements to Darlington’s nuclear
reactors in Clarington as clear examples of
neglect.
But former Scugog Mayor Marilyn
Pearce, who has also served as Durham’s
regional finance committee chairwoman,
disputes that notion and provided a com-
pelling case to suggest otherwise. In her
view, Durham’s new university, expand-
ed and improved hospitals, and the new
Durham courthouse are bricks and mortar
examples of Durham’s success in attracting
infrastructure dollars.
Taxpayers in Durham can draw their own
conclusions, certainly, but local mayors
-- along with Mr. O’Toole -- say that the
best solution to ensuring a steady supply of
necessary infrastructure dollars is a stable
funding model that is uniformly applied to
the province’s municipalities. Gas tax fund-
ing is in place and provides some relief, but
doesn’t go far enough.
As Clarington Mayor Adrian Foster noted
recently, municipalities simply cannot
budget properly based on one-time infra-
structure funding infusions, or temporary
stimulus packages.
And from Durham’s perspective, proj-
ects that have been on the books for years
such as extending Hwy. 407 eastward, or
expanding GO train service into Claring-
ton, or moving on the much-needed refur-
bishment at the Darlington Nuclear Gen-
erating Station, could be achieved far more
quickly and efficiently with access to a sta-
ble stream of infrastructure funding.
Municipal leaders in Durham know bet-
ter than anyone -- even the most engaged
MPP -- which projects are priorities and
what the costs are. Provincial leaders would
do well to take heed, open discussions and
work towards a solution that treats every
urban GTA municipality and region equal-
ly -- from one end of the Golden Horseshoe
to the other.

Region keeps triple A credit rating
DurhAM -- Durham Region has again been
rated among the best of the best when it
comes to financial management.
Moody’s Investors Service of New York
recently reconfirmed a triple ‘A’ credit rating
for Durham.
“This is the best you can get in terms of
financial health,” said finance commissioner
Jim Clapp.
Durham is one of only eight municipali-
ties in Canada to receive a triple A rating
from Moody’s. It’s good new for taxpayers,
because it means lower borrowing costs,
which are passed on to the lower tier munici-
palities when the Region issues debentures.
Over the past 30 years, Mr. Clapp estimates
Durham’s credit rating has saved about $28
million in interest.
