The organization, which recent- ly became a registered non-profit organization, held its inaugura- tion ceremony on Aug. 7 in Ajax and the event was attended by members of the DCCC, local pol- iticians and Chinese consul gen- eral from Toronto. Tao Qu, president of the DCCC, explained that for awhile Chi- nese-Canadians have been net- working in Durham Region and it was time for a more formal orga- nization. “We had this thought and idea for quite some time because we have a bunch of people now connected,” said Mr. Qu who is an Ajax resident and an OPG employee. Among them were mothers with small children who where con- necting through social network- ing. Mr. Qu explained they were looking for a place for education, things like Chinese language and art classes which are now offered by the DCCC. All members of the Chinese community are encouraged to participate including people from mainland China, Hong Kong and Taiwan. In addition to promoting Chi- nese culture to the public, the group aims to foster integra- tion with other cultural groups; organize social and recreational opportunities for a wide variety of groups including seniors, women and youth; develop resources for newcomers to Durham and help attract talented people to Durham; and execute cultur- al exchange programs between Durham and China. As the organization grows, Mr. Qu said he expects non-Chinese Durham residents may be inter- ested in participating. For exam- ple, they may want to take art or language classes. The group also plans to hold celebrations for events like Chinese New Year that are open to the public. “That’s the whole intent, it’s not limited to the group at all, it’s entirely open to the public,” he said. Mr. Qu explained DCCC has also been connecting with other community groups, libraries and local governments to offer servic- es and programs. Though he doesn’t have official numbers Mr. Qu estimates there are several thousand Chinese liv- ing in Durham and the popula- tion is growing. “There’s probably 10-20,000 people, but they’re really scat- tered because our region is so big,” he said, adding that it will be a challenge to cover such a large region. Now, with the DCCC, the com- munity can be organized. “It couldn’t be a better time for our organization to be launched.” This isn’t Mr. Qu’s first time helping to create such an organi- zation. Previously, he was a founder of the Chinese Professionals Asso- ciation of Canada which now has more than 23,000 members. For more information about DCCC and its programs visit dur- hamchinese.ca. I get it all.” The problem is one single digit. The contact number printed on the back of all the provincial offences tickets handed out in Durham Region is 905-668-3130. The number for Ms. Dix’s St. Catharines home is similar, but for just one digit. Ms. Dix won- ders if there’s a problem with the legibility of the printing on the tickets handed out in Durham. Ms. Dix is always polite to call- ers -- who are overwhelmingly apologetic -- and has tried to be proactive. She gives callers the correct number. And for a while the message on her voice mail informed callers they had NOT reached the provincial offences court. “They’d leave a message any- way,” she said. She has contacted court offi- cials, politicians and even the provincial Attorney General’s office. It seems there’s not much anyone can do except advise her to change her number. No dice, said Ms. Dix. She’s had the same number for nearly 30 years. “I don’t know what to do,” she sighed. Linda Fortier, supervisor of court services at the Whitby courthouse, is sympathetic to Ms. Dix’s plight, but at a loss for a solution. “I’m really sorry to hear she’s experiencing that,” Ms. Fortier said. “I’ll keep my eye out for any problems.” There are 90,000 tickets hand- ed out each year in Durham for offences ranging from Highway Traffic Act violations to bylaw infractions. They come in two forms: pre-printed tickets, unique to the region, which are filled out by officers, and tickets issued by printers attached to on-board computers in police cars. It’s unrealistic to change the design of Durham’s tickets, and Ms. Fortier doubts it’s a problem with printing or legibility. More likely it’s a case of caller error, she said. As for changing the courthouse phone number? A logistical night- mare. “It would be huge to change that number,” Ms. Fortier said. O N L Y !7 99 HealtH Patient experience at Ajax Pickering hospital improves with help of new navigator Rouge Valley Health System creates new position in emergency department AJAX -- Patients may have an easier time accessing care at Rouge Valley Health System’s emergency department with the addition of a patient navigator. The new patient navigator role is filled by a registered nurse, who is responsible for manag- ing a patient’s journey through the emergency department to ensure that service is delivered quickly and within Ontario’s wait time targets. So far, the new role has been met with praise from emergen- cy department staff. “Within the first month that the patient navigator was intro- duced at Rouge Valley Ajax and Pickering, we saw an improve- ment in our patient wait times,” said Dr. Gary Mann, program chief for the department of emergency medicine at Rouge Valley Ajax and Pickering. “We have also seen our patient satisfaction improve as well. As we continue to improve our patient flow in the EDs, we are now seeing proportionately more patients, and we believe this is related to our improved wait times.” Two registered nurses share the role, splitting duties between Rouge Valley’s two hospital campuses in Ajax and Scarborough. Since the addition of the nav- igators, the hospital has seen an improvement in how quick- ly low-acuity patients move through the emergency depart- ment. Patient navigators help to reduce wait times by making sure that patients are seen by a doctor quickly, and that test results, lab reports and X-rays are received as soon as possible so patients can be treated and discharged promptly. “It runs very much like a clin- ic,” said Dianne Gilpin, regis- tered nurse and patient naviga- tor at Rouge Valley Centenary in Scarborough. “Our goal is to keep everything flowing, and it’s working really well. We’re getting great feed- back from our patients, physi- cians and nurses. Our patients are also commenting on how quickly they’re now able to move through emergency.” Crown seeks lengthy sentence in fraud case tip from Whitby gas bar worker led to bust JeFF MItCHell jmitchell@durhamregion.com OSHAWA -- The Crown is seek- ing a lengthy prison term for the convicted leader of a fraud ring that targeted debit cards users in Durham Region. Nirmalarasan Kanagalingam, 35, was convicted of fraud, pos- session of stolen data and par- ticipating in a criminal organiza- tion in July. During a sentencing hearing Thursday in Oshawa, prosecutor Mitchell Flagg called for a total sentence of seven- and-a-half years. Defence lawyer Paula Locke recommended a provincial jail sentence of two years less a day. Justice Lack is to deliver her rul- ing next month. Mr. Kanagalingam was one of several suspects arrested by Durham police in November 2008. Police began investigat- ing after a Whitby gas bar clerk told police he was approached by men who offered him cash to allow them to alter the station’s debit card terminal so it could “skim” data. That data was to be used to create false debit cards, court heard. The Crown alleged the Whitby incident was part of a GTA-wide scam that netted fraudsters $451,000. Jurors deliberated for more than two days at the end of the trial, during which several wit- nesses recanted earlier state- ments they’d made identifying Mr. Kanagalingam as a key player in the fraud operation. Mr. Flagg applied to the court to have ear- lier statements made by the men introduced as evidence. Four witnesses, Kajenthran Vijayakumar, Vijitharin Selva- raj, Mithun Indrakumaran and Aruncumar Ravindram, have since been charged with perju- ry, obstructing justice and other offences. Mr. Selvaraj and Mr. Vijayakumar have been denied bail and remain in custody. The other two men were granted bail. Upon his conviction, Mr. Kana- galingam had his bail revoked when Justice Lack found he pre- sented a flight risk. This week in London, we saw the flip side of that coin. Groups of young people used Twitter and their cellphones to spread the word of just where to riot. The riots were triggered by a police shoot- ing of a young man in one London neigh- bourhood and have since spread. Some have argued that they’re being fueled by social unrest due to government cutbacks and economic hard times. But one com- menter pointed out that if this was a protest against the status quo, where were the slo- gans and the demonstrations? Where are the Twitter posts appealing for global soli- darity? There was no Tahrir Square where thousands gathered to voice their dissent. Instead there was looting of electronics stores, clothing stores and liquor stores and vague mutterings of sticking it to the rich as looters carried off plasma televisions. Except it’s not the rich who were the targets, but the same neighbourhoods most of the rioters lived in. And among the buildings burned down was a library. A video went viral on You- Tube showing a man bleeding during the riots. He’s approached by what seems like Good Samaritans looking to check that he’s all right, but instead of helping, they reach into his backpack and steal from him as he bleeds. They saunter away like there’s noth- ing wrong with what they did. And in fact, what happened in London is not that isolated, it’s just happening on a larger scale. They’re called flash mobs and when the word was first coined it meant groups of people showing up in a public place and performing a rehearsed dance or something of that nature. But now, the word means groups of peo- ple connecting through social media and coming together to commit robbery or ran- dom violence.This week Philadelphia insti- tuted a curfew for 13 to 18 year olds because of flash mobs perpetrating beatings. What’s happening is the teens are texting each other and using Facebook and Twitter to spread the word of a location and partici- pants as young as 11 are beating up random strangers. Reports of violent flash mobs have been cropping up for years. The only reason ever really given as to why they did these things is because it’s fun. Why is this happening? Perhaps it has something to do with underlying econom- ic conditions or perhaps it’s something ugly in the human psyche. It’s not like the mob mentality is a result of social media; it seems mobs have been in existence since humans started living together in cities. And if you don’t think this could happen in Canada, consider that a mob of 40 youth robbed a convenience store in Ottawa earli- er this month, grabbing everything in sight. Then of course there were the trouble mak- ing elements of the G20 protests and the Vancouver riots. Still, the good side of humanity was also visible in London as people used Twitter and Facebook to spread the word of local cleanups. Reka Szekely Ugly London riots fuelled by social media connections Startling youth achievements in Durham are inspiring Young adults across Durham are pre- paring for the return to school in just over three weeks. Whether returning for the final year of high school, or begin- ning studies at college or university, they are taking the next tangible step in their evolving lives. The preparations that are underway in earnest among families in Durham Region are currently being explored by staff in a feature series called ‘Cutting the Ties’ and a common theme that has emerged illustrates the commitment local students have made to post-secondary education, the maturity they display, and the bright sense of achievement that looms for so many of them. And they are an impressive lot, both those who participated in our series, and those in the region who have achieved great things on their individual journeys. A quick inventory of some of Durham representative youth shows that there is no shortage of ambition, energy and knowledge percolating throughout the region. Consider 17-year-old Oshawa student Alex Hofkirchner, who put together a stun- ning 98.3 per cent grade average in his final year of high school studies at O’Neill Collegiate, making preparations now to attend McGill University in Montreal next month to study biomedical science. Or how about Pickering’s Nicholas Schiefer, another Durham teen who took home a gold medal from the Canada- Wide Science Fair 2011 for his brilliant Internet search program that employs an algorithm he designed to provide more efficient and specific Internet searches. There is also a group of young Ajax dancers who brought home 10 gold med- als from an international competition last month in their first appearance, bringing a measure of pride and a sense of accom- plishment home with their prizes. Countless other Durham youth, young men and women alike, have excelled in various areas that have resulted in sports or academic scholarships, community awards and appropriate recognition for their efforts and achievements. Youth are often maligned as idlers more interested in their hand-held media devices than their communities, a group of mollycoddled youngsters used to get- ting gold stars for little effort. The startling achievements of some of Durham’s young adults provides an important contrast to that notion. We salute each of them for their successes and efforts, give a quiet nod of respect, and hold deeply the hope that they con- tinue to represent their families and their communities well. The new Cadillac, which begins produc- tion in Oshawa in the first half of 2012, was announced by the company Aug. 4. “I haven’t heard any direct feedback... but I think everyone’s going to be happy to hear there’s a new product announce- ment for Oshawa,” said Jason Easton, GM Canada’s corporate communication man- ager. The company is putting $117 million into the Oshawa plant in preparation for the new product, which will help create or retain about 400 jobs here, he said. The Cadillac XTS is a larger sedan designed to compete with luxury sedans around the world, Mr. Easton added. The Buick and Camaro are also made on the flex line. Work to prepare the flex line for its new- est addition will begin soon and will not interfere with work already occurring at the plant. “Our launch teams work very hard alongside regular production,” Mr. Easton said. Go out into the yard and check for dog-strangling vine, hunting in your flowerbeds, around trees and bushes, in shady corners. If you see any, get rid of it. Native to southern Russia, dog-strangling vine was transported across the Atlantic in the mid-1880s as a garden ornamental. The woody vine, which twines around other plants to climb toward the light, has become one of the most serious invaders of eastern North America, blanketing natural areas, roadsides, fields and gardens, everywhere its prolific seeds are carried by the wind. Check out the window as you’re riding the GO train; it’s the most common ground cover all along the tracks. Not only does this scary perennial alien choke out native plants by climbing over them and stealing all the light, its stubborn extensive root system grabs moisture, nutri- ents and space. Worst of all, it’s a butterfly trap. Apparently monarchs will lay their eggs on this foreign member of the milkweed fam- ily, but their caterpillars won’t survive. In mid-August, dog-strangling vines are changing from green to yellow and may be one to two metres tall. Their smooth oval leaves have pointed tips and grow opposite one another, marching up the stem. The two- inch seed pods dangling atop each plant now look a bit like tiny banana peppers. It’s important to remove the pods right away. By late August they’ll turn brown, dry up and split open, releasing hundreds of seeds on sails, like dandelions, to float far and wide. Seal the seed pods in a bag and put it in the garbage, not your compost. Unfortunately, getting rid of the seed pods is only half the battle. Dog-strangling vine also spreads by its roots, forming dense mats, and the most effective way of getting rid of them is by digging them up. If you pull out a stem, two grow in its place. You have to dig around each plant, lift the root clump and shake off the soil. Put the vines and bare roots, minus all seed pods, in yard waste pickup. Extensive research done at Carleton and Guelph universities has shown dog-stran- gling vine to be tolerant to all but the harsh- est of herbicides. The seeds are so viable that the CBC’s famous gardener, Ed Lawrence, recommends drying them in a paper bag for a month and then burning them. The more people who put “check for dog- strangling vine” on their to-do list this week, the fewer seeds will be floating around the countryside next week, ready to sprout. Since the girl is just 17, her mother signed the dog over to the Humane Society of Dur- ham Region when they couldn’t pay a $5,000 vet bill after the little guy was hit by a car. The humane society now has ownership of the dog and the girl is heartbroken she can’t get him back. Animal cruelty investigator Debby Hough- ton told me pets are surrendered to the humane society on almost a daily basis because their owners cannot afford to prop- erly care for them. Too often, people adopt their pets without knowing exactly what’s in store. Accidents can happen and vet bills do add up. The Ontario Society for the Prevention of Cruelty to Animals has a wealth of informa- tion on its website, ospca.ca, on what to pre- pare for when adopting a dog. And I found a startling fact: 2005 figures indicate the Ontario Veterinary Medical Association estimates that it costs $1,065 annually to care for an adult 40-pound dog, $1,971 for a female puppy, and $1,929 for a male puppy. On top of the cost of adoption fees, dog owners must be prepared for costs of food, identification (dog tags, microchips and licensing your pet); ongoing veterinary care, including vaccinations, possible surgeries and dental care; and ongoing supplies, such as food, dishes, toys and grooming tools. It’s important to consider the age of the dog and whether it will suit your lifestyle. Puppies, for example, are cute as heck but are full of energy and need a lot of attention and training. You should consider why you’re consider- ing dog adoption. Giving them as a gift is not the best idea. The recipient might not be prepared and the dog may end up neglected. Protection is not a good reason either. It is the owner’s responsibility to protect the dog, not vice versa. And if the dog is for children, parents must be prepared to feed the dog, exercise, train and pay for any costs, as unpredictable as they can be. Dogs can be wonderful companions. Make sure you get one for the right reason, and that you can give them the care they deserve. General considerations The OSPCA offers tips on what to consider before adopting a dog: • Small dogs may live for 15 or more years and large dogs typically live less than 12 • Dogs need regular exercise and should be walked two or three times a day (the backyard does not provide enough exercise, stimulation or fun). Some dogs also require vigorous off-leash exercise. • You should attend training classes to help you understand your dog and develop a clear and con- sistent way of communicating • Dogs require regular grooming to keep their coats healthy and clean (taking them to a groomer may cost $160 to $200 per year) • Dogs require regular nail trimming and teeth brushing (use special toothpaste available at pet stores) • You will need to clean your home more, espe- cially if you have a long-haired dog • Dogs need and crave companionship and should spend most of their time inside with their family Adopt-a-pet Dogs: great pals, big responsibilities WHItBy -- Sophie is a female ferret who is extremely affectionate who gets along well with other animals. Baird spent the summer representing her country at a couple of prestigious tourna- ments held in British Columbia and Oklaho- ma. “I had a blast,” says the 21 year old of the experience she was longing to have with the national team. “I felt really fortunate to be out there. This was my third year trying out so when the coaching staff told me I made the team they were like, ‘Third time is a charm.’ I really enjoyed it. “It just made everything more worthwhile, all the effort and hours I’ve put into it made it that much more worth it.” In previous attempts to crack the national team, the J. Clarke Richardson graduate was told that defensively she was sound, but her bat held her back. Canada reached the quarterfinals of the Scotiabank Canadian Open Fastpitch Interna- tional Championship in British Columbia, but were eliminated by Australia 8-1. Canada had a 4-4 record in the round robin, before play- ing four more games in the double-knockout playoff format. In 12 games, Baird had a .167 average in 30 at bats with five hits and five walks. Less than a week later Baird and her Canadi- an teammates were in Oklahoma City for the United States World Cup of Softball, finishing with the bronze medal after defeating Austra- lia 4-1 for third place following a 4-2 record in the round robin. The highlight of the tournament for Baird was a home run in the opening game against Japan. She finished the tournament with a .222 average. The summer also included winning silver with her Whitby Senior Eagles team at nation- als in Montreal. Baird will now shift her focus back to her NCAA team, the Tiffin University Dragons, based in Ohio. The shortstop is entering her senior season, and can’t believe how the time has passed so quickly. “It’s so true. It has completely flown by. I can’t believe it,” she admits. The Division II school was a perfect fit for what she was looking for during the recruiting process. The small town atmosphere, players on the team and coaching staff were among the attractions. “I wasn’t looking to go into a very big school. I had opportunities to go look at DI schools, but I never really wanted to. “I knew by going to (Tiffin) I would learn a lot and get the opportunity to do some big things there.” Majoring in sports management, Baird is a 2010 second team All-GLIAC shortstop who also earned selection as a 2008 Canadian nationals all-star. She was selected for Team Ontario for the nationals in 2009.
